There were several enhancements made to the BASIX service to address stakeholder reported technical issues including:

  • “In progress” BASIX Certificate applications will open in edit mode, on the page the user was last on when they logged out of the Portal. Note: Users can still use the “Edit” function with the Actions menu to update their “In progress” application.
  • The question “Concrete slab on ground” has been removed from sub-section “5.1 Floors” in the “Material details” section for single dwelling applications.
  • The calculation of fees for revised projects has been amended to request the fee for the additional unit/s only.

Please note that some fixes will correct underlying issues for all customers, while a number apply to specific customers and certificate applications only. 

Complying Development Certificate

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label change was made: 

  • The existing label ‘What is the estimated cost of work/development, including GST?” was renamed in the user interface to “What is the estimated development cost, including GST?”.  
Development application (DA Council and State DA)

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label changes were made: 

  • The existing label “Capital Investment Value (CIV)” was renamed “Estimated Development Cost”.  
  • The existing Online DA - Council label ‘What is the estimated cost of work/development, including GST?” was renamed in the user interface to “What is the estimated development cost, including GST?”.  
  • The existing Online DA - State label ‘What is the estimated cost of the proposed development, including GST?” was renamed in the user interface to “What is the estimated development cost, including GST?”.  
Post-consent Certificates

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label change was made: 

  • The existing label “Capital investment value (CIV)” was renamed to “Estimated development cost” for Construction Certificate applications. 
  • The existing label “Please provide the estimated cost of development. Note: Please state the full contract price inclusive of GST” was renamed to “Please provide the estimated development cost including GST” for Construction Certificate and ITSOC application and Building Works cases. 
Major Projects

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label change was made: 

  • The existing label “Capital investment value (exc GST)” was renamed to “Estimated development cost (excl GST)” for new State Significant Infrastructure and State Significant Development applications. 
  • The labels within modification State Significant Infrastructure and State Significant Development applications will be based on the labels in the parent application.
Planning Panels Secretariat

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label change was made: 

  • The existing label ‘What is the estimated cost of work/development, including GST?” was renamed in the user interface to “What is the estimated development cost, including GST?”.  
State Design Review Panel

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label changes were made: 

  • The existing label “Is the Capital Investment Value (CIV) confidential?” was renamed to “Estimated development cost confidential?” 
  • The existing label “Capital Investment Value” was renamed to “Estimated development cost”.
Special Infrastructure Contributions

To support the reforms to the method of calculating development cost that came into effect on 4 March 2024, the following label change was made: 

  • The existing label “Capital investment value“ was renamed to “Estimated development cost”. 
Machinery of Government (MOG) changes

The following machinery of government changes have been made:

  • The email signature in the system-generated emails sent to customers from the customer support tool has been updated from “Department of Planning and Environment” to state “Department of Planning, Housing and Infrastructure”. 
  • The letterhead for the “Letter of Offer to enter into State Planning Agreement with the Minister for Planning and Public Spaces” has been amended the reference to the Department to “Department of Planning, Housing and Infrastructure”. 
  • Reference to the Department has been amended to “Department of Planning, Housing and Infrastructure” on the following screens:
    • State VPA / Works in Kind agreement request application screen (Impacted service: State VPA Works in Kind) 
    • The link to more information about the Privacy and Personal Information Protection Act 1998 within the Privacy Notice has been updated to “Department of Planning, Housing and Infrastructure” (Impacted services:  Online DA – State / Online DA – Council / Post-consent Certificate (Occupation Certificate applications only))
    • System generated application forms where the labels have been changed (Impacted service: Site Compatibility Certificate) 
  • Reference to the Department has been amended to “Department of Planning, Housing and Infrastructure” in the following What is this? help text:
    • “Letter of Offer” document type (Impacted service: State VPA Works in Kind)
    • “Payment required” heading (Impacted service: State VPA Works in Kind)
Application Programming Interface (API) 

Please note: There will be no changes to APIs as a result of the estimated development cost service changes, however corresponding attribute descriptions in the API specifications will be updated to reflect this change.
