I believe that the value of our land will be diminished due to the sheer number of wind turbines and the height proposed for these huge wind turbines that will surround our property. The site of the wind turbines will definitely diminish the number of potential buyers that would be interested in purchasing our land.
My beliefs were confirmed by Mr Michael Grey, the owner of Yass Real Estate during a public meeting on 9 October 2015 were Pru Goward and Angus Taylor were in attendance, were Mr Grey stated that going on his vast experience property values would diminish by approximately 40% if your property was within approximately 5 kms of a wind turbine development, and if your land was within 2 kms your property would then become virtually unsaleable.

They are a small benefit compared to a great cost in amenity , dollars , ugly expensive infrastructure plus increased fire risk.
The community and individual offsets are miserably pitiful , all benefits accrue to 1 family .

As a farmer, I believe, The Jupiter wind farm Proposal , will be of benefit to the landowners hosting turbines as well as the general community
Although I have only developed this particular farm for the last forty- three years, I come from an Australian farming family. I expect my grandchildren to be the sixth generation of farmers in this country .Unlike many others in the district I have no wish to subdivide my property. I want to retain it as a viable property, to continue in fat lamb and wool production.
In my experience, the people who buy the smaller blocks come and go surprisingly quickly.
This alternate stream of income will enable me to further improve my pastures as well as continue tree planting projects. It is my dream to create windbreaks on all open bare ridges. In particular, I want to plant a grove of Casuarina Trees. I have two such trees at the moment and in one of those trees I experienced a memorable moment, when I saw a pair of the endangered red tailed black cockatoos within their branches.( It must be noted that the Casuarina Tree is the source of their sole and only diet.)
In addition, in times of drought, another source of income will certainly make my business more resilient.
I find it difficult to understand why 'The System' encourages projects, such as the Jupiter Wind Farm, only to put so many obstacles in their path, down the track. This comes after so much effort, finance and hard work has already been put into the project!

I wish to lodge my objection to the above mentioned Jupiter project for the following reasons:
1. For all the disturbance, damage to the enviroment and iii feeling caused to nearby communities, the percentage of electricity generated by wind turbines is pitiful.
2. As clearly shown in South Australia, wind turbines are vulnerable to adverse weather conditions and are an unreliable source of energy.
3. As mentioned in point 1, the loss of unique stands of trees, flora and often endangered species fauna through the clearing for wind tower sites and access roads which then can cause soil erosion.
4. The ongoing cost and difficulties of maintaining the turbines and their relatively short life.
5. The existing "grey" area of who will be ultimately responsible for the towers decommissioning at the end of their productive life.
6. The fact that solar energy, which a reliable source informed me can still be harnessed in cloudy weather, is by far a less invasive and a more productive source of green energy.
7. In the event of a bushfire occurring in the vicinity of a cluster of wind towers, the restriction and danger posed to attending helicopter water bombers when the whereabouts and height of the blades is hidden by thick smoke.

I object to the Jupiter wind farm development for the Mount Fairy locality as I don't believe I can't not trust the information provided by EPYC to my family and the community has been misleading incorrect and not truthful.
For example, at a benefit sharing meeting at our place I asked about noise. The company representative said we would not hear the turbines because the prevailing winds are from the west and we are situated west of the turbines. I said every afternoon we get an easterly. They didn't seem interested in pursuing this discussion. I don't believe we would not hear the turbine noise.
I have two growing children and I'm so worried about the potential health effects of noise, including infrasound, sleepless night on my children that we have made the decision to relocate from our dream at Mount Fairy.
However, there is a big cost associated with moving. We made the decision to sell up and withdraw the family from the stress and uncertainty associated with the wind turbine development. We put our house on the market four months ago and it is yet to sell. We have bought elsewhere so are now under financial stress until we sell at Mt Fairy. Given the EIS is on display it is now available to potential purchasers who do not want to live so close to a wind farm. And like us, they're worried about potential devaluation of the property from being so close to wind turbines.
After EPYC being rejected by the EIS and was told to go back and engage with the community. We finally had contact by a representative from EPYC that refused to have a community meeting and would only have one on one consultation which come across as a bulling tactic on my family.
As a property owner in the area I have put 10 years into building an extensive landscaped garden which is my pride and joy and provides habitats and sanctuary to a mix of birds that now are living there. With the turbines being so close this could be a large impact on the birds and micro bats numbers that are visiting daily. I have keep records, dates and photos of when the glossy black cockatoo's visit and feed in our area and when I read information from EPYC that these birds aren't in the area and won't be impacted on it infuriates me. I have also notice that there are multiple wild orchids that only germinate on occasion which I have only notice three times in ten years which worries me that the environmental study conducted could be so misleading.

