Cloustons and the consultant used on this project appear to have no demonstrated expertise relevant to assessing the peculiar visual impact of wind farms in rural areas.
Unless the Department has received evidence specifically validating demonstrated ability by the consultant to accurately evaluate wind farm visual impact on residents, under a range of
circumstances and at distances relevant to 173m turbines, the Department must disregard the whole of the submitted VI Assessment.
Failure to do so would suggest the Department is also happy to hire podiatrists to do brain surgery.
If the Department has received such validated evidence of demonstrated specific competence in accurately assessing wind farm visual impact, it should release that evidence to the community through the relevant project section on its web site.
The Department also needs to carefully consider whether the statement that "This LCVIA is consistent with the NAF and Draft NSW Planning Guidelines Wind Farms methodologies" is in fact a breach of the relevant sections of the Environmental Planning and Assessment Act 1979 and the NSW Crimes Act 1900 in relation to false or misleading statements, either alone or as part of a pattern throughout the EIS.

I strongly object to the Mulloon Jupiter Wind Farm Project.
I also strongly object to you incorrectly construing the district of Mulloon as being part of Tarago. In fact, the district of Mulloon is 31 kms distant from Tarago, and totally different topography and environment.

To whom it may concern:
Opposition to the proposed erection of 13 wind turbines in the Mulloon area of NSW
In what is proposed to be done at Mulloon - 31 kms distance from the Tarago part of the same project, - you are not dealing with erecting 13 Wind Turbines on a high, wind-swept , barren hill-top. You are, in fact, dealing with low level thick Dry Sclerophyll forest. This Mulloon forest area, the proposed site of 13 Jupiter Wind Farm turbines, is situated within a community of farms, both large and small, and homes.
The proposed 13 turbines, each one 173 metres high, would present for the families of this community a total disruption of the lifestyle they have chosen. Theirs is a peaceful, in the most part, self sufficient life choice - collecting rain water to supply their own water; dealing with their household waste, and in many cases providing for their own power with unobtrusive solar paneling.
The fact that one member of this community (an ex-councilor) saw fit to offer his property for the location of these turbines in return for a very hefty financial return, with no thought for the families, and the destruction of the flora and fauna around him is extremely disappointing. We are not talking about families who can afford to move to another area - these are simple working families who take pleasure in bringing up their children within a set of values that includes a love of nature and respect for their fellow man. Surely they are being let down by this undermining of their values and a lack of respect for their wishes.
It is yet to be proven what affect the proposed huge turbines will have on the health of the nearby community. What is known is that the sheer height of them will inhibit the ability of aerial firefighting aircraft. Just this week, such aircraft have been used to fight fires in the Palerang shire, with water bombing requiring low altitude flight.
In addition, there is absolutely no doubt that birdlife will certainly feel an impact, and those that delight us with their presence will slowly but surely disappear - the Glossy Black-Cockatoo (endangered & vulnerable) and wedge tailed eagles to name just two.
The construction of these turbines and placement of them within such a quiet, almost pristine setting does not bear thinking about. Has anyone actually been down dusty, little Mulloon Road, with it's simple steep concrete ford over the creek to see where they are to be installed? I think not!
I beg you to totally reject this proposal. Please allow my grandchildren and their family and friends who live happily in this area to continue to enjoy nature in the way that they have chosen. The world would be a much better place if more young children had this opportunity - don't spoil it for them. ..... Please!
