I am a regular road user of the roads that Champions quarry proposes to double daily truck numbers on. I visit family and friends in the area frequently and am well aware of the deteriorating conditions of these country roads. I object to Champions quarry application to double permitted daily truck numbers.
My objections are:
* The proponent was advised by 2 government departments that a road safety assessment was to be included in the Traffic Impact Assessment for this application: Instructions from both DP&E - page 5 of Champions Quarry Mod 4 EA 3.2.1 Consultation with DP&E and the RMS - Champions Quarry Mod 4 EA - Appendix 1 Responses to Letters of Consultation to include a road safety assessment. Champions quarry Environmental Assessment chose to re-use a 2009 report by Roadnet Pty Ltd instead of providing an updated Road Safety Assessment containing recent inspections of current road conditions. Champions quarry E A states the road conditions have improved since the previous 2009 Road Safety Assessment and a new road safety audit would be unnecessary. I do not agree that these road conditions have improved over the last 9 years. This is 2018, nine years on from the 2009 report and I object to relying on outdated road information in relation to road safety. This appears to be a money saving exercise and I object that road users safety will be compromised.
* Recent road conditions are not taken into account by the old Traffic Impact Assessment used for this assessment. The proponent has relied on inspections of the haulage routes from 2007 and 2009 by Brian Kerwick of Roadnet Pty Ltd for the 2009 road report for a previous application by the quarry and now made the statement in the current application that "the transportation routes remain largely unchanged". This appears to be another money saving opportunity to reuse old reports with no regard for road safety of current road users.
* The EA states the proponent conducted a Bus Stop Audit on the haul routes and reported no approved bus stops and 2 bus companies using the routes. Will the DP&E check if this is correct? I understand there are 4 school bus runs using these haul routes. There are multiple school children pick ups at homes along these routes despite the proponent reporting no `approved' stops. I was once one of those school children catching the bus on these roads. Is the proponent considered unbiased enough to conduct and report on such an important safety issue ? Is the proponent qualified in road safety/traffic/school bus issues to conduct a School Bus Audit? Was the undated bus stop audit also carried out in 2007 or 2009 ?
Penny pinching on road safety issues is not acceptable. Skimping on costs by reuse of old and outdated road reports is not acceptable. School children and families living and travelling on these haulage routes deserve better. A complete and current road inspection report and school bus audit by a qualified professional is required.
* The true increase in truck numbers and impacts on roads and road users is much more than doubling. The most current production data available (from 2016 as there is no more recent Annual Review available) on the quarry website indicates an annual total of 167 laden trucks exiting the quarry for the 2016 year. That is about 0.6 trucks per day average. The largest number recorded for any single day in 2016 was 12 laden trucks on 19/1/2016. That is not even close to the 50 laden trucks per day that is permitted under the current consent conditions. It appears the quarry is not operating anywhere near its permitted capacity and clearly has no demand for their product to reach the currently permitted 50 laden trucks per day. The quarry has not demonstrated they can successfully operate safely and within consent conditions for their currently permitted 50 laden trucks per day and there is no history of demand for large quantities of product from this operation. The operation must first exhibit their ability to comply with current conditions before any increase in daily numbers is approved. Without showing they are capable safely handling the current allowed numbers it is a huge jump from less than 1 truck per day to 100 laden trucks per day - in real terms that is 200 truck movements.
* Compliance - The DP&E must scrutinise the compliance history and ability of the quarry operation to completely and properly comply with all consent conditions.
Champions quarry Community Consultative Committee has been operating without a local community member as is required by the consent conditions. This provides very little opportunity for access to the CCC by other community members without fear of intimidation. From the Community Consultative Committee Minutes : Next meeting proposed to be around March 2018 at Champions Quarry." At this date in July, 2018 it appears the CCC meeting proposed for March 2018 has not yet been held. Has the quarry paid the fine from 25 January 2018 when the Department issued a $3000 Penalty Notice to Champions Quarry 2 Pty Ltd (Champions) for providing false and misleading information as part of the Modification 3 assessment.? Has the quarry paid the fine from 19 June 2017 when the Department issued a $15,000 Penalty Notice to Champions Quarry 2 Pty Ltd for failing to undertake noise monitoring of the quarry, its plant and equipment in accordance with the approved Noise Management Plan. ?
