I am a long term resident of Dalmeny Avenue, Rosebery and with each new development in the street itself and surrounding area there has been a decline in traffic flow and pedestrian safety.

While I do not object to the actual development of the Seniors Living Development, I DO object to vehicle access being located on Dalmeny Avenue. Dalmeny Ave is a single lane, no through road, and is already the only entry/exit access point to feed several Apartment Complexes comprising several thousand apartments.

This development is proposing almost 200 car parks, associated emergency vehicles, and commercial/retail public vehicle access to the Senior's Living Development. This will significantly increase congestion on an already congested high traffic road and impact the safety for residents and pedestrians.

Moving the Seniors Living Development's Vehicle entry/exit to Rosebery Ave will reduce risks and congestion on Dalmeny Ave as well as ensure better access to the Seniors Development as Rosebery Ave has several entry and exit points, is not a no through road and is also wider than Dalmeny Avenue.

Dalmeny Ave is likely to have another very large development seek to use it as access for their future construction such as the huge parcel of land, currently used as a storage warehouse, seeking to be converted into high residential living.

Changing the entry & exit access to Rosebery Ave will be safer for the Senior's Residents and staff as well as current and future residents.

I am supportive of the concept of the project and have no issues with the location. I do however, have concerns about the vehicular access point being on Dalmeny ave, for the reasons listed below:
- Dalmeny ave is a dead-end street and having the entry point here will increase traffic on this already congested street
- The intersection of Dalmeny ave and Epsom road is often congested and is made worse currently by the construction site on Epsom road. Additional traffic at this intersection would create more congestion
- There is limited parking on Dalmeny ave for residents of the area. Visitors would need to park on Dalmeny ave and would use spaces needed for local residents

I would suggest that the entry point be on Rosebery ave which is a through road, to reduce congestion.

The proposed development, in particular the parking area with access via Dalmeny avenue will increase the traffic dramatically.
Dalmeny is a narrow busy street, residents from all buildings are all entering and exiting via this street, there is no other option.
The traffic light from Dalmeny Avenue onto Epsom Road and in opposite direction has a long waiting all day and in particular during peak hours and weekends. Dalmeny is a shared street for motor vehicles and bikes, it is already unsafe to cross, as there is a limited vision.
Please reconsider the current proposal.

By gaining access to both Epsom and Gardener's roads there will be great access to essential services for the residents.

I live in (and own) one of the apartments in the RC1 area on the ground floor. This project would: (1) negatively affect the value of my property by heavily restricting the amount of light entering my apartment and (2) negatively affect my quality of life due to the expected increase in noise over the course of construction (which is expected to be 18 - 24 months). My partner and I live in the apartment and work from home regularly. Rosebery is considered a quiet, peaceful suburb so this project will disrupt the primary reason why residents live in Rosebery.

I oppose the project, but in the event that the project goes ahead, I would like to request that construction on the side closest to RC1 is prioritised. This would minimise the length of time that noise affects the residential area that will be most affected by the project. Given the close proximity of residential areas (in particular my area RC1), I would like to stress the importance of noise control procedures for this project. For a residential area, RC1 is unusually close to a construction area.

The laws around when construction noise can occur is confusing online, so I would like some more information about the times at which construction can occur.

I write to you as a resident of a Kimberley Estate, 83-93 Dalmeny Avenue Rosebery, a very large 783 apartment residential strata complex with 18 buildings, over 2500 residents and about 1000 motor vehicles. We are located off Epsom Road and have a cul-de-sac adjacent to the property forcing all traffic back down Dalmeny Avenue in order to leave the area. We have recently been made aware of a proposal for a new Seniors Living Development at the bottom of our street, close to Epsom Road. This area is bottleneck for vehicular exit of all traffic, especially between 7.00am-10.00am.

Firstly, I would like to express my support for this development. It is a commendable initiative that will undoubtedly provide valuable services and accommodation for our senior citizens. However, I have concerns regarding the proposed entry and egress to the development which is currently planned to be in our narrow street and at a traffic pinch point for egress from Dalmeny Avenue onto Epsom Road.

