As property owners of a house in Narrabeen we object to the proposed development at 156-164 Ocean Street Narrabeen (SSD-76220734).
We are concerned that the proposed development will adversely affect the:
o Visual obstruction and overdevelopment
o Aboriginal heritage sensitivity
o Removal of mature native pine trees
o Traffic and safety risks
o The area also likely to be subject to significant dune erosion over the due to sea level rise and any development on this sandy spit should be kept to a bare minimum to protect the surroundings.
o This development is well outside the local street scale of the area. It also does not improve any amenity in the local area. its very Inappropriate.
The sheer size of the development—reaching up to 20 meters—poses visual obstruction and is undeniably an overdevelopment of the area. Hundreds of residents living on the escarpment will face the direct consequences, as their once unobstructed views and community ambiance will be overwhelmed by this towering structure.
There are serious practical concerns, too, especially regarding traffic and safety. The increased population density stemming from this development will exacerbate an already struggling local traffic system. We are also concerned that the parking allocation for the new development is not sufficient. We currently experience parking problems in Narrabeen for residents, particularly from visitors to the location. This development will result in more vehicles from an increased number of residents and their visitors.
This situation is further compounded by the apparent lack of genuine community consultation. A mere 14-day window provided to object to such significant changes is woefully inadequate, showing a clear attempt to bypass local regulations and community input. Effective decision-making requires engaging with and respecting the voices of local residents, not circumventing them.
Indigo by Moran has also intentionally based their proposed development application with incorrect, misleading and deceptive information regarding, heritage impact, traffic, visual pollution, visual loss, social engagement, comparison of height between existing buildings and their building proposal, etc.
We urge local decision-makers and relevant authorities to rethink this proposal, ensuring that any development aligns with the town's environmental sustainability, heritage appreciation, and community consensus.

Reason for my objection to the Indigo by Moran - 156 Ocean St Project at Narrabeen is because:
1. The Height of the Building is too high at 6 x story.
2. This height is contradictory to the present Planning Permission of the local area at 2 x story in height.
3. The proposed Complex is too large for the surface area of the parcel of land that it sits on.
4. The proposed Car Park underground Levels at 3 underground Levels has not been properly surveyed. Reason = The land it sits on is very close to the water table which is only suitable for 1 x Underground Car Park Level.
5. The street access at 156 Ocean St for this proposed Aged Care Residential Development is too close to the local Primary School - St Joseph's and is a hazard to the school children. School - just down the street.
6. The access streets for the Car Park - Entering and Leaving as proposed is not suitable for the amount of traffic that the proposed Car Park Development wishes to cater for. These streets called Lagoon Street, Emerald St, Octavia St, Tourmaline Street and Loftus Street are very narrow streets and will not cater for this amount of additional traffic.

Objection to SSD-76220734- 154 Ocean St Narrabeen
I reside at 106 Ocean Street, Narrabeen and the scale of this proposed development will negatively impact Ocean St and neighbouring streets in the following ways:-
INCOMPATIBILITY
The sheer scale of this development, which spans the length of Ocean St, Loftus, Lagoon & Octavia Streets is TOTALLY out of character with Narrabeen village and Ocean st which is a low rise beachside community. This is so in terms of height, 6 storeys rising to 21.5 metres and the footprint of the entire complex. It will dwarf surrounding properties and create significant overshadowing for the surrounding properties which are single homes or low-rise apartments.
UNSUITABILITY
This development does nothing to create affordable housing for young people OR the elderly. At starting prices of $3m, these apartments will cater to an elite group of seniors only and the provision of a 10 bed residential care facility - compared with 149 units is totally inadequate to cater for the real needs of an aging population. It is noted that an existing residential care facility that can cater for this is being demolished !
The development has been designed without local consultation or local feedback.
There are concerns regarding the excavation to 11.5m below ground level, which will intrude into the local water table and the composition of the earth is largely sand and is located in a flood and erosion zone.
The scale of this development will see the removal of many mature trees which are home to many birds and local wildlife.
TRAFFIC/ACCESIBILITY
Ocean st is already a VERY busy and congested street, as it is used as a thoroughfare to Mona Vale to the north and Dee Why to the south. Personally, I experience significant difficulty, danger and delay each morning, when entering Ocean St from our driveway as there is a continuous stream of cars. The addition of 149 units (potentially another 300 odd cars as most households possess 2 cars) will greatly increase traffic congestion and pose a danger to school children (St Josephs School in Ocean St), mothers & fathers with prams & young children, pushbike riders and older walkers - all trying to cross the road.
Parking is already at critical levels on Ocean St. The addition of 149 units, with only 192 car spaces will further exacerbate this situation. The provision of just 7 visitor spaces is WOEFULLY inadequate.
I do not oppose the building of a seniors complex outright, but I DO OPPOSE THIS APPLICATION due to its proposed extreme overdevelopment of the site.
Further consultation and time are needed to consider this development and scale it back to an acceptable level.
We should not be agreeing to this level of development which will destroy the amenity of our beautiful suburb and merely line the pockets of developers.