Has Champions quarry paid any road maintenance contributions as required by consent to Lismore City Council since the 2016 Official Caution from the Dept for failing to do so? Landscape Management Plan - Champions Quarry- Version 3.1 (March 2017) 3.2.6 Has Champions quarry calculated and lodged a Conservation and Rehabilitation bond within 6 months of approval of the LMP - was this paid by September 2017 ? 3.2.6 CONDITION 46 OF SCHEDULE 3 OF THE PROJECT APPROVAL (CONSERVATION AND REHABILITATION BOND) Condition 46 of Schedule 3 of the Project Approval states: "Within 6 months of the approval of the Landscape Management Plan, the Proponent must lodge a Conservation and Rehabilitation Bond with the Department to ensure that the Biodiversity Offset Strategy and the rehabilitation of the site is implemented in accordance with the performance and completion criteria set out in the Landscape Management Plan  
Has Champions quarry reviewed, revised and reported to the Secretary the sum of the Conservation and Rehabilitation Bond after completion of each Independent Environmental Audit. Has the Dept received reviews and revision of each Independent Environmental Audit within 3 months as required ? 3.2.7 CONDITION 47 OF SCHEDULE 3 OF THE PROJECT APPROVAL Condition 47 of Schedule 3 of the Project Approval states: "Within 3 months of the completion of each Independent Environmental Audit (see condition 8 of schedule 5), the Proponent must review, and if necessary revise, the sum of the Conservation and Rehabilitation Bond to the satisfaction of the Secretary. This review must consider the: (a) effects of inflation; (b) likely cost of implementing the Biodiversity Offset Strategy and rehabilitating the site (taking into account the likely surface disturbance over the next 3 years of the project); and (c) performance of the implementation of the Biodiversity Offset Strategy and rehabilitation of the site to date."
The 2018 Annual Review is not visible on the quarry website. It appears that these conditions of consent have not been met. Schedule 5 , Condition 4. Requires the Annual Review by the end of March each year. The 2018 Annual Review is not available on Champions Quarry website at this date in July, 2018. Did the Dept received the 2018 Annual Review by the end of March 2018 ? Schedule 5 Condition 11(a) states that information (including Annual Reviews) be made publically available on the quarry website. Schedule 5 Condition 11 (b) "keep this information up to date."

I wholeheartedly oppose any increase in truck movements into or out of the above quarry.
Wyrallah Road is the major thoroughfare between Lismore and environs in the north, and south to Woodburn, Evans Head, Broadwater, Wardell and environs on or near the Pacific Highway which runs north-south between Brisbane and Sydney.
Businesses, farm vehicles, workers from all over the Northern Rivers and beyond, school buses, tourists and especially locals, constantly frequent this passage day and night, seven days a week, every week of the year.
Wyrallah Road is a constant flow of traffic. It is a necessary connection for those who use it because there is no other. It is vital that Wyrallah Road remains without additional loading as in its present condition it is already woefully unsafe and in poor condition.
The unsafe state of Wyrallah Road is so appalling there are numerous accidents, some reported, many not. In the recent past, on Wyrallah Road within only 1kilometer of Champions Quarry, there has been one known fatality; a neighbour on our western boundary had his vehicle written off while turning into his property; a north bound milk truck left the road; during the AM peak, a vehicle rolled at the intersection of Wyrallah Road and Mathieson Lane/Munro Wharf Road . This intersection is the school bus stop for our and other school kids in this area. Luckily none of the kids were hurt physically, but the memory of this near miss will haunt their futures. There are numerous near misses. We frequently hear sirens blasting along Wyrallah Road 24/07 to/from incidents mainly caused by the notoriously poor state of this high use road. It is becoming increasingly difficult and dangerous to turn from or into Wyrallah Road at Mathieson Lane due to increased traffic. Reduced speed limits are ineffective.
Increase heavy vehicle movements by 100% daily in both directions? No way!!!!! The application only states figures for trucks OUT of the quarry, but what goes OUT must come IN, therefore there is a 200% daily increase in quarry heavy vehicle use of Wyrallah Road, both north and south. This is absolutely UNACCEPTABLE.
Quarry people have been brought to account for refusing to contribute via road rates/taxes and other items, for the abnormal use and abuse of this vital arterial road - a road surface incrementally degenerating since the strange approval by the State Government for the quarry to go ahead, despite it having been denied by an extensive and in depth Court hearing which lasted px 18 months, cost Lismore rate payers an estimated $1.5 million, caused property values to drastically plummet, and caused untold pain and hardship not only to us locals and Traditional Owners, but the general community, as well as the environment.
