Official Caution issued to Fulton Hogan Construction Pty Ltd (SSI-6878 as modified, Shellharbour City LGA)

On 27 January 2021, the Department issued an Official Caution to Fulton Hogan Construction Pty Ltd (FHC) for failure to ensure adequate environmental controls were implemented prior to construction, to safeguard against unintentional vegetation clearing. Failure to implement the controls led to the clearing of 20 trees in a small area of NSW listed endangered ecological community (EEC) “Illawarra Lowlands Grassy Woodland in the Sydney Basin Bioregion” (ILGW) and critically endangered ecological community (CEEC) “Illawarra and South Coast Lowland Forest and Woodland” (ISCLFW) habitat, in Croome Reserve. The incident was self-reported to the Department upon identification. FHC have since planted 80 trees in the road corridor and have implemented additional control measures to ensure no further harm occurs.

Just wondering if instead of the big bypass, could it be viable to

-build another bridge over Macquarie Rivulet, on the west side of the princess hwy.
-connect Yallah Road to the Illawarra hwy.

This way, people travelling from sydney to albion park and suburbs would exit the princess hwy at the Shell petrol station at yallah, go west on the bridge over princess hwy, south down Yallah rd (over the new West Macquarie rivulet bridge) onto the Illawarra hwy.
For sydney/wollongong - bound traffic from the suburbs, they would use the same new West Macquarie Rivulet bridge and enter the princess hwy at (the west side of) yallah woolshed.

-demolish the infamous round-a-bout.. no access to illawarra hwy here.
-make some 'no right turn' signs at each set of lights

This will force albion park residents to use the designated exits at the north end and the south end of albion park.
This should allow mostly free flowing traffic through albion park at 60 and 70kmph. just like warrawong, you have to plan if you wish to visit a business, not just have optional turns every 50m like it is now.

I strongly object to the LACK OF CYCLE LANES on this project- why are they thankfully included on the Oak Flats to Bombo opened section but now somehow not worthy of inclusion here? As a project that needs to envisage future trends the decision only promotes the fragmentation of an integrated bicycling network that will be an key part of our ongoing sustainable future. An important part of planning like this cant be just put in for one project then for whatever reason or whim LEFT OUT OF THE NEXT PROJECT.

Clearly cycle lanes need to be included and this starts at the planning stage!!!!

Therefore I object to this inadequate planning.

It is very disappointing to see no space has been allocated for cyclists in the current design of the bypass.

Both local and visiting cyclists need access to a safe north-south route through the Illawarra.

While the lake cycle way is an alternative, it is incomplete and doesn't provide an effective cycle route for regular riders.

The additional funds required to provide a low weight riding edge must be a very small percentage of the overall cost of this excellent and well overdue extension of the highway.

The northbound exit ramp at the oaks flat interchange needs to have two lanes on approach to the roundabout so that the left lane can proceed to the new local road to Albion Park without having to que behind traffic that is waiting to go right into Oak Flats. At times congestion is present with traffic banked up with people trying to get to Oak Flats and Shellharbour Centre as they have to negotiate both lanes of the roundabout traffic. This will only get worse as any traffic wanting access to Albion Park Rail will now also use the Oak Flats interchange exit ramp.

As there is no plan to include a specific cycle way on the Albion Park bypass from what I can see I would strongly recommend white safety lines be included on the three motor shoulder to identify a safety zone for the many riders who will commute on both south and North bound lanes. These lines have been included on the freeway sections both in the southern and northern areas of Illawarra and many other ares within the state. This is a simply matter to implement and a significant safety issue which both guides cyclists and road vehicles

If there is going to be a shoulder on the Albion Park By Pass then wouldn't it be sensible and consistent to link it to the existing freeway north and southbound with a marked designated cycleway. If we can keep the vehicles and cyclists apart by one extra white line surely that is going to make it safer for all road users. The cost of paint for one white line is surely worth it if it saves someones life to act as a visual barrier between vehicles and bikes.

