I am submitting the attached documentation on behalf of over 100 residents in Lilyfield and surrounding area (see names following the letter). Our concerns are very much around the consequences of a 24 hour maintenance operation existing in a residential area and the impact it will have on our daily lives. The letter clearly states our concerns and we trust these will be taken into consideration with the next steps taken for this project.

My objections to the project are the proposed alignment to High Cross Park, the lack of priority, the proposed stabling at HIgh Cross Park and the significant loss of trees.

I attach an assessment of the existing bus services to The Spot and to Anzac Parade -- demonstrating that the optimum route to replace buses with light rail is the Anzac Parade alignment to UNSW (449 buses in the inbound direction and 383 in the outbound direction) rather than High Street (where light rail would only replace 69 buses in the inbound direction and 66 in the outbound direction).

Further, there is not adequate space at Central station to meet the demand of transferring bus and heavy rail passengers.

Alignment
1. The use of Devonshire Street seems to be chiefly to avoid confrontation with the RMS over Cleveland Street, the original alignment for the trams and the natural alignment if the project were to attract passengers to high capacity transport. This is an important bicycle connection to the Bourke Street and Moore Park bicycle routes and should be maintained for cyclists and pedestrians accessing the Central heavy rail station entry.

2. The preferred alignment if the project is to truly unlock urban renewal potential, should be to use Anzac Parade and Bunnerong Road rather than High Street and High Cross Park.

Lack of priority
3. There is no meaningful discussion about the priority required to ensure the 2-3 minute 'turn up and go' service is afforded is to provide a competitive advantage over private cars.

4. Signal priority should be trialled immediately along the existing, full bus routes along the Anzac Parade and Alison Road corridors. Say, the SB turn lane off Anzac Parade onto Lang Road, which has opportunities every signal phase to the detriment of buses in the Anzac Parade bus lanes.

5. The existing buses in Randwick are at capacity. Light rail will barely meet the needs of passengers travelling to Central. From The Spot, the desire lines for passengers are the Airport (400), Bondi Junction (315, 316, 317), the southern CBD (373, 377) and the northern CBD (x73, x77). These bus routes and bus demand will not be met by the light rail and additional bus priority is essential to provide for these residents who model 'good' public transport behaviour.

High Cross Park
6. The proposal for High Cross Park is unacceptable. Use parking land from the hospital or the leftover property next to Brigidine school, but taking green space from Randwick in a neighbourhood where it is already scarce, is inappropriate. Find a depot location near the army lands or in Alexandria / Eastgardens.

Street trees
7. The proposed alignment along High Street should be the last choice. The trees along the university and race course are significant and a beautiful part of the character of the neighbourhood. Be honest in your reporting next time, finding a location in Randwick for 800 trees is unlikely nor will you be replacing the tall trees with similar sentinals. I note that the report avoids mentioning that the 8 trees per tree removed are not proposed for the neighbourhood which will be blighted by your tree removal and noise, uphill tramline. It will likely be some state forest in the middle of nowhere.

CONCLUSIONS
Object to a high energy intensive alignment to Randwick which uses High Street and High Cross Park and results in tree removal.

Object to an alignment which removes bicycle capacity at Devonshire Street

Object to an alignment which requires bus to light rail transfer at The Spot or at Central Station. There is not capacity at either location to meet demand.

Prefer an alignment which uses Anzac Parade and Cleveland Street.

The priority measures which should be afforded to the light rail be piloted immediately on the bus corridors of Anzac Parade and Allison Road.

Recommend higher capacity transport than light rail be provided to this area.
