The Steel River Industrial Estate has one point of entry / exit only, at the intersection of Industrial Drive and Steel River Blvd. This intersection is extremely busy already, as the estate grows. The extra truck movements to move 200T per day in, and 200T per day out of the estate will cause major traffic issues and problems. Raw material in and processed material out equates to 400T per day. These extra movements should be considered in conjunction with the development of the huge Holcin concrete plant being constructed at the intersection of Murray Dwyer Cct and McIntosh Drive.
Further, my business is at 11 McIntosh Drive and if there is a chance of hydrogen sulphide gas being generated it will have a major negative impact on the health of my staff and our clients. I do not believe the "shed" proposed for the soil treatment is suitably enclosed. Finally, I have had environmental advice that danger exists in acid leaching through the soil into the Hunter River North Arm, which is next to the proposed site.
In closing the Benedict site at Mayfield has had at least two site fires I am aware of in the past 5 years, one of which saw my staff advised to remain indoors until the air quality was ensured.

1. Concerns raised by Hunter Water regarding revised water demands and revised discharge volumes to sewer system and trade waste characteristics have not been adequately addressed by the applicant.
2. Concerns raised by the EPA have not been adequately addressed, especially that of the "runoff and leachate from the GSW AASS/PASS materials stockpiles and handling areas" and "dust generation from the GSW AASS/PASS handling activities".
3. The proposal that "GSW AASS/PASS activities will be conducted indoors" is misleading. Upon visit to the site I observed that the structure in question has only a roof and no walls, therefore it is not possible for the activity to "not impact the air quality" as stated by the applicant.
4. The applicant has not provided any proposal on how they plan to deal with soil which has been exposed to PFAS or how such a material may impact the surrounding environment, community organisations and residents.

I object to the proposed modification application. My reasons are as follows:
1. Health risks - I could not find information in this application that addresses the potential risks of large quantities of lime to people, animals and ecosystems. Further, NSW Health has written to DPE in 2016 advising that air quality safe limits are contested in the original application and no consultation has been made public about the health hazards of lime dust in this modification application. Lime dust is a known irritant and potential health hazard.
2. Social and Environmental impact on community - the proximity of the waste facility to Mayfield West Primary School and residential homes does not appear to be addressed in this application. The school is less than 1.00 km Mayfield West. Mayfield West has a highly diverse community, with many young families and professional people living in the area. As well, there are elderly, people with disability, migrants and others who may not have the means to easily voice their views on this particular proposed modification.

Should this project go ahead i can only see residents of Mayfield suffering from bad odours and more dust in the area which will affect the health of the population. The dust in the area is bad enough without adding to it as well odours. This can only drive house prices down in the area also.
This site is difficult to use also and i suspect that the many elderly in the area would like a say but do not know how to communicate with you. I have spoken to some that say exactly this.
I also suspect there will be a big handout to council and any submissions to object will be lost anyway.
