Regional Urban Development Programs
The NSW Government is expanding Urban Development Programs into select high growth areas in regional NSW to improve the coordination of land use planning and infrastructure delivery, in particular to support housing.
New UDPs are being established in response to the recommendations of the Regional Housing Taskforce and to help deliver the Regional Plans.
Regional UDPs will help bring forward the supply of development ready land and improve the coordination and delivery of new housing and infrastructure.
Currently, UDPs are in operation in the Illawarra-Shoalhaven region and in Greater Newcastle. Initially, new UDPs are being established in the:
- Central Coast region
- Upper Hunter and Mid-Coast regions (Dungog, Mid-Coast, Muswellbrook, Singleton, and Upper Hunter LGAs)
- Capital region (Queanbeyan-Palerang, Goulburn and Yass LGAs).
The department will investigate establishing other regional UDPs in future financial years.
To aid in the establishment of new UDPs and align processes across existing UDPs, the Department of Planning and Environment has prepared the ‘NSW Urban Development Programs: Guide for implementation in regional NSW' . The guide describes how UDPs will operate in the regions and establishes a standardised data, reporting and governance framework.

Online dashboards are being established to monitor key housing data in UDP areas.
Capital region UDP
The Capital region dashboard is currently under development and will be available in early 2023. It will initially cover 3 local government areas within the South East and Tablelands region – Queanbeyan-Palerang, Goulburn and Yass.
Central Coast
The Central Coast dashboard covers the Central Coast local government area.

Greater Newcastle UDP
The Greater Newcastle dashboard covers 5 local government areas in the Hunter region – Cessnock, Lake Macquarie, Maitland, Newcastle and Port Stephens.

The Illawarra-Shoalhaven UDP covers 4 local government areas within the Illawarra-Shoalhaven region – Wollongong, Shellharbour, Kiama and Shoalhaven.
