I am writing to strongly object to the proposed Indigo by Moran development at 156 Ocean Street, Narrabeen.

1. Traffic Conditions on Ocean Street Are Already Unsafe and Overloaded

Ocean Street is not capable of supporting a development of this size. It is a narrow residential road with no traffic calming measures, no speed humps and no real protection for pedestrians or cyclists. Traffic is already heavy during peak times, and the street is often used as a rat run by drivers trying to avoid the speed cameras and congestion on Pittwater Road.
Adding a large multi-storey development with increased vehicle movements, service vehicles and parking demand will make an already unsafe road even more dangerous. The street layout, width and sight lines cannot cope with extra pressure.

2. The Development Needs to Be Reduced to Match the Three Storey Limit and Local Character

Ocean Street and Lagoon Street are low-rise areas with one to three storey homes, coastal vegetation and a calm residential feel. The proposed building is too tall, too bulky and too dense for a fragile strip of land that sits between the ocean and the lagoon.
The long-standing three storey height limit exists for a reason. It protects the character of the neighbourhood and recognises the environmental sensitivity of the sandbar. A large multi-storey complex will overshadow homes, dominate the skyline and permanently change the look and feel of the area.

3. The Sandbar Cannot Support High Density Development

Narrabeen sits on an environmentally fragile sandbar that provides natural protection from flooding, erosion and storm surge. Intensive development on this narrow landform risks destabilising dune systems, increasing erosion and placing surrounding homes at greater long-term risk. This area can only support low-scale, carefully designed buildings.

4. This Is the Wrong Planning Direction for the Northern Beaches

The Northern Beaches backs onto national park and contains significant bushland corridors that support wildlife and sensitive ecosystems. These areas need to be preserved for future generations. Large-scale development is far more appropriate in existing urban renewal areas rather than along fragile, environmentally sensitive coastal suburbs where evacuation routes and infrastructure are already limited.
Urban corridors such as Parramatta Road and Canterbury Road are already built up and underused and should be prioritised for higher density housing. Suburbs like Narrabeen are not suited to this scale of development.

Conclusion

For reasons relating to road safety, traffic capacity, neighbourhood character, environmental sensitivity and infrastructure limitations, I strongly object to the Indigo by Moran development in its current form.
I ask that the proposal be reduced in height and density so that it complies with the three storey limit and respects the character and safety of the community.

1. I do not object to the use of this development.
2. I purchased my apartment in Narrabeen in 5/2025. At the time, Narrabeen was not to be included in high density due to many reasons. This development now permits scale and density previously rejected.
3. The 5-6 story scale of this development is not suitable for what is essentially a peninsular between the ocean and the lake. This is particulary applicable due to narrow roadways.
4. 5-6 story development 1 block back from the beach introduces a scale not previously permitted in this area and a scale that has detracted from other beachside locations elsewhere in the Sate and interstate (Gold Coast, Sunshine Coast etc.). See photo.
5. Although there is adequate (not substantial) transport to the CBD available through the B1 service, this is not entirely suitable for aged persons as the upper decks are not manageable for them.
6. Narrabeen is not a "town centre" with the attributes that are suitable for density of this nature.
7. Ingress and egrees is proposed via Lagoon Street. This is not a street that is suitable for the volume of traffic that will be generated by development of this scale.
8. This development should be rejected and the Applicant required to submit a much less dense and lower height development with the same use.

All of Narrabeen, not just Ocean street has a major issue with street parking, there is already a major problem with residence not being able to find any parking, this development is way to large for Ocean street and is completely the opposite to any of the local government maximum heights of a building or car space per unit, our local government have these in place for a reason and this should not be approved as sorry to say but people looking at this application wont know the current major issues of the area and why it should never be approved.

