Alterations and additions to the MUEF to provide:
- a 1,550 seat, two level Broadway-style theatre
- a 1,000 seat comedy and live entertainment theatre

I violently oppose this MOD 18 to add a significant increased area on top of the existing roof and area.

This local area is very mixed with apartments and terrace homes directly across the road as well as apartment buildings in Darling Island and up and down Pirrama Road Pyrmont.
ALL nlocal residents already have significant noise and anti social behavioural issues from The Star patrons and to now be subjected to signifacnt loss of views and light and to view more concrete walls is an insult to ALL the Stars neighbours.

The visual impact diagrams highlight material changes that WILL impact residents lives - the proposed structure is unnecessraily large and bulky and just too high - why does it need to be an RL of 51m!

There appears to be a requirement for stairs leading up multiple levels to proposed new dressing rooms - WHY !! Also as well as material height for fly overs -WHY !!

On behalf of my family and all local residents - enough - this is MOD 18 and the Star continues to be dismissve of its neighbours

The proposal is unnecessary , excessive and just too tall and will impact the health of local residents forever.

The Star is not being a good neighbour and I ask that this MOD be rejected.

I am very much in support of this, but I am concerned that this may cause noise pollution to the nearby neighbours and/or cause more crowding on public transport. The later could be to have additional tram services to the Star

I welcome the addition of a Broadway style theatre to Pyrmont and to the Star.
However, as a local resident, I am very disappointed by the design of the additional structure. The Star building comprises many unrelated architectural structures and is not easy on the eye as it is. Unfortunately, the proposed new addition would make the building look even worse, particularly when viewed from the Harbour or the wharves in Pyrmont. The structure is bulky and does not in any way relate to the existing structures and designs. It is out of place and would make the Star complex look even more tacky than it already does.
I strongly believe the architect should go back to the drawing board. What happened to quality designs which were put forward few years ago by FJMT, a respected achitectural studio?

With thanks to ... Pyrmont Action and others for the primary research and report on the Star Mod 18 proposal, I believe members of Ultimo Village Voice agree with the comments therein. I highlight the increasing imbalance in favour of developers over the individual home owner. After all the high minded lip service and legislation to protect our heritage and improve our services the reality has been very different.

While, I do not feel much sympathy for people who should know what to expect if they move close to an existing airport, sports stadium, zoo, or pub with live music, it is another matter for a Casino to move into an existing community, agree to certain restrictions of height, breadth, operating conditions and hours, and almost immediately started to extend the very elements that allowed them to operate to begin with.

Then to make matters much worse, the Casino now bombards the community with almost endless attacks on every one of the senses: high levels of noise, vibrations and light. Cigarette smoke exhausted pumped into you’re home to allow the gamblers to smoke outside the confines of the casino. Drunken fights and cabbies using your property as toilets petty, and serious crime.

All this without any compensation or redress. You would think the casino, with the millions as we are reading about in the media lately, should have resumed the property the at a fair price or compensated the owners in some other ways. Instead the Casino is an ever growing concern.

please consider this MOD 18 in context of Sustainable Sydney 2030-50 Plan ensuring that community requests for noise + electric light mitigation are covered in this MOD + that visual changes are sympathetic to surroundings + materials used - as sustainable as possible

Star City Casino Upgrade Modification 18

Ultimo Village Voice (UVV) is a community group that for almost 20 years has supported local residents, providing an avenue to address important issues that impact the local area. UVV seeks to work constructively with others to drive positive community and local business outcomes.

UVV has been instrumental in developing improved safety and design outcomes in many recent developments in the local area that have potential to impact on the local residents of Ultimo and Pyrmont. We welcome the opportunity to provide this feedback and look forward to your proactive response to these community concerns.

The location of the new Foundation Theatres building and extended plant rooms on Jones Bay Road shares the immediate environment with purpose built, privately owned, sensitive residential buildings that open onto Jones Bay Road (Watermark & three terrace houses). And as per the Architectural descriptions of proposed modification Items, fronting Jones Bay Road residents, the new façade envelope and roof proposed building materials are predominantly metal based.
We are supportive of the conversion of the 4,000-seat theatre into two smaller theatres which will provide additional entertainment opportunities.

However, we have genuine concerns for environmental impacts (both during construction and operational phases), amenity and incorrect building materials to mitigate residential sleep awakening.

Noise issues
We note that, overall, the number of attendees at performances will be reduced and this should result in less disturbance to nearby residents on their exit from the premises when the theatres are in operation. However, we have identified deficiencies in the noise and vibration impact assessments undertaken as the monitors were taken from The Star premises itself, not from nearby residential neighbours in the vicinity of Jones Bay Road, including the three heritage terrace houses fronting Pyrmont Street. Their occupants were not approached with a request to allow installation of monitors on their homes. We ask that new noise and vibration studies be undertaken to include measurements from adjacent residential buildings.

We recommend that use of appropriate cladding materials and battens (eg Cross Laminate Timber or glue laminated timber), and/or green walls to soften noise impacts from the operation of the new, enlarged structures.
Noting the proposal for use of the outside terrace on Jones Bay Road, we ask that hours of operation be restricted to 7am to 10pm; that there be no amplified music or announcements on the terrace and no exterior cleaning works be undertaken before 7am.

We request additional installation of acoustic screening to address noise emissions from the plant operations.

Heritage Impacts
There is little information regarding vibration impacts to nearby heritage items which include: a warehouse and three residential terraces, SELS, St Bede’s church and accompanying buildings. We ask that the proponent conducts a pre- and post-vibration assessment of these buildings which should be provided to these property owners and make good any damage.

Tree Protection
Many of us have observed the damage to ground cover plants in the median strip garden on Jones Bay Road due to the crane works for The Star and ask that protective measures be required for the trees and plants in the median strip and the Jones Bay Road street trees during the construction period.

Traffic Impacts
Haulage routes of large trucks moving and stopping for extended periods of time on Jones Bay Road will significantly increase noise and air pollution. In previous UVV submissions we have drawn attention to the noise, emissions, and other impacts of taxi-queueing in Jones Bay Road. These impacts will be exacerbated during construction periods. We ask that during construction, and consider afterwards, taxis be required to wait to be called elsewhere in The Star, rather than on Jones Bay Road.

Light Spill
Residents in the vicinity of Jones Bay Road have in previous submission stated they are already being negatively impacted by light spill associated with The Star illuminated signage at the Porte Cochere entrance. And recently objected to crane illuminated signage. No additional illuminated signage or façade lighting should be approved during or after the construction period.

Community Consultation
Noting the almost continuous developments being approved under MOD provisions, it is now time to establish a community consultation entity, to include representatives from nearby residential stratas and terraces. These are now required for major projects eg the new Sydney Fish Markets and would be a useful mechanism to enable those affected by the ongoing, iterative developments at The Star to provide input in both the planning and construction phases of all recently approved MODs. A requirement of this, and future MODs, should be the establishment of a permanent CCC to provide input to the planning and implementation phases of all new MODs and DAs for The Star complex.
