As a resident of Warnervale/Hamlyn Terrace. This is MUCH needed infrastructure required for our rapdily increasing population. The community are behind it 100%. This development will increase employment in our local area and give local residents an option for retail/leisure activities; not to mention taking the pressure off other retail/leisure zones in the area which were not intended for such a large population.

I am a former employee of Wyong Shire Council and was involved in discussions in 2009 and 2010 with Department of Planning and the developer for this Part 3A application. I feel compelled to make a submission in order for the important and critical issues to be highlighted in relation to stormwater management.

The overall design package is fairly detailed and comprehensive but is it considerably lacking in coverage of water and storm water issues.

The Preliminary Environmental Assessment Report (pg 30) report states that hydrologic assessment is not necessary until detail design. Furthermore it states that “…each of the hydrologic elements can be managed as part of the detail design…” This approach is unsound and unsatisfactory and it will inevitably lead to undesirable outcomes in terms of poorly designed infrastructure and the associated impact on the natural environment. Stormwater and how it is to be managed within the development should be considered at the master planning and concept design stage. When stormwater infrastructure is planned for early in the project it lends to favorable and optimal outcomes which satisfy various and sometimes conflicting requirements, this integrated approach lends to good designs that result in reduced operational and maintenance issues. When stormwater design is done as an after thought, as appears to be happening in this submission, then it is more likely there will be poor desi
gn outcomes and Council, the environment and community will inevitably suffer due to the increased maintenance burden from inadequate treatment measures and increased impact on the natural environment.

Specific points that should be addressed;

• Concept designs should include water quality and water balance modeling as a minimum. This will ensure that each development includes adequate treatment measures that satisfy the pollutant reduction targets. Note: each development within WTC is responsible for satisfying the pollution reduction targets and implementing adequate storm water re-use.

• stormwater drainage plans (MPEA17 & 18) show conventional pit and pipe systems with no inclusion of IWCM or WSUD, this does not reflect ESD. How will the stormwater be treated before leaving the development? Where will the treatment devices be located? It should be made clear what assets will be in the public domain which will be owned and maintained by Council.

• Stormwater master plan philosophy (MPEA16) mentions stormwater treatment measures & GPT’s – these measures should be roughly sized by undertaking water quality modeling and they should be included in the road layout/designs otherwise they become an after thought resulting in insufficient space and undersizing of devices. It is highly unlikely that water harvesting and GPT’s alone will satisfy the pollutant reduction targets, some form of biological treatment is required e.g. bioretention basins/rain gardens, wetlands etc. Again will these be located in the public or private realm?

• ESD report mentions on a number of occasions “if recycled water is available it should be used for…..”, this leaves it wide open – there should be a water balance and hydrologic study completed which will quantify the amount of water recycling and re-use and this should be undertaken at the concept stage to ensure adequate provision for infrastructure made (adding it later as an after thought only leads to inadequate and unsatisfactory designs and outcomes). There is great potential to re-use water within the development site but this needs to be planned for and not considered down the track. Note: 1) stormwater re-use should be a critical component of the stormwater management strategy and it ensures impacts on downstream infrastructure and natural environment are reduced. Note: 2) extensive stormwater harvesting within commercial developments in WTC is necessary to reduce stormwater runoff from the developments, this will help to offset the highly impervious nature of su
ch development and it will help to maintain the natural water balance and preserve sensitive aquatic environments located downstream of the development site i.e. Porters Creek Wetland.

• The Preliminary Environmental Assessment Report includes a section on State Environmental Planning Policies, it even mentions the NSW Coastal Policy but is does not mention SEPP No.14 - Coastal Wetlands (Section 7-2), which should be addressed as this development falls within the catchment of Porters Creek Wetland. Development and in a particular high density development greatly changes the stormwater quality and quantity, which will eventually enter Porters Creek wetland causing considerable impact. Porters Creek Wetland is already exhibiting considerable stress due to past development within the catchment. It is therefore necessary to manage stormwater with the aim to minimize the impact on this sensitive downstream aquatic environment.

Warnervale and in fact the whole of the Central Coast needs this project to be approved.

The area is in desperate need of development. This project will create work and attract families and growth to the Warnervale/ Woongarrah area.

My neighbours and myself are all in Support of this development and we would welcome any updates on the project.
