Amend the Sydney LEP 2012 to allow a new site-specific clause in Division 5 to specify maximum height and FSR, restrict development to non-residential uses only, maximise active frontages, delivery of new public open space fronting Bridge Street, a new through site link and shared loading dock. Variations under Clause 4.6 of the LEP are not permitted.