I attended the wind rally in Canberra on June 18 2013. I spoke to some women from South Australia and when I said I was worried about the potential incursion of wind farms to my area, but at that stage I was still uncertain about the impact of wind turbines. Those women who lived close to a wind farm in South Australia said to me "Sell up and get out of there".
Another huge impact I have experienced is loss of friendships. Our family were friends with three families who chose to become hosts and as a result we have not spoken to each other since Australia Day 2013. EPYC say they are working for the community, what a joke. In the bush, it's important to know one's neighbors and have a good working relationship with them. This is particularly so when there's an emergency like the resent fires like Currandooly January 2017 that impacted our home. We've had two fire that have been to close for comfit this summer one on the eastern side of our home were the proposal is and one on the west side that the Currandooly fire started on the property that hosting the western turbine farm. While protecting our home on both occasion I notice the air support that is required to contain and control these fires. Air support for fires will be impacted on if turbines are built in this area and in result our homes and lives will be vulnerable. We no longer have that network with our three-neighboring family's. This is a direct impact of the uncertainty and divisive tactics of EPYC.

I am opposing the Jupiter wind farm development because I'm concerned about the impact of noise and infrasound on me and my family's health.
When we were wondering about how the wind farm might affect us, we took a trip out to Capital wind farm. The first thing that happened was my son felt ill. That feeling didn't go away until we got home. I then did some research on the experience of people in South Australia and found lots of people had ill effects from living close to wind farms. I've since spoken to people who live close to Woodlawn and Capital and some of those people experience headaches and sleep disturbance. I do not want to expose myself and my family to this health risk.
As a result of this research and also learning more from the residents against Jupiter wind turbines, I and my family decided to move. We couldn't see any other way, given how close our house is to the wind turbines. This has been a difficult decision. We have a wonderful garden. We were very happy with the schools that the children attend. And I love my job as a teacher. However, we've taken this decision and it's been due to the uncertainty and stress of the wind turbines.

I am aged 15 and am really unhappy with what's happening with the wind farm. Our family has lost good mates and now we're leaving the area. I love my school. I love going out hunting and I won't be able to do that anymore.
The only reason the hosts are agreeing is because of the money and they haven't considered how the wind farm might affect us kids. My parents are that worried that they're moving us.

I live with my brother and parents in Mount Fairy. I'm unhappy with the wind farm because it's changed how I feel about our community. I'm upset how I had friends and their parents have become hosts and we've had disagreements over the wind farm and now they're not friends.
I used to play on our playground a lot and see the beautiful views that we have. Now it's all going to be covered up by the wind farms.
I hear people talking about noise from the wind farm and what worries me is how the noise will affect my pets. Dogs, cats, ducks, lizards, chooks - they have better hearing than humans and I'm scared the noise will affect their ears. And I was planning to get married in my Dad's beautiful garden. Now I won't because we have to move.

I strongly object to the proposed Jupiter Wind Farm because of the unsuitable location. The area is more rural residential in nature than agricultural. It is not appropriate to place a wind farm so close to so many people's houses. The impact on their rural lifestyle is too great. I support renewable energy but only if places can be found where wind farms can be built without significant impact on many people's lives and lifestyles. Hundreds of people's lives will be detrimentally impacted in many ways if the Jupiter Wind Farm is approved.

I strongly reject this proposal and suggest the proponent find a more appropriate place for the construction of this wind farm.

I believe that Jupiter Wind Farm will be very bad for Tarago and all areas around it and I take offence that this frank statement should not be relevant as a valid reason (as stated by the Department of Planning and Environment at the Tarago Community Hall on December 7) for stopping the wind farm. If no one (except the so-called hosts) wants them, do not put them here. As simple as that. Grounds of objection in this submission (which must be specified as per your Attachment 2 relative to Application No SSD 6277) is that I do not want them around Tarago and Boro.

