DA Online (applicable to both State and Council)

  • Dormant changes have integrated with Cadastre NSW (CadNSW). These services have automated the appropriate subdivision plans to CadNSW and have received digital .gpkg and .xml files back to the respective case.
  • Existing SEPP names have been replaced with consolidated SEPP names on relevant screens.

DA State

  • Display information has been introduced for related applications within the submission confirmation screens.
  • Existing SEPP names have been replaced with consolidated SEPP names on relevant screens.

DA Council

  • Display information has been introduced for related applications within the submission confirmation screens.

Complying Development Certificate (CDC)

June enhancements for CDC include:

  • Additional practitioner classes have been introduced as part of the practitioner nomination.
  • Display information has been introduced for related applications within the submission confirmation screens.
  • The ability to upload a fee-quote document while accepting the application for assessment.
  • The ability to review and update declaration statements during the determination stage has been introduced.

Post Consent-Certificate (PCC)

June enhancements for PCC include:

  • Functionality to calculate and enforce the payment of building work levy within the ‘Intention to Seek Occupation Certificate’ (ITSOC) process
    • The building work levy feature is implemented in accordance with the ‘Residential Apartment Buildings (Compliance and Enforcement Powers) Amendment (Building Work Levy) Regulation 2022’.
  • Enhancements to the Occupation Certificate process
    • The system notifies the alpine resort teams when an Occupation Certificate is issued for Class 2 building work to be carried out within the NSW alpine resort area.
  • Additional practitioner classes have been introduced as part of the practitioner nomination on Construction Certificate (CC), ITSOC and OC applications.
  • Dormant changes have been integrated with Cadastre NSW (CadNSW). These services have automated appropriate subdivision plans to CadNSW and have received digital .gpkg and .xml files back to the respective case.
  • The ability to notify the applicant of the critical stage inspections via the Portal for OC, Subdivision Work Certificate and Construction Certificates has been introduced.
  • Other enhancements have provided the ability to upload documents related to structural engineering plans and architectural specifications.
  • Reviewing and updating of declarations statements asked during the determination stage.
  • Updates have been made to recipient email notifications.

Building Information Certificate (BIC)

June enhancements for BIC include:

  • When the assigned officer requests additional information, these comments will be visible to the applicant.

Division 5.1 (Part 5) Assessment

A number of text and label changes have been introduced to better align terminology with regulation changes. These include:

  • Additional help text on the proponent comments.
  • Changes to some headings and labels.
  • Additional information provided as per regulation.
  • When the assigned officer requests additional information, these comments will be visible to the applicant.

Housing SEPP

The new Housing State Environmental Planning Policy (Housing SEPP) 2021, which facilitates the delivery of more diverse and affordable housing types, has been incorporated into existing digital planning services as required. These include:

  • Site-compatibility certificates.
  • Post-Consent Certificates (PCC), Subdivision Certificates (SC), Subdivision Work Certificates (SWC), Occupation Certificates (OC) and Consent Certificates (CC).
  • Concurrences and referrals (C&R).

This release completes the roll-out of Housing SEPP requirements to all impacted services on the NSW Planning Portal.

Planning Proposals

  • Existing SEPP names have been replaced with consolidated SEPP names on relevant screens.

Principle Certifier Appointment (PCA)

  • New fields and updates have been introduced for the local action “Intention to Commence Work”.

Special Infrastructure Contribution

The new WSA Special Infrastructure Contribution (SIC) Policy implementation allows applicants and developers to submit their SIC applications for assessment.

Key features include:

  • Ability for users to create an application for the Western Sydney Aerotropolis SIC.
  • Implementation of the SIC calculator.
  • Real-time GIS integration, allowing users to identify their Aerotropolis SIC Region.

Traffic Certificate

The Moorebank Intermodal Precinct SEPP requires proponents to obtain a Traffic Certificate from the Planning Secretary for certain developments.

An application form has been introduced to outline the SEPP requirement for a Traffic Certificate and includes key information such as who can lodge the certificate and a checklist of required information by the Secretary before issuing the Traffic Certificate.

Benefits include:

  • Providing a consistent planning regime for the development and delivery of the Moorebank Intermodal Precinct.
  • Identifying certain developments as exempt within the Precinct.
  • Identifying certain developments as complying developments, along with appropriate development standards and monitoring requirements.
  • Defining which existing conditions are attached to the relevant development consents within the precinct.

The goal of this project is to deliver a digital solution to enable the Planning Secretary to issue a Traffic Certificate to those carrying out certain developments.
