CSR is pleased to see the rationalisation of the intersection between the M12 and M7 and its connectivity to Elizabeth Drive and Wallgrove Road connection and realignment, CSR is a major landowner at Cecil Park with its PGH Bricks and Pavers Facility located at 1183-1185 Elizabeth Drive Cecil Park, which occupies 37 hectares of land.
PGH Bricks and Pavers long established brickworks operations was established in the 1960s at its Cecil Park location, PGH Bricks and Pavers provides half of the bricks required in NSW, this particular facility provides a quarter of those bricks, with the facility having the capacity to produce 90 Million bricks per year, traffic volumes to and from the facility produce circa 100 heavy vehicles a day (200 movements) and about 130 light vehicles (260 movements).
CSR is pleased to see the proposed signalised intersection at Cecil Road and Elizabeth Drive with the option to connect from Cecil Road to the M12, as well as the realignment of Wallgrove Road through Cecil Road.
The intersection at Cecil Road and Elizabeth Drive has been a safety concern for us as we manage our heavy traffic flow to and from our site through this intersection, having the intersection signalise will be a welcome relief not only for our operations but the community , as it will provide an improved safe management of traffic flow.
We look forward to the delivery of this major arterial road, and also comment that the M12 is primarily delivering traffic to/from the airport and the majority of traffic will be push to Elizabeth Drive as the airport and the Aerotropolis core get developed, as Elizabeth Drive is already a congested road we look forward to the future upgrade of this major arterial road and urge the NSW government and Transport of NSW to fast track the upgrade of the Elizabeth Drive so it compliments the M12.

The provided link in the major projects website seems to entail extensive information related to the development that may have potential implications on my property.
Whether my property will be impacted by the development or the construction works related to the development is undetermined at this point due to the minimum time frame provided to review the extensive documentation.
I submit that the time provided to review the documentation is short and impractical to make a fair submission.
I request that more time is granted to the residents that could be affected by the development. Thanks.

1. The off ramp from the M12 onto the Elizabeth Drive pulls up right in front of existing housing prior to Duff Road and it appears that no noise mitigation equipemt such as sound barriers will be put in place
2. No information regarding the complete widening of Elizabeth Drive from Wallgrove westbound onwards as well as additional lanes in each direction on the M7 Motorway
3. Provisions for public transport on Elizabeth Drive once the airport is up and running i.e. dedicated bus lanes as well
4. impacts to residents who live on Elizabeth Drive on the Eastbound direction being able to turn into their properties from westbound direction. Will resisdents be forced to incur additional journey times for need to back track to their properties.
5. Ommission or no Extention of shared cycle path on the westbound side of Elizabeth Drive.
In addition Transport for NSW should be more diligent in the way it undertakes consultation with community located in the Cecil Park area. This would ensure that the community is aware of potential changes and can offer feedback where appropriate. COVID-19 should not be used as an excuse to not properly consult with the community.

Firstly thankyou for the opportunity to provide input into this important piece of infrastructure. We hope TfNSW will continue to engage with utility providers in such a forward thinking and positive manner towards the strategic and cost effective delivery of infrastructure assets for the comunity.
I would initially like to clarify a previous submission provided by Pat Woodbury on behalf of Endeavour Energy (EE). EEs process for assets relocation typically involves an accredited service provider (ASP) developing [electrical reticulation] designs, including an adequate environmental assessment, With this design package being reviewed and if suitable, approved by EE. I note the response to this submission, 4.3.1.2 Response seems to indicate that the [M12] Project approval would extend to utility relocation, such that individual environmental assessments would not be required. Does this mean the Project assessment will also consider the aspects and impacts and provide or detail appropriate mitigating measures? EE presume our electrical design review and approval process will be adhered to and the aspects, impacts and mitigating measures will be addressed either within the Project assessment, separately or individually as required. Please note, in our experience generally a given project assessment scope rarely extends adequately to include all the aspects relevant to the electricity network asset relocation.
In the development and design of any major roadway, such as the M12, Endeavour Energy as it appears do other utility providers, recognise the significant strategic cost saving opportunity of utility co-location in such roadways. To this end, EE are involved and keen to continue to be involved in joint planning discussion groups that have the objective to strategically co-locate utilities where possible along a range of liner infrastructure asset routes. EE encourage TfNSW to endorse this approach and where main roads or other transport corridors are proposed, it take the lead on such initiatives to drive efficient asset delivery.
Finally, recent safety incidents both within EE and externally, have highlighted the critical role of safety in design. EE has an ongoing program of safety in design for its network designs process and are in the process of engaging with councils in our franchise area to highlight the importance of this process. We also encourage TFNSW, in engaging an ASP for electricity asset relocation, to ensure safety in design processes and principles are part of the asset relocation design process.

Airport Access Road is commendable. This amendment will allow traffic from the Airport Access Road to enter Elizabeth Drive, or exit it, with ease. Local residents, airport users, airport service industries, and transport businesses will be able to access Badgerys Creek Road from one of these intersections, possibly to head south towards Narellan/ Campbelltown, or to use the other intersection to enter or exit Western Sydney Airport further west.
I would like to see more detail for these "traffic light intersections" as the interactive maps and static maps do not show how these intersections will link to the Airport Access Road.