I am in favour of this development. The design is very impressive and modern and sypathetic to the area near the beach. I believe we definitely need options for retirees to down size and free up their homes for younger generations. My husband and I are keen to stay in the area when we retire and would seek an independent living option such as Indigo. Given the unique location (close to beach, church, public transport and shops), use of the site should be maximised. I do not think 5 storys is too high for the site. Having reviewed the plans, it is set back and not imposing on the neighbouring properties.

I am the owner of the following properties:-
Unit 7/ 53 -53 Lagoon Street Narrabeen, Unit 4/ 53 -53 Lagoon Street Narrabeen and
Unit 6/11-21 Waterloo Street Narrabeen.
I invested in these properties in the 1990's and early 2000's on the understanding that local Development Control plan restricted any future development to a maximum of
two stories.
My experience is that Warringah and Northern Beaches councils have been
steadfast in maintaining the 8.5 m height limit in these residential zonings, and to
relax this requirement now will be highly detrimental to the peninsula.
Understand that I cannot object to the development in regard to loss of privacy, views,
sunlight etc... I am still very concerned with the increased traffic that will be generated.
I have personally witnessed a motor vehicle accident outside St Joseph's Catholic
and primary school in Lagoon Street in 2005 and am constantly warning friends and
family to be highly aware of speeding vehicles on the intersection of Waterloo and Ocean Street
whilst on foot to the beach.
The traffic report provided does indicate an accident history but only for the past 5 years
and only between Octavia and Tourmaline Streets.
As local residents, we can assure the report writers that there are many near misses
and unrecorded incidents always.
This is a sneaky way by Moran to make a huge profit at the cost of the local environment suffering of unwelcome bulky structure in a harmonious suburb.

This development is totally out of proportion with its surrounds and must be modified.
The proposed height of the building is well above any in the suburb and would cause massive impact to the adjoining and surrounding residential properties. The shadowing and visual impacts for the residents along Loftus Street, and the (poor) remaining residence on the corner of Lagoon and Octavia Streets is completely unacceptable. The developer is clearly not from this area and is totally unsympathetic to the impact of the building on existing local residences.
The peninsula where the building and its basement levels are being proposed is already subject to coastal erosion and groundwater influences. Groundwater displacement and potential impacts on surrounds must be considered.
Traffic and parking is already a big issue in the area and the additional of 149 units will exacerbate the issue.
The development description is misleading - having a 10-room aged care facility is going to be a worse outcome for our aging community than what was there under Wesley Mission. The price of the units will exclude the vast majority of seniors in our community from purchasing.
The construction related impacts (noise, dust, heavy vehicles) will be totally unacceptable to existing residents.
We totally OBJECT to the development as it is currently proposed. Indigo by Moran should be required to modify the development to (at least) reduce the number of levels to a maximum of 3. In addition, the company should be required to offer the poor remaining resident on the corner of Octavia and Lagoon Streets a decent purchase price / compensation for inflecting such stress on their lives.

