Housing Development Authority
The Housing Development Authority (HDA) was established to streamline the planning approval process for major housing developments. These reforms enable a proposal to be considered as State Significant Development (SSD) major residential or SSD with a concurrent rezoning pathway. The Minister for Planning and Public Spaces is the consent authority.
To support these reforms, the following changes were made to the Major Projects service:
- Additional development type ‘HDA Housing’ for the ‘Residential and Commercial’ category on the pre-development application ‘Project details’ section
- Additional State Environmental Planning Policy (SEPP), ‘None, declared by a Ministerial planning order as SSD’, listed under the ‘Pathway and Permissibility’ section
- If ‘None, declared by a Ministerial planning order as SSD’ is selected as the State Environmental Planning Policy that relates to the project, users must select the type of development from the list provided
- Introduction of a ‘HDA Housing Team’ work basket where all HDA applications await allocation to a team member.
Changes to existing services
This release included the following minor changes to existing services:
- The BASIX logo and project website hyperlink has been updated in the BASIX Certificate.
- Updated values for ‘Type of Zone’ and ‘Title’ for new and in progress applications within the special infrastructure contribution service.
- The instruction text on the subdivision certificate application screen when a user selects either ‘There are one or more owners of the development site, and I am not one of them’ or ‘There are multiple owners of the development site, and I am one of them’ has been updated. The text now reads, ‘Where an application is made by someone other than the landowner, evidence of written owners consent will be required.’
- A modification development application can be created from a deferred commencement development application.
Bug fixes
This release included the following minor fixes to address known technical issues:
- Dates associated with pre-2023 BASIX Completion Receipts have been updated to display the correct date on the advanced search screen.
- Cancelled special infrastructure contribution applications have been removed from the unassigned tasks list.
- The duplicate payment request for the ‘DCS Building Work Levy’ within the Intention to Seek Occupation Certificate workflow has been removed.

Application Programming Interface (API)
Minor housekeeping updates were made to the Application Program Interface (APIs). There is no urgency for councils and certifiers using these APIs to implement these changes, they could be included in your next scheduled API upgrade. The changes are:
- The Certificate type value for certificate registrations is being updated in the ‘ReferenceData API’ within the Common API.
- The declaration ‘I confirm the work that would have been the subject of the missed inspection is satisfactory.” is automatically selected on the ‘Missed Inspection’ screen in the Post-Consent Certificate service, if a user uses the ‘MissedInspection’ API. Note: If a value is currently being supplied via this API, a system error will not occur.