Lots of people have anti-feelings about wind farms and the mills will be much too visible and affect too many families living around them (unlike the wind farms from Tarago to Bungendore). Some people try to subdivide their land holdings which might be impossible now (if the Jupiter Wind Farm should eventuate) when possible buyers are already frightened about the mills and the land might only be sold at a much reduced price. Who is reimbursing these losses? We at Pinebank have already had a possible buyer who declined after learning about the many wind mills in the planning, even if they would not be able to see them from the subdivided lot. Land values will decline for all living around Targo, including Mt Fairy, Mayfield, Boro and lower Boro (there might be many more areas).

The wind mills already on Tarago's far side around Woodlawn to Bungendore concern very few landowners compared to the landowners that would be affected by Jupiter Wind Farm where no wind mills are situated but only looked at and not duly compensated. To compensate all future duly affected areas by the Jupiter Wind Mills would make the whole establishment too expensive when even land holders whose land will depreciate in value even if not seen who should also be compensated.

Solar power has much less affect on neighbours.

The immediately affected landowners looking at endless rows of possible future windmills and seeing therefore their land values greatly reduced is a very and real issue. It will divide the people living in Tarago and surrounds into two camps which will be tragic. Peaceful existence among inhabitants in a small community like Tarago is a MUST.

I OPPOSE the Jupiter Wind Farm being built near our slice of rural paradise its never-ending rolling hills and its fauna.


We have discovered two Wedgetail eagle eyrie (large nest), on our property. The wedgetail eagles breed every second year at this eyrie and we have had five beautiful eagles soaring majestically over the area at various times. Their range is not just our property - it is kilometers around their eyrie. What happens when they swoop near a wind turbine? And what about the lose of their habitat?


Other birds of prey - Falcons, Harriers, Hawks, Kites, as well as Owls have been observed or heard in our area. What of them with wind turbines in the area?


Glossy Black Cockatoos are also in our area; feeding on the She-oaks (Casuarina) on the properties on and around Doughboy. Will they know not to go near the turbines?

This proposal will have an impact on my future we moved here to live where we didn't have to view the wind-farm on the hills of Tarago. We moved here so we could watch the wedgetail eagle fly with out risk of harm from windfarm. Additionally I do not want my children left with the negative impact that wind-farms can have on humans. I would like to state I have major concerns about the proposed wind turbines.

One major concern relates to the fire risk associated with this project. Recently a fire started near the site of the proposed Jupiter wind farm and burned out about 500 hectares. The even more recent Currandooley fire which destroyed almost 3400 hectares was on land hosting the nearby Capital Wind Farm turbines. Blaming a crow for starting the fire is dubious considering the wing span of a crow.

EAs from other wind farm developments have identified the "potential for the wind turbines, substations, control buildings and powerlines to start or influence the spread of fire" (Epuron Rye Park Wind Farm page 250). The Jupiter's EIS quotes The Australia Institute from 2006 and the Government of South Australia from 2004 (p 32) about fire risks. The current and potential number and positioning of turbines makes these statements obsolete.

The EIS also states that "the installation of WTGs may remove the option of aerial suppression of fires over the wind farm itself "(p40). Because Jupiter is so close to a large number of residences (with many residences being between parts of the wind farm), there is a real concern about the ability to bring aerial fire-fighting to effectively protect residences, their people and on-the-ground fire-fighters in that locality. It also states that "provided that appropriate fire-fighting equipment, training in initial response and water supplies are maintained on-site the likelihood of fire adversely impacting the safety of site personnel is very low although the potential consequences are recognised as being major". It appears that this plan did not help the neighbours of Capital Windfarm.

The unreliability of wind "power" production is becoming increasingly obvious as demonstrated in South Australia. However, the problem with meeting demand for power is not only in Australia as the quote for the Telegraph in the UK shows: "Cold weather saw UK demand hit 52.54 gigawatts (GW) between 5pm and 5.30pm, according to National Grid. At the same time, low wind speeds meant the UK's wind turbines were producing just 573 megawatts of power, enough to meet only one per cent of demand - the lowest of any peak period this winter, Telegraph analysis of official data shows. Earlier on Monday wind output had dropped even lower, generating just 354 megawatts at 2pm, or 0.75 per cent of Britain's needs - the lowest seen during any period this winter. The analysis will fuel concerns that despite receiving billions of pounds in subsidies, Britain's wind farms cannot be relied upon to keep the lights on when they are needed the most.

