"I object to this project and believe that the community health, environmental and socioeconomic impacts will have far outweigh any short term benefits it is claimed it will deliver. These include:
1.Global warming: The burning of an additional 70Mt of coal a year will add 174.2Mt of carbon dioxide to the atmosphere. This is equal to 30% of Australia's total annual GHG emissions. The International Energy Agency predicts that to limit global warming to under 2 degrees Celsius, global coal demand must peak in 2016, at least a year before PWCS indicates T4's will begin operation.
2.The Hunter Estuary supports 112 species of waterbirds and nationally and internationally listed threatened species, including the Australasian bittern (Botaurus poiciloptilus), listed as endangered under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
3.Deep and Swan Ponds: The Project will wipe out 80% of Deep Pond, which supports at least 11 species of migratory recorded and above the threshold of 0.1 per cent of the Australian flyway population for three migratory shorebird species, and will develop part of Swan Pond which supports three species in numbers that exceed the threshold of 0.1 per cent of the Australian flyway population.
4.Misuse of public conservation lands: Swan Pond is public land, owned and managed by the National Parks Service under Part 11 of the NSW National Parks and Wildlife Act. It is part of a highly successful long-term restoration project, the Kooragang Wetland Rehabilitation Project (KWRP) and has been the site of significant hours of volunteer labour by the local bird watching club.
5.Air quality: Newcastle and the Hunter Valley communities are impacted by dust from the mining, transport and stockpiling of coal. An additional 70Mt of coal exported will mean about an additional 7000 trips of 80 wagon trains between the Hunter mines and the port and back again per year, the capacity to export coal from an additional 8 to 10 mega mines and four new 1.5km coal stockpiles will substantially add to PM10 emissions in Newcastle and the Hunter Valley.
6.Air quality modelling flaws: PWCS's air quality modelling continues to use 2010 as a base year. NSW Health has suggested that PWCS should have included "a justification for assuming the PM10 levels in 2010 would be a realistic baseline for modelling future particulate levels or alternatively use, as a baseline, average levels over a longer period of time". This recommendation is ignored in the PPR.
7.Particle pollution from rail transport: The PPR does not address air quality issues from rail transport returning to the Upper Hunter Valley. PWCS continues to focus on air quality impacts within 20m of the rail corridor, but there are almost 30,000 people living within 500m of the rail corridor and 23,000 students attend 16 schools in that vicinity. The submission to the EA by NSW Health noted that the contribution of coal dust from coal trains beyond 20m from the rail corridor needs to be carefully considered, but this recommendation is ignored.
8.Justification for the project: There is no justification for the project. PWCS does not commit to building T4 and only suggests an indicative build date of 2015 with operation maybe in 2017. During a major downturn in global coal demand, Newcastle's approved coal export port capacity of 211Mt seems optimistic. Last year only 141Mt of coal was exported meaning 60Mt or 42 per cent of capacity was uninstalled.
9.Employment: The 120 Mt facility proposed in the EA identified no additional employment would result from its operation. The revised T4 project of 70Mt million of the RT/PPR is identified as employing 80 additional people. How is this possible? This dubious additional employment is not explained.
10.Economics: PWCS's claimed economic benefits to the region are based on a type of economic modelling the Australian Bureau of Statistics calls "biased" and the Productivity Commission says is regularly "abused", usually to overstate the economic importance of specific projects. The original economic assessment of the T4 project suggests its annual operating costs will only be between $45-50 million a year. Since that assessment was made, the size of the project has "almost halved", so the amount of money it will "inject" into the economy has presumably declined considerably. For the terminal to achieve its economic potential, a lot more coal has to be dug up and exported. This means that a lot more bush and agricultural land needs to be turned into coal mines. A lot more coal trains need to pass through Newcastle's suburbs. At the site of the proposal, a significant wetland would have to be destroyed. And, of course, the extra coal being burned would contribute to climate change. None of these costs are considered in the economic assessment commissioned by PWCS."

Climate change is happening right in front of our eyes and no short term profits can ever replace our lost natural wealth. Such projects shouldn't even been considered as a concept let alone them being close to be signed off.

"Australia should convert to fossil-fuel-free economy as a matter of urgency.
Failure to do so is being an accessory to the murder of our grandchildren.
There is overwhelming evidence that emissions from the burning of fossil fuels including coal over the last 200 years have triggered an irreversible global warming process.
Stopping coal mining will help mitigate to some extent the plight of our children and grandchildren.
Even if coal mining and burning is stopped there may still be a need for climate engineering. But the root cause of the global warming must be addressed."

