I,David Chesterfield have lived on corner of Beaconsfield Road /Lytton Road for 54 years and have witnessed the development of this area into a beautiful residential place.The number of families that use this road or vicinity for recreation either by walking and taking animals is unbeliveable.Unfortunately there is NO footpaths and the road is very narrowand is NOT viable for heavy vehicle movements, thus creating a HAZZARD on the surrounds!!!!.There is bus stops on ths corners of these road involving a lot of children coming and going to and from school.This facility will be detrimental to the values of this area. Though I'm aware of the need to develop industry and to tackle the worlds recycling problems I have some significant concerns with this proposal. The first relates the current infrastructure around the local area of West Moss Vale. Roads like Lytton, Beaconsfield and Lackey are not positioned to service 40 - 50 heavy articulated vehicles, either during construction or once the plant is operational. The excess vehicle traffic would disrupt the rural nature of the local area. To restrict vehicle traffic impact, all access should be restricted to Douglas, Collins and the northern end of Lackey Road. Ideally, an access road to the facility off Collins Road should be developed - prior to construction beginning and the plant becoming operational. Further, I have concerns with the possibility of odours - related from the melting of plastic products - dispersing over the local area. Yes the submission does make reference to an approved atmospheric filtration plant being in place, but access to and from the enclosed building is reportedly via a roller door access point. One has to question if the company is promoting the benefits of an atmospheric filtration plant, how will they guarantee that the repeated opening of the access points, will not see odours escaping. In its current state I do not support this proposal, but if the points addressed above were addressed, my support may alter.

Where to begin? airborne toxic waste will affect health of residents (spread far and wide by the Moss Vale winds); too close to residential, schools and early childhood centre; buildings too tall and will dominate area; Chinese operator has already been censured in China for not adhering to regulations (how can we trust them here?); 24/4 operations; 160-200 heavy truck and 240 light vehicles a day (with trucks delivering waste Mon-Fri 7am-6pm), causing more gridlock in our already congested main street; the increasing number of residential developments around Moss Vale are causing concern for existing infrastructure (roads, sewerage etc), without adding more traffic; originally plastics from Sydney, Wollongong and Canberra - now extended to Victoria and Queensland, which will mean even more trucks; using 46,300l of harvested and potable town water a day (it might be raining now, but drought will soon return) and pumping 16,300l of contaminated water into our already overloaded sewerage system; this is not an appropriate location for such a large, toxic factory.

No infrastructure in roads around us. Plus road runs right past my sons daycare and primary school. The traffic will be rediculous!
We already get the smell from the tip on some days... but it was here before us. We don't want there to be more smell and pollution around.
The value of our property will decrease significantly too.

To name a just few objections:
It's simply the wrong location - it's mostly a residential area (regardless of what the so-called Council re-zoned it as), and whilst some of the land has much smaller industry to the rear, there are none of this size, scale, noise, emissions, use of water, heavy truck movements. It's a monstrous building.
let's be real, there's no real local employment
there's an overseas owner with known multiple safety breaches in his own country - also an overseas owner who has never fronted the community
there will be significant impact to 2 x riparean water systems, HEAVY water usage
daily pollution of microplastics in to the air and water systems
daily noise pollution
daily child safety (pre-school and public school with no offsite parking - try walking down Beaconsfield Road yourself and see how safe you feel even now) - and effects of pollution on them
no footpaths exist on the roads touted as heavy goods route (considering it's 7 days/ all hours/ HUGE trucks) - not fair to say every 6 minutes as we all know about traffic, backing up...that would be fun, wouldn't it... 20 trucks lined up to 'unload' when the doors aren't meant to be open...
no access - and even with proposed access, on private land that still needs to be acquired, not appropriate for heavy goods vehicles of this size, weight, frequency.
the company employed to manage the project are not local, they don't know the area, they spout policy, they have tried to silence the community by trying to avoid in -person community engagement sessions, they attempt to limit attendees, they prevented questions from being asked in person, allowing only 'written' questions on a post-it note, they have been selective with their answering of questions. They are simply not allowing the community the right to object in the most appropriate way.
Personally, we are in very close proximity to this and would be one of the most impacted - we'd never be able to sell our house - who would want this over their back fence?. we have small children, we couldn't walk anywhere safely, our garden wouldn't be safe, and the road would be like a freeway, loud, heavy, constant and just simply unbearable.
I could not object to this proposal more fiercely. I sincerely hope that the community has its voice heard.

