My concerns include the following:
1. Scale and height – The proposed development (up to six storeys) is inconsistent with the local built form and character of the Narrabeen peninsula, and will overshadow neighbouring properties and reduce amenity.
2. Loss of mature vegetation – The removal of established Norfolk pine trees along Lagoon/Ocean Street would damage the natural landscape and community identity. 
3. Traffic, parking and infrastructure strain – An aged‐care/independent living complex of 149 units plus 192 basement car spaces will significantly increase traffic congestion, demand for parking and pressure on local roads and amenities. 
4. Community consultation and heritage – Local residents have reported inadequate consultation, especially given the significant change proposed. The site is part of the Narrabeen heritage landscape and deserves greater respect and integration of community values. 
5. Character and amenity – The proposal risks altering the quiet, coastal character of the area, impacting view-lines, privacy and environmental amenity for long‐standing residents.

For these reasons I urge you to:
   •   Reject consent for the application in its current form, or
   •   Require a significant redesign that reduces height, better respects vegetation and heritage, improves traffic/parking impact, and involves comprehensive local consultation. Insist on independent traffic assessment

As a resident to Narrabeen for the past 26 years I can honestly say that Narrabeen simply does not have the infrastructure to support such a large development. Where will new residents children go to schools? Both school in this area are very small. Where are all the cars going to park. In my area most households have 2-3 cars each and only one parking spot. Parking on the street will be insane. With the Wakehurst parkway unusable every time it rains the roads will be even more congested. Lastly 6 floors is very high and imposing on our beautiful neighbourhood. You let this one in then there will be heaps more high rises to come lowering the beauty of the area. I dont object to 3 floors but 6 floors will be ugly, block the sun and this resident objects to this . Thanks, Laurie

As a resident of Ocean Street who will be impacted by this development i have the following concerns:

Concerns:

1. Inconsistent Building Character
The proposed six-storey luxury complex is entirely inconsistent with the established character, building height, and environmental context of Narrabeen. It fails to respect the scale, infrastructure capacity, and community identity that define the area.

2. Inadequate Parking and Traffic Impact
The development provides only 178 residential parking spaces, which is inadequate for a complex of this size. With two- to three-bedroom apartments, multiple vehicles per household are likely, alongside visitors, staff, and maintenance vehicles. Traffic and parking congestion are already significant along Lagoon and Ocean Streets. Given these existing pressures, it is strongly recommended that the NSW Government appoint an independent traffic engineering consultant—rather than relying solely on the developer’s assessment—to ensure impartial evaluation of the parking and traffic implications.

3. Loss of Aged Care Capacity
The proposal reduces the current 55 aged care beds and 35 assisted living units to a 10-bed facility, substantially diminishing available aged care support in the Northern Beaches region. This cannot reasonably be considered a “like-for-like” replacement or a genuine continuation of services for elderly residents.

4. Exploitation of Planning Provisions
The developers appear to be exploiting planning loopholes within the Seniors Housing SEPP to facilitate approval. The State Government has already identified suitable high-rise precincts—Brookvale, Dee Why, Mona Vale, Manly Vale, and Forestville—where developments of this scale align with the existing landscape and infrastructure. A six-storey luxury complex on Lagoon Street is incompatible with the surrounding built environment and the local community’s expectations.

5. Risk of Setting a Precedent
Approval of this proposal would likely set a concerning precedent, encouraging other developers to misuse the over-60s housing provisions to bypass standard planning controls or to develop major projects in this area that are not fitting with the current landscape. Developments of this type belong in the designated higher-density precincts, not within low-rise residential pockets such as Narrabeen.

6. Lack of Genuine Community Consultation
Community engagement for this project has been inadequate. Meetings have been poorly publicised, scheduled during working hours, and structured in ways that limit public participation. This approach does not reflect genuine consultation, especially for a development of such scale and potential impact.

7. Absence of Affordable Housing
The proposal does not include any affordable housing options, despite the growing need for accessible housing within the Northern Beaches community.

8. Environmental and Water Table Concerns
The construction of a three-level underground car park raises significant concerns about the local water table and potential impacts on surrounding properties.

9. Destruction of Vegetation and Habitat
The planned removal of trees is inconsistent with existing planning and environmental protections. Such destruction will have detrimental effects on local biodiversity and species habitats.

I am not against development but it should be in keeping with the area, and take in to account the existing issues as higlighted above.

