the south and west of the development. The impact is significant. The
buildings appear to be oriented aesthetically towards River Road only.
They are of a much larger impact than distant high buildings as they
sit in the current existing bushland view and are not merely
structures on the horizon.
I am also concerned about increased traffic on River Road.

hazard for our children, and create further congestion on the exit and
entry roads to the development.
The height of the buildings will damage views from the surrounding
observation points into the Gore Creeek and environs. The number of
new residents will also increase the environmental impact on the
natural reserves and the streetscape.

basis of the excessively large scale both compared to the existing
buildings and for the locale. With buildings as high as 7 and 9
stories these are well over 2 to 3 times the scale of the existing
buildings. From Northwood residences on the western side of the
valley, these buildings will impose upon the largely natural bushland
outlook.
I note in particular the upper photo montage on page 7 of Appendix B1,
Architectural Plans [1]. This photo montage is somewhat misleading in
that it hides the valley between Upper Cliff Road and the Greenwich
Hospital site, and thus does not show the full extent of how the
proposed development will tower over the valley floor. The highlighted
"existing buildings" are actually very distant and are also misleading
since their distance means they do not impose on the immediate
vicinity. Still, this photo montage shows that the proposal will
dominate the nearby hillside / ridge line.
[1] Photo montage is labelled as "view from the footpath at 46 Upper
Cliff Drive (sic). This is actually Upper Cliff Road; hopefully better
attention to detail is made in other parts of the proposal.

HammondCare's Staged Redevelopment of Greenwich Hospital (Concept
Proposal) at River Road, Greenwich application number SSD 17_8699.
I have been asked to support and make a submission for the above
redevelopment as Greenwich Hospital. As you read on through this
submission, please note I am a volunteer with Hammond Care and carry
out ad hoc/admin duties in the hospital one day a week for a few
hours. You will also note I do not reside in the area, but it was of
my choosing to do so and travel by public transport to do voluntary
work as I am at the moment retired and help mind the grandchildren.
I support HammondCare's proposal for an integrated health care campus
that will feature a doubling of inpatient beds across palliative care,
rehabilitation, dementia care and older people's mental health.
I work as a volunteer at Greenwich Hospital and know this
redevelopment is needed. Greenwich Hospital has provided an
exceptional level of care for many years. It has a much-deserved
reputation for providing the highest level of support to patients and
their families at the most vulnerable times of their lives.
However, the hospital's buildings date back to the 1960s and there is
an urgent need to improve the buildings to ensure the hospital
continues to be fit for purpose and meets the needs of the growing
aged population in Sydney's lower North Shore.
The redeveloped hospital will incorporate a new health care and allied
health facilities, residential aged care and seniors housing in an
integrated care campus. The campus will also be a hub for extensive
outpatient and community health and aged services. It will ensure
Greenwich Hospital can continue being a great health facility for many
decades to come.
HammondCare is a not-for-profit organisation. This $141.5 million
redevelopment will provide significant community benefit without the
need for public funding. The mix of services provides a continuum of
care and is a wise and responsible use of the site and ensures
financial sustainability.

Greenwich Hospital.
My concern is based on the extra pressure that this development will
put on the local area both during the development and forever after.
The local area is already struggling with issues relating to growth:
traffic issues due to River road being main thoroughfare but a
dangerous road with little opportunity to improve, parking is under
pressure from the RNSH and Artarmon business areas using local
parking, lack of sporting & recreation facilities for residents to
use, poor pedestrian access and unsuitable for cycling (due to
geography, traffic and attitudes).
More and more developments have been or are being approved within a
1km radius (St Leonards development, Gore Hill redevelopment, RNS
Hospital, Artarmon business area, Greenwich Public School) yet there
is no real acknowledgement of the cummulative impacts of these
developments on the area and no one is taking overall responsibility
for ensuring the area continues to function.
Before another development is approved, there needs to be more honest
consideration for the big picture. This should not be about revenue
and profits.

oppose the scale of the proposed development.
As a private health provider we understand the developers intention is
to optimise their return on investment but profit should not be
granted a higher priority than the general welfare and amenity of the
local community.
Specifically we oppose the proposed development on the grounds that:
- the size in not in keeping with current zoning
- the height proposed will make the facility a dominant eyesore in
what is currently a bushland style environment
- parking is a major concern. How can the oapproving authority ensure
that adequate affordable parking is available within the grounds for
all staff, contractors and visitors? It is well documented that visors
will try to avoid paying high parking fees ad staff will also avoid
additional cost impost. Examination of areas surrounding other
hospitals and clinics in the area proves the impact on local parking.
Again how can the approving authority ensure that users of the
facility will contain parking within the confines of the hospital
grounds?
To reiterate we support enhancement of health care facilities but do
not support the size of this development because of visual and social
impact to local residents.

forever impact on the local environment and habitat.
We often walk the bush track park of Bob Campbell Oval and are
distressed to learn about the large number of trees being removed. We
are very aware of the variety of birds and lizards that live happily
in this park and that will be forever changed with the height of the
proposed building and the removal of their trees. This will also
impact markedly on the natural light - changing forever the existing
environment. That environment is irreplaceable.