As an eighty year old I have found submitting a submission very difficult and without the help of Flora in the planning office it would not have happened.
I am against the proposed retirement complex at 156 Ocean street for the following reasons.
1. The size and scale of the building ( 6 floors high) is an over development in an area of houses and predominately 3 floor high units, this building will dwarf its neighbours and exclude them of NE breezes in summer, shading for longer periods of daylight and during winter most of the day.
the building is situated on a sand spit of land that runs between Narrabeen and North Narrabeen (between Narrabeen lake and the Pacific ocean) a proposed 3 level excavation endangers the surrounding area to water table problems.
The building (except for the top foor) does not appear to have any set back or terracing
so the building looks like it belongs in a town center development, Narrabeen is a village and was not included in the governments resent town centers as Mona vale and Dee Why were, a building of this scale and bulk would be more suitable in those suburbs.
2. The plan shows the removal of trees that are well over 50 years old for no other reason that I can see but to increase the view of the proposed units replacement shrubs and trees will not compensate for their loss and shows no respect for our environment.
3. Traffic and parking have not been adequately addressed the current state is that it is near impossible to obtain street parking in the summer beach season so any cars, boats or vans that do not have internal parking will make a bad situation worse.
As a person in their eighties I'm not against a proposal for senior living but it must not look out of place because of its height and scale in a residential area like Narrabeen.

I live across the street from this proposed overdevelopment. The scale, density and height are completely out of step with the local area. The design with removal of trees and limited set back removes visual screening basically ugly and visually confronting.
There are no benefits for the local community only the developer
- aged care beds reduced from 35 to 10
- protected pine trees removed destroying bird habitat
- no infrastructure or green space for the community
- increased traffic and congestion
The proposed parking spaces does not cater for residents, support workers and visitors and we already cannot get two cars thru on side streets due to congestion
Shading will significant.
I could go on but the bottom line is there is no community benefit only degradation of the local area on numerous fronts and the unknown impact to the water table with development between the rising sea and lake.

I live on the corner of Waterloo Street and Ocean street and am very concerned about the increase in traffic both during the building of the block as well as the ongoing traffic once the building is complete. Currently it is very difficult to turn right into Ocean street from Waterloo because people do not follow the road rules only recently I nearly got taken out but one of the trucks doing the rectification of the lake because these trucks do not slow down for roundabouts.
I do know that the trucks will be going along lagoon street past a church and a primary school. I suspect the intersection at Lagoon and Wellington is one of the more dangerous in Narrabeen and increasing traffic is likely going to be a disaster, I can see school pickup time and Woolworths deliveries to be particularly dangerous.

As for the parking I not there is only parking for staff at the specialist centre, will there be no other staff, and where will the parking be for the working s building? In the streets locally? Already we have people illegally parking on our property as there are limited spots available for people wanting to park at the beach. Furthermore the visitors will need to park somewhere and in all likelyhood it will be the local streets and not the underground parking.

The 5-storey building with a proposed height of 21.1m (which doesn't appear to include a rooftop terrace) exceeds the permissible height limit by more than 8.8m and represents an unjustifiable breach of planning controls undermining the integrity of the local planning framework; plus, it is inconsistent with the height objectives of the LEP and DCP.
The height and bulk of the proposal will not only overwhelm all neighbouring properties but also dominate Narrabeen peninsula and the views of the Peninsula from Collaroy Plateau, North Narrabeen, Elanora and Pittwater Rd on the eastern side of Narrabeen Lagoon.
While the building isn't unattractive its bulk represents a clear overdevelopment of the site, with a density, height and scale far exceeding what is suitable for the locality. Furthermore, the DA exaggerates the use of State Significant development under the guise of "over 55s housing" while failing to deliver genuine SSD benefits.

