SUBMISSION IN RESPONSE TO ARDMORE PARK QUARRY MODIFICATION proposal
S75W Modification of PA 07_0155 June 2013
I object to the proposed modification for the following reasons:-
1/ the request changes fundamentally the conditions under which the Quarry was granted approval;
the Consent did not allow access to local roads, because the quarry was presented and consented as of Part 3 A scale.
access by local roads to Braidwood road/Tarago intersection ,Goulburn outskirts all provide a de-facto haul route to the Sydney -Canberra Corridor- in this application without any detailed supporting road assessments or scheduled improvements .
The original EIS for the consented DA did not cover any of this .
This is a specific haulage route designed to provide for a major supply chain without the cost of developing and maintaining sufficient dedicated infrastructure.
Environmental operational issues
2/ the consents required prior environmental monitoring to establish wind speeds and other factors relating to mine operation and automatic shut-down in adverse conditions. the community is not aware that this monitoring is either in place nor operating. Sect 75Wof EP&A act
Traffic and road routes inadequately described; mis-labelled and not properly assessed.
3/the local roads if used would need sections of revised alignment ; there does not seem to be any engineering reports in detain which identify the works on local roads. As Jerrara Road is also a local road consented as the haul route- the extent of required works on this consented haul route would suggest that other local roads should similarly be investigated in detail before there is any 'campaign' of truck movement allowed.
Conditions of consent not upheld in the map indication of routes to be used.
5.2.4.1--ref The Jerrara road route cannot be used at all by his trucks unless by completion of the Conditions of Consent so there are no options for "future deliveries" on Jerrara Road until the works are done. Fig 4 page 8 map continues to indicate by the map legend that "local deliveries" will be able to pass along King St Bungonia
4/ There is always the suggestion that roads are adequate with the most 'hi-tec' well maintained of fleet vehicles. Contractors and sub contractors do not usually operate
with such classy vehicles and the road conditions are therefore a bigger safety issue than presented in the application and the principle of "do no harm" should be the one followed. The roads need to be in a "truck-worthy condition before adding extra pressure, whatever the 4cents per tonne can provide in maintenance after the damage.
Chicken Enterprises Australia LTD ,now trading as Multiquip Quarries cannot hold sub-contract drivers to notional driving arrangements outside the standard road rules. Conditions discussed in the report where some roads are to be used/not used with variously -any rain/heavy rain/etc e.g. 5.2.4.3 and non RTA speed limits are not enforceable by the company. They cannot be used therefore as a justification for using unsuitable roads .
If the route chosen is Northwards why would the proponent not make Windellema road the route of choice as it is sealed?
Road identification Mapping errors
5/ ON Pg 8 EA main report , the Oallen Ford road has been miss- labelled and extended to include the full length of Jerrara Road ; Jerrara road is the consented haul route and is consented on the basis of major road works not done yet. There are similar inaccuracies with the labelling of other local roads on this map e.g. Tarago road is labelled Cullulla road. Any determination of which section of roads were to be used should have accurate cadastral maps as the reference point.
Safety traffic and road conditions not described nor engineer evaluated.
6/Safety issue on proposed route ;Road inadequacy ; the clear "Dog-leg" section of the road labelled Tarago road passing by the MORASS is a savage right hand bend with exceptionally poor sight lines on unsealed and badly rutted and scoured surface ; at the northern approach to this section is an new 30 lot subdivision Coolibah Park ; there is traffic increases at this entry exit that have not been added into the traffic considerations nor is there any engineering detail for this section.
Traffic count Monitoring inaccuracies
7/the traffic counts uniformly continue to ignore predictions or to provide realistic counts for the service vehicles extra to the quarry in its start up phase and its operational phase. A single week of counts is inadequate to supply a reasonable amount of data for accurate prediction for a designated truck haulage route -as per "Campaign " load frequencies .Traffic numbers with heavy vehicles are not counted at Tarago. There is a need for increased road standards at the intersection.