I would like to comment on the fact that there is no Southbound exit ramp at Croome Regional Sporting Complex. This sporting facility is extremely well utilised by both the local community and visitors to our region. I'm certain that we wish to encourage the continued use of these facilities. By not having a southbound exit ramp, people accessing Croome Regional Sporting Complex are forced to either double back from the Oak Flats Interchange, or exit the motorway at the Illawarra Hwy and travel through the already busy Albion Park town centre.
A southbound exit ramp would also give residents living in the southern estates of Albion Park (eg Mt Terry, Woodbridge and even those accessing Jamberoo) an opportunity to exit at Croome Rd and avoid a number of intersections and traffic lights within Albion Park town centre. Many residents already access these estates from Croome Rd, but would be forced to exit at Illawarra Hwy (or possibly Oak Flats Interchange). The increase in traffic which would be forced to travel through Albion Park would significantly impact an already congested area (particularly at peak times).
I believe that a Southbound exit ramp at Croome Rd would be incredibly beneficial and, in fact, a necessary addition to this proposal!

On your flyover video of the preferred route, there is a noise barrier or concrete wall, constructed on the northern side of the proposed road immediately after going under Croome Rd. Will this barrier be part of the construction??? We will definitely need a noise Barrier between the road and the only houses that are close to the road. Will the grass banks be kept on the northern side of the road. (A very good noise barrier) Will the road be widened on the Northern or Southern side of the East West Link after it passes under Croome Rd??? I think that no extension of worktime per day should be allowed. When you people say that it will be good for motorists and it will be a shorter time for construction, maybe a thought should be forthcoming for the poor buggers like me and my family that have to put up with the traffic 24 hours a day, not to mention construction time. We already put up with the Quarry working all hours of the night so to put up with extended hours is just not on.

I am concerned that there does not appear to be any provision for cycleways in this development. I am happy to be corrected but the video makes no mention of how cyclists are included in this proposal, this is a major oversight.

I believe that the people of the Illawarra and South Coast have waited far to long for this project to commence. I believe the APR bypass has been used as a political football in this region purely for their (politicians) benefit up until now. It is good to see that we are finally getting someone to act, over the nightmare that is the Princes Highway that we use today. There has been far to much talk and not enough action. How many EIS's have been done. How much money has been wasted on studies and statements over the years. Just get the project completed.

I am a local resident for over 50 years,this road should have been built 15 years ago the traffic is getting to gridlock proportions the gov promised it would begin in 2017 now its already been put back 2 years[completed by 2023-2024] supposedly how many more impact statements etc[ red tape] start building now it is becoming a joke

After looking at plans for the Albion Park bypass it appears to me that none of the project engineers and managers have travelled the f6 or m1 motorway from Dapto to Wollongong during work peak times . The 2x lanes of solid traffic should be a good clue that any future road planning should have plans for 3 lanes at least in both directions . Cost wise it would be a lot cheaper to plan to have the infrastructure in place for future road widening already in place than doing it in 10 to 20 years , for bridges and over passes

I wish to see further consideration to Parking & Amenities at the New Equestrian area.

At the new public arenas there needs to be ample parking for a car & horse float or horse truck, ensuring there is washbay facilities with a roughened concrete base & strong tie up area as there is at teh current facility and easy access to toilets, which is severely lacking at the current facility.

In Terry Reserve, the Equestrian grounds used by Riding Clubs such as South Coast Equestrian, Stoney Range Pony Club & Illawarra Trail riders to host events etc there needs to be ample well drained parking for floats and horse trucks within the fenced area for safety of the horses tied to the floats and to the General public using the area outside the fenced area in case a horse gets loose, as they may run in front of cars parking at the soccer fields car park.

This is a long overdue bypass. With the growth of Flinders, Shellcove, Albion Park and Tullimbar the traffic congestion on the Princess Hwy during the morning and afternoon peaks can add over 1/2 hour travel time to and from Wollongong especially if there has been an accident. Traffic during holiday times has only marginally improved the opening of bypasses further south. With the continual population growth in this area and no plans for any type of alternate public transport the traffic congestion will only worsen.

Whilst I welcome the planned bypass, I must raise my concerns that there will be no access on and off the bypass in the vicinity of the Croom Sporting Complex. This is the area's largest utilised sporting location, and by not having an exit/entry nearby means all the traffic will have to continue to use the local roads through Albion Park itself, which are already congested enough and will only get worse. A perfect example was yesterday's Convoy, with only one road available into & out of Albion Park, there were significant delays in both directions, onto local intersections and down to the Princes Highway itself.