To Whom It May Concern,
I am writing to formally object to the proposed “Indigo by Moran” seniors housing development at 156 Ocean Street, Narrabeen (SSD-76220734). I live at 5 Loftus Street, which adjoins the subject site on the Southern boundary and will be directly and materially impacted by the proposal.
Prior to lodgement, my husband was contacted by Mr Nick Winberg of Centurian Group, who represented the applicant. During this discussion on 18 September 2025, Mr Winberg provided assurances that the development would consist of only four levels, include a 15-metre setback to the southern boundary (adjoining Loftus Street properties), and would retain the majority of existing trees on site. He further stated that the proponent sought to maintain an “open and transparent” consultation process with surrounding residents.
Having reviewed the lodged documentation, these assurances have proven inaccurate. The application now proposes a six-storey building reaching approximately 21 metres in height, with balconies as close as 7 metres to the boundary of 5 Loftus Street and the main building positioned approximately 10 metres away. The plans also indicate the removal of approximately 61 out of 85 trees, including mature native species that currently provide essential privacy and environmental buffering. No further consultation has occurred since the initial discussion, and the information presented at that time was materially misleading.
The visual and amenity impacts to our property would be severe. The development would cause significant overshadowing, particularly during the winter months, resulting in loss of sunlight to our entire backyard and interior living spaces. The proposed balconies and large glazed openings will directly overlook our property, including private outdoor and internal areas such as the living room and kitchen, bedrooms and bathrooms, causing a substantial and unacceptable loss of privacy for myself and our young children aged 5 and 7 years old.
It is also noted with concern that the architectural documentation inaccurately depicts our dwelling at 5 Loftus Street as a three-storey structure, when it is in fact two storeys as confirmed by the registered survey. This misrepresentation diminishes the apparent impact of the proposed building and raises broader questions regarding the accuracy and reliability of the submitted material. I have attached a PDF that shows the correct height of the dwelling on our property.
Additionally, I believe the shadow diagrams of the existing building to be incorrect, or deliberately misrepresented, to minimise the apparent impact of the shadowing caused by the proposed new building. I have attached a PDF with screenshots showing date and time of photos taken in our open private area that refute the existing shadow diagrams presented in the application. Please take time to carefully review the existing shadow diagrams presented in the application as these inaccuracies form the basis of their argument that the proposed building has “less than or similar impact” to the current built form.
The proponent’s claimed “meaningful community consultation” was not genuine. Information sessions were limited to individuals aged 60 years and over, thereby excluding a significant portion of directly affected residents. These events functioned primarily as marketing sessions rather than meaningful consultation. This approach is inconsistent with the intent of the NSW Government’s guidelines for community participation in planning processes. Sales flyer attached in PDF for reference as well as my attempt to engage representatives of the application to engage in meaningful community consultation, which was refused by said representative.
The proposed height, bulk, and scale are wholly inconsistent with the established character of this locality, which is defined by one- and two-storey residential dwellings. The proposed 21-metre structure represents a substantial departure from the prevailing 8.5-metre height control applicable in the surrounding area and would have an overbearing and visually intrusive presence when viewed from Loftus Street and adjoining properties. The justification provided for this non-compliance is neither reasonable nor necessary.
The application also raises serious concerns regarding construction access and traffic management. Loftus Street is a narrow local road with limited on-street parking and high pedestrian activity. It is unsuitable for heavy vehicle movements associated with demolition and construction works. Any proposal to utilise Loftus Street for construction access would pose unacceptable safety risks to residents and the local community. The northern side of Loftus Street does not currently have a footpath; my children and I must cross the road to use the footpath on the other side of the road. An increase in traffic during the construction period and once the building is complete will make our street extremely unsafe for pedestrian use.
The proposed removal of almost all existing vegetation is another major concern. These trees contribute significantly to neighbourhood amenity, privacy, biodiversity, and local character. Their removal would exacerbate visual impacts, increase heat and glare, and further diminish the residential amenity of adjacent properties. Furthermore, they provide essential habitat for local wildlife such as ospreys, seas eagles and tawny frogmouth owls. They provide essential tree canopy to a locality that is already very lacking in trees canopy. They also provide natural shade and cooling from hot Western afternoon sun which would increase the sustainability of the proposed new building. Their removal is completely unjustified as they would be able to be retained if the application was within SEPP controls.
To be clear, I am not opposed to appropriate and well-designed seniors housing and recognise the urgent need for it. However, the current proposal represents a significant overdevelopment of the site. It breaches key planning controls by a staggering 71%, disregards neighbourhood character, and fails to adequately protect the amenity and privacy of adjoining residents.
For these reasons, I respectfully request that the Department refuse SSD-76220734 in its current form. Should the applicant wish to pursue development on this site, a complete redesign is required—one that achieves compliance with applicable height and setback controls, retains significant trees and deep soil for additional landscaping and one that meaningfully engages with affected residents. The southern façade must also be substantially revised to reduce glazing and remove balconies that overlook private adjoining properties.
I extend an invitation to the Department’s assessment officers and the proponent’s representatives to inspect 5 Loftus Street in person to understand the extent of overshadowing, overlooking, and visual impact the proposed development would cause.
In addition, I have included a supporting letter from my psychologist, Mrs Belinda Williams, and General Practioner Dr Jacqueline Tedder outlining the anticipated mental health impacts associated with the proposal in its current form. These impacts—including loss of sunlight, privacy, and amenity—are relevant planning considerations and should be assessed accordingly.