"I object to the the T4 proposal. I find it a retrograde action that is cowardly and lazy - one that perpetuates old fashioned methods of producing energy both her and overseas when new sustainable methods are available. Reducing our and other nations dependence on coal is critical for us as Australians - by starting on this path we only than start to become a truly a modern nation.
Continued burning of coal to produce energy will contributes to global warming - Australia needs to say no!
A coal terminal in the Hunter will affect the Hunter Estuary and with it wipe out essential habitat for migratory birds who will have nowhere else to go.
Using public conservation land to build any project especially such an obnoxious one is highly objectionable. Public conservation land is held in trust by the government and just because it is populated by trees and other species does not make it available for destruction.
I am sure that it will be argued that the project will benefit the local community - the figures seem to contradict this. And it will only be short term if it does benefit at all. I would propose that the investment that is being made to build this terminal be redirected into developing sustainable growth models.

"I would urge you not to go ahead with this project. I believe that it's time to give up on fossil based energy sources such as coal. We must look to alternative energy sources that don't load up the atmosphere with carbon dioxide if we are to avoid dangerous climate change.
Certainly we need to embrace renewable energy sources but at the moment the only way to source sufficient energy to meet present and future demands is nuclear.
Carbon dioxide levels in the atmosphere have recently passed 400ppm. This is causing the Earth to absorb additional energy and heat up - Hansen has calculated that the addition heat absorbed by the Earth is equivalent to detonating ~ 450 Hiroshima bombs per second continuously. This is an enormous amount of energy and scientists estimate that about 90% of it ends up heating the oceans. Paleoclimate data shows that the planets ice caps will melt and disappear if we continue to increase carbon dioxide levels in the atmosphere. I think that all bets and business models are off for such an outcome.
Please don't pursue this project - it and projects like it will lead us to catastrophic levels of climate change.

"Newcastle had a reputation for being a polluted and dirty city, and it took a long while after BHP closed down that people realised this was no longer true - people living in Mayfield could hang out their washing it would not be covered in soot, the windows no longer needed to be cleaned daily.
People realised that Newcastle is actually a number 1 destination for a holiday and an exceptional city to live in....until recently. With the 3rd Coal terminal going in and subsequent increases in coal transport - air pollution is increasing - and washing on the line is not always safe.
The 4th Terminal is just going to add to that and decrease the liveability of Newcastle and its attraction to visitors. For what gain?? - for something we don't even need - for short term gain resulting in long term effects on everyone who is in Newcastle.
It means more noise, more air pollution, faster extraction of a finite resource, more money for a select few people, reduced quality of life for most people.
Renewables and reducing waste is the way of the future - Coal is old school.
Let not waste any more time, effort and energy in a dead end.
Go Renewable - Only use what we absolutely need - and lets be resourceful!!!"

"Biosphere collapse is a ticking time bomb. The problem with revitalising economic growth in nation states to reduce poverty, provide health care, water, equality and accommodation for all, has the opposite effect on the health of the planet. Biosphere health is deemed to be a future concern, first we must look after the wellbeing of one species, homo sapiens which means the welfare of the 1% and the banks, both of which are responsible for most of the global warming.
Homo sapiens has "Genes" for everything! First a preference gene for humans to the exclusion of all other species, yet other species provide all our meals and don't we love eating! Followed by a gene for race, then a gene for tribe including family and finally an over riding gene for "Me" which is applied in all circumstances to the utter disregard for relationships, population growth, energy consumption or biosphere health. The consumer society reinforces the ME gene daily in its advertising for goods and services. The ME gene is responsible for the killing gene which causes world conflict and keeps us entertained in books and on film.
"Killing" has underwritten Homo sapiens' success. It has greatly improved our brain, contributed to our abilities to live in every habitat on earth and farm other species including ourselves (sweat shops, slaves, armies, corporations, jails, governments, dictatorships, banks, globalisation, free trade)
As an Earth species we are impotent with respect to biosphere health. The characteristics which prohibit us from changing our natural treatment of the environment and other species are "optimism; delusion; self-worth; stewardship; human rights;
The consequences of delusion .
Delusions have been with us since we developed communication by speech. We had sooth sayers and witch doctors from earliest times but now delusions are associated with every learning. Richard Dawkins wrote "The God Delusion" and Noam Chomsky recently wrote "we should go beyond the terrible events before our eyes and reflect about the deeper processes and their lessons.
Among these, no task is more urgent than to free ourselves from the religious doctrines that consign the actual events of history to oblivion and thereby reinforce our basis for further ""abuses of reality.""
The dominant species takes all, yet 33% of that species lives in poverty or does not have access to the necessities, clean drinking water, shelter, food or adequate employment and the1% and the 66% remaining will not accept a reduction in their standard of living or an increase in their taxation.

