Plasrefine is seeking approval for the construction and operation of a plastics recycling facility with the capacity to accept and process up to 120,000 tonnes of plastic waste per annum. The facility would also manufacture plastic fibers and resins

To start with there have been approximately 70 fires in plastic facilities globally since 2019. The toxins of fine plastic and molten plastic and gases which would be emitted during a fire would be catastrophic and potentially deadly & debilitating to residents who start to reside from 200 metres from the factory; nearby schools, within 1km; 2km from the centre of Moss Vale; and situated on a riparian zone which feeds into Sydney’s Water Catchment. The nearest Hazmat teams are at least 45minutes away, which would not give a quick enough response to contain the dangerous emissions.
The Plasrefine site is also just metres away from the Garvan Biomedical Research Institute - the only source of mice in Australia which are used for world renowned research into rare cancers and other diseases where a fire or general fine micro plastic emissions from this recycling facility would result in disastrous complications and effects to that of the health & safety of the workers and animals.
Apart from the fire & explosion risk, plastic factories of this type are a threat to the health and safety of our community with the documented risk of emissions of micro plastics into air, soil and water, affecting not only humans, but natural fauna and flora of the area.
Our community should not be asked to carry these risks. We need Plasrefine to find a site more suitable for their factory further away from residents, fragile environments and major water catchment areas that end up being drinking water supplies for cities and towns.

I am making a submission in opposition to the above mentioned State Significant Development by Plasrefine Recycling Pty Ltd.
I live in Moss Vale and am extremely concerned about this proposed development at 74-76 Beaconsfield Rd Moss Vale going ahead. The environmental impacts of this development will be soul destroying to our wonderful town.
There is an extreme lack of details regarding this facility, such as
1. That they will give greater details once the submission is approved, but those details are important to determining the viability of the development,
2. The smell will be atrocious from the experience of other such facilities;
3. There have been fires in other plastics recycling facilities across Australia and they have not completed NSW Fire and Rescue's request to demonstrate how they will manage on site,
4. It will also be running 24 hours a day, seven days a week within 150m of a residential area and a sensitive industry and the noise levels have not been adequately addressed.
5. Road safety will also be impacted, especially with the amount of trucks(up to 340 vehicle movements per day!) but our road infrastructure is currently inadequate and could become worse with these truck movements.
6. The proposed facility will also only be 150 metres from local residences and only 30 metres from the Garvan Medical Research facility, which does vital work in our town into research across our country and the world.
Not to mention the lack of corporate history with Plasrefine! The operators admit to no experience in plastic recycling previously. I have concerns about the lack of detail about how the emissions containing microplastics will be contained, which if and when released could have detrimental effects on the health of our residents who live so close by. I could go on!