I am concerned about this project for the following reasons:

1. LACK OF LOCAL CONSULTATION AND RELEVANCE: This development should not be classified as a 'Significant Development' as it is far from being affordable housing, and is instead yet another cash-grab by a greedy developer. Bypassing council and fast-tracking the project and demonstrating no regard for local residents is unreasonable.

2. POOR PLANNING AND DESIGN AND OVERDEVELOPMENT: The scale of the project is intrusive and not in keeping with the area. It will block views for many existing residences and exacerbate already congested traffic and parking problems. The lack of set-back from the street/footpath makes the building imposing and will create a lack of green-space.

3. ENVIRONMENTAL AND CLIMATE-CHANGE IMPACT: The removal of mature pine and gumtrees not only ruins the streetscape, but destroys crucial nesting habitat for native birds and possums and diminishes carbon capture. The loss of canopy adds to an already warming planet. The scale and depth of the project will disrupt the fragile sandy soil and water table. Not only are the above an immediate concern, imagine the impact multiplied across the peninsula once the precedent is set.

I am not against them developing this site, but please limit it to 2-3 storeys, set it back from the street, review architecture and design so that it is attractive, organic and inclusive. And most importantly, ensure that it retains and adds native flora and habitat for local wildlife – including green space and shade for humans.

On an overarching note:
– if we want to build affordable housing, perhaps government needs to be manage it themselves instead of handing the reigns to developers who are just in it to make a profit.
– perhaps we need to look at decentralising instead of jamming everyone into Sydney, and spoiling our unique and beautiful suburbs.
– invest in proper town planning instead of adhoc, poorly designed buildings, erected by greedy behemoths, that lead to disjointed, ugly suburbs.

This project will further exclude young people from home ownership on the northern beaches. Younger people & disadvantaged will soon be squeezed out of NB home ownership & rentals. The area will have an ageing population with no service providers as they won’t be able to live in the area. Objection to High-Rise Housing Development

To Whom It May Concern,

I am writing to express my strong objection to the proposed high-rise housing development in our coastal area. While I understand the need for housing, I believe this particular development would have severe and far-reaching consequences for our community and the environment.

Traffic Concerns

The development would significantly increase traffic in our area, exacerbating existing congestion and putting a strain on our already-overburdened infrastructure. This would not only affect commuters but also emergency services, impacting response times and public safety.

Floodplain Impact

The proposed development would also have a devastating impact on the local floodplain and coastal ecosystem. Our area is prone to flooding and storm surges, and the increased density and hard landscaping would only serve to worsen this issue, putting nearby properties and residents at risk. We cannot afford to compromise the safety and well-being of our community in the name of development.

Incompatible with Coastal Character

The high-rise development would dominate the coastal landscape, disrupting the natural beauty and tranquility of our oceanfront area. While I understand the need for thoughtful and sustainable development, I believe this proposal is inappropriate for our area due to its excessive height and scale, its incompatibility with the existing neighbourhood character, and its potential to undermine the quiet, coastal residential feel that defines this community.

