As a resident that backs onto the proposed development I have concerns in regards to the height of the proposed buildings and most concerning is the flooding implications upon my property and surrounding properties. I also feel it would add excessive traffic within the area.
I feel that this development does not fit in with the surrounding properties or in the style of Kingscliff.

- Size and scale of the development not aligning with the existing built environment

I object to the Uniting Kingscliff Redevelopment Proposal (SSD-47810598) in its current form. Below are my main objections
    1.    The height of the tallest buildings are 16.75m, being way above the current building height limit in Kingscliff. This will be further impacted by the need to add additional fill up to 3m, therefore they will be towering way above any building in Kingscliff
    2.    The proportions of this development will have a huge impact on it’s surrounding residents. It will greatly impact their privacy, they will overshadow most surrounding dwellings impacting current livability and cause increased traffic and noise
    3.    The site proposed for this gross over development is a known flood affected site which was metres underwater in the 2022 floods. I can not understand why it is even being considered for development. Where are they intending to the divert the water to in future floods events and how will it effect residents in surrounding areas
    4.    Access to this development is through a narrow driveway off Kingscliff St, if the proposal is to move the access then this creates more impact on the residents of Lorien Way which I understand is a proposed access site.
    5.    This development does not seem to be about creating suitable aged care dwellings in Kingscliff, the large proportion will be high end private units which will be unaffordable to our current aged population and only adds 8 extra residential aged care spaces.
    6.    The impact of free for all development in Kingscliff is already having a profound effect on our community, traffic and parking on our streets is becoming a nightmare as most of the houses that are sold are being torn down and units taking their place with limited parking options.
    7.    I believe this proposal is totally out of character for this area and in no way fits in with our local environment
    8.    The developer needs to come back with a proposal that meets with current height limits so a dangerous precedent is not set. They also need to take into consideration the need for affordable age appropriate housing and not just cater for the wealthy

We have been locals for over a decade, and have admired the low level development/redevelopment approach around Kingscliff. This redevelopment does little to improved access to aged care beds and merely provides high rise apartment living, which is not what distinguishes the Kingscliff we know.

Please accept my objection to the Uniting Kingscliff Redevelopment (SSD_47105958) as per the following:
- A development of this nature is not suited to the inner township of Kingscliff.
- The proposed height of construction at 16.75 meters is higher than the current construction limits in Kingscliff, and is taller than surrounding buildings.
- Kingscliff is currently experiencing the effects of increased traffic, and the added burden of the traffic that will impact during construction and post construction will adversely affect the existing road infrastructure in surrounding streets, which were not constructed for access to a development such as this.
- Increased traffic flow and associated noise generated form traffic impacts on the daily life of residents.
- The majority area of the proposed for the development is set in a low rise housing environment, and will create privacy, shadowing, and light pollution issues for surrounding residents.
- In 2022 there was a major flood in the Kingsciff area.
- In fact, the nearby Kingscliff Shopping centre, which is close to the same height of this proposed development flooded, closing the centre for a number of days.
- The surrounding roads around the shopping centre, and the nearby housing estate also flooded due the the back up of water through the underground storm water infrastructure, as reported in the ECHO on the 3rd October 2024 " On Beach Street and that area the water was bubbling up through the drains. If they continue to fill floodplain around the new development called the Dunes Estate, where they had water bubbling in their gutters because that was how high the water was when we get more water they will flood."

I wish to object to the GROSS over DELEVOPMENT off the age care uniting Kingscliff.
This development with its minimum amount of age care beds and more luxurious 2 & 3 bedroom units while exceeding the 13.6 metre height restrictions for the area and virtually no parking !!.
This project appears to be nothing more than a housing development under the disguise “ of age care - a wolf in sheep’s clothing “.

• This is a monumental OVER development of this site and is not even vaguely in keeping with its surroundings or, Kingscliff in general

• Kingscliff’s houses are overwhelmingly of a single storey construction and this development is going to tower over its immediate surroundings and be a visible blot on the landscape for miles

• Uniting have attempted to use the design parameters of the 24A Kingscliff St Kingscliff address however, the true address is 27-33 Lorien Way. Every drawing, site plan or artist impression clearly shows Lorien as main address. The Lorien Way side of the development is in a 9m height zone but buildings A, B, C & RAC all front the Lorien side and are up to 16.75m high

• At maximum of 16.75m, the buildings are way too high compared to the surrounding houses. Overwhelmingly, the surrounding houses (and Kingscliff generally) are SINGLE storey houses. This development will overlook all houses surrounding it and will be an eyesore on the landscape.

• The fill of up to 3.5mtrs will cause flooding to areas that have previously never been affected by flood. Uniting’s attitude to flood impact during the consultations was that they didn’t care what water did once it left their site, that was Council’s problem

• ALL roads surrounding this site are “local” roads by nature and none of them could possibly cope with the additional traffic caused by the 199 extra dwellings in a tiny area

• This development is obviously not “seniors housing” at all but rather, a luxury beachside housing development for cashed up retirees

• The size of the buildings in the development in this position in Kingscliff will have grossly negative impacts on the amenity and livability for surrounding residents with overshadowing, lack of privacy & sunlight, light pollution, traffic, noise and a visual impact that will change the whole “village” image of Kingscliff.

• FOUR STOREY buildings on a landlocked site surrounded overwhelmingly by SINGLE STOREY houses on 2 sides (Lorien Way 83% single & Blue Jay Cct 97% single) is so out of keeping with the area it is hard to believe anyone could even attempt to get this approved.

