We support the MICL (Moorebank Intermodal Company Limited) project because it will take freight off roads around Port Botany and on the M5, putting that freight onto rail.
We note with approval that Qube/SIMTA (Sydney Intermodal Terminal Alliance) announced an agreement on 5 December 2014 to work together with the objective of the SIMTA site and the Commonwealth owned site to be combined and developed by SIMTA as a single integrated precinct.
On the matter of rail access we prefer the southern crossing as it preserves options for possible construction of freight facilities on the SIMTA site and has minimal impact on parkland and residents.
On the matter of noise and light pollution, we think that residents inside the 40dB noise zone should be offered the installation of sound insulation. We think that residents on the Casula escarpment should be offered the fitting of shutters for light pollution. These treatments should extend to Wattle Grove when the SIMTA site is incorporated.
We also think that a heavy vehicle inspection station should be located in the MICL grounds.
Turning to congestion in the area, we think that rail access to the Hunter and Newcastle area should be improved to permit more use of rail freight. We think that the Maldon-Dombarton railway should be completed, again to facilitate rail freight away from the limitations on rail freight in peak hours around Sydney. Both of those measures would encourage reliance on rail freight rather than road.
We think that planning for a western intermodal terminal should start now. Sydney's population seems set to grow to at least seven million (although not more than nine million), with corresponding growth in freight traffic.
We think that SIMTA/MICL should operate an extended-hours shuttle bus between Moorebank Avenue and Liverpool station. We note that the service provided by the 901 bus is inadequate for the likely needs of workers from the terminal.

I believe the logical place for the Intermodal is the new international airport your Government is building at Badgerys Creek. Here, it will be a true Intermodal for road, rail and air, run at its capacity with room for expansion (which the PAC has determined it cannot do at Moorebank), and will be profitable from its first day of operation.
It will also create new jobs, growth and bring major industry to this part of South West Sydney.

Historic Heritage
* The proposed site for the Moorebank Intermodal is located on land that is currently occupied by the Department of Defence;
* The Moorebank/Holsworthy community has a strong military ties,
* The proposed site contains military heritage that is currently protected by Commonwealth Heritage List and Environment Protection and Biodiversity Conservation Act. We support Liverpool Council's application for ongoing protection;
* Military buildings show architectural designs, workmanship and techniques of the era, and used materials that are no longer common in today's construction such as American Oregon timber. These building should not be demolished as per the recommendation but conserved;
* The proposed site is also surrounded by other buildings of historical significance such as Casula Powerhouse and the Glenfield Farm Group;
* The Australian Army has a relatively young history compared to its Allies. Therefore, buildings, memorials/plaques, gardens, bridges, headstones, chapels, cemeteries, Hangars, huts, bells and towers should be conserved on its original location; and
* It would be of cultural benefit for Civilians to be able to observe, respect and enjoy this military heritage.
Environment
* The development of an Intermodal will destroy native flora and fauna;
* The development of an Intermodal will have the potential to destroy the Georges River;
* The destruction of Georges River will also impact residents and native flora and fauna living downstream;
* The proposed area should be considered for environmental protection, as it is pristine riverfront land which is vital to the ecologically of the area; and
* This area could be included as part of the Great Southern Walk (Georges River Walk) - an initiative by the New South Wales government.
Traffic
* The area is already congested, particularly at peak commute times;
* Trucks `weaving' onto and off the M5 between the Moorebank and Hume Highway interchanges are already dangerous and need to be upgraded;
* The Moorebank intermodal will attract an additional 12,000 heavy vehicles and 5,000 cars per day that will need to access and leave the terminal utilising the M5 and local roads;
* The modelling does not cater for the predicted growth of the region; and
* Trucks parking and taking short cuts through the nearby streets will make the area unsafe.
Noise
* There is no noise wall along the rail corridor along the Georges River, so noise will carry, particularly at night;
* There will be no way to mitigate noise from the unloading/loading and movement of containers within the terminal;
* There will be no way to mitigate noise from the breaking and shunting of trains;
* There will be wheel squeal due to the tight radius curves needed for trains to enter and exit the site;
* Unloading/loading, braking and shunting and wheel squeal this will keep local residents awake; and
* Residents up to 3km from Port Botany are kept awake at night; We don't want this for our family.
Air quality
* There will be increased diesel fumes in the community generated from locomotives, heavy vehicles and other heavy equipment used on site. These fumes are carcinogenic;
* Our family and friends are at greater risk to develop health problems from the increased diesel fumes;
* South West Sydney is already heavily polluted due to the topography of the area; and
* There will be dust and odour generated from this site, particularly during the construction period.
Health
* We want to continue to enjoy the outdoors without the risk of the intermodal making our family sick;
* The government shouldn't plan industrial development in a heavily populated residential area which has nearby child care centres, primary schools, high schools and nursing homes.
Location
* The site is surrounded by residential development, with many young families settled in this area;
* This development will depreciate its residential housing value;
* We support Liverpool Council's recommendation of Badgerys Creek as the preferred location of the proposed Intermodal.
MICL and SIMTA Proposals
* There has been a lot of confusion around the fact that two proposals have been proposed for one area (SIMTA and MICL);
* The cumulative impacts of the two proposals have not been adequately explained or addressed by the proposals; and
* There is confusion as to the total traffic generated from the two proposals, as the modelling for each is different.
I support strategic planning and good land use. The intermodal development should be moved to a non-residential area, like Badgerys Creek, in order to reduce supply-chain costs and cater for future urban growth.