Our street, being a cul-de-sac, was never designed to handle the present high volume of traffic. The nature of the proposed new development suggests that if the main gates to the development are in Dalmeny Avenue there will be a significant increase in mixed traffic, including garbage and waste removal vehicles, ambulances, and other service vehicles trying to turn into or exit the development. This will lead to congestion, noise pollution, and potential safety risks for the residents, particularly children and the elderly.

I would like to propose an alternative solution. Rosebery Avenue, a wider road that runs parallel to Dalmeny Avenue, seems to be a more suitable option for handling the expected increase in traffic. It has greater capacity to accommodate larger vehicles and more traffic volume, thereby minimizing potential disruptions and safety concerns in our residential area.

I understand that planning and logistics for such developments are complex and multifaceted. However, I strongly believe that directing all vehicular traffic via Rosebery Avenue would be in the best interest of all parties involved, especially the current residents and the future occupants of the Seniors Living Development.

An amendment to the proposal should be made to have the main entry and exit be on Rosebery Avenue. This amendment is required because Dalmeny Avenue is already heavily congested at peak times (mornings and evenings) and has increasing volumes of traffic given the several new apartment buildings that have been built on Dalmeny Avenue.

In the proposal "Dedication of a laneway to the south of the site" - This footpath link already exists and has nothing to do with this DA.
But the existing road on this land connecting Dalmeny Avenue and Rosebery Avenue must be saved and even opened up for a public, which will made possible for cars to get in the Dalmeny Avenue without needs to get into busy Epsom Rd, reducing traffic on this road.

We need access to better infrastructure in the area before we can accomodate more apartments. The public transport currently cannot keep up with the rising population, buses are always full, roads are congested, and the area is not reached by metro or lightrail system. I object to the development as it will worsen the state of the area and increase congestion.

I think it is a good idea to have senior living but NOT in Dalmeny Avenue/ Rosebery Avenue. Hence, I would like to provide my objections to the project on the basis of the following arguments:
a) In the same close vicinity is a newly developed school (St Joseph Primary School) that is due to open soon, and will attract people, and traffic into the area. Hence, when you have a senior living/ aged care, within the same vicinity, it will create congestion, over-crowded, and can lead to lack of privacy, increased physical contact. This is already adding to the over-crowdedness and congestion occurring within the Dalmeny Avenue/ Rosebery Avenue area.
b) Traffic issues and congestion in Dalmeny Avenue
I have been living at Dalmeny Avenue for the last 3 years, and Dalmeny avenue is already congested with the one way (in and out), for residents living in the same street. With cars parked along the streets near the traffic light at Dalmeny Ave/ Epsom Road, creates a long wait at the traffic light. When the senior residential area introduces their parking entrance on Dalmeny Avenue, it will cause a bottle neck for the residents living on Dalmeny, to also accomodate for emergency services, addiitonal visitors who will also use Dalmeny Avenue for the entrance of their basement parking. It is important to keep the current 'no through road' on Dalmeny Avenue to avoid any traffic congestion, however, when this development introduces more traffic to enter from Dalmeny Avenue, it just adds to the problem we have today. If the project gets the go-ahead, to have the parking entrance, away from Dalmeny Avenue as it is a no through road. This can also cause issues with emergency services who need to get in and out of the property.
c) We need more community public hangout open places for the area in Dalmeny Avenue/ Rosebery Avenue, as it will give the many residents living in an already congested residential area, some space, to breathe, and not be surrounded with more apartment buildings (where we are already seeing Meritons taking over Epsom Road - especially that now, there is a new construction starting at the Dalmeny Avenue/ Epsom Road area. The construction work is already causing Epsom Road such a bottle neck traffic phenomena, where the roads are so narrow, as we needed to cater for cyclists! Please consider getting more construction coming through Dalmeny Avenue as a result of this development. Thank you.

Final Comments
Unless you can address the potential issue of over-congestion of having school/ church/ senior living - in the same vicinity, i would strongly suggest that this plan to develop this project to be denied.
