The Planning Proposal seeks to rezone the subject land from RU2 Rural Landscape to part Industrial and part Environmental under the Cessnock Local Environmental Plan 2011. The proposed zones, zone boundaries, development standards and local provisions were finalised before the planning proposal was publicly exhibited.The Lower Hunter Regional Strategy and Council's City Wide Settlement Strategy identifies the subject land as part of the future freight hub and for employment lands.