constant visitor to Greenwich - a beautiful area of Sydney, and I
visited the hospital when my grandmother was a patient at Greenwich
Hospital. It is a highly valued hospital in an area becoming heavily
populated due to a higher than usual intensification of high rise
development.
I do NOT object to the proposal to upgrade Greenwich Hospital and
health care facilities BUT I definitely DO OBJECT to the height of the
hospital tower block as it is placed on the highest point of the site.
This whole site should be kept for hospital use as units and villas
are totally inappropriate and will stop the expansion of the hospital
in the future.
Future expansion of the hospital vertically (due to loss of land to
units) would significantly impact neighbours views.
The main purpose of the zoning is for `hospital' and due to the huge
footprint and cost, the Seniors' living units and villas are not
`ordinarily incidental or ancillary' (as per the LEP).
I am against any proposal or application to subdivide the site to
allow for Seniors' living, units or villas to be built there -
reducing future expansion of the hospital for the population increases
already planned for the nearby St Leonards area & LGA.
I object to the degradation of the natural environment by this
development proposal for several reasons:
The scale of development dramatically reduces the tree canopy over
much of the site. Trees cannot be planted due to the large increase in
the footprint of proposed buildings and hard surfaces/ paved
courtyards.
It does not comply with the Northern Sydney District Plan
There is no consideration or reference to water patterns (sub-surface
or surface flows) for the site's bushland, south of the units; or the
flows to the heritage area down to St Vincents Road and to and the
escarpment down to Gore Creek.
Bio-diversity has not been considered.
The loss of trees from villas being built in the heritage areas.
Thee towers will be extremely visible and impact the amenity and
character of the area. They will be seen from Lane Cove River contrary
to the document's assertions.
Heritage items are valuable and need more protection, not just
Pallister House.

for South St Leonards. Traffic in Greenwich is already heavy, and with
the expansion of the infants and primary schools we will have even
more traffic.
We have already lost significant numbers of trees from the infant
school site and the proposed development of the hospital means the
loss of a further 50.
In addition, both the height and the size of the proposed development
are too big - the Lane Cove council area has already exceeded
Government's requirements for apartments.

services for many years. While the standard of care is widely
recognised as excellent, the building fabric of the hospital is
reaching the end of its useful life.

exceptional level of care for many years. Some close neighbours have
been patients at Greenwich Hospital and report exemplary standards of
care while a patient there.

* The size of the development means a loss of amenity to hundreds of
nearby residents due to this and not compatible with current
residential buildings, expectations of residents, or the landscape.
* The destruction of the natural environment to build the villas and
underground car park would take bushland and valuable wildlife habitat
that many have worked hard to preserve, including Lane Cove Council
* The removal of over 50% of the trees on the site, most associated
with the Seniors Living Apartments and Villas, will drastically change
the nature of the site and remove its "bush environment" forever.
Removal of much of the under-storey will exacerbate that.
* Habitat destruction. Many large and important trees are slated for
removal to build these buildings and that will destroy the habitat of
many kinds of aves (birds), reptiles, insects, arachnids (spiders),

* The building and improvement of roads in the hospital grounds will
cause vastly increased traffic with its consequent noise and lights,
thus damaging the amenity of nearby residents

The upgrading of the hospital is good, however this proposed
development is not predominantly a health service facility as per the
SEPP. Over 50% is for 80 private seniors apartments and 9 villas.
The density of the proposal is too high, the scale is too large and
the height is excessive with inadequate setbacks, especially from
River Road which will degrade the neighbourhood character. The
development is not compatible with neighbouring developments or the
streetscape
This proposal necessitates the destruction of too much vegetation,
over 130 existing mature trees, for the private housing component.
Zoned "SP2 - Health Services Facility," the inclusion of too much
private housing contravenes the objectives of the zone and precludes
any opportunity for future growth which may be needed for the
hospital. This undermines the objectives of the SEPP.
On the above grounds I object to the approval of this proposal.

I understand that the area is zoned for hospital usage and it should

over-development of the Greenwich Hospital site. We have owned the
home for over 40 years, and through several Hospital redevelopments,
and never objected to a reasonable, measured upgrade. However, we
Object this time because of the following points:-
(1) The area is zoned as a Hospital, and we Object to the site being
used to build a residential component.
(2) We object to the removal of over 55% of the existing tree cover
and vegetation, and the resulting barren appearance - as well as the
Habitat destruction for the many creatures that live there.
(3)The huge bulk, scale, height, size of residences will totally
defeat the purpose of zoning areas, which is to consider and balance
the interests of the neighbourhood.
(4) the huge bulk would be built on the crest of the site, and would
dominate the whole area - and destroy the bushland area which
currently exists
(5) the huge bulk of the new development would overwhelm and overbear
the Heritage listed Pallister House - which should have nothing
whatsoever built on its land.
(6) the huge bulk would overshadow our Home, especially in the Winter
months, and take both light and block the warmth of the sun.
(7) None of the residential component of the development should be
approved, as the site is remote from public transport, shops and
social amenities for the elderly.
(8) a shocking traffic snarl would be created, especially on the main
( River Rd) - as this is one lane in either direction!
Further, St Vincents Rd is already a hopeless bottleneck , and with
the addition of hundreds of residents, and workers- will be impassable
and Dangerous in peak hours.
Please consider our objections, and reject this over the top proposal.