The positioning of these industrial turbines within 3 kms of 140 dwellings (according to the EIS) and more than 250 residences within 5 kms it is putting a lot of lives and property at risk for very little community and national gain.

I would like to state I have major concerns about the proposed wind turbines.

One major concern relates to reported ill-health caused by the effects of the wind turbines. The magnitude of possible health effects is not known as there are no conclusive research studies into the cumulative effects of being exposed to multi-directional industrial turbines, and certainly not for the high number of turbines proposed being within 5km of Tarago with Woodlawn having 23 built and Jupiter's proposed 88 being a total of 111, as well as the nearby Capital Wind project. According to the EIS there are 140 dwellings within 3 kms. There are more than 250 residences within 5 kms and hundreds more not far beyond that distance. Plus there are large numbers of properties within those distances which have residence rights but have not been built on.
Windfarm proponents state that the NHMRC reported that there is no evidence that wind farms cause medical problems. However the NHMRC actually states that: "After careful consideration and deliberation of the body of evidence, NHMRC concludes that there is currently no consistent evidence that wind farms cause adverse health effects in humans. Given the poor quality of current direct evidence and the concern expressed by some members of the community, high quality research into possible health effects of wind farms, particularly within 1,500 metres (m), is warranted." NHMRC Statement: Evidence on Wind Farms and Human Health February 2015 NHMRC ref # EH57.
The NHMRC CEO Professor Anne Kelso stated that "existing research in this area is of poor quality and targeted funding is warranted to support high quality independent research on this issue". The operative words being "high quality" and "independent" as most of the opinions quoted by wind farm proponents are made by `interested parties' with no medical qualification only a degree in sociology. The Nov 2014 judgement of the Environment Resources and Development Court of South Australia is cited by other wind farm proponents as proof that detrimental health effects of wind farms do not exist. In this case, an `expert' witness Professor Wittert referred to a study which looked at all 51 Australian wind farms with a total of 1634 turbines. Professor Wittert (an endocrinologist) who undertook the `research' said that the methodology in the study was robust. A search in Google Scholar identified that this `research' was conducted by accessing data from the Pharmaceutical Benefits Scheme to compare medical prescriptions of people living in areas with and without turbines. This study purportedly involved 12,000 people living within a 10km radius around wind farms in South Australia and Victoria and concluded that "There is no hint of any effect on a population basis for an increased use of sleeping pills or blood pressure or cardiovascular medications whatsoever". This cannot be classed as robust research as for this to be relevant the groups compared would have to be identical in all aspects including physical, psychological and socio-economic. Other writers have described Professor Gary Wittert as "the paid medical expert for Acciona".
Researchers, commissioned by Pacific Hydro, took sound measurements near the company's Cape Bridgewater wind farm, in south-west Victoria. A correlation was recorded between the noise made by the turbine and the sensations felt by residents. It was the first time reactions like this had been included in a wind farm study."What we found was that previously they were complaining about the noise, but it wasn't really the noise, it was sensations." Pacific Hydro external affairs executive manager Andrew Richards said it was not the company's role to contribute further reports about the noise made by wind turbines, including medical studies.
Even the National Wind Farm Commissioner, Andrew Dyer states that "there is always noise from wind farms". This noise impact affects sleep, peaceful enjoyment of one's property and, in some instances, causing headaches, nausea and long term harm to health.

We have lived on our property for the last 30 years and have enjoyed and protected the Wedgetail eagles that have their eyrie (large nest), in our mountain. Glossy Black Cockatoo, Yellow Tail Black Cockatoo and Red Tail Black Cockatoo, which are all in rapid decline in numbers because of their reduced native habitat, nesting on our property and in the area of the Jupiter Windfarm. These birds mainly feed on the She-oaks (Casuarina) on the properties on and around Manar - Mulloon area and across to Barnett, and Duckfield. We also have King parrots, Mountain Larry Parrots, Rosella Parrots, Gang Gang Parrots resident in this habitat. Will they know not to go near the turbines?