I have significant concerns about this project, as a 30 year long resident of Lagoon Street Narrabeen. I can see the site from my own property as it is one block from my own unit block.
The Narrabeen peninsula for many years has been limited to development of less than three stories. Much of the peninsula is sand-based and with only one road (Ocean Street) in and out of the peninsula, this has enabled traffic to be kept at manageable levels. A key times of the day traffic can be tight especially around Waterloo Street which provides the only right hand turn off the peninsula onto Pittwater Road. With increased traffic this will only become worse for residents.
The proposed development Indigo is 6 stories, and would be completely out of scale in this community as it would completely disregards the building height character, the environment, infrastructure and community of Narrabeen. A significant number of old well established palm trees, a significant historical and cultural feature of the area, would need to be removed, resulting in a much hotter environment.
Environmentally there are also known concerns about the possible water table concerns with a underground 3 level car park. This occurred with a development further up in Lagoon Street Narrabeen some years ago with the construction of an underground car park that flooded before the construction had even been completed.
In addition, there is not enough car spaces for the number of units in the development. Total resident car spaces available is 178. You would have to assume the residents of the 46, 3 bedroom units will have 2 cars - that's 92 car spaces taken up. Then there is the 59, 2 bedroom with study units and one would have to assume that the majority of 90% will have 2 cars and the other 10% have 1 car - that's another 112 car spaces taken up and finally the 44, 2 bedroom units. Lets assume 50% of those residents do not have a car, the remainder 50% have 2 cars -that's 44 car spaces so the total of likely car spaces required for the development should be 248 and these figures assume that the residents will actually park their cars in their garages so where is the short fall of 70 cars going to park? Already in Ocean and Lagoon Streets, the two street bordering this development there is not sufficient parking currently.
The provision of car parking for staff and for visitors is also an issue - there are only 3 car spaces for the staff looking after the 10 bed care facility so where do these nursing staff/carers park at shift changeover times? There are also only 7 visitors car spaces made available – this will mean that a significant number of visitors will be parking on an already congested local street. Where will administration/support/maintenance staff park?
This development signifies a reduction from 55 aged care beds and 35 assisted living units to a 10 bed care facility placing additional pressure for spaces for this kind of service on the northern beaches. This is not a supported facility – this is high end seniors living for those that can afford it.
Locals are concerned that the developers based in the eastern suburbs of Sydney who are unfamiliar with the Narrabeen peninsula are exploiting planning loopholes to get easy development approvals by making it an over 60's development. The State Government has earmarked Brookvale, Dee Why, Mona Vale, Manly Vale and Forestville as high rise accommodation districts, but not the Narrabeen peninsula. This form of luxury development should be at one of the above mentioned locations. Additionally the developers have not held genuine community consultations and have avoided community questions.
The building currently is in good condition and could be purposely refurbished to include what this developer wants by renovation instead of demolishing and rebuilding.
I have significant concerns about this project, as a 30 year long resident of Lagoon Street Narrabeen. I can see the site from my own property as it is one block from my own unit block.
The Narrabeen peninsula for many years has been limited to development of less than three stories. Much of the peninsula is sand-based and with only one road (Ocean Street) in and out of the peninsula, this has enabled traffic to be kept at manageable levels. A key times of the day traffic can be tight especially around Waterloo Street which provides the only right hand turn off the peninsula onto Pittwater Road. With increased traffic this will only become worse for residents.
The proposed development Indigo is 6 stories, and would be completely out of scale in this community as it would completely disregards the building height character, the environment, infrastructure and community of Narrabeen. A significant number of old well established palm trees, a significant historical and cultural feature of the area, would need to be removed, resulting in a much hotter environment.
Environmentally there are also known concerns about the possible water table concerns with a underground 3 level car park. This occurred with a development further up in Lagoon Street Narrabeen some years ago with the construction of an underground car park that flooded before the construction had even been completed.
In addition, there is not enough car spaces for the number of units in the development. Total resident car spaces available is 178. You would have to assume the residents of the 46, 3 bedroom units will have 2 cars - that's 92 car spaces taken up. Then there is the 59, 2 bedroom with study units and one would have to assume that the majority of 90% will have 2 cars and the other 10% have 1 car - that's another 112 car spaces taken up and finally the 44, 2 bedroom units. Lets assume 50% of those residents do not have a car, the remainder 50% have 2 cars -that's 44 car spaces so the total of likely car spaces required for the development should be 248 and these figures assume that the residents will actually park their cars in their garages so where is the short fall of 70 cars going to park? Already in Ocean and Lagoon Streets, the two street bordering this development there is not sufficient parking currently.
The provision of car parking for staff and for visitors is also an issue - there are only 3 car spaces for the staff looking after the 10 bed care facility so where do these nursing staff/carers park at shift changeover times? There are also only 7 visitors car spaces made available – this will mean that a significant number of visitors will be parking on an already congested local street. I am in general having concern on the speed of development in Narrabeen region. There are several projects of multi level residential apartment being built in the Narrabeen region. Particularly in the vicinity of that Pittwater road and Wakehurst Parkway junction. I'm very concern that at the rate of development we will soon have issues with traffic (which is already bad on a busy day).