1. Height and Scale
The proposed building’s bulk and height are inconsistent with surrounding properties. Ocean Street and its adjoining streets are characterised by low- to medium-density dwellings, generous setbacks, and a strong sense of openness. The Indigo proposal would dominate the streetscape and set an undesirable precedent for future overdevelopment. It would also reduce natural light and visual privacy for neighbouring homes.

2. Neighbourhood Character
The architectural style, massing, and intensity of this development are at odds with the established character of the area. The design appears more suited to a dense urban environment rather than a coastal residential suburb. The proposal risks eroding the charm and visual harmony of Ocean Street, which currently balances residential comfort with green space and community amenity.

3. Community and Environmental Impact
Increased density will inevitably lead to more traffic congestion, noise, and parking pressure on local streets, which are already limited in capacity. This will affect pedestrian safety and the overall liveability of the neighbourhood. Furthermore, large-scale construction of this type can have adverse environmental impacts, including loss of mature vegetation and disruption of local wildlife.

4. Precedent and Planning Integrity
Approving a development of this scale would send a concerning signal to other developers that height and density controls in this part of the Northern Beaches are flexible or negotiable. Maintaining adherence to planning controls is essential to protect community expectations and to preserve the balance between growth and local character.

In conclusion, I urge Council to refuse this development in its current form. Development on this site should be sympathetic to the existing residential context — moderate in scale, well-landscaped, and designed to enhance rather than overpower the surrounding neighbourhood.

I am concerned local resident that doesn't want the permitted developments rule to be changed by the over sight of allowing this development to take place.

I object on 3 points:

1. Planning regulations
This development does not appear to form part of the NSW State Environmental Planning Policy (Housing) 2021, as the suburb of Narrabeen & Warriewood was excluded from stage 2, did this change? If so were the Northern Beaches Council informed?

2. Incompatibly
It will be over double the height of other buildings in the street.

3. Traffic
The increased service vehicle traffic will create unsafe conditions for children walking to the beach on Ocean St, there are already not enough safe crossing points as it is.

I am in favour of providing affordable housing for our aging population but this development is out of character for the area. 6 stories will be out of place and is 2 stories higher than current heights and sets a precedence for overcrowding in the area. The impact of traffic increase on Ocean Street and surrounding streets will be excessive. The 3 level basement parking, although welcome, will be subject to local flooding. I am also concerned by the loss of established trees from the site.
A smaller, maximum 4 story building with appropriate parking, that complements the look of the local area would be more appropriate and welcomed.

We have lived in this area for the past 5 yrs and i object to the scale of this development for the following reasons:
1. The traffic and parking situation on Ocean Street is currently not only troublesome but dangerous as it's congested and extremely narrow with parked cars and forms many blind spots for the abundance of children in this area and the elderly. The current development will deliver a large increase of traffic from the main building out onto Ocean Street thus increasing the risk of traffic and pedestrian accidents
2. The proposed higher level will plunge lower lying properties in the area into darkness
3. The size and scale of the current plan will be out of character and footprint for this area and will be seen for miles
4. The property will bring with it an increase in domestic pets such as dogs, which will increase the noise levels when pets are left unattended, which is a common problem in mass high rise buildings
5. We only have a small Woolworths shopping area with limited parking and will be stretched if this development goes ahead
6. Bin day already causes congestion in this area and to have another 149 bins added will be disastrous
7. Wildlife will be greatly affected as trees and local vegitation are important for this area.
8. This will set a dangerous precedence to build such a big and high building around this beautiful area, as developers will jump at further opportunities turning this area into a concrete jungle
I seriously ask you to reconsider the height of this building and look for ways to empty cars out into other streets and not just Ocean Street

I object to this development as a resident of Narrabeen (home owner). This development offers no community benefit in the way of affordable house, this is an overdevelopment which will increase traffic significantly in an already congested areas for accessing the beaches. Pittwater road over the weekends is already congested; a development such of this with increased number of residents will make traffic unmanageable. This coastal area is environmentally sensitive with significant flood risk; this is a massive development with considerable environmental damage (water table and tree removal). Not to mention the visual intrusion and blocking of views for current residents in the area.