Please protect all these birds by not destroying their habitat with the introduction of windfarms.

I OPPOSE the Jupiter Wind Farm being built near our slice of paradise.
Recently there has been 2 Bushfires in our area. Both these fires were extinguished with the aid of aerial water bombers. If there was a windfarm built at this time then the efforts of the local fire brigades would have been severely hampered as this aerial aid would not have been available because of the risk to the planes from the turbines. Therefore, the presence of turbines will greatly increase the fire risk to all properties in this area.

There are many small and a few large properties in this district. The high population in this area may or may not be affected by noise, (we have been told there is no guarantee that people will not be affected). I therefore suggest if there is a necessity to generate power by the means of wind turbines then the placement of wind turbines should be in an area where there is as little human population as possible. Australia is a large continent with many open spaces and vast plains where the wind blows just as much as it does in this location. Locate the windfarm in those areas and not here. If this is done then far less people will be affected by the project.

To the secretary,

I would like to thank you for the opportunity to provide a submission on this important renewable energy project.

I would like to also congratulate the NSW government on its commitment to renewable energy and its net 0 omissions by 2050. It is a shame that the federal political bias has affected this industry for so many years and continues to do so. Had tony Abbott remained in government i am sure he would have lost the election. Even Mr Turnbull almost lost the election because of the liberals poor renewable energy commitments. It is even more evident now. Has Mr Morrison gone mad bringing a lump of coal into parliament. What is he trying to prove. It is important to note that coal has many alternate uses such in steel and concrete manufacturing. It is the primitive use of coal in electricity production that is contributing to deteriorating our climate. and we need to transition away from it or find a smarter alternative. Our cheapest and FREE resources are wind and sun.

Climate change is real and is getting worse. Bush fires will in fact get worse with climate change. weather extremes will be more frequent if our generation does nothing about it.

NSW is currently last in Australia for renewable energy yet holds the highest population.Its visual assessment guidelines do not reflect NSW commitments to renewable energy. I am also concerned the department has deleted many sections of wind farm projects because people in the distance can see wind turbines. These are a tourist attraction for gods sake. Why should someone who has no impact on their property but can see a project in the distance cry for visual amenity? Should they prevent innocent farmers who have suffered though periods of drought and continue to suffer because their neighbour doesn't want to look at wind turbines? Should they prevent less economic benefit to the state and loss of income to farmers because sections of the project have been deleted? This is not a very good policy. At the end of the day can they really argue that mitigation is not feasible on their property. Mitigation is feasible on any property. Neighbours should have a right to request a reasonable form of mitigation for their property however they cannot argue that mitigation is not feasible or say i don't want mitigation. They should not influence planning decision based on i don't want to look at it. No project will ever proceed if people don't like the look of something.

This state significant project will provide many jobs and provide a significant economic benefit. The local farmers will have a supplementary income so that they can survive through extreme drought. They have suffered enough in this community and it is time that they can benefit from this project.

The community enhancement fund will also help the localities of boro, mount fairy, mullon and manar. I read that EPYC is speaking with telstra about trying to improve the mobile reception. These localities have nothing. except for a postal service and poor tv and mobile reception. The government is not helping these localities. Let some private industry funding help the residents in these localities.

I really hope NSW leads the way and achieves its renewable energy commitments.
I would also like to add i don't believe anti-project campaigners (mining, wind, solar, west connex etc) should delay industry as keeps occurring. Politics should also not influence state significant projects. large project provide a significant contribution for jobs, education, economic benefit etc. NSW is trying to improve its planning processes to reduce red tape!! Yet has run into delays on its own projects because of anti project campaigners. Communities have a right to be informed and consulted. Consultation is a two way process. They do not have a right to delay a project and or influence its process when they have their own agenda. It has cost the government more money and delayed the west connex development. the same thing is happening to industry. This will eventually frustrate investment out of this state if it continues like this. NSW would not want to lose state significant renewable energy projects to other states because they have a better policy in the planning system. I have mentioned this to the department of industry (resources and energy)