This is a country town, not a major industrial site. The roads and ever growing population have already impacted the road structure, pollution and noise levels. This factory will quadruple with their truck movements alone, such impact. This is a low-level industrial area and does not have the capacity for heavy industry and traffic. The traffic alone will be a major disruption to the quality of life for many people. Pollution of any kind will impact our water. This is a vital resource. The people of the Southern Highlands have successfully fought off a mine that would have had a similar structure and road movements. Such a high impact factory needs to be within a heavy industrial area, well outside a town and here I would site such areas as Mittagong, access is easy to the Hume Highway and already used for heavy industry. That said, I do not feel this type of industry should be in the Southern Highlands at all. Logistically, this location makes no sense. Environmentally it makes no sense and from a resources stand, it makes no sense. Finally, we do not want it.

This should not go ahead. Moss Vale cannot cope with the traffic we currently have and it’s going to get worse with a large subdivision currently in progress. Besides this a place like this should not be allowed right in towns, so close to homes due to the air pollution and the noise pollution operating 24/7. It should be build along the highway and away from homes and not in any town, especially in the Southern Highlands.

Firstly they hided this proposal from communities, a lots of communities are unaware of this projects.
This project will significant of air quality, the 120,000 tonnes of plastic waste project shouldn't be next to your yard.
This project locate next to residential properties and they will use small & skinny road for trucks.
The amount delivery tucks will occur a massive noise 7/24 and a lots of traffic.
The area is not suitable for this type of major projects. It's simply too close residentials and road didn't build for this.

I strongly object to this project for many reasons, there is no good reason to build such a heavy industry next to a town and suburb, it will cause pollution, damage to water and wild life , damage to roads, cause more traffic, more noise.
That's just for starters , we have moved to moss vale for a cleaner quieter life, if this is approved we will leave and no doubt it will impact the value of our home , this is not acceptable I any way, I'm not even at ire it's gotten this far

I have done a preliminary review of the lodged documents and I am confused by the lack of a clear delineation of the the work on the site and required access road. This is especially true with regards to 'options' for site access. The council clearly directed the proponent to enter in to an agreement with the adjoining owner(s) for use of land not owned by Plasrefine for establishment of an access road from Lackey Road. This has not been done. The paper Braddon Road has also been identified as being accessed from Beaconsfield Road which would obviate the connection to Braddon Road East Extension due to level differences and the land being in a different zoning. Council have clearly identified that Beaconsfield Road cannot be used for site access - and this should also apply to construction phase. The SEARs clearly states that all infrastructure outside the owned site needs to be established before any construction works are allowed.

I am concerned about pollutants which such a factory would emit and the increased traffic it would generate. There appears to be no proposal for where traffic movement from and to the factory, would flow. Impacts on this community are vast! I suffer from heart and lung conditions, which would mean that airborne pollution would cause deterioration to my health. I am also most concerned about the subsequent increase in traffic from, not only employees, but more importantly, large, noisy vehicles continually passing my home at all hours. We already have a proposed road connecting Suttor Road to Berrima Road and if this goes ahead and trucks negotiate the proposed intersection/roundabout next to our property, then compression braking, truck pollution increased likelihood of accidents and the possibility of plastics and other pollutants wafting down our quiet country street are very obnoxious possibilities. If it can be proven that NO pollutants will result and that there will be NO increase in unwanted traffic, not only down Beaconsfield Road, but all through the district, then I would reconsider my objection. Otherwise, my objection and grave concerns for my health and the destruction of a beautiful, peaceful country town, stand.