1. The intermodal will create significant additional traffic (particularly heavy vehicles) in a primarily residential area. The current army use has basically no traffic impact.
2. The intermodal will create substantial noise and lighting effects in the area.
3. Air quality will be severely compromised as a result of the increased traffic and heavy industrial activity.
4. There will be a significant environmental impact on the surrounding river, flora and fauna.
Generally, an intermodal is not an appropriate development so close to a thriving residential area that includes two schools and a number of pre-schools. This is not a case of "not in my backyard" as this backyard is totally ill-equipped to handle the impacts.
I agree strongly with Liverpool Council that the intermodal should be situated near the proposed Badgery's Creek Airport.

Even the proposed huge freight precinct won't resolve the problems caused by the failure in strategic planning that lead to all of NSW freight being moved through one port, Port Botany. Sydney needs a better plan, with containers entering the state through multiple ports and being shipped as close as possible to their destination. The current proposals call for road freighting containers from Moorebank in the south-west to the west and north-west.
The Moorebank sites are surrounded by residential areas, some houses are only 400 metres away, impacting residents sleep with noise and light.
The roads around Moorebank are already very congested with hundreds of millions of dollars needed to upgrade them to meet current need and a great deal more needed to support the estimated one truck every 18 seconds generated by the proposed terminals.
The container terminal land use is incompatible with the Liverpool Council master plan for the Georges River. The proposal would lock up the riverbank for another hundred years.
The Diesel fuel used by the locomotives and trucks that would service the intermodal will produce a significant level of pollution including high levels of PM10 and PM2.5 which are very hazardous.
The Georges River is protected to preserve its platypus population. It is hard to imagine how millions of containers per year crossing the river can be guaranteed not to leak chemicals.
The development of a container terminal has been forecast to actually reduce the number of jobs in the local area by converting existing high jobs density light industrial (eg panel beaters) into warehousing which has much lower jobs density.
The opportunity cost of building a freight terminal is that other, more compatible developments cannot be built. The council's highest and best use study casts a vision of a mixed use commercial and residential precinct that will bring jobs to the area and make use of Liverpool's riverbank to enrich the lives of locals.
Where Then?
Liverpool council and residents are not opposed to development. The majority of residents and the council support the development of an airport at Badgery's Creek in Liverpool, outside the urban area. Of course an airport has a large surrounding area that is only suitable for industrial development. It seems like an airport and a freight terminal would perfect for each other. Both are noisy and don't get on well with the neighbours. What's more integrating air freight and rail freight could have significant benefits.

-I feel that the extra trucks on the road will cause additional noise in the area which is already excessive.
-Also excessive noise from freight trains exchanging carriages.
-Additional noise from forklift trucks, container movers working in there handling yard which be noticed more in the evenings.