Inadequate Communication with stake holders
8/ there does not seem to have been effective communication with individual stakeholders along the Braidwood road, the Coolibah Park subdivision residents and businesses , the whole of the Bungonia Heights subdivision, and the other major egress points onto the proposed haul route. Pegasus Lane etc the Tarago road ,Brisbane Grove road residents and businesses nor along the Windellema section ,possibly excluding the school where there was a meeting held with the acting principal.
If these routes are to be regularly used with 5 or 10 or any regular number as a haul route for 'campaigns' they should have been a series of public meetings to discuss the impacts of such Haul route use for the public road access to their properties.
Lumley Road Intersection with Quarry gate ;impact has inaccurate figures .
9/ 5.2.4.5. refers to Table 5.1 and discusses calculations of road numbers in relation to 2 trucks per day not the projected request of 10 truck movements per day . Mr Corkery furthermore goes on to calculate on the basis of 625 loads per year - when he has presented the numbers of truck movements elsewhere as 1,300 therefore is misleading and inaccurate in the impact on the traffic flows and potential for conflict at the Lumley road Quarry access road intersection being discussed.
There is no calculation for the contractor movements to get to site nor the service and other vehicles which could reasonably be expected to be also needed during set up and when operational . the numbers of vehicles and the tonnages would also seem flexible in that Mr Micosic stated himself " the amount of material could increase as Multiquip was supplying to sub-contractors of the Gullen Wind farm,"Goulburn Post 31 May: extract supplied in Appendix 2 of this proposal.
Environmental
10/ Widening to assist left turn at the Quarry gate --the Larbert tree is to remain protected as per orig consents. This tree is listed on the LEP for Goublurn Mulwarree Council LGA and requires protection, including sufficient space to grow and thrive.
Goulburn LGA ratepayers will pay hugely for the severe damage regular truck movements will make to unsealed and poor rural roads.
11/ 5.2.4.6 indicates how little contribution will be made to maintain roads in the Goulburn LGA , noting that the State budget allocation through Roads and Maritime Services will cover the costs of the roads for this venture and describes the proposal as "the APPROVED TRANSPORT ROUTE .
The Conditions of Consent for Major Projects Part 3 A are in place to require Quarry owners to support sufficient infrastructure development.This is a specific haulage route designed to provide for a major supply chain without the cost of developing and maintaining sufficient dedicated infrastructure.

I am the co owner of the grazing and pastoral property, Lumley Park which is opposite the Ardmore Park Quarry
I object to the S75W Modification on the grounds that this is not an appropriate use of S75W. This is not a modification of the September 2009 Planning approval PA 07_0155 in that this proposed 20,000t per annum extraction is not State Significant and no mention of this proposed road network was included in that 2009 approval.
I also object on the grounds that a thorough comprehensive environmental assessment and road safety assessment of this proposed road network have yet to be elucidated. That should be done independently of the quarry proponent's consultants.
Road safety...I will mention 3 points, of several concerns
in the 2005 EIS prepared by Corkery, he mentions wrt Lumley Road , amongst other inadequate issues for heavy vehicles as ...'stock have been observed wandering along this route and on the roads themselves'
There is no physical barrier to said stock wandering from Lumley Rd onto Oallen Ford Road and into the proposed Oallen Ford/Windellama Route for Ardmore Park trucks. If Lumley Road was deemed inappropriate for heavy vehicles in 2005 due to the wandering stock issue, Oallen Ford Road is also unsuitable.
These are rural roads in a farming area and stock on roads are a common and unpredictable occurrence.
Again wrt the Oallen Ford Road/Windellama Road Route, Corkery states that with the proposed Ardmore Park modification, heavy vehicle movements would increase per day from the current 16 to 26. Corkery then states that ....'while the proportional increase might appear high, in absolute terms it would still remain a relatively low number overall etc'
This is a spurious argument - heavy vehicle numbers would increase by over 50% on a quiet rural road not built for heavy vehicle traffic. Moreover it would be for the proprietor of just 1 industry - Ardmore Park.