The project is on land not suitable for the scale and intensity of the operations proposed. No established access is available, no attempt has been made to deal with the adjoining land zonings, the current DCP shows the site suitable for support uses ie offices etc. The proponent has not adequately engaged with the community (and also the interactions with council have been perfunctory).

My husband and are building in North West Moss Vale on the same street as the proposal above and I object to this proposal in the strongest possible terms. It will badly affect me and my neighbourhood should it be approved. We are extremely alarmed at the prospect of it going ahead and operating 24 hours a day, 7 days a week. It will ruin the area.
1. This polluting factory is proposed next door to an E4 Environmental Living zone, which they also own because the land they purchased has two zonings on one title. The land on which they wish to conduct this dirty business is in the Warragamaba Sydneyy Water Catchment.
2. We cannot trust what they say! Every time we hear from GHD, the firm undertaking the reports, the information changes. The scope indicated building heights of 8-10 metres, then we are told 16-18 metres. The area of the buildings was to be 5 acres, however if you see the map attached which shows the 7.7 hectare site, the buildings must cover about 5 hectares not acres. Other changes they have made on the run are to water usage, number of employees, hours of delivery and which roads they will or will not use to access the site for construction and operations.
3. The map also indicates that they intend to ‘realign the waterway’ on the western side (see key and dotted lines) - this is the riparian zone! In the Water Catchment!
4. There is so much wrong with whole proposal but one huge aspect requiring close examination is the impact of their stated 200 heavy vehicle movements per day on our local roads. If 200 trucks are entering and leaving the site within a ten hour time-frame, this means one truck movement every three minutes. These trucks will not arrive at orderly intervals. They will queue on our roads, the entrance to the facility and on the western side of their buildings. This will occur regardless of which ever route they use to access the site.
5. We have been told by GHD not to worry about the possible escape of noxious gases, small particles, smell from bales of collected mixed plastic, fume from heated plastics, noise from vibrating and crushing machinery, reversing fork lifts and trucks, light pollution at night during the 24/7 operations etc because this will all be within enclosed buildings. This does not add up for one thing if we consider trucks arriving and departing every three minutes on average and queuing outside, their fast acting roller doors are going to be open more than closed - and who will monitor this? No one! The streets of Moss Vale and surrounding villages will be littered with light plastic rubbish flying off the loads during transport and out of the so called "fast acting" roller doors!
6. We are told that the trucks queued up outside, a fact they accepted will happen as we were shown the parking for these, would be told to turn off their engines while waiting to unload or receive. Diesel engines need to keep running for efficiency and drivers will surely want their air con working in both winter and summer. So there will be noise and emissions from these trucks which will also go unmonitored.
7. This proposal is completely made up of Chinese interests for Chinese interests, regardless of it being registered in Australia. The owner/ director has no track record here. I object to my state government supporting and getting into bed with Chinese interests after the bullying Austalian interests have received from China.
In conclusion, I am left confused and extremely concerned about what will happen if this proposal is approved. It is wholly unsuited for the site and we cannot trust a word the proponent or their representatives say. Our community deserves a decent buffer zone of light industrial between general/heavy industry and residents. It deserves to have the Southerm Highlands Industrial Park developed as a clean, green site for future technologies which will attract good jobs and clean businesses to the area for which the world renowned Garvan Bio Medical Research is a prime example and which is threatened by its proximity to this development.
Please deny this application.

I strongly object to the above application as this proposal is not suitable for this site.
This type of heavy industry is not allowed under our local DCP and our Wingecarribee Shire Council does not support this proposal.
This type of heavy industry is not appropriate for the Southern Highlands as we rely on predominantly agricultural and tourism based industries. This facility would have a severe impact on those industries. The social and financial impacts would be unjust if this facility was granted approval.
We do not have the infrastructure to support such a facility and nor do we have the capacity to further upgrade to support this facility.
There is a lack of detail in this proposal and with no corporate history of experience in Plastics Recycling further adds to the reasons why this application is not suitable for this site.
The site is based in an environmentally sensitive area and is located in the Sydney water catchment area.
In summary this proposal does not have merit and is not suitable for this site.
