I am writing on behalf of Meriton Group to express our support for the CBD & South East Light Rail (CSELR) project. We join with our industry peers Committee for Sydney, Tourism Transport Forum, the Tourism Accommodation Association and others in welcoming this vital integrated transport link for the city of Sydney.
We applaud the efforts of the Department of Transport and the Department of Planning and Infrastructure, as well as Randwick City, the City of Sydney and Leichhardt Municipal Councils in consulting with community and industry to bring this project to fruition.
We also advocate a motion to extend the light rail to Sydney's
Eastgardens, a request previously made by Botany Bay City Council Mayor Ben Keneally who has proposed a convenient route along Banks Avenue from Daceyville to Westfield Eastgardens. Meriton is building one of its largest apartment projects to date in Pagewood, producing more than 2,000 apartments on the site of the old British Tobacco Factory. Residents in the many existing developments along
this proposed route would also benefit greatly. We acknowledge the needs of our many anticipated residents and visitors for improved infrastructure and public transport in this area. An extension of 2.4 kilometres beyond Kingsford and Randwick would be a boon for the local economy and the community alike, bring relief from overcrowding and bus delays, and allow for greater integration with public transport at Westfield Eastgardens shopping centre.

This is a joint submission representing property owners from 149, 151, 153 and 155 Belmore Rd, Randwick. This represents the strip of Belmore Rd that lies directly adjacent to the proposed terminus in High Cross park.
We commend the State Government for making its vision of light rail to the this terminus location a reality. We support this location as an appropriate strategic location for the light rail Terminal as it has the space required for such infrastructure and will jointly benefit the University, POW Hospital and this Randwick Centre Gateway precinct and the people of Randwick.
The purpose of this submission is to direct attention to the look and feel of the future streetscape and to the quality of the important new public place that will be created.
Randwick City Council has recognised the local and State significance of the public space that is defined by Cuthill St, Avoca St and Belmore Rd triangle in its Randwick Education and Health Specialised Centre papers where it is referred to as the Randwick Gateway because of its strategic central location in Randwick and also because of the multiple significant public vistas to this public space. The design of the awning structure in the attached photomontage from Chapter 15 of the EIS does not do justice to the significance of this public place. We hope that this is not the final design and is nothing more than a rough early concept. It looks like an awning over a large petrol station on one of the motorways around Sydney. It would look dated and bland on day one and would be an obvious mistake forever.
Rather than trying to be prescriptive here as to what the design and finishes should be (eg interesting shapes of high architectural merit and high quality finishes in glass and other materials, combination of appropriate Randwick colours, incorporating public art and exciting landscaping, cafes and various public amenities etc) we would like to note that this structure will become the single most visible structure in Randwick given the number of private vehicle, bus and tram commuters and pedestrians that will see it daily. It should be a structure and a place of high public amenity and architectural achievement and local pride and not just the "end of the line".
We would like to suggest that there be a high profile design competition conducted, with an invitation for the best architects and designers to participate in the following categories:
1. Architecture
2. Park and Landscaping Design
3. Public Amenities (including places to eat, meet and enjoy)
4. Public Art
5. Day and night surveillance, security and enforcement (eg CCTV)
Finally, high quality rust resistant materials and finishes should be applied bearing in mind that this location is less than 2km from the ocean.

Patients generally live in surrounding suburbs including Randwick, Clovelly, Coogee, Bondi, Bronte, Kingsford, Maroubra, Kensington and other suburbs and mostly drive to our practices.
The three of us who are practitioners have great concerns relating to reduced patient parking both during construction of the light rail project and after completion. Currently our patients park in limited on street parking spaces and within nearby shopping centres.
Our understanding is that the five current 2 hour parking spaces on the opposite side of Belmore Rd will cease to exist during and after construction of the Randwick terminus. We have also been informed that the park will be used as a work compound during construction.
We want to ensure that all existing 2 hour parking spaces directly outside our surgeries on our side of the road are permanently retained and, to the extent possible, increased in number to offset the loss of the five spaces on the opposite side of the road, and that good road access in front of our surgeries is maintained at all times during construction.
To the extent that the loss of the five parking spaces on the opposite side of Belmore Rd cannot be replaced by the creation of five additional parking spaces on our side of Belmore Rd, we request that there be an increase in the number of 1-2 hour restricted car spaces within 150m walking distance of our surgeries. Specifically, on the nearest parts of Cuthill St, Coogee Bay Rd and Mears Ave, all of which currently contain a good quantity of unrestricted parking spots within such distance, some of which can be converted to 1-2 hour restricted parking spots.
Our businesses require both such short term parking for our patients as well as the ability to drop off and pick up elderly and sick patients. If our patients cannot find any parking close by they will go elsewhere. Loss of an excessive number of car spaces will therefore impose an unacceptable burden on both our patients and on the viability of our businesses.

