I am writing to advocate for the continued operation of the Hunter Valley Operations (HVO) coal mine. This recommendation reflects not only the economic importance of the mine but also its significant social and community value. HVO is more than a source of coal; it is a critical linchpin that sustains local livelihoods, supports families, and underpins the broader regional economy.
Hunter Valley Operations directly employs a substantial workforce, with many local residents contributing specialized skills in mining, engineering, logistics, and support services. Beyond direct employment, the mine sustains a wide network of ancillary businesses, including suppliers, transport providers, maintenance firms, and service providers. This multiplier effect fortifies household incomes, drives consumer spending, and helps local businesses remain viable in a competitive regional market. In a region where economic fluctuation can ripple quickly, the stability offered by HVO is a vital economic anchor.
Many families in the Hunter Valley region depend on the mine’s stability for continued employment, predictable wages, and the social benefits that accompany steady work. The mine’s operations also support community initiatives, local infrastructure projects, and sponsorships that enhance schools, health services, and sporting programs. When a major employer continues its operations, it reinforces community confidence, enabling families to plan for the future, invest in education, and access essential services with greater assurance.

Hunter Valley Operations Continuation Project
I wish to make a submission opposing the Glencore and Yancoal’s Hunter Valley Operations coal expansion plan.
In the wake of the NSW Court of Appeal decision on the Mt Pleasant coal mine any such project should be required to provide a full, up-to-date assessment of environmental, social and economic impacts. The full contribution of downstream emissions to climate change must be assessed, even if the fuel product is burnt overseas.
However, the Hunter Valley Operations revised assessment specifically excludes consideration of downstream emissions in its economic assessment, and as a result it underestimates the negative economic impacts of the project. The revised assessment should be withdrawn and the full assessment required by the Court of Appeal should be undertaken for the project, which should then be placed back on public exhibition
The NSW Large Emitters Guide states that coal mines should be on the same emissions reduction trajectory as NSW, ie reduce emissions by 50% by 2030 and 70% by 2035. However, this proposal will expand emissions.
The existing mines have already impacted on the agricultural land and the alluvial aquifer of the Hunter River. The impacts will only increase with expansion of this activity.
In order to comply with our responsibilities in the global transition away from fossil fuels we cannot support any expansion of existing coal mining operations.

Negative Impacts to land and water-We need to protect the land for future generations.
The proposed mine expansion will have devastating impacts on land and water in the Hunter Valley.
The HVO mine complex straddles the Hunter River and the expansion intends to mine directly into strategic agricultural land and the River’s alluvial aquifer.
Mining for the Continuation Project will worsen groundwater drawdown already affecting the Hunter River’s alluvial aquifer by half a metre.
Cumulative drawdown of Wollombi Brook alluvium will be up to 2 metres and this impact will extend long after mining ceases.
Recent monitoring has identified that groundwater in the alluvium and other affected areas is exceeding water quality triggers in the HVO area. A large tailings storage dam adjacent to the river was found six years ago to be seeping into groundwater.
Instead of expanding the mine, Glencore and Yancoal should be cleaning up the huge HVO site and investing in long-term environmental remediation of it.

Today the Federal Government has announced climate targets for 2035.
How can these possibly be achieved if the NSW government continues to approve coal mine expansions like this?
Mining has had devastating impacts on the land, water and air quality in the Hunter Valley.
It is time to stop and start cleaning up the mess created in the last 50 years and rehabilitate the land.