I strongly oppose the proposal to introduce high-rise apartment buildings in Narrabeen. Our community’s identity is shaped by its coastal village charm, natural beauty, and distinctive low-rise character. Allowing high-rise development would permanently disrupt this balance, creating visual blight and overshadowing our beaches, lagoon, and surrounding homes.
Narrabeen’s infrastructure—its roads, parking, and public transport—is already stretched to capacity. Increasing housing density would only worsen congestion, limit parking, and place greater strain on local schools, parks, and essential community services. In addition, a surge in population would endanger our fragile coastal and lagoon environments, which are already vulnerable to pollution and erosion.

1) The proposed Housing is for aged Care; in fact there are only 10 Residential Care facility and 149 Units. It is a hoax and does not fit Narrabeen at 5 -6 storeys.
2) There is totally insufficient Parking in the surrounding streets for tenants of other Housing. Moran Health are only providing 7 x car spaces for Visitors which is ridiculous. Imagine IF construction does commence there will be 250 people plus working on it, where is anyone supposed to park, especially tenants already paying exorbitant rents and No Parking.
3) The community Consultation timeline is ridiculous, and it doesn't allow proper consultation with all parties concerned.
4) The Traffic in Ocean Street daily is at saturation this is going to impact it majorly. This is Not a Housing Development for Seniors at pricing in the $5 million to $6 million dollars per 149 Units which equates to $819 million dollars. It is a purely a cash grab and not providing what the State Government decrees as Affordable Housing for all people.
5) The Height of the structure as proposed will Block Afternoon Sunshine from our Apartments and also the Privacy of the Owners and Tenants of all surrounding buildings.
6) The proposed 3 Levels of Underground Parking will be below Ocean and Lake Level and will need continuous pumping to stop flooding which is already a problem in some surrounding developments in Ocean St.
7) In conclusion who will pay compensation to Neighbours for all of the Noise from Construction if indeed the proposal is given the Green Light?

I am a resident of North Narrabeen who uses the beaches, cafes and surf clubs along Ocean Street daily. I also advocate on behalf of the Australian Conservation Foundation Northern Beaches Community, whose members in this area are concerned about inappropriate development along our coastal fringe. This proposal as currently drafted is incompatible with the medium density low rise character of Narrabeen. If it proceeds, it will set a precedent for similar high rise apartments, with intolerable increased traffic along Ocean Street, with only one bus option for public transport. Many of my students walk or ride bikes along here and their safety is also of concern. I urge you to reconsider this development application unless much lower height restrictions are imposed.

I live at 70A Lagoon Street but also own 70 Lagoon Street. Hence, I want to add opposition to the development.
The east facing 70 Lagoon street property will be adversely impacted by shading of this over development due to the excessive height and lack of inset.
Also, the additional 178 cars from within the building and the additional cars on the street from support staff, visitors and additional cars owned by residents that are not catered for will have a significant impact on congestion and will be a safety issue. No off-street parking being provided is a major issue and cannot be supported - there is a primary school and kindergarten in Lagoon street .