The Quarry Entrance...quarry trucks returning to the Ardmore Park Quarry under this proposed modification will now cross the south bound lane to make a right turn into the Quarry Access Road, thereby potentially blocking north bound traffic along Oallen Ford Road and traffic exiting Lumley Road onto Oallen Ford Road
Corkery states that sight lines are adequate. Yet, winter fogs here limit sight lines until 10am. This appears to be data created in a vacuum, unrelated to the prevailing weather conditions
Environmental Impacts
Corkery states that Air Quality, Cultural Heritage, Soils and Land Capability, Flora and Fauna and Water Resources along the proposed routes for the modification require no further assessment as ...'the proposed modification relates to public road infrastructure' ....
Yet the heavy vehicle traffic along the Oallen Ford Road. Windellama Road route will increase by over 50% and the Tarago Road route includes unsealed road which he states will require being avoided during or after 'any rain'
I would urge that all the above Environmental Impact Assessments on all the proposed roads be carried out by consultants arranged by Planning, independent of the proponent's consultant. I would particularly request an assessment of the historic Larbert tree which would now be in proximity to trucks exiting left from the Quarry entrance
Concern for independent verification is well founded- the local community is still waiting for local background dust data relating to the quarry (not from Bathurst as submitted by the proponent's consultant in 2009) and local wind data (not from 20km away at the airport as submitted by the proponent's consultant in 2009)
I ask that this modification be rejected as it does not conform to S75W, road safety has not been thoroughly and independently assessed nor have environmental impacts. If the proponent of the quarry wishes to proceed he should be directed to submitting a new DA to Goulburn Mulwaree Council

I have a number of concens with the proposed modification for the Ardmore Park quarry project and the process that was followed.
First of all I find it concerning that I received a letter from your department dated 15/07/13 letting me know that the quarry had submitted a modification - this was 10 days after the submission of the EA. In the letter you state that there is a high level of community interest in this project - if this was the case then why did your department not issue a letter informing us of this modification as soon as you became aware of it? This seems to be a common thread with Multiquip quarries - not being open and transperant about it's operations. The quarry stated that it left communication at "Jonno's shop". How is this community consultation? A letter box drop to all of the residents along this haul route is community consultation. The EA also states that verbal responses are alluding to the fact that the community is neutral to this idea? From a company such as Multiquip this is an amatuer response at best - again this shows me that this company is not open and transperant about its operations - if this is the case now how will it manage it's legal obligations further down the track once the quarry is in full operation? Will it communicate to us through Jonno's store? I have no faith that this company is about the community - this is about Multiquip lining it's pockets and putting the quarry into use without first living up to the original requirements of the development application.
If Multiquip wanted to know how the community felt why did it not call a meeting to discuss it? Why did it nnot letter box drop a survey along all houses on the proposed haulage route?
The private road that Multiquip is building within its quarry boundary would be constructed to a width of approximately 8m. I would like to understand why the private road - which only trucks will use at minimal speeds is going to be 8m wide - but the road that these B Double quarry trucks which will be driving at up to 100km/h are only at a minimal width in some areas are at 6.8m - how does this make sense? How can these trucks be allowed to drive the rural roads without upgrade? Why is it ok for Multiquip to look after its own employees and build a road 8m wide but not do the same for the proposed haul route which will run for approximately 56.5km - once again to me this is a safety concern that needs to be addressed before this application is approved.
