A new dual-carriageway motorway to connect the M7 Motorway with the Western Sydney Airport and The Northern Road. The motorway will be initially two lanes in each direction, with capacity for an additional future lane in each direction.

My Name is Nazzareno Barca & I live at 28 Cecil road Cecil Park & I am disappointed with the proposed M12 motorway planned construction choice.
My Concerns are:
1. The original preferred choice of the start of the M12 was further southbound of Elizabeth Drive & I was told at the community meeting held at Kemps creek bowling club that the park land did not want to disturb the trees.
It is upsetting that the health and wellbeing of a human is not as important as the trees which must be removed in the same quantities as the current choice of location.
2. The increasing amount of commercial businesses being built along Mamre Road has increased traffic along Elizabeth Drive which in turn has increased the traffic noise.
The new M12 should have a off ramp & a on ramp to mamre Road now to alleviate continual increasing traffic along Elizabeth drive which is desperately needed now let alone when the airport is finally built that will see traffic numbers explode.
3. Where my house is located the noise Echo's off Elizabeth drive making it unpleasant to sit outside & due to the traffic noise increasing a soundproof wall should be built along Elizabeth drive as well as the M12 to stop the increased noise.
4. The north bond traffic on Wallgrove Road from Elizabeth drive has the on ramp to the M7 & is on an elevated ramp which will project the noise into my property. The ramp should have a soundproof barrier installed to limit this noise.
5. I was told at the meeting that at my property the noise will increased to over 2 decibel which will allow me to have my house sound proofed at the governments expense this is all well and good but it does not do anything for me enjoying the peace & quite outside my house which is why I chose to live on acreage in the first place, I would rather you stop the noise at the source if possible.

I write to make a submission in regards to the proposed M12 Motorway.
While the M12 will provide a much needed road link to the new Western Sydney Airport, I have a number of issues with the current proposal:
1. No eastern non-tolled on and off ramps
The NSW Government made a commitment that the M12 motorway will not be tolled. The current proposal forces drivers coming from the east on to the M7, a tolled motorway.
This is tolling by stealth. Especially so, given a majority of Sydney's population would need to come via the M7 to access the M12 and the Western Sydney Airport.
Non-tolled on and off ramps at the eastern end of M12 must be included in this project.
2. Questionable traffic modelling
The traffic modelling for the M12 is based upon the assumption that by 2036, the M7 will have three lanes between Camden Valley Way and Old Wallgrove Road and four lanes between Old Wallgrove Road and the M4 Interchange.
My understanding is that no commitment has been made to construct these additional lanes. Therefore the feasibility of this project is based on false and potentially flawed assumptions.
3. Southbound off ramp on to M7
My constituents have made representations to me regarding the proposal to locate the south bound off-ramp onto the M7 above the ridgeline at Cecil Hills. This would expose residents to unbearable amounts of light and noise pollution. Such a proposal would have a significant effect on property prices.
Presumably the cheapest option, in effect, this shifts the costs of the project from the Federal and State Governments to my constituents in Cecil Hills. This is simply unfair and must be reconsidered.
The Western Sydney Airport is a once in century project that has the potential to transform the region though employment, education and economic opportunity. It and its associated projects, such as the M12 Motorway, must not be hamstrung by short-termism and penny pinching to the detriment of current and future generations of Western Sydney residents.

We currently experience extensive noise and air pollution that occurs from the M7 traffiic, as well as Elizabeth Drive traffic, (especially the constant truck compression braking that occurs). We will have a visual impact, air pollution will be compromised, and because of the M12 elevation, we will also have the impact of the constant illumination from the M12 lights.
We are at a a loss to understand why this decision has been made, has any consideration been given at all to the residents of Cecil Hills. , Cecil Hills is an established estate, why has this not been taken into consideration and why have Sydney Parklands been given preferential treatment in relation to where the on ramp is situated. Why is the future development of Sydney Parklands more important than the thousands of residents of Cecil Hills?
