I object to the Western Harbour Crossing and Warringah Freeway Upgrade totally. This is a massive waste of public money, particularly in the light of the crisis that now faces Australia. Tough decisions will have to be made in the future and time should not be wasted on this particular project, which is poorly thought out and for which no business case has been put forward.
I object strongly to the Environmental Impact Statement (EIS) for the Western Harbour Crossing and Warringah Freeway Upgrade being issued with a closing date of 30 March 2020. Even with the previously agreed extension, the public has still not been given enough time to consider this enormous document. The Department of Planning should therefore delay their consideration of this document until information for the Beaches Link has been included. The EIS should then be reissued with a 6 month period for considering by the public on all aspects of Transport for NSW proposals. This would also give time for a business case to be included. It would also give the RMS time to correct the many misleading and incorrect "facts" that have been included in the current EIS.
If the Western Harbour Crossing & Warringah Freeway upgrade does go ahead, I object to it on the grounds of the environmental impact that it will have on a large area. The fact that we will have unfiltered smoke stacks omitting dangerous carcinogenic particulates in residential and school areas is shocking. The advice of the State's Chief Medical Officer is absolutely outdated and as a result our children and residents, old and young, are going to be put in serious danger.
The RMS exhibitions and spokespeople continued to give residents incorrect scientific information. I was told on several occasions that the Stockholm E4 bypass was an example that we are following as their tunnels are unfiltered. This is being economical with the truth. The Stockholm tunnel in fact has proper ventilation, with exhaust stacks and fresh-air intakes, both pumped, at intervals of 3 to 3.5km (this compares with the Sydney scheme of 7.5km). Check it out property if you don't believe this. Quite simply I demand that these smoke stacks should be filtered in line with world standards. And this filtering should be maintained to work efficiently and cleanly. If this is not possible, then the whole so called Upgrade should re redesigned.
I object to the Western Harbour Crossing & Warringah Freeway upgrade on the basis that valuable public green space will for ever be taken away - for tunnelling or road works. It is proposed to have two huge structures installed on the Cammeray Park/Golf Course. These huge pumping installations could and should be sited underground.
I also strenuously object to the destruction of the water storage area which serves all the local parks. This will be a huge loss and one that many people are not necessarily aware of. This stormwater system could for instance be relocated away from the work area before any further work is done in the vicinity. Any work relating to this stormwater system should be borne by the project and not by North Sydney Council, who of course construction the system about 13 years ago.
I object to the construction of tunnel portals which are planned to be sited close to residential properties. The system of cut and cover tunnelling work is incredibly noisy and will be unbearable for residents in the area. The positions of these portals should be moved away from residential areas - this needs to be looked at again. There are sites in the area that would be more appropriate for the above.
I object to the years of chaos, noise, vibration, dust, and traffic, including many trucks, that will be inflicted on the lower north shore. The impact on physical and mental health will be huge and no compensation will make up for the suffering of young and old. Information has not been transparent for residents. If this scheme gets approved, the Department of Planning should include a condition that would ensure that sufficient compensation is offered to those that are seriously impacted by the project.
I object to the fact that many of the ordinary roads around the lower North Shore will now be faced with more traffic as roads become rat runs, resulting from re-routing of traffic lanes on the Warringah Freeway. In fact it is quite likely that traffic volumes will increase in Ernest Street, Military Road and Falcon Street to name just three streets. I would ask that the Planning Department, as a condition for approval of the scheme, demand that improved traffic solutions are found, and both residents and the wider public are included in any consultation on this.
I object to the fact that motorists will be forced to pay more, even for pre-existing Harbour crossings, into the coffers of private companies in order to fund this grandiose scheme.

My full submission is in the form of the attachment below, except to say - The imposition on the residents of Alfred St Nth during construction & then after completion due to poor design is enormous.

The current proposal lacks any detail about how the new freeway lanes will directly affect our strata property other than to say that it will;
- move the freeway edge with a heavy vehicle transport lane 3 to 4 m closer to our unit or within 7m of the bedroom walls.
- will add potentially thousands of vehicle movements daily directly in front of the building and our apartment.
- might include some sort of noise barrier but with no detail of what this might be if anything and how effective it might be
- provides no assurances that vibration from heavy bus traffic in the new lane nearest to us will not affect our apartments directly once completed.
- will completely overshadow our building front and create a darkened canyon like space in front.
- will completely remove all emergency and loading vehicle access including taxis and deliveries from anywhere near our building leaving insufficient space for simple services such as placing bins for collection.
- may result in vehicles having to undertake 3 point turns just to exit our car park to avoid striking the new retaining wall.
- will remove more than 60 car parking spaces from a high density residential street with no reasonable alternatives for residents in our apartment block or others adjacent and nearby.
We have prepared some indicative images and a submission together with the strata based on the very limited information provided that demonstrate what we can expect whch may in fact be conservative compared with the actual design and we are exteremely concerned that this will have a lasting detrimantal impact on our well being, our apartment valuation and long term livelihood and request that more design is done to reduce any impact from this work.
In particular we seek assurances that alternatives to the proposed localised widening of the freeway in this area be sought to avoid thes impacts.
Clearly our preferenec is to not undertake this local widening becuase of the impacts outlined above.
We have also offered some suggestions about how some of these issues might be addressed if there is no alternative but to widen the overall carriageway as proposed.