The site identified for the Moorebank intermodal is the wrong location for such a facility. It is situated on prime, urban, riverfront land. This land should be used to assist the government in solving the housing crisis identified in the draft Metropolitan Strategy for Sydney, by using the development as a premium riverside residential lifestyle precinct. The land has the capacity to house 40,000 people.
The land is situated less than 30 Kilometres from the Sydney CBD. It is in close proximity to public transport, including the T2 Airport and T2 Inner West & South lines (both of which have capacity to accommodate urban growth in this area), the Liverpool to Parramatta T-Way, the M90 Liverpool to Burwood bus route, and many suburban bus routes.
The Auditor-General's report recently released shows a target of 800,000 TEUs to be moved to and from NSW Ports by rail in 2020. In a recent Sydney Morning Herald article, J Wiggins wrote that 'Asciano plan to invest $112 million in their sites to increase capacity and making Chullora more competitive, able to handle an increased capacity from Port Botany, and open for operation before Moorebank'.With the Chullora intermodal capacity increased to 800,000 TEU it will easily be able to support increased in freight through Port Botany while the Badgerys Creek site is planned and constructed.
The NSW Long Term Transport Master plan states there are significant challenges in using infrastructure that is shared between freight and passenger journey such as the current rail lines. This also supports a purpose built facility at Badgerys Creek to suit the future freight needs and targets of NSW.
The T1 Western line was identified in the Auditor-General's report as a poor performer in on-time running, while the T2 Airport and T2 Inner West & South lines performed better in this area. This suggests that the Moorebank location would be better suited to residential development than to heavy industry.
The traffic congestion in the area, particularly on the M5 and Hume Highway, indicates that additional heavy vehicle movements in this area would be detrimental to the road network. The Planning and Assessment Commission have already recognised traffic congestion in the area as a significant factor and have recommended the SIMTA site be limited to 250,000 TEUs as a result of this congestion. As such, no further increase in capacity should be allowed in this area; another reason to move the proposal to Badgerys Creek.
My family all live in close proximity to the proposed Moorebank site. I am worried about the impact this will have on us and our wellbeing. I would like to propose the following questions:
* Can you 100% guarantee that my family and I will not suffer negative health impacts from the site, including sleep disturbance from noise?
* Can you 100% guarantee that my family and I will not suffer negative health impacts from the site, including disturbance from light spill?
* Can you 100% guarantee that my family and I will not suffer negative health impacts from the site, including respiratory illness as a result of poor air quality?
* Can you 100% guarantee that my family and I will not suffer negative health impacts from the site, including the possibility harm as a result of hazardous materials?
* Can you 100% guarantee that my family and I will not suffer negative impacts from the site as a result of possible contaminants from the operation of a freight terminal, including the introduction of biosecurity risks that may not be picked up at customs?
* Can you 100% guarantee that my family and I will not suffer negative impacts from the contamination of the Georges River and other waterways in the area?
* Can you 100% guarantee that my family and I will not suffer negative health impacts from soil contamination and the contamination of fruits and vegetables grown on our properties?
* Can you 100% guarantee that my family and I will not suffer negative health impacts from the site, including discomfort as a result of odour generated from the site?
* Can you 100% guarantee that my family and I will not suffer negative impacts from the site as a result of land clearing and visual impacts?
* Can you 100% guarantee that my family and I will not suffer negative health impacts from the site as a result of reduced access to health care facilities?
* Can you 100% guarantee that my family and I will not suffer negative health impacts as a result of the increased response time of emergency vehicles, including ambulances, to the area with an increase in traffic generated from the site?
* Can you 100% guarantee that my family and I will not suffer negative impacts particularly related to the noise and sleep disturbance resulting in an inability to concentrate during the day?
A 24 hour response time to any complaints or concerns raised by members of the community is reasonable; can you guarantee that this response time can be met?
Complaints particularly related to air quality and noise should be investigated by the relevant authorities within a 24 hour period of receiving the complaint. Can you assure members of the community this will be undertaken?
I believe that in light of the other available alternatives to the Moorebank site, the proposal should be moved to another location and not retrofitted into an already established residential area.
In short, the Moorebank location is perfectly positioned and adequately serviced by public transport to assist the government in meeting its housing targets set in the Metropolitan Strategy for Sydney. This site should be zoned residential and utilised for these purposes rather than for heavy industry, such as an intermodal terminal.

Please accept this letter to express my concerns with the propsed intermodal at moorebank.
before the badgery's creek announement I was accepting that this facility needed to be built at the location at moorebank. However now that the badgery creek airport is being built i strongly feel that the intermodal should be located near the new airport as it can benefit from colocation from the airport.
In addition the liverpool area is undergoing a generational urban transformation and freeing up this riverside location would benefit the social amenity for the growing community.
please consider the proposal for the move.
