Thank you for the opportunity to provide feedback on the proposed development of the Greenwich Hospital site.
My concerns are as follows:
NO OPPORTUNITY FOR FUTURE HOSPITAL EXPANSION
• I support the need to expand and update the hospital. However, the proposed addition of aged housing will prevent or stymy any future development of this specialist hospital that provides a valuable service to the growing population on the lower north shore of Sydney.
UNSUITABLE LOCATION FOR ASSISTED LIVING
• The site is not well suited to assisted living. The site is in an isolated position without easy access to flat walking space or shops and other amenities. Although there is a nearby bus stop which provides some limited route options, this requires accessing a 4 lane busy River Road, making it psychologically challenging for elderly people to cross over to the other side.
• Sharing your living grounds with a hospital would not seem to be an ideal or attractive place for residents in assisted living
• The placement of a nursing home with the hospital would seem to be a better fit and provide a natural flow of patients to the hospital as required.
INAPPROPRIATE DEVELOPMENT
• The high rise is not sympathetic to the residential and hospital area
• The removal of 55 trees from this site seems excessive, particularly at a time when we understand the importance of preserving trees in city areas.

I object to the amended development proposal.
I am strongly in favour of the idea of keeping the Greenwich Hospital upgraded to cutting edge standards in order to keep up with the rapid advances in science and medicine and the provision of modern health care services so it benefits the community especially with the aging of the population.
I am the owner of the property at 24 Gore St Greenwich and have been for some 42 years.
My property shares a common boundary with the proposed amended Greenwich Hospital Redevelopment in the south west corner near the now derelict swimming pool so the proposed amended development will have a direct effect on my property.
Having affirmed that I am in favour of keeping Greenwich Hospital upgraded to a high standard I am very concerned about other aspects of the amended proposed development and this letter is an objection to the proposed amended development. Please find below my objections which are as follows:-
1. I Object to the destruction of the natural environment and habitat for many animals and wildlife due to cutting down over of the trees.
2. I Object to building on such a large footprint and how it will effect the drainage of rain water and run off generally and especially on my own home on he south west tip of the boundary of the site.
3. I Object to the huge increase of electric light output at night from the hospital and residential tower and lit pathways and the fact that this will be all the more obvious because of the lack of filtering from tree which will be cut down for the development as hospitals operate all day and all night.
4. I Object to the size and height of the development. There is no precedent for a development of this size and height on River Rd between Crows Nest and Northwood.
5. I Object to the marked increase in noise pollution due to servicing the new development with its 3-4 fold increase in population, cars (residents and visitors to both residents and hospital patients), services and delivery trucks.
6. I Object to bringing so many extra people to this site. At present there are about 220 people and this development proposes to increase that to upwards of 600.
7. I Object to the residential tower as it is not a part of core hospital business and should not be allowed as part of the new development. If built it will take up a lot of space which will then not be available for necessary expansions of the hospital in the future and the future is never a long way off. It should remain a hospital although I can see how nice a second stream of income would be for the developers.
8. I Object to the traffic congestion that this development will cause. This is a huge consideration as it effect traffic on the site itself, traffic on the local roads and also on River Road which is a main road with only one lane in each direction in that area.
9. I Object to a residential tower where a large number of its residents will be trapped with lack of public transport and a lack of the sort of facilities (some of which are very basic like food shops) which make for a rich and fulfilling life in their old age.
10. I Object to he residential tower as it will cause overshadowing of my home reducing natural light especially in the winter months thereby reducing the amenity of my home.
11. I Object as the residential tower will be be overwhelming in size dominating the site and be a huge eyesore viewed from he other side of River Road.
The redevelopment of Greenwich Hospital has the potential to be a wonderful facility bringing first class specialty services to the local community and the region.
However this hugely overreaching and overbearing development is not in the best interest of this historic site set in a quiet residential area and the people of the immediate locality.
There are more suitable areas near transport hubs and near desirable facilities for our senior citizens.

1. Traffic on River Road makes access to the facility difficult.
2. The School buildings opposite the site are being extended, thus leading to further excessive uses in the area.
3. Bushland encroachment is something Lane Cove Council have always railed against as have the residents and rate payers.
4. Seniors housing seems at odds with requirements needed, no transport, no shops and the distruction of bushland environment & outlook.
5. Overdevelopment of the site is obvious and it must have an impact on the Hospital site.
I strongly object to this change of use and overdevelopment.