Armies (proxies for the ruling class) and individuals are deluded that killing can prevent crime even bring peace, democrats are deluded that democracy provides good government, activists are deluded that Homo sapiens will override its earth species heritage, philosophers are deluded in that they can find the meaning of life and know the human mind, scientists are deluded that space exploration should benefit humans, economists are deluded that wealth creates jobs, the 1% are deluded that it is their right to "control", most of our species are deluded that money is the sign of success and delivers happiness.
The greatest delusion of all is that we can deal with human wellbeing and inequality before even seriously thinking about reducing our contribution to global warming, that growth is sustainable on a finite planet and we can deliver democracy and human rights world wide first. Then we can reduce our consumerism and energy consumption."

Misuse of public conservation lands: Swan Pond is public land, owned and managed by the National Parks Service under Part 11 of the NSW National Parks and Wildlife Act. The submission to the EA by NSW Health noted that the contribution of coal dust from coal trains beyond 20m from the rail corridor needs to be carefully considered, but this recommendation is ignored.
Justification for the project: There is no justification for the project. PWCS does not commit to building T4 and only suggests an indicative build date of 2015 with operation maybe in 2017. During a major downturn in global coal demand, Newcastle's approved coal export port capacity of 211Mt seems optimistic. Last year only 141Mt of coal was exported meaning 60Mt or 42 per cent of capacity was uninstalled.
Employment: The 120 Mt facility proposed in the EA identified no additional employment would result from its operation. The revised T4 project of 70Mt million of the RT/PPR is identified as employing 80 additional people. How is this possible? This dubious additional employment is not explained.
Economics: PWCS's claimed economic benefits to the region are based on a type of economic modelling the Australian Bureau of Statistics calls "biased" and the Productivity Commission says is regularly "abused", usually to overstate the economic importance of specific projects. The original economic assessment of the T4 project suggests its annual operating costs will only be between $45-50 million a year. Since that assessment was made, the size of the project has "almost halved", so the amount of money it will "inject" into the economy has presumably declined considerably. For the terminal to achieve its economic potential, a lot more coal has to be dug up and exported. This means that a lot more bush and agricultural land needs to be turned into coal mines. A lot more coal trains need to pass through Newcastle's suburbs. At the site of the proposal, a significant wetland would have to be destroyed. And, of course, the extra coal being burned would contribute to climate change. None of these costs are considered in the economic assessment commissioned by PWCS."

"I am writing to object to this project. I believe that the economic benefits are limited to a few, and are short-term, while the potential damage to society will be extensive and very long term. The community will suffer a range of damage, including to individual health (costly to all in society) and to the wider range of long term economic and social possibilities of the Newcastle area.
Some aspects that need serious consideration include:
a) The burning of coal is a major contributor to greenhouse gas pollution, which 97% of qualified climate scientists have accepted is happening, and is causing serious imbalances in the world's climate systems. It is likely that there will be action to curtail the mining and use of coal for energy generation in the near future, so to build this project is a waste of time and money.
b) The location is significant for a number of threatened bird species. Damage to wetlands on which migratory birds depend is the same as deliberately exterminating them. To allow the loss of habitat for commercial convenience is criminal.
c) Some public conservation lands under National Parks & Wildlife Management will be damaged or compromised. This is both unacceptable use of land set aside for conservation purposes and also denigrates the work of volunteers who have been involved for many years in maintaining and developing the quality of this habitat area.
d) Air quality along the rail corridor will have substantial impacts on the population of the area; respiratory disease is obvious, but also the filth of coal dust pollution affects people by making their houses and yards dirty, making hanging washing dirty and affecting the health and safety of children as they play in their own back yards.
It is clear that the costs will outweigh the benefits of this project."

2. Burning coal is one of the major causes of carbon pollution. We need to stop digging it out of the ground and stop exporting it to other countries where it is burnt.
3. Newcastle needs to begin making itself a cleaner, greener city, rather than becoming more entrenched in dirty polluting industries.
4. Carrying coal to harbour and loading it on ships, both produce dust which is a cause of breathing problems for people living in the area.
