I welcome the offer to clean up the existing site which has been a dumping ground for waste from other industries in previous years.
Additionally I believe the site is far enough removed from residential areas to have no impact on them.

As a university student studying engineering I can see how big a help this will be to the local community including my entire cohort. Given the current economic climate numerous current and previous students whom I have known are finding it very difficult to find work. This is bad for not only the graduates who have spent a good deal of money and time studying this to essentially do whatever job comes up (not in the industry) but also the current students who would be able to gain valuable experience BEFORE they proceed out into industry and manage their own projects. This will not only help numerous companies in the local area who are directly or indirectly involved but also to firm Newcastle's stance as a world leader in not only bulk goods handling but also in engineering. I fully support T4 as I believe it will be a huge benefit to the local economy into the future.

I wish to submit my support as I believe the project will provide significant economic benefit to Newcastle, the Hunter and NSW. It will not only generate local employment and business opportunities during the construction phase but will also provide enduring benefits from future operations.
From an environmental point of view, I am unsure of the level of commitment from the NSW State Government for capping and containment of the dangerous industrial waste that is already present at the proposed T4 site. Surely this work is best funded from the private sector to ensure that this important work gets completed in a more timely manner. Also, PWCS' commitment to securing the large volume of relevant offset land should be commended.
Lastly, I have a great level of confidence and trust in PWCS as history shows they are a responsible member of the community in Newcastle.
From an environmental point of view, I am unsure of the level of commitment from the NSW State Government for capping and containment of the dangerous industrial waste that is already present at the proposed T4 site. All developments have an environmental impact, from the construction of a house through to the construction of major infrastructure. These impacts have to be weighed up against the benefits of the development, otherwise no development would ever be allowed to take place.
It is clear that the development of a fourth coal terminal in the Port of Newcastle will have an environmental impact. However, it seems as though the proponent has to gone to great lengths to mitigate or ameliorate these impacts so that they contained below acceptable limits and comply with government policy. Two examples include the extensive measures to address contamination legacies, and the proposed mitigation measures and offsets to address ecological impacts.
I note that the proposed coal terminal is located on land that has been zoned and allocated for port related development. It seems to be consistent with a range of state and national planning policies relating to port development.
When weighing up the impacts against the benefits of the development of a fourth coal terminal in the Port of Newcastle and considering its applicability with state and national planning policies, it is my view that the benefits of the terminal significantly outweigh its impacts.

My company, its employees and I have been involved with developments at Kooragang Island and in the city of Newcastle and in the Hunter Valley for over 30 years.
I am aware that the PWCS T4 project will provide a significant economic boost to our region during its construction and will continue to provide long term employment and local business support during its operations.
I am aware that PWCS has already delivered a biodiversity offset package with land secured at Tomago, Ellalong and Brundee, as well as investing in research and breeding programs for the Green and Golden Bell Frog. These offset initiatives offset the environmental impact on the T4 site as a result of the construction of the T4 terminal.
I am aware that the T4 Terminal's design brief includes mandatory design provisions governing the dust and noise characteristics of the proposed facility, and that these provisions focus on the construction and operational containment and suppression of dust and noise such that Government guidelines are adhered to and acceptable levels are not breached.
I am aware that the T4 Site on Kooragang Island is an area containing significant contamination from non-PWCS related industrial activities, and that the proposed T4 facility's construction includes provisions to cap and contain this contamination. I am aware that the cost of this containment is to be included in the cost of the T4 development which is not funded by the Government and, as such, the containment works and the benefits to the environment will be provided at no cost to the public.
I am aware that PWCS mandates that all employees, contractors, suppliers and contributors to its developments and operations are required to ensure that the environment, public health and safety and the local community's best interests are maintained without compromise.