Additionally, following the Court's refusal of the then quarry DA, after obtaining questionable approval from a highly questionable source, the quarry was granted a hugely substantial increase in annual extraction, plus removal of Council obligations/restrictions on quarry operations.
Will those responsible for the quarry operations pay their dues towards proper repairs/updates? Will State/Federal Governments pay for a decent, all weather, safe high flow road? I very much doubt it!!!
Again the local community will have to foot the bill, while quarry owners/investors depart with the profits, leaving the mess and repairs for us locals. Following demise of the quarry, the monied quarry gentry will walk away without a conscionable thought or backward glance, leaving behind the ruined landscape, the deteriorated homes, the ruined farms and shattered hopes and dreams of those of us concerned about a better environment and future for our families and country.
Is this the start of further DA changes as has been the wont of the quarry proponent in times past? Yet more extraction levels? Perhaps more dams (dams were not approved by Council or the Court, yet the quarry has at least one)? The quarry is situated near a hilltop. Where is the water sourced? The Wilsons River is some kilometres west, Tucki Creek is some distance east. Already the small stream flowing north of the quarry becomes highly discoloured after rain, while a similar stream through our property flows clear. Why is this? How will quarry operators control dangerous and possibly highly toxic quarry dust and moisture? Product from the quarry is already reported to be much more toxic than the maximum accepted by users of this type of product. How can they sell it? Will they continue to contaminate and poison our environment, our pastures, our locale? Do they care? NO!!!
This disgraceful grab for yet more loot through increased heavy truck movements IN and OUT of the quarry - at the continued expense to the environment, the community and the increased danger to Wyrallah Road (and other roads) users- is NOT ON!!!!!
Under no circumstances do I support any quarry proposal for increased heavy vehicle movements IN or OUT of the quarry via Wyrallah Road or other roads.

Objection to Champions Quarry 2 Modification 4 application. 17/07/2018
We object to Champions Quarry 2 modification application on the following points.
1. In the EA the current road conditions are not taken into account in the Traffic Impact Assessment. The proponent has relied on a 2007 and 2009 haulage route inspection carried out by Brian Kerwick of Roadnet Pty Ltd and makes a claim in their current application that the transport routes remain largely unchanged and or have improved. I strongly disagree with this claim and doubt that regular road users of these routes would believe that they are no were near the condition or largely unchanged from 11 years ago.
2. In the EA the Traffic Impact Assessment didn't include a Road Safety Assessment as requested by DP & E as well as RMS claiming it was unnecessary as road conditions have improved. In the Traffic Impact Statement above the proponent states the conditions are unchanged but in this Road Safety Assessment they have improved? Can't be both. Safety is the biggest issue here and should not be over looked, particularly those families and commuters that use these roads on a daily bases. A complete and current road inspection report is required! 3. The EA does not take into account the actual increase in truck numbers and impact on roads will be much more than doubling as the most current available data from the proponent's website shows only a total of only 167 laden truck leaving from the quarry for 2016, that's less than 1 truck movement per day (assuming 5 days/week, 50 weeks/year -250 days). Without showing that they are capable of safely handling the allowable 50 trucks it will be a huge jump from 1 truck per day to 100 laden trucks per day or in real terms 200 enter and exit trips. The proponent should have to prove that the current allowable 50 trucks a day can be managed appropriately before seeking to double it to 100.
4. The EA does not take into account the noise increase to constant and the impact of a 100% increase of truck movements over the present conditions and the extra noise generated by the extra machinery needed to fill these trucks on the current scenario for the closest property to the central work pit, that being 139 Hazlemount Lane Tucki or Receiver 2 in the EA's. This increase will be unbearable. The increase in truck numbers also will need an increase in loaders to fill these, that's potentially 2 truck movements every 195 seconds, a truck entering, being filled and leaving every 6.5 minutes for 11 hours straight 5 days per week. With the home being only 350 meters from the central work pit and having to put up with the reflective noise coming from the quarry into the home at present now with only 1.2 truck movement an day on average and now wanting them to be submitted to up to 200 truck movements a day, that amount of constant noise CAN NOT and Will NOT be tolerated or be able to be mediated to a satisfactory level because of the amphitheatre conditions of the quarry site and surrounding terrain. These conditions can't be Bunded to remedy this because of the lay of the land. If this Modification is approved, we would want a non-quarry independent person to install and monitor a sound monitor on the western wall beside the lounge room window to monitor the quarry for noise breaches which have in the past, been dismissed, on numerous times, by the proponent, as nuisance complaints.