In the original application the Managing Directior of Multiquip stated that using the Oallen Ford Rd, Bungonia By pass, and Jerrara Rd was the best alternative as this have the least amount of impact on the local residents as this was the closest possible route to the transport the material out. Now this same company wants to haul its products on over 56.5km worth of road. How many residents with this affect? How much of this route will be upgraded? It is difficult to understand why this company choses to change it's mind around how and where it would like to transport it's materials. Why does this company not complete the Bungonia by pass and then haul the quarry along Mountain Ash Rd? Because this is an expensive project and it is obvious that the company is looking for any avenue to put the quarry into use any way it can without considering the affect it will have on the local community and the safety of it's people.
In the modification application it also states that Lumley road is the most direct route to the west. It will not use it because the road is unsealed. If this is the case then why doesn't the quarry upgrade this road and use it? Why does it not put funding back into the local area and upgrade the roads? If I was a business owner and this was a more direct route I would invest in this to ensure the maximum return on my investment. It supplies the materials to be able to do this so why has this not been put the Multiquip to upgrade this road? The answer is quite simple - this is about Multiquip wanting to operate the quarry now without having to outlay any captial investment. Again why does it not build the Bungonia by pass and use the haul route that it was originally approved for?
In the modification it states that the trucks will not be using Windellama Rd during school hours. This is simply an admission that the road in this area is not safe to use. If there were no issues and the truck drivers would follow the company code of conduct and road rules why would they not use it? Once again the safety of not only the children but other road users needs to be taken into consideration before this application is approved. This road is not suitable for any amount if B Double trucks to be using on a day to day basis as a haul route. The local roads are not used on a regular basis by any quarries regularly - they are only used for occassional deliveries when it is required. Before this application is approved I encourage you to drive this road and take a look for yourself. Would you want to be driving this road daily? if this was your home would you want to be confronted with B Double trucks driving back and forth along these roads with you? if the answer is no then I ask you to have Multiquip quarries stay with the original haul route.
I live on Oallen Ford Rd and I am the last property before the causeway and the speed limit changing to 80km/hr. I have a number of issues with this road being used as a haul route.
The width of the road is 6.9m leading into my property. The road is downhill and the speed limit changes to 80km/hr. I am concerned about -
1) Noise - as the trucks come down the hill they will need to brake as the causeway is only 5.8m wide and the speed limit changes. How will the quarry ensure that these trucks do not exceed the noise restrictions? I know that when B double trucks have used this road before the noise that the exhaust break emits is horrendous - it is so loud. How will the quarry ensure that the drivers do not use the exhaust brake in this area and emit this excessive and annoying sound? Has the EA taken this into consideration when measuring transport operations? Once again I ask you to consider this if this was your home - would you want these trucks to be hauling quarry material along your street? Using their exhaust breaks in front of your home? What sort of environment does this create for your family?
The acceleration going back towards the quarry will also need to be factored in. How will this be measured and managed? I do not believe that this has been considered when this route was developed. I do not want to be listening to trucks driving up along the road for the entire length of my property at full acceleration and all of the noise and vibrations that come with it. Again if this was your street would you want a quarry haul route driving past the front of your home?
2) Was the creek near Jacqua creek crossing factored into the EA? Has this causeway been assessed? Is this safe to use for both B Double trucks and cars on a daily basis? Is this part of the road suitable as a haul route for these trucks?
3) How will the traffic be managed at the causeway on Oallen Ford Rd which is only 5.8m wide? This is a dangerous part of the road and this is why the speed limit has been altered. How is this suitable as a hual route? Where will drivers turn to when trucks are approacing? once again I encourage you to review this. If this was a road that you use on a day to day basis would you feel safe? Would you want your street to be used as a haul route?
4) The road overall is not equipped to be a haul route. Some parts of the road fall to a width of 6.8m - when the original route for the quarry was approved one of the conditions was that parts of the road would need to be widened before the trucks could start using it. Why is the same principal not applied? The quarry belives that 10 movements is minimal and will not impact the local roads - it is quite simple - the more trucks that are using this road the likelihood of an accident increases with it - an additional 10 movements increases the chances 10 fold - the safety of all road users must be put ahead of the quarries desire to deliver product.
