The Planning Proposal investigates whether the subject land should be rezoned from RU4 Primary Production Small Lots to SP3 Tourism under the Cessnock Local Environmental Plan 2011.The rezoning will permit the expansion of the integrated tourist development, known as The Vintage. The proposed expansion involves the construction of 200 unit "village resort" (permanent residential), 260 residential dwellings, 40 rural residential lots, and 9 hole extension to the existing 18 hole golf course. The other proposed uses such as cellar door, viticulture and restaurants were already permissible with consent in the RU4 Primary Production Small Lots zone and will remain permissible in the proposed SP3 Tourist zone.The Lower Hunter Regional Strategy identifies the Pokolbin vineyard and tourism precincts as a specialised centre, with the potential to provide an additional 1,600 jobs. It does not recognise the potential for additional residential housing in the vineyards area.
