I have opposed the twice rejected Coalpac proposal and I do oppose its reinvention as the Manildra Group proposal. Below please find my speech at one of the previous Coalpac proposal PAC Hearings.
Nothing has changed except the name, the size of the proposal (to get their foot back in) and the 'Greenwashing' of this 'criminal' proposal.
How can anyone justify an open cut coalmine in this precious landscape in
2016 ?

Approving Manildra's 50 hectare open-cut proposal will force worse environmental outcomes upon this outstanding natural area. The true cost of this damage to the community and environment cannot be compensated.

The Ben Bullen pagoda landscape is unique, irreplaceable and covers a small area of which the woodlands affected by the proposed Invincible open-cut mining operation is a key part. It is a key part of the only area where grassy tableland woodlands adjoins pagodas. This woodland is an integral part of the pagoda landscape and its loss will destroy this beautiful pagoda landscape.

The pagoda rock features cannot be considered in isolation from the surrounding woodlands that are proposed to be mined. The Planning Assessment Commission correctly observed in 2012 and confirmed 2014 that the pagoda landscape consists of the pagodas and woodlands below them.

Further, ecosystems cannot be replanted after open-cut mining. The proposed biodiversity offsets cannot replace the unique Ben Bullen pagoda landscape.

I am a tourism operator and environmentalist in Lithgow and I want to express my objection to Coalpac's plans in regards to Tourism and Jobs:

Lithgow Council's Economic Strategy 2010-2014 has identified tourism as an alternative to coal and power generation for the town's sustainable economic development. The Strategy identifies key issues and opportunities as
follows:

* The "strong dependence on carbon industries" is listed under
`Threats' recognizing that Lithgow needs to diversify in terms of long term industry and employment.
* The coal and coal fired energy industry is not considered a
`Strength' recognizing global warming and the necessity to gradually move away from dependence on coal mining and coal powered energy generation.
* "Green energies" are listed under `Opportunities' recognizing
that this is the future, not only for Lithgow but for our planet as a whole.

The Coalpac proposal is a step in the wrong direction.

As a member of Council's Tourism Advisory Committee I have taken part in many discussions of how we could improve the gateways leading into Lithgow.
The Coalpac development will welcome travelers from the north east with another scar in a destroyed landscape. No hastily planted `green screening' will hide that.

The pagoda landscape of the Ben Bullen State Forest is precious. It is a draw card for tourists who come from afar to see this natural wonderland. A significant part of this asset will be sacrificed for the short term creation of mining jobs.

Jobs created by this project might last 20 years. Locally the miners will take away mountains, create gaping holes in the landscape, destroy the biodiversity of local plants and animals, alter the water table and subject the population to noise and dust. Globally the burning of the coal will create millions of tons of carbon dioxide contributing to global warming.
These are bad and destructive jobs and in 2014 we should do better.

I believe in science and science tells us that we have to change the ways how we use this planet. The longer we postpone this change the harder it will be.
When we know we are doing the wrong thing we can't justify doing it with short term jobs. The alternative exists with the proposal for the Garden of Stone conservation area which would create long term and sustainable jobs in tourism while underground mining can still continue.

We must get away from the selfish and short-term mindset of trying to keep doing what is wrong. Coal is coming to an end and the sooner we step away from it the better. The longer we postpone the necessary change the harder it will be for everyone.

I have not made any political donations of $1,000 or more to any political party over the past two years.

We have lost far too much land to mining, and coal mining should not be expanded. We should be investing in renewables.

Why are we 'the community' being subjected to a third bite of the cherry in an over mined area of Lithgow Region which ultimately cost the State unbelievable amounts of money to rehabilitate when this mine has been rejected twice before. Surely the State Government is negligent in not taking this area out of the equation of allowing mining. The message is clear that something stinks.

I recently completed a 3 day bushwalk in this area. I spend a lot of time looking at overseas bushwalking areas.

This area is far more special than many of the overseas sites which lure tourists and their money from over the world. It should not be degraded by further mining.

I object to the proposed modification of the Invincible coal mine. I have been using this area for outdoor recreation for close to twenty years so I have a more than keen interest in maintaining the existing area in its current state.

My impression was that there were previous decisions by the Planning Assessment Commission meaning coal mining should not begin again in this region. Not sure why this comes up again but it is draining to have to keep fighting with voluntary resources to battle a company with people being paid to nibble away at what was rejected previously. So annoying!

To be clear, I oppose this proposal to expand the open-cut area and continue production for the 8 years that is projected. Please stop the `nibbling away' of a lovely area.

It seems a small area so why can't coal from existing mines that are still operating meet the needs of Manildra's Bomaderry plant for years to come? My friends and I have seen that mining will mean the area will not be rehabilitated nor compensated to a sufficiently.

I believe there is a symbiosis between the Ben Bullen pagodas and the woodland. One is there because of the other and the local flora and fauna probably survive because both exist. The get rid of either means a tragedy in my book. In the case of open cut mining this would have a stark impact with no chance to re-establish what was there and an ecosystem changed forever.
Please do not allow open-cut coal mining in the Ben Bullen State Forest to go ahead and reject consent for the Invincible proposal.

I object to the proposed modification of the Invincible coal mine. Open-cut coal mining should not recommence in this sensitive part of the Gardens of Stone region. It seems that previous decisions by the Planning Assessment Commission rejecting open-cut mining in this region are now ignored and up for reassessment. I use this area for my outdoor recreation, care deeply about it and am tired of having to keep looking over my shoulder when I think something has already been resolved.

I don't want any expansion to the open-cut area so production can continue.
Incremental development of this mine was what I thought was nailed on the head by the Department of Planning and Environment specifically in the Ben Bullen State Forest.

The costs to the environment of this new scheme will be of greater extent than the benefit to the economy in my opinion and surely given the area the coal from existing operating mines can satisfy the requirements of Manildra's plant for the foreseeable future.

My fear is that the Ben Bullen pagoda landscape, being unique and therefore irreplaceable, has a relationship with the woodland that will be destroyed forever. Not just in what you can see while standing on a pagoda but in terms of animal and plant life that exists in the region and moves between the areas in its normal way of life. I envisage loss of natural beauty that can be seen and habitat loss that is far harder to `see' but exists. The pagodas are important to the woodlands and the woodlands are important to the pagodas.
Open cut mining spells the end for a lovely region. Rehabilitation is not an option so I want the area to remain as is.

The pagoda rock features cannot be considered in isolation from the surrounding woodlands that are proposed to be mined. The Planning Assessment Commission correctly observed in 2012 and confirmed 2014 that the pagoda landscape consists of the pagodas and woodlands below them.