5. The EA does not provide any actual information on real school bus stops with real children. The proponent states that there was no state or local government approved bus stops on the haulage routes and that there is only 2 local bus companies that operate school and private bus services utilising roads that form the haulage routes. The proponent only mention 2 when in fact there are 4 school bus companies using these roads to pick up children from in front of homes or nominated places. These are precious lives that need to be protected and unless the proponent is QUALIFIED to conduct a bus stop audit I feel our children's safety is being put at risk for the sake of a quick buck.
6. The condition that was obtained in Modification 2 in 2016 to not seal the road between the central work pit and the southern extractive pit should be reviewed as there is the potential for enormous amounts of traffic over this road over short periods of time to fill these supposed orders which can and will increase the amount of raised dust greatly affecting the surrounding homes.
7. Contracts for Pacific Highway for the Woolgoolga to Ballina upgrade have been awarded, does Champions Quarry / Richmond Quarry have a contract with any of the sub- contractors to supply their product for this work to warrant this modification approval?
8. The name change of the quarry signage from Champions Quarry to Richmond Quarry was carried out 2 week prior to this application being sort, why was it not done under the new name as contact details and complaint addresses have changed on the web site but it is still under Champions Quarry banner which seems to be confusing to a lot of people, it's got to be one or the other not both.
9. Both Champions Quarry and an employee of Champions Quarry have been charge and found guilty of a fraudulent acts in the past 12 months, Dr Oliver Holm, Executive Director of Resources Assessments and Compliance, said the Department's compliance officers issued a $3,000 penalty notice to Champions Quarry in March. "Our checks found that a representative of the company provided false and misleading information when submitting the required proof of payment for state government assessment fees", Dr Holm said. We hope that this application is very thoroughly scrutinised by the Department because of this.
I request that our details no be published or provided to the owners, operators, families and or staff of the quarry.

I object because of the state of the roads adjacent & around the quarry. They are already in a state of great disrepair (see attachment 1). Grass can be seen growing in some areas of the pavement on Wyrallah Road which is the major road serving both the quarry, & the Lismore to Woodburn/Evans Head areas & servicing the main southern arterial from Lismore to the Pacific Hwy & south. There are already large volumes of traffic on this road.
There are numerous accidents on Wyrallah Rd-see attachment 2- with some involving serious injury & death. Children in the school buses are also at much increased risk due to the proposed increased truck movements. There are already increased truck movements from another quarry at Monaltrie.
My view of this process, is that it will be ok'ed without consideration to or value of any of these local objections. Thank you for reading.

Funding flows into Northern Rivers roads upgrade package MEDIA RELEASE DC327/2017 31 October 2017 JOINT RELEASE WITH: Kevin Hogan Federal Member for Page Robert Mustow Richmond Valley Council, Mayor Isaac Smith Lismore City Council, Mayor Australian Government funding has been approved for the $4.437 million program of road safety upgrades in the Lismore region, under the Page Roads Upgrade Package. Federal Minister for Infrastructure and Transport Darren Chester said the funding would address deterioration at Woodburn Coraki Road, Broadwater Road, Wyrallah Road and the Lismore CBD's Conway Street. "These improvements will enhance safety and quality while reducing ongoing maintenance costs on key local road links," Mr Chester said. Federal Member for Page Kevin Hogan said the funding delivered on the Coalition's 2016 election promise. "Our Government is delivering the right infrastructure for Northern Rivers. Fixing the deterioration of these routes will enhance access to Lismore from Broadwater and Woodburn, while the Conway Street works will support Lismore businesses, tourism and the local community by upgrading this important arterial road," Mr Hogan said. Richmond Valley Mayor Robert Mustow said the Woodburn Coraki Road upgrade was particularly important as a freight connection to the Pacific Highway. "Woodburn Coraki Road links Richmond Valley townships and supports primary industry and heavy haulage, making this upgrade critical to ensuring freight transport can safely access main arterial routes," Cr Mustow said. Lismore City Mayor Isaac Smith said the upgrades to Broadwater Road, Wyrallah Road and Conway Street would focus on improving road surface quality. Construction on the upgrades is due to begin from December 2017, with completion of all projects due by late 2018," Cr Smith said. Lismore police Inspector Matt Kehoe said police rescue, paramedics, NSW Fire and Rescue, Rural Fire Service and police responded to reports of a crash near Riverbend Rd about 1km north of Wyrallah at about 3.30pm. Insp Kehoe said when emergency services arrived they found a Subaru sedan had collided with a Lismore City Council truck. Re: Modifications to Champions Quarry Project (PA 09-0080 Mod 4)
I wholeheartedly oppose any increase in truck movements into or out of the above quarry. Wyrallah Road is the major thoroughfare between Lismore and environs in the north, and south to Woodburn, Evans Head, Broadwater, Wardell and environs on or near the Pacific Highway which runs north-south between Brisbane and Sydney.