On a number of occassion the EA states that is will only increase the heavy vehicle movements to 1 300 a year - that is 1 300 more than we have now. That is 1 300 more more risk to all users of this road. When the Planning department approved this quarry it put specific actions into place to ensure that the safety of the local residents was put first. I ask that unless the same principals are applied to this application as I do believe that this road will become a dangerous path to travel.
In Local amenity 5.4.1 it states that the residents do experience truck movements. This is correct. These are on occassion and not constant. The issue is that these will be B Double trucks driving this road every single day increasing the noise and pollution on this road. Remember this application will mean that Mon - Sat every week my property will have trucks driving past it - every day, of every week for as long as I am there. Again I have a concern with this statement - compare apples with apples and do not try and hide behind other truck movements to substantiate Multiquip wanting to use this road as a quarry haul route.
In the Conclusion of the EA (5.5.3) it states that the proposal would provide positive socio-economic impacts for local businesses and the wider community - I am unsure how this was determined? What is the benefit to me? If there is not benefit to me then what is the benefit to my fellow neighbours and my local community? I have absolutely no interest in this quarry or the products that it supplies. This is a statement that is arrogant and once again shows that this is about Multiquip lining its own pockets. When will the community and it's thoughts be put before big business? The quarry has been approved and they have a haul route. Quite simply why does Multiquip not build the Bungonia by pass and then start to upgrade Jerrera road? Because the cost of this would outweigh the benefit.
Property values - quite simply people will not want to buy a property that is on a pre determined haul route. This will significantly affect the property prices in the area. Once again put yourself in the shoes of everybody that is affected by this quarry and ask yourself if you would purchase a property along Oallen Ford Rd knowing this? I have supported the local community through improvements on my farm - buying local product, using the local tradespeople, etc - all of this money is now wasted through this proposal - people will not and do not want a property that is on a quarry haulage route.
Some of the data used is from 2008 - this was related to traffic noise - surely new data would need to be used? Why would another assessment not be done on properties that are affected by this new haul route? This should be something that is enforced before this application is approved.
I bought my property on Oallen Ford Rd to move away from Sydney - the noise, pollution, traffic, congestion on the roads, dangers of simply living in Sydney was all becoming unbearable. I wanted to come to a place where there was peace and quiet, I could spend quality time with my family and enjoy the safety of rural life.
Now I believe that all of this will change with the quarry haul route running directly along the front of my property. The quarry has been approved and the haul route has been determined previously - I ask that this application is denied and Multiquip is asked to start to build the Bungonia by pass and use Jerrara road - do not place additional strain on the local community.

Would you want to be driving this road daily? if this was your home would you want to be confronted with B Double trucks driving back and forth along these roads with you? if the answer is no then I ask you to have Multiquip quarries stay with the original haul route.
I live on Oallen Ford Rd and I am the last property before the causeway and the speed limit changing to 80km/hr. I have a number of issues with this road being used as a haul route.
The width of the road is 6.9m leading into my property. The road is downhill and the speed limit changes to 80km/hr. I am concerned about -
1) Noise - as the trucks come down the hill they will need to brake as the causeway is only 5.8m wide and the speed limit changes. How will the quarry ensure that these trucks do not exceed the noise restrictions? I know that when B double trucks have used this road before the noise that the exhaust break emits is horrendous - it is so loud. How will the quarry ensure that the drivers do not use the exhaust brake in this area and emit this excessive and annoying sound? Has the EA taken this into consideration when measuring transport operations? Once again I ask you to consider this if this was your home - would you want these trucks to be hauling quarry material along your street? Using their exhaust breaks in front of your home? What sort of environment does this create for your family?
The acceleration going back towards the quarry will also need to be factored in. How will this be measured and managed? I do not believe that this has been considered when this route was developed. I do not want to be listening to trucks driving up along the road for the entire length of my property at full acceleration and all of the noise and vibrations that come with it. Again if this was your street would you want a quarry haul route driving past the front of your home?
