The issue that I believe needs to be addressed is the complete closure of Victoria Street.

For a number of reasons consideration should be given to having access with left in and left out traffic, thus allowing better access and utilisation of Mark Radium Park as well as enabling easier access onto the highway to Nowra.

This also provides faster egress for emergency vehicles as well as providing an alternative route in case of a problem developing on the other access route.

Further I believe that this solution will in part address the issue with many residents who are opposed to the closure.

Re the 3 options for Victoria Street I support Option 3 with the Roundabout. This provides maximum flexibility in access and continues the life of Mark Radium Park as a recreation stop for travellers. Option 1 will stop Mark Radium Park providing this recreational facility. While Option 2 would keep the park "alive" it does not provide locals with the flexibilty that Option 3 does.

I would like to request that there is some kind of hedge/greenery placed along the sound barrier that will be placed parallel to Huntingdale Park Rd on both sides so that we are not looking out onto a concrete wall and to deter potential graffiti attacks.

Re Berry By-Pass- South Berry- Victoria Street: Kindly consider constructing a designated road to the Bupa Nursing Home thus replacing their current use of Pepper Farm Drive at The Arbour Retirement Village Berry. There are safety concerns at present with the two facilities using the same driveway. As the two properties grow, the problem will worsen.The property south of Victoria Street will need a road so an extension of this would accommodate Bupa.
We trust that as much of Mark Radium Park as possible will be retained.

Dear Sir,
The current RMS plan for Victoria Street shows it closed to all traffic at the Radium Park end . Of the three options RMS have given us I feel strongly that Option 1 is not the one best suited to this town.
I request that you, as Director of Infrastructure, instruct RMS to implement Options 2or 3, keeping Victoria Street open to two way traffic. This will give all residents on the south side of the town access to the Highway, without being forced onto Queen Street via George Street or Edward Street. These are small, quiet residential streets, with few footpaths, where local residents and schoolchildren regularly walk and cycle.
Options 2or 3 are also the easiest options for all the travellers who now use Radium Park as a rest stop, a gateway to our town, and that use should be retained.

Subject: The proposed Berry bypass.
The proposed new road is a wonderful structure of engineering but comes far too close to this unique, historic town. Many of the people of Berry have been opposing the present plan, which divides the town, for several years now. RMS have not taken into consideration that in future people building in the main growth area for the town will be cut off from the town centre by a huge highway and two approach roads and roundabouts. This is where new families will be living, having to negotiate these roundabouts for school, shopping and social interaction. We are one town and do not wish to be divided into East Berry and West Berry. There are better options, such as taking the Kangaroo Valley Rd interchange down to Schofields Lane.
If the Southern option was adopted so many problems and inconveniences for residents could be avoided and we beg that this be reconsidered. We have only one chance to get this highway right for Berry. We do not want future generations to be asking how we could have let this happen in such beautiful place.

Dear Sir/Madam,

I am writing submitting this email in strong SUPPORT for the planned CLOSURE of Victoria Street Berry.

It goes without saying or further explanation that Victoria Street is home to Berry Public School and 3 Retirement Communities - all require the utmost vigilance and protection from unnecessary traffic flow.

My observations, as a resident of Victoria Street, are that daily a large number of vehicles pay no regard to the posted speed limits and it is used extensively as a 'rat run' for a number of heavy vehicles, including trucks, buses, commercial, waste management, etc to avoid Queen Street/Princes Highway. This has increased traffic flow considerably above what would normally be expected for a 'community' street.

I strongly believe that any opportunity to protect the most vulnerable in our community, the very people that require our utmost protection from unnecessary traffic flow, should be embraced by all. Just one accident that resulted in an injury, or worse, a death of a child or elderly resident would be one too many - especially if we had planned to reduce that very risk - but changed our minds.

With the introduction of the Berry by-pass there will be at least 2 opportunities to access the Princes Highway from Berry - how many do we actually need for such a small community??

The closure of Victoria Street would only result in a minor impact on local residents and not in any way adversely impact on the larger community with the number of alternate opportunities to access the Princes Highway once the by-pass is built.

Such a small price to pay to protect those who require our protection - especially children attending Berry Public.

I would like to know where the local traffic is to go if Victoria Street is to be closed. I am concerned the impact closing this street will have on the children in the area with traffic coming from the Grange and also the Arbour. Surely the traffic will then be moving down George or Edward Street which has a one way bridge. How will the buses access the Grange or Arbour or Berry Public School with out becoming a danger to Children walking or riding to school in peak hours, at this stage they all use Victoria Street to access and south bound vechiles also leave this way. Many families walk between Berry Pre School and Berry Public School so surely this traffic trying to re enter the bypass will keep Queen Street as the highway it is? Queen Street will still be dangerous for many to cross. Surely houses and large residental developments on the north side of Queen Street should be able to enter and exit from Victoria Street. Lets solve this problem not shift it.

We operate a quarry just to the north of the township of Berry.
We have two concerns.
One about the new boundary line preposed between the quarry and the new highway. We are not against the new fence line realignment as shown in your drawing No RD1015.
However the removal of any trees and vegetation in this area would breach our DA concent for operation.
Two the new access road into the quarry off the new side road for Tindalls Lane access.We would like to see this new entry pushed to the north end of the quarry.This is due to the amount of material that has to be extracted in the preposed new access road area.

The Issues Associated with the Design of the Proposed Relocation of the Berry Equestrian Centre

This submission concerns the impact of the proposed Foxground and Berry Bypass on the Berry Equestrian Centre which is located in North Street Berry.