The proposed six-storey development on Ocean Street is inconsistent with the established low-rise coastal character of Narrabeen, introducing excessive bulk and scale that would dominate the streetscape and diminish the area’s visual harmony. Its height and massing would create significant overshadowing on neighbouring dwellings, reducing sunlight to private open spaces well beyond acceptable limits, while upper-level balconies and windows would directly overlook adjoining properties, eroding privacy and amenity. The resulting density and scale represent over-development for the site, compromising both the livability and coastal village identity that define this community.

I strongly object to the proposed six-storey apartment block in Narrabeen. I have lived in this area for nearly 60 years, and I care deeply about protecting the character and integrity of our community. This development would have a devastating impact — it is completely out of scale, out of character, and entirely inappropriate for Narrabeen.

This project would bring significant issues with parking, congestion, and infrastructure. Our local roads, parking, and public facilities are already stretched to their limits. A development of this size would overwhelm them entirely. It would also block sunlight for surrounding homes, remove native vegetation, and destroy critical wildlife habitats that have been part of this area for generations.

Narrabeen and surrounding areas do not have the capacity for a development of this density. Narrabeen’s identity has always been built around its coastal charm, low-rise buildings, and strong community connection. There are no six-storey buildings in Narrabeen, and there never should be. Approving this project would set a dangerous precedent that threatens the very character of our town.

Dear Secretary,



I am writing to formally object to the proposed development at 156 Ocean Street, Narrabeen (SSD-76220734).



As a long-term local resident of the Northern Beaches who drives along this street daily, I am extremely concerned about the scale, height, and overall inappropriateness of this proposed development within our residential community.



1. Excessive height and inconsistency with R3 zoning

The proposed building significantly exceeds the 8.5-metre height limit applicable to the R3 Low Density Residential zone. Such a height is entirely inconsistent with the established character of Ocean Street and its surrounding homes. Approving this development would undermine the integrity of the local planning controls that were designed to preserve the low-rise, coastal character of Narrabeen.



2. Out of scale with the surrounding area

The bulk and size of this proposal are not consistent with anything else in Narrabeen. This suburb has always been known for its village atmosphere and community feel, unlike nearby areas such as Dee Why where large apartment towers dominate. This development would visually and socially erode the charm that makes Narrabeen unique.



3. Overdevelopment and precedent for future density

This project represents clear overdevelopment of a small residential site and raises genuine concern that, if approved, it will set a dangerous precedent for similar high-density projects in areas not zoned or suited for such intensity.



4. Parking and local infrastructure strain

On-street parking is already scarce in this part of Narrabeen, particularly during weekends and holidays. The addition of a development of this scale will worsen congestion and parking pressure on local residents and visitors.



5. Removal of established native trees

The proposed clearing of several mature native pine trees is deeply troubling. These trees contribute to the environmental and visual character of the area and provide habitat for native wildlife. Their removal would represent a permanent loss to our local ecosystem.



6. Questionable classification and use of loopholes

It appears the developer is attempting to use a loophole to classify this as a “health facility” despite the inclusion of only ten beds. This is hardly consistent with the intent of a genuine health facility classification and appears to be a means to bypass standard local planning restrictions.



7. Inadequate community consultation

On behalf of the local community, I wish to express disappointment at the lack of proper consultation with residents and nearby businesses. My understanding is that developers are required to engage meaningfully with the community prior to submission, yet many locals were unaware of the proposal until late in the process.

Furthermore, it is unclear why the public exhibition period was shortened from 28 days to 14 days, reducing the community’s ability to respond. This decision appears to be another loophole that disadvantages residents and limits fair participation.






In summary, this proposal is inappropriate in height, scale, and use for its location. It threatens to disrupt the established character of Narrabeen, worsen local parking and congestion, and erode the trust between residents and the planning system.



I respectfully urge the Department to refuse approval of SSD-76220734 and ensure that Narrabeen retains its coastal, community-oriented identity.

I wish to lodge an objection to the proposed development being progressed by Retirement by Moran (Indigo by Moran) at 156 Ocean Street, Narrabeen. My objection is submitted in my capacity as an owner‐occupier residing in Ocean Street and reflects concerns relating to the scale, impact and process of the proposal.

Grounds of Objection

1. Excessive scale and out of character
The proposal for a 5–6 storey building with 149 units and extensive basement parking is significantly larger than the existing built context and out of scale with the rest of Ocean Street. Such scale risks overwhelming the coastal, open feel streetscape of Ocean Street and setting an undesirable precedent for the neighborhood.

2. Loss of light, privacy, views and character
The building’s height and bulk will block sunlight, reduce privacy and interrupt views for nearby homes. The visual dominance of such a large structure may reduce the open character of the area and impact on the “beachside village” feel of Narrabeen. It goes against the sense of space and light that makes this part of Narrabeen so special.

