Pyrmont Peninsula sub-precinct master plans


The sub-precinct master plans and new planning controls for 4 sites in Pyrmont have been finalised.

The master plans build on the priorities set out in the place strategy and provide high-level guidance on how the 7 sub-precincts could develop over the next 20 years to create unique and liveable places. 

Direction 1.15 issued by the Minister for Planning for the Implementation of the Pyrmont Peninsula Place Strategy has been updated to apply the sub-precinct master plans (via the application of the Urban Design Report) to land use and planning control changes enabled through planning proposals. 

A State Environmental Planning Policy (SEPP) has amended Sydney Local Environmental Plan 2012 to change planning controls to allow:

  • the new Pyrmont metro station, including a 110m (or RL 120) tower above the station entrance (37-69 Union Street) and a second station entrance only (26-32 Pyrmont Bridge Road)
  • a 105m (or RL 110) six-star hotel, a new theatre, and rooftop dining and event space at The Star Casino (20-80 Pyrmont Street)
  • an Indigenous residential college and associated education facilities for the University of Technology, Sydney in Harris Street (622-632, 634-642 and 644-644A Harris Street Ultimo).

Design Guidelines have been finalised and apply to the new Pyrmont metro station, The Star Casino and UTS sites when development applications are considered by consent authorities. The Design Guidelines provide guidance on built form, urban design, Aboriginal cultural heritage, European heritage, and amenity considerations, amongst others. 

The Pyrmont Special Infrastructure Contribution has also been finalised and provides for contributions to be collected from new development in the Pyrmont Peninsula Special Contributions Area.   

The sub-precinct master plans and planning controls were exhibited for public comment from 26 November 2021 to 4 February 2022.