2) Was the creek near Jacqua creek crossing factored into the EA? Has this causeway been assessed? Is this safe to use for both B Double trucks and cars on a daily basis? Is this part of the road suitable as a haul route for these trucks?
3) How will the traffic be managed at the causeway on Oallen Ford Rd which is only 5.8m wide? This is a dangerous part of the road and this is why the speed limit has been altered. How is this suitable as a hual route? Where will drivers turn to when trucks are approacing? once again I encourage you to review this. If this was a road that you use on a day to day basis would you feel safe? Would you want your street to be used as a haul route?
4) The road overall is not equipped to be a haul route. Some parts of the road fall to a width of 6.8m - when the original route for the quarry was approved one of the conditions was that parts of the road would need to be widened before the trucks could start using it. Why is the same principal not applied? The quarry belives that 10 movements is minimal and will not impact the local roads - it is quite simple - the more trucks that are using this road the likelihood of an accident increases with it - an additional 10 movements increases the chances 10 fold - the safety of all road users must be put ahead of the quarries desire to deliver product.
On a number of occassion the EA states that is will only increase the heavy vehicle movements to 1 300 a year - that is 1 300 more than we have now. That is 1 300 more more risk to all users of this road. When the Planning department approved this quarry it put specific actions into place to ensure that the safety of the local residents was put first. I ask that unless the same principals are applied to this application as I do believe that this road will become a dangerous path to travel.
In Local amenity 5.4.1 it states that the residents do experience truck movements. This is correct. These are on occassion and not constant. The issue is that these will be B Double trucks driving this road every single day increasing the noise and pollution on this road. Remember this application will mean that Mon - Sat every week my property will have trucks driving past it - every day, of every week for as long as I am there. Again I have a concern with this statement - compare apples with apples and do not try and hide behind other truck movements to substantiate Multiquip wanting to use this road as a quarry haul route.
In the Conclusion of the EA (5.5.3) it states that the proposal would provide positive socio-economic impacts for local businesses and the wider community - I am unsure how this was determined? What is the benefit to me? If there is not benefit to me then what is the benefit to my fellow neighbours and my local community? I have absolutely no interest in this quarry or the products that it supplies. This is a statement that is arrogant and once again shows that this is about Multiquip lining its own pockets. When will the community and it's thoughts be put before big business? The quarry has been approved and they have a haul route. Quite simply why does Multiquip not build the Bungonia by pass and then start to upgrade Jerrera road? Because the cost of this would outweigh the benefit.
Property values - quite simply people will not want to buy a property that is on a pre determined haul route. This will significantly affect the property prices in the area. Once again put yourself in the shoes of everybody that is affected by this quarry and ask yourself if you would purchase a property along Oallen Ford Rd knowing this? I have supported the local community through improvements on my farm - buying local product, using the local tradespeople, etc - all of this money is now wasted through this proposal - people will not and do not want a property that is on a quarry haulage route.
Some of the data used is from 2008 - this was related to traffic noise - surely new data would need to be used? Why would another assessment not be done on properties that are affected by this new haul route? This should be something that is enforced before this application is approved.
I bought my property on Oallen Ford Rd to move away from Sydney - the noise, pollution, traffic, congestion on the roads, dangers of simply living in Sydney was all becoming unbearable. I wanted to come to a place where there was peace and quiet, I could spend quality time with my family and enjoy the safety of rural life.
Now I believe that all of this will change with the quarry haul route running directly along the front of my property. The quarry has been approved and the haul route has been determined previously - I ask that this application is denied and Multiquip is asked to start to build the Bungonia by pass and use Jerrara road - do not place additional strain on the local community.

