I am writing in support of jobs and investment in infrastructure in NSW and in particular to support Port Waratah Coal Services' Terminal 4 project (T4).

NSW needs new infrastructure to meet future demand for the state's biggest export industry, including an additional coal export terminal at Kooragang Island in the Port of Newcastle.

The T4 expansion will ensure sufficient terminal capacity to meet the long term needs of industry in the Hunter Valley and bring jobs in construction of the new facility and in mines and the hundreds of businesses supplying our mines into the future.

Like most people in NSW, I want to see a strong and prosperous future for our sate's mining industry so that jobs and economic opportunities continue to be provided throughout regional NSW.

This will also lead to more royailies paid by the mining industry to the state of NSW

I have major concerns re the proposed implemetation of the 'T4' coal terminal. It is incomprehensible that in this day & age alleged economic benefits are given more importance than long term negative effects on the inhabitants of our land & the local & world environment.
Areas of most concern are -
Global warming due to additional coal burning.
Damage to the Hunter Estuary & the Deep & Swan Ponds which combined support an endangered species & are home to migratory birds.
Air quality. - Newcastle & The Hunter Valley communities already are affected by the mining, transport & stockpiling of coal. The opening of 'T4' will only increase these activities & therefore the air pollution.
Recommendation from the NSW Health Department ignored. - The recommendation to include particle pollution from rail tranport up to 500 metres from rail lines has been ignored.

I have worked in the Coal Industry for 34 years and know first hand the enormous benefits it provides to the State and Australia in general. Therefore, I am writing in support of jobs and investment in infrastructure in NSW and in particular to support Port Waratah Coal Services' Terminal 4 project (T4).

I would like to voice my objection to the development of the Port Waratah Coal Services Terminal 4 (T4). Having lived in Newcastle for one year in 2012 I became acutely aware of the impact that the constant transport of UNCOVERED coal wagons has on human environmental health. I lived in Warabrook in a house that backed onto the train line and had to put up with the noise generated by coal wagons that passed by my house every few hours, day and night. Furthermore the coal dust coated my car and washing - I hate to think how it may well have also coated in the inside of my lungs.

Should the T4 development proceed, an additional 70Mt of coal exported will mean about an additional 7000 trips of 80 wagon trains between the Hunter mines and the port and back again per year. The noise and air quality impacts of increased numbers of coal wagons will increase detrimental impacts on the health of Newcastle's residents, particularly those directly along the train line transport route. I am concerned that recommendations made by NSW Health to correct flaws in air quality modelling conducted by Port Waratah Coal Services and to address the contribution of coal dust from coal trains beyond 20m from the rail corridor have both been ignored in the Preferred Project Report. Almost 30,000 people live within 500m of the rail corridor.

I am also concerned about the detrimental effect that the proposed T4 project will have on the environment. It has been calculated that 80% of Deep Pond will be wiped out, which supports at least 11 migratory bird species. Where will the birds go after their long journey, when the find that the habitat they rely on has been decimated? It will also require the development of part of Swan Pond - PUBLIC land, owned and managed by the National Parks Service under Part 11 of the NSW National Parks and Wildlife Act 1974.

Damage to the Hunter Estuary ensuing from the project will degrade / destroy the habitat of 112 species of waterbirds and nationally and internationally listed threatened species, including the Australasian Bittern (Botaurus poiciloptilus), listed as endangered under the Environment Protection and Biodiversity Conservation Act 1999.

Finally, I am concerned about a discrepancy in the reporting of the employment opportunities resulting from the project. According to the EA, the proposed 120 Mt facility identified no additional employment would result from its operation. Now the , revised T4 project of 70Mt million of the RT/PPR is identified as employing 80 additional people. How is this possible? It appears that the figures have been "fiddled", which begs the question, which other figures have been "fiddled"?

Newcastle does not need, nor want, a fourth coal terminal. The global environment does not need another 70Mt of coal to be dug out of the ground and burnt each year.

Please do not approve the T4 development.