3. Traffic, parking and local infrastructure pressure
With its size and basement carparks, this project would bring much more traffic, both during construction and once residents move in. Ocean Street is already a busy area, and extra cars, service vehicles and visitor parking demand will make things worse for everyone living here.

4. Construction disruption and noise
A large‐scale development of this sort will generate major construction impacts, including noise, dust, vibration, heavy vehicle movements and prolonged onsite works.

From what I’ve seen and heard, there has been little genuine consultation with local residents. Many in the community feel that their concerns about height, traffic and neighbourhood character have not been properly heard or addressed.

While I recognise that providing more housing options for older Australians is a valid goal, this proposal is too large, too dense and too out of place for this part of Narrabeen and gives rise to significant adverse impacts for nearby residents, the local streetscape, amenity and character of Narrabeen. It risks permanently changing the look and feel of our neighbourhood and reducing the quality of life for existing residents. For those reasons I respectfully submit that approval should either be refused or only granted subject to substantial modifications.

I am writing to formally object to the proposed State Significant Development (SSD-76220734) at 156 Ocean Street, Narrabeen – “Indigo by Moran.”

I reside at 140 Lagoon Street, Narrabeen, which is the street adjacent to the proposed development site. I have a direct and ongoing connection to the local area and use Ocean Street and Lagoon Street daily. The scale and nature of the proposed project will have significant and unacceptable impacts on the surrounding residential area, traffic network, and coastal environment.



My specific objections are outlined below under relevant planning considerations:

1. Incompatibility with Local Character and Planning Controls

The proposed six-storey (approximately 21m high) building is grossly inconsistent with the existing built form and low-scale coastal character of Narrabeen.
The surrounding neighbourhood consists primarily of one- to three-storey residential buildings, small shops, and low-density dwellings that reflect the established coastal village setting.
The proposal’s bulk, height and density are inconsistent with the Northern Beaches Local Environmental Plan (LEP) and Development Control Plan (DCP) objectives for this area, which seek to maintain a low-rise coastal environment.
The design does not appropriately transition in scale to surrounding properties, causing visual dominance and an intrusive built form
The development would fundamentally alter the character of the Narrabeen peninsula and set a precedent for future high-rise developments along the coastline, undermining long-term strategic planning objectives.
2. Unsuitability of Site and Environmental Impacts

The site is unsuitable for a development of this scale given its coastal location, flood risk, and proximity to both the lagoon and the beach.

The proposed footprint and excavation are likely to impact natural drainage and groundwater conditions, increasing flood and erosion risks.
The scale of the structure will lead to significant overshadowing of nearby properties and public spaces.
Reflectivity and bulk of the façade may impact the visual amenity of the coastline and public domain, contrary to the objectives of the Coastal Management Act 2016.
3. Traffic, Parking and Accessibility Impacts

Traffic and parking impacts have been underestimated and will directly affect residents of Lagoon Street, Ocean Street, Octavia Street and Loftus Street.

Only 178 on-site parking spaces are proposed for 149 units and staff, which is inadequate for residents, visitors, and service vehicles.
Overflow parking will inevitably occur on surrounding streets, further congesting already limited residential parking in Lagoon Street and neighbouring areas.
Additional vehicle movements generated by residents, deliveries, and support services will increase traffic volume and congestion on the narrow and constrained local road network.
This will exacerbate existing pedestrian safety risks, particularly for children and beachgoers who frequently use Ocean and Lagoon Streets.
The proposal does not adequately address clause 101 of the State Environmental Planning Policy (Transport and Infrastructure) 2021, which requires developments to demonstrate acceptable traffic and transport impacts.

4. Failure to Meet Seniors Housing Planning Principles

While the proposal is lodged as “seniors housing,” it functions more as a high-end luxury apartment complex than a genuinely accessible or inclusive seniors living development.

Only 10 assisted-living beds are provided, which fails to meet the intent of Clause 33(2)(b) of the State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004.
The pricing and configuration of apartments are inconsistent with providing genuine housing diversity or affordability for older residents in the community.
This indicates the proposal does not align with the strategic intent of seniors housing policy and instead represents a commercial overdevelopment.

Conclusion

For the reasons outlined above, the proposed development is inappropriate in height, scale, and intensity for its location and fails to satisfy key planning objectives relating to character, environmental protection, traffic safety, and genuine seniors housing provision.

I respectfully request that the Department refuse SSD-76220734 – Indigo by Moran, 156 Ocean Street Narrabeen, or require significant reduction in height, density, and site coverage to ensure compatibility with the surrounding community and environment.