I strongly oppose the current application. I am a Deputy Captain of the Windellama Rural Fire Brigade and am already concerned with our Communities capacity to cope with increased road trauma. I am also a member of the Windellama SES Community First Response Unit, Windellama Progress Association Committee Member, Church Warden and I live on the proposed thouoghfare.In each of these capacities I observe that my fellow members are similarly concerned. Unfortunately, we do not have adequate forums to properly demonstrate the depth of concern we have. As a small rural community we do not have the financial resources to compile a substantial empirical evidence file to submit fior your consideration. We do however hope that you will carefully consider our heartfelt concerns and not permit this project to proceed.
Our local road system is utterly inadequate to cope with the proposed increase in heavy traffic. The consequential increased traffic hazard is unacceptable without significant widening od the road, straightening of some dangerous corners etc.

Bungonia CWA is a community organization with over 84 years association with this area.We feel that this submission to modify the haulage routes for Multiquip Quarries will place an unnecessary and dangerous impost on the local community and our members. Over half of our members will be directly impacted by truck movements past our properties and all our members travel these roads for our meetings and attending many functions within the area. Some of our older members have expressed real concern about the large vehicles on the narrow and already overused roads. Our members also have genuine concern for our children in the area who wait for school buses at numerous locations in many cases just on the narrow road sides or in driveways along the proposed altered route. Windellama school also worries us as the road seperates the school and its oval and the road is narrow near the school. Our members have also expressed their concerns on the number of narrow corners and roadways that have nonexsistent shoulders and our meeting of large vehicles in these locations in our travels. Over the passage of time that our Branch has been operating we have noticed the increased traffic on these narrow country roads and we feel they are not designed or are suitable for large truck movements.
Our Branch strongly believes that this modification proposal has and will cause great distress to the community due to the impact of large truck movements on these country roads. We also feel that the proposal is poorly researched and a lot of its details create more questions than provide details

On Friday last, August 2, I encountered two semi-tipper vehicles on a steep, narrow and loose gravelly section of the road and had some difficulty in controlling my car, due to the heavy dust and loose gravel. The trucks were proceeding normally, not speeding and were unladen, but I felt this was an unnecessary risk on a local road, when the quarry trucks have a longer but safer route to travel.

The issue about changing the DA and haul routes is beyond comprehension and I can't believe the applicant and the government keep putting the residence of this community through the trauma of having a mine and large trucks killing us on the roads. The roads are not sufficient to carry heavy vehicles. Look what has happened to our roads just from mining vehicles carrying loads to new housing estates in the area. The roads are chopped to bits. The proposal to permit and expand the volume and number pf vehicles from Ardmore Park Quarry is in direct conflict with the stated objectives of the quarry owners on 20 September 2009 (PA07-0155). There is no evidence provided to justify the overturn of the original request (and environmental statement) - especially the statement that increased traffic would 'lie within acceptable traffic capacity limits'. This is unsupported nonsense. The Corkery and Co Environmental Assessment must be dismissed as 'rubber stamping' of the quarry owners' anti-community designs. I am against Multigroup Ardmore Park Quarry using Oallen Ford Road and Windellama Road. These roads are already deteriorating as I have found on a number of occasions having nearly had an accident due to the poor road condition. 3. People have died on the road and we (my husband and myself) have been run off the road too many times to count, run off the road with all four wheels so that we were not wiped out by a truck on Windellama road, have lost several windscreens, and have also had too many stone chips from other vehicles to count.

9. If the Bungonia based business wants to make more money they can do it via a way that doesn't take backwards and decimate and put in danger other communities where the business isn't even located.
10. I suggest they use the four lane highway - the only local road suitable for heavy vehicles.
11. If the state government would like to raise some revenue whilst looking after local communities, their livestock and local wildlife, I also suggest some cameras both speed and vehicle weight to both Sydney and Nowra. These would be very welcome and bring some sensibility and care.

Margo Crossley and Damian Cole, residents of `Chapman Hill-Reevesdale' 5194 Oallen Ford Road Bungonia, object to the proposed modification for the following reasons.