• This is a monumental OVER development of this site and is not even vaguely in keeping with its surroundings or, Kingscliff in general

• Kingscliff’s free standing houses are overwhelmingly (80%+) of a single storey construction and this development is going to tower over its immediate surroundings

• The true address of this development is 27-33 Lorien Way. Uniting have attempted to use the design parameters associated with the 24A Kingscliff St Kingscliff address. Every drawing, site plan or artist impression clearly shows Lorien as main address. The Lorien Way side of the development is in a 9m height zone but buildings A, B, C & RAC all front the Lorien side and are up to 16.75m high

• The proposal attempts to use the design parameters associated with “greenfield” developments in this landlocked urban housing area of Kingscliff.

• Uniting’s submission also points out that 88 Pearl St is 4 storey and 22 Kingscliff St is 3 storey. The actual truth is 88 Pearl is 4 storey but only 13mtrs high & 22 Kingscliff St is 3 joined sections, 2 of which are 2 storey and 1 being 3 storey.

• The fill of up to 3.5mtrs will cause flooding to areas that have previously never been affected by flood. Uniting’s attitude to flood impact during the consultations was that they didn’t care what water did once it left their site, that was Council’s problem

• I am a local school bus driver and travel along Kingscliff St, Pearl St, Beach St & Lorien Way twice each, twice a day - ALL roads surrounding this site are “local” roads by nature and none of them could possibly cope with the additional traffic caused by the 199 extra dwellings in a such a concentrated area.

• The impact on Lorien Way & Beach St in particular will be immense as both streets constantly have many vehicles parked with 2 wheels up on nature strip to allow enough space for vehicles to get past. Busses must wait for each other to be able to pass. The image of Lorien Way in the submission MUST have been Photoshopped as I, or anyone I know has NEVER seen Lorien so devoid of parked cars. It is almost constantly filled with parked cars. Adding 199 ILU’s with 1 parking space per ILU will dramatically add to the “on street” parking.

• This development is obviously a luxury beachside housing development for cashed up retirees masquerading as “seniors housing”.

• The size of the buildings in the development in this position in Kingscliff will have grossly negative impacts on the amenity and livability for surrounding residents with overshadowing, lack of privacy & sunlight, light pollution, traffic, noise and a visual impact that will change the whole “village” image of Kingscliff.

• The development of this landlocked site is not a problem, it is the size and scale of the proposal that is a problem. IF ALL buildings were 2 storey, MAYBE allowing an exception for ONLY the 2 buildings fronting the Kingscliff St side (buildings D & E) to allow 3 storeys there, the development would probably be acceptable to most residents of Kingscliff as that would fit in with the feel & village image that IS Kingscliff.

• The current proposal would be perfectly ok on a greenfield site or in a commercial setting such as Tweed Heads, just not where it is proposed to be.

We object to the Uniting Kingscliff Redevelopment (SSD-47105958).
We understand the need for redevelopment to ensure the facilities meet the needs of the aged care residents of our community in the coming years. We believe however, that the proposed redevelopment of the site will not achieve this in a meaningful way and without significant negative impact on surrounding residents.
As Beach Street Kingscliff owner occupiers, we have already seen a large increase in traffic due to:
• The flood relief housing in Elrond Street at the end of Beach Street
- construction traffic and subsequently
- resident access, and
• The construction of the Tweed Valley Hospital
- trades vehicles
- residents avoiding Cudgen Road to access TAFE, school, pool).
The additional traffic has impacted us by:
• Increasing the difficulty in safely entering and exiting our driveway
• Increasing noise of passing traffic
• Deterioration of the Beach Street / Kingscliff Street roundabout
The proposed second driveway for the Uniting Kingscliff development in Lorien Way would only further exacerbate these impacts.
We also object to the proposed aged care buildings due to them:
• Not being in character with the surrounding homes
• Exceeding the height limit of Kingscliff generally and the surrounding homes, and
• Not adding substantially to the number of residential aged care beds and affordable independent living units.
While we would support redevelopment that achieved meaningful upgrades in a manner sympathetic to the local area and other residents’ needs, we do not believe this proposal will achieve those objectives.

The project is not in keeping with the local built environment. It far exceeds the local planning allowances and will overshadow and create privacy concerns for multiple adjoining properties. The development scale is not in keeping with other local development. The privacy intrusions will include light, noise, visual access to neighbouring properties. The local residents had to conform to the local planning requirements and this development should also as it is not State Significant, it is only Developer Significant, contributing to their bottom line and not contributing to the local community, except in adverse ways. The vehicle movements along Lorien Way will far exceed the local infrastructure capacity.
The land upon which it is to be developed was significantly flooded in the 2022 floods. The risks to adjoining owners with the development contributing far more catchment to the local infrastructure is very significant and can be expected to cause "stormwater event flooding" which is not covered by most household "flooding" insurances.
The carparking required for this oversized development must be underground and no pumping mechanisms would cope with the amount of water the site captured in the 2022 event. Therefore, the developer would have to "bund" the site to stop ingress from stormwater / flooding, causing the surrounding neighbours to suffer significantly more flooding than would be received if the site was not bunded and parking was on grade.
The project is being promoted as the provision of Aged Care. It only delivers an additional 8 aged care beds.
The developer talks about creating units to allow people to downsize and free up family homes for the housing market, however the development includes multiple 3 bedroom plus study apartments. How is this downsizing?
The development includes gyms, cinema, recreational facility for entertainment etc, this does not contribute to the local community as it is only available to the residents and therefore does not allow for the normal local business improvements expected from normal development at a suitable scale that utilises the local businesses.

• This development is clearly a luxury housing development under the guise of “seniors housing”

• The size of the buildings in the development will have grossly negative impacts on the amenity and liveability for surrounding residents such as me with overshadowing, lack of privacy & sunlight, light, traffic, noise, dust etc

• The village in which I live has been established for over 30 years in a quiet peaceful place suitable for over 55 living and the total impact of this proposed complex can be nothing but negative