Businesses, farm vehicles, workers from all over the Northern Rivers and beyond, school buses, tourists and especially locals, constantly frequent this passage day and night, seven days a week, every week of the year.
Wyrallah Road is a constant flow of traffic. It is a necessary connection for those who use it because there is no other. It is vital that Wyrallah Road remains without additional loading as in its present condition it is already woefully unsafe and in poor condition.
The unsafe state of Wyrallah Road is so appalling there are numerous accidents, some reported, many not. In the recent past, on Wyrallah Road within only 1kilometer of Champions Quarry, there has been one known fatality; a neighbour on our western boundary had his vehicle written off while turning into his property; a north bound milk truck left the road; during the AM peak, a vehicle rolled at the intersection of Wyrallah Road and Mathieson Lane/Munro Wharf Road whilst we waited for the school bus This intersection is the school bus stop for school kids in this area. Luckily none of us kids were hurt physically, but the memory of this near miss will haunt our futures. There are numerous near misses. I frequently hear sirens blasting along Wyrallah Road 24/07 to/from incidents mainly caused by the notoriously poor state of this high use road. It is becoming increasingly difficult and dangerous to turn from or into Wyrallah Road at Mathieson Lane due to increased traffic. Reduced speed limits are ineffective.
Increase heavy vehicle movements by 100% daily in both directions? No way!!!!! The application only states figures for trucks OUT of the quarry, but what goes OUT must come IN, therefore there is a 200% daily increase in quarry heavy vehicle use of Wyrallah Road, both north and south. This is absolutely UNACCEPTABLE.
Quarry people have been brought to account for refusing to contribute via road rates/taxes and other items, for the abnormal use and abuse of this vital arterial road - a road surface incrementally degenerating since the strange approval by the State Government for the quarry to go ahead, despite it having been denied by an extensive and in depth Court hearing which lasted px 18 months, cost Lismore rate payers an estimated $1.5 million, caused property values to drastically plummet, and caused untold pain and hardship not only to us locals and Traditional Owners, but the general community, as well as the environment.
Additionally, following the Court's refusal of the then quarry DA, after obtaining questionable approval from a highly questionable source, the quarry was granted a hugely substantial increase in annual extraction, plus removal of Council obligations/restrictions on quarry operations. Will those responsible for the quarry operations pay their dues towards proper repairs/updates? Will State/Federal Governments pay for a decent, all weather, safe high flow road? I very much doubt it!!!
Again the local community will have to foot the bill, while quarry owners/investors depart with the profits, leaving the mess and repairs for us locals. Following demise of the quarry, the monied quarry gentry will walk away without a conscionable thought or backward glance, leaving behind the ruined landscape, the deteriorated homes, the ruined farms and shattered hopes and dreams of those of us concerned about a better environment and future for our families and country.
Is this the start of further DA changes as has been the wont of the quarry proponent in times past? Yet more extraction levels? Perhaps more dams (dams were not approved by Council or the Court, yet the quarry has at least one)? The quarry is situated near a hilltop. Where is the water sourced? The Wilsons River is some kilometres west, Tucki Creek is some distance east. Already the small stream flowing north of the quarry becomes highly discoloured after rain, while a similar nearby stream flows clear. Why is this? How will quarry operators control dangerous and possibly highly toxic quarry dust and moisture? Product from the quarry is already reported to be much more toxic than the maximum accepted by users of this type of product. How can they sell it? Will they continue to contaminate and poison our environment, our pastures, our locale? Do they care? NO!!!
This disgraceful grab for yet more loot through increased heavy truck movements IN and OUT of the quarry - at the continued expense to the environment, the community and the increased danger to Wyrallah Road (and other roads) users- is NOT ON!!!!!
Under no circumstances do I support any quarry proposal for increased heavy vehicle movements IN or OUT of the quarry via Wyrallah Road or other roads.

Objection to Champions quarry Modification 4, proposed doubling daily truck numbers.