This is a joint submission representing property owners from 149, 151, 153 and 155 Belmore Rd, Randwick. This represents the strip of Belmore Rd that lies directly adjacent to the proposed terminus in High Cross park.
We commend the State Government for making its vision of light rail to the this terminus location a reality. We support this location as an appropriate strategic location for the light rail Terminal as it has the space required for such infrastructure and will jointly benefit the University, POW Hospital and this Randwick Centre Gateway precinct and the people of Randwick.
However, we have some concerns with respect to both the construction and operation phases of the project which we respectfully request that you address, although we accept that there has to be some inconvenience to us during the construction phase.
As a group we provide Specialist and General Medical as well as Specialist Dental services to the local community with only number 149 being used residentially. Patients generally live in surrounding suburbs including Randwick, Clovelly, Coogee, Bondi, Bronte, Kingsford, Maroubra, Kensington and other suburbs and mostly drive to our practices.
The three of us who are practitioners have great concerns relating to reduced patient parking both during construction of the light rail project and after completion. Currently our patients park in limited on street parking spaces and within nearby shopping centres.
Our understanding is that the five current 2 hour parking spaces on the opposite side of Belmore Rd will cease to exist during and after construction of the Randwick terminus. We have also been informed that the park will be used as a work compound during construction.
We want to ensure that all existing 2 hour parking spaces directly outside our surgeries on our side of the road are permanently retained and, to the extent possible, increased in number to offset the loss of the five spaces on the opposite side of the road, and that good road access in front of our surgeries is maintained at all times during construction.
To the extent that the loss of the five parking spaces on the opposite side of Belmore Rd cannot be replaced by the creation of five additional parking spaces on our side of Belmore Rd, we request that there be an increase in the number of 1-2 hour restricted car spaces within 150m walking distance of our surgeries. Specifically, on the nearest parts of Cuthill St, Coogee Bay Rd and Mears Ave, all of which currently contain a good quantity of unrestricted parking spots within such distance, some of which can be converted to 1-2 hour restricted parking spots.
Our businesses require both such short term parking for our patients as well as the ability to drop off and pick up elderly and sick patients. If our patients cannot find any parking close by they will go elsewhere. Loss of an excessive number of car spaces will therefore impose an unacceptable burden on both our patients and on the viability of our businesses.

Randwick City Council has recognised the local and State significance of the public space that is defined by Cuthill St, Avoca St and Belmore Rd triangle in its Randwick Education and Health Specialised Centre papers where it is referred to as the Randwick Gateway because of its strategic central location in Randwick and also because of the multiple significant public vistas to this public space. The design of the awning structure in the attached photomontage from Chapter 15 of the EIS does not do justice to the significance of this public place. We hope that this is not the final design and is nothing more than a rough early concept. It looks like an awning over a large petrol station on one of the motorways around Sydney. It would look dated and bland on day one and would be an obvious mistake forever.
Rather than trying to be prescriptive here as to what the design and finishes should be (eg interesting shapes of high architectural merit and high quality finishes in glass and other materials, combination of appropriate Randwick colours, incorporating public art and exciting landscaping, cafes and various public amenities etc) we would like to note that this structure will become the single most visible structure in Randwick given the number of private vehicle, bus and tram commuters and pedestrians that will see it daily. It should be a structure and a place of high public amenity and architectural achievement and local pride and not just the "end of the line".
We would like to suggest that there be a high profile design competition conducted, with an invitation for the best architects and designers to participate in the following categories:
1. Architecture
2. Park and Landscaping Design
3. Public Amenities (including places to eat, meet and enjoy)
4. Public Art
