Planning Proposal 19 aims to make secondary dwellings and attached dual occupancies permissible with consent in part of the E4 (Environmental Living) Zone, to make rural industries permissible with consent throughout all of the E4 Zone, and to make farm buildings a type of exempt development throughout all of the E4 Zone.