My objection to this proposed modification is that the Environmental Assessment and Application for Modification appear to be flawed by providing misleading information. How can the Department of Planning & Environment or public road users rely on information in this proposal if the most basic of facts such as who owns and operates the quarry is not presented correctly?
How can we rely on vital road and traffic safety information contained in this EA in regards to doubling truck numbers if some of the simplest of information has been misrepresented? How can we rely on crucial noise or dust impact information with such confusing information provided for the most fundamental of statements - who owns and operates the quarry? I object to this flawed Environmental Assessment being relied on as providing reliable information.
Can the Department of Planning & Environment clarify if the Environmental Assessment is correct in stating that Champions Quarry 2 Pty Ltd owns and operates the quarry ?
The registered business name RICHMOND QUARRY sign was placed onsite advertising the quarry at this address on the 1st June - before the application was lodged on 5th June, the application stating it was owned and operated by Champions Quarry 2 Pty Ltd?
If the name change as registered with ASIC occurred 22/5/2018, why have the application and environmental assessments presented in June with Champions Quarry 2 Pty Ltd stated as owner and operator?
It is misleading that there is absolutely no mention in the Application or Environmental Assessment that the quarry was trading as RICHMOND QUARRY before and at the application date of 5/6/18.
If the name change to Richmond Quarry was in place on the application date of 5/6/2018, the EA is incorrect and providing false information on the most basic of facts that should be available for public scrutiny.
At this date in July the quarry website remains named Champions Quarry.
Please clarify who is actually requesting the modification and under what ownership and trading name the quarry is currently operating. I object that it is misleading and confusing which casts doubt over other more important road, safety, dust and noise information provided by this EA.
Will the Dept of Planning & Environment ensure that any outstanding penalty fines for non-compliance owed by this quarry, whatever it's name is, are paid by the operators of this quarry. Please ensure the operators honour their obligations regardless of their name.
I also object that Champions quarry Environmental Assessment did not provide an updated Road Safety Assessment. Despite two government depts, both the DP&E and the RMS, instructing quarry operators to include the important Road Safety Assessment, the operators chose to save money by providing a 2009 Road Safety Assessment.
 
I object that the EA road report used in a previous application by the quarry relied on inspections of the haulage routes from 2007 and 2009 by Brian Kerwick of Roadnet Pty Ltd. Champions quarry E A states the road conditions have improved since the previous 2009 Road Safety Assessment and a new road safety audit would be unnecessary. I do not agree. This appears to be a money saving exercise and I object that road users safety will be compromised by a miserly decision of the operators.
I also object that the EA relies on a Bus Stop Audit on the haulage routes conducted by the proponent, stating there are no government approved bus stops and that there are two bus services on the haul routes. Can the Dept please advise if the proponent is considered impartial for this audit ? Can the Dept please check if the proponent is suitably qualified in road safety to conduct an audit of bus stops ? Can the Dept please check if the bus stop audit may have also been carried out in 2007 or 2009? Can the Dept please check the number of school bus services on these roads? Can the Dept please take into consideration that although there may not be any government approved bus stops that there are school children catching school buses at their homes on these haulage routes? School children and their families living and travelling on these haulage routes deserve a thorough and accurate bus stop audit and road safety assessment.
Do not publish my personal details or provide my details to the owner, operators of the quarry at Tuckurimba applying for this modification, regardless of whatever it's name might be.

My wife and I own a property and reside near the village of Wyrallah just outside Lismore.
We have lived at this address for just over 13 years and have resided in the Lismore City Council area all our lives.
During the last 13 years we have experienced a significant increase in the number of heavy vehicle movements in our area. Wyrallah Road and Tregeagle Road specifically are the ones mainly used by these heavy vehicles. This fact coupled with poor road maintenance has resulted in uneven and broken road surfaces featuring many dangerous pot holes.
My wife and I drive and walk along the roads in our area each day so feel very qualified to make this assessment.
On this basis we wish to lodge the strongest possible objection to this development modification.
Tregeagle Road is narrow and windy with a uneven and broken surface.
It is poorly maintained by the local Council.
Wyrallah Road is a little wider, but has the same maintenance issues.
To allow the proposed development modification and the subsequent doubling of truck movements that would occur would endanger the lives of those that have to use Wyrallah and Tregeagle Roads on a daily basis.
The other issues of concern to us are:- 
The noise that would result from vehicle movements and the subsequent air braking would impact the entire areas amenity.
 The dust that would result from the vehicle movements has serious health implications.
 The environmental impact to the flora and fauna in our area, particularly the koala population and their habitat.