The design and loss of land of the proposed relocation of the Berry Equestrian Centre will have a significant impact on the ability to conduct events. It will impact riders, participants and spectators in the following ways.

1. The competition grounds are required to be rectangular /square in shape of a minimum size of 140 metres x 140 metres with a level, well drained, good riding surface in order to cater for at least 4 dressage arenas or 2 showjumping arenas.
2. The parking area is required to be of a minimum area equivalent to 90 metres x 160 metres and allow for easy entry, maneuverability, parking and exit of horse floats and trucks. Each parking space is equivalent to an absolute minimum of 4 normal vehicle spaces due to the need for unloading/loading and tie up areas for horses.
3. There is concern for the safety of horses, riders and the general public due to the near location of the proposed riding area to the 4 lane expressway, the skateway, the public cycleway/walkway and North Street. There will be anticipated significantly increased noise and visibility of cars and trucks travelling at 100km/hour on the expressway with horses competing nearby, often with young, very inexperienced riders.
4. Access to the grounds is likely to be across a public shared cycleway/pathway. The safety of children on skateboards, bicycles etc are at risk as horse trucks and floats cross the pathway. Horse floats and trucks also require an indented driveway of at least 15 metres to allow vehicles to park off the roadway whilst gates to the grounds are opened.
5. The nonprofit sporting clubs that utilize the Equestrian Centre have put significant effort and funds raised from their activities into improvements at the Centre. This includes:
a) improving the grounds through leveling and backfilling with hundreds of tonnes of sand in order to make a good all weather riding surface
b) construction of an administration/shelter shed for officials, canteen and spectator viewing area
c) construction of a machinery shed for storage of dressage and showjumping trailers and equipment
d) location of container and construction of a storage annex for pony club gear and secondary showjumping equipment
e) safety fencing to protect riders and horses from falling into the adjoining creek and gully


The Benefits of the Current Site

There are a number of benefits of the current location for the Berry Equestrian Centre. These include:
1. It is located next to the Berry Sporting Complex so access to toilets and other amenities are nearby.
2. It is in close proximity to the Berry township which is of benefit to visiting participants both prior to and after events.
3. The competition arena is located away from other distractions such as the skateway, roads and other public facilities.
4. There is easy access to the site for people coming from either north, south, east or west of Berry.
5. Horse float parking and maneuverability of vehicles is easily accomplished.
6. Storage of dressage, showjumping and pony club equipment is securely held on site.
7. Overnight yarding of horses is currently available at the Berry Showground which is only minutes away.
8. The Club Committee members live within 5 minutes as numerous trips are required to unlock access gates and transport ancillary canteen equipment etc to events.

This submission concerns the impact of the proposed Foxground and Berry Bypass on the Berry Equestrian Centre which is located in North Street Berry.

The design and loss of land of the proposed relocation of the Berry Equestrian Centre will have a significant impact on the ability to conduct events. It will impact riders, participants and spectators in the following ways.

1. The competition grounds are required to be rectangular /square in shape of a minimum size of 140 metres x 140 metres with a level, well drained, good riding surface in order to cater for at least 4 dressage arenas or 2 showjumping arenas.
2. The parking area is required to be of a minimum area equivalent to 90 metres x 160 metres and allow for easy entry, maneuverability, parking and exit of horse floats and trucks. Each parking space is equivalent to an absolute minimum of 4 normal vehicle spaces due to the need for unloading/loading and tie up areas for horses.
3. There is concern for the safety of horses, riders and the general public due to the near location of the proposed riding area to the 4 lane expressway, the skateway, the public cycleway/walkway and North Street. There will be anticipated significantly increased noise and visibility of cars and trucks travelling at 100km/hour on the expressway with horses competing nearby, often with young, very inexperienced riders.
4. Access to the grounds is likely to be across a public shared cycleway/pathway. The safety of children on skateboards, bicycles etc are at risk as horse trucks and floats cross the pathway. Horse floats and trucks also require an indented driveway of at least 15 metres to allow vehicles to park off the roadway whilst gates to the grounds are opened.
5. The nonprofit sporting clubs that utilize the Equestrian Centre have put significant effort and funds raised from their activities into improvements at the Centre. This includes:
a) improving the grounds through leveling and backfilling with hundreds of tonnes of sand in order to make a good all weather riding surface
b) construction of an administration/shelter shed for officials, canteen and spectator viewing area
c) construction of a machinery shed for storage of dressage and showjumping trailers and equipment
d) location of container and construction of a storage annex for pony club gear and secondary showjumping equipment
e) safety fencing to protect riders and horses from falling into the adjoining creek and gully


The Benefits of the Current Site

There are a number of benefits of the current location for the Berry Equestrian Centre. These include:
1. It is located next to the Berry Sporting Complex so access to toilets and other amenities are nearby.
2. It is in close proximity to the Berry township which is of benefit to visiting participants both prior to and after events.
3. The competition arena is located away from other distractions such as the skateway, roads and other public facilities.
4. There is easy access to the site for people coming from either north, south, east or west of Berry.
5. Horse float parking and maneuverability of vehicles is easily accomplished.
6. Storage of dressage, showjumping and pony club equipment is securely held on site.
7. Overnight yarding of horses is currently available at the Berry Showground which is only minutes away.
8. The Club Committee members live within 5 minutes as numerous trips are required to unlock access gates and transport ancillary canteen equipment etc to events.