Objecting to the Proposal.
Please see attached photos, taken today in River Road, across the hospital, at the school entrance/bus stop, looking towards the hospitals emergency exit.
Every morning traffic is at standstill. it becomes worse when one lane is blocked by vehicles trying to turn right in St. Vincents Road.
Last month, a driver left the hospital via St Vincents Road, tried to get into River Road and as the right lane was blocked, they couldn't see the far lane, entered and t-boned an ongoing car. That was while traffic was extremely slow.
If traffic is in this stage today, imagine what a double size hospital will bring. This development is not appropriate for this location or area

I am objecting to the development for two main reasons:
-the size of the hospital will increase significantly and with this the traffic coming to and from the hospital.
-as with increasing development in the Lane Cove area in recent years that the traffic on River Road has become very heavy and this development will further add to the very heavy traffic (potentially one condition of the development could be for improvements to River Road and a bus lane to assist with traffic).

1/ The oversize & height make it completely inappropriate for the area. The current buildings blend with the current enviroment.
2/How is it that under "hospital zoned" land that they are even able to submit seniors reidential apartments?
3/ 80 trees being removed - over 35% on the site? How is this even being considered? Does that open the path for all in the area to do the same? Sydney bushland should be preserved not destroyed by development.
4/ I'm also very concerned about the safety aspect. River Rd is already a bottleneck and is becoming increasingly worse with many accidents in the area. The nearby public primary school should also be be considered and the safety of children, carers & teachers.

I would like to respond to the changed plans that are currently on display till November 21 2019.
Firstly I would like to say I am in favour of the redevelopment of the Greenwich Hospital as it provides a great service in our community. My Father–in-law passed away there some 14 years ago so I have found memories of the care he received there.
I do have reservations about the validity of constructing Serviced Seniors Living apartments on land zoned SP-2 for Health Services.
My main concerns are based on potential loss of bushland with flow on ensuing environmental impacts. The site is adjacent to Bushland Park and to Bob Campbell Oval below it. Whilst the oval is surrounded by houses they are shielded behind large trees and so the bushland setting is essentially retained. There is no way a 30m high hospital tower building can be shielded as it is located on the highest part of the site, and with many of the nearby trees earmarked for removal.
I do object to this development removing a large, though now reduced, proportion of the site’s trees, resulting in the loss of habitat for wildlife. When mature trees are removed they can never be replaced.
It may have been useful to assess the Landscape Plan and to see what attempts were being made to replace the lost bush environment but there does not appear to be a Plan in the documentation. As it is, many large and important trees are marked for removal to allow for the construction and this will destroy habitat for many birds and animals.

Redevelopment of Greenwich Hospital (Concept)

We are writing to object to this application and urge the NSW government to reject this concept and ask the applicant to look at a total new design for the site that is primarily for health services, of high quality design, with careful consideration of the topography, surrounding residential environment and the community concerns.
This over development is not well considered and not of a high standard that should be expected for such a major site redevelopment.
Our objection is based on the following grounds:
• Misuse of the State Significant Development Approval Process
• The proposal alienates the land from any future health use
• Poor quality of design for such a substantial proposed new redevelopment
• The bulk, scale and character of the proposed buildings are totally out of character with the surrounding area
• The proposed large number of new residences would have a huge impact on the existing local infrastructure
• The proposed new parking provision is totally inadequate
• The main access to the site is from River Road which is already overloaded with traffic. River Road has NO capacity to cope with the tripling of traffic from the site (the proposal uses the existing roadway and old driveway entrance for egress and entry).
• Inadequate Planning for Future Traffic requirements – building setbacks are reduced with no allowance for future road widening.
• The elevated hilly site is unsuited to this Proposed Over Development with adverse impacts on:
o The surrounding residential area
o Gore Creek Bushland Reserve Wildlife corridor
o Views from the harbour, the bushland and oval below
o The significant Heritage Pallister House with its Garden setting on the site
o Greenwich Public School, directly opposite.
Please see attached submission for detail on our objection.
As a long term residents of both Northwood and Greenwich, we have a good understanding of our local environment and believe this development is not in the community’s best interest and, as architects, think this concept design lacks quality and is not well considered.