1. The proposed modified haulage routes, described in EA Report No. 625/17 as `local haul routes' using `smaller local roads', are more narrow, damaged, unmarked, unsealed, subject to obstacles including wildlife & livestock and generally 2nd and 3rd class rural roads, than the approved haulage route to the Hume Hwy.
2. Impact on the local road network has not been adequately assessed. Nor has impact on residents' amenity. Multiquip Quarries has promised residents thorough assessment and statistically significant data collection programs for many years, but has never delivered.
3. Supporting arguments offered in EA Report No. 625/17 (Corkery 7 Co.) are wholly supposition. Section 5.4 Amenity, 5.4.4 Conclusion states impact on residents would be minimal. No assessment of residents' amenity has been conducted along the proposed modified haulage route! Section 5.5 Socio-Economic, 5.5.2 Discussion states no quantifiable negative socio-economic impact resulting from a modified haul route. This statement is based on 5-year-old `considerations'!
4. While we recognise the actual quarry operations on-site are beyond the scope of the DA modifications objected to herein, as adjoining neighbors to the north of `Ardmore Park' (in a region of predominantly southerly winds) we object to the noise, dust and vibration caused by hard rock quarrying and crushing operations adjacent to our property. Impact from such operations may impede our statutory obligations to `protect and preserve' the Heritage NSW named historic property `Reevesdale' circa 1829, located approx. 350 metres north of the planned `Ardmore Park' quarry. The buffer zone map shown in original EIS, which we referred to in our objection lodged with the NSW Department of Planning 20/08/2008, that includes the Georgian manor house and nearby `Cobb & Co.' Coach House, can only be described as alarming! We urge your Department to consider all aspects of the proposed `Ardmore Park' development.

This proposal gives effective carte blanche for the applicant to use any local road that is not load-limited for 'local customers', which have not been identified, but there is reference to the local Council as a probable customer (Appendix 3, Section 1.2). The local mayor recently publicly stated on radio that the Tarago region is a 'quarrying area'. This is not completely true, as there are many residences in rural subdivisions which are increasing in number, and my property, which is zoned rural residential, is a typical example.
Main Report Section 4.2.2.3 (Noise and Vibration) acknowledges that noise from quarry truck movements, as a result of the Proposal, has the potential to affect residents that have not experienced noise from quarry truck movements previously. The analysis presented concludes the effect is 'minor'.
The Goulburn-Mulwaree region has survived to date without these new haulage arrangements, and local customers also have survived. A haulage route was previously approved, and this new alternative haulage route is being sought under the guise of a modification, but is in actuality a new proposal. The report asserts that the new haulage routes will cause deliveries to 'local customers' to be cheaper than previously, by the applicant being able to offer more competitive rates than out-of-area quarries. No evidence has been presented to support this.
As Safety Officer of the Windellama Rural Fire Brigade, I remain concerned that the increased truck movements can only adversely affect the ability of the Brigade to respond to incidents, particularly on Saturday mornings, and has the potential to increase the probability of motor vehicle accidents in the area, to which the Brigade has increasingly has to respond. There are also local events held at the Windellama Community Hall on weekends, and increased truck movements can only increase the potential for incidents. The assurance that no truck movements would occur 'immediately after rain' on un-sealed roads, seem unconvincing to keep unsealed roads in satisfactory condition for local residents, and will require extra effort by Council to maintain them.
The report also acknowledges that recreational road traffic on the weekend has increased probably as the result of upgrading of the Nerriga Road (Appendix 3, Table 2.4). This is obvious to all local residents.
I see no compelling local benefit to the proposal, especially considering the previously agreed haulage route, and the obvious safety issues of allowing increased number of trucks carrying 32.5 tonnes of material each on local roads, which are either un-sealed or without centre markings. The area is also subject to local fogs, adding to hazards, including wombats and kangaroos.
