I am very concerned about the use of toxic PFAS [per-and polyfluoroalkyl substances] in battery energy storage systems.

PFAS [per-and polyfluoroalkyl substances] are a class of man-made chemicals used in the renewable energy industries and in particular the processes used to obtain lithium for lithium-ion batteries.

What makes PFAS useful in industry also makes them potentially problematic for the environment. They are called ‘forever’ chemicals because certain chemicals falling within the definition of PFAS persist in the environment and accumulate, whether in groundwater, soil or, indeed, human blood. Long-term exposure to PFAS has been associated with negative impacts on human health.

There is a growing awareness of PFAS and its widespread use across industry, as well as of the human health impacts of PFAS and the potential for unintentional contamination of soil and water.

This awareness has resulted in new regulatory enforcement efforts in the EU and US, and increased pushes for specific regulation of PFAS. For example, in the EU, they’ve proposed a complete ban on PFAS. Later this year, the Australian parliament will also look into the issue of banning PFAS.

Businesses need to be aware there is the potential for liability risk when working with PFAS—intentionally or unintentionally—in processes and products. Environmental contamination of water or soil can be extremely expensive to remediate. A pound of PFOA [a type of PFAS] might cost about $1,000 to purchase, but would cost millions to remove from a water supply. In addition, there have been lawsuits—mostly in the US—relating to alleged physical and economic injuries arising from PFAS in products or services and related to product claims and securities disclosures.

According to the CSIRO, recently, scientists identified a new type of PFAS known as bis-FASIs (short for bis-perfluoroalkyl sulfonimides) in lithium-ion batteries and in the environment. Bis-FASIs have since been detected in soils and waters worldwide. They are toxic – just one drop in an Olympic-size swimming pool can harm the nervous system of animals. Scientists don’t know much about possible effects on humans yet.

Bis-FASIs in lithium-ion batteries present a major obstacle to recycling or disposing of batteries safely.

BESS systems have limitations on how much energy they can store and for how long. Battery life typically ranges from 5 to 15 years, depending on the technology, and their capacity may not be enough to fully power a home or business during extended outages.

Lithium ion batteries are also susceptible to exploding when they catch fire, posing dangerous risks for firefighters, and they burn for a very long time requiring copious amounts of water applied over many hours. They burn at very high temperatures.

For these reasons, I do not support the installation of BESS in this project or anywhere else in Australia.

Where are the tangible and real economic benefits to the community for this project? They appear to be negligible in contrast to the obvious and significant risk and impact on the community and the environment. In particular, fire risk is a significant factor not to mention the impact on the surrounding environment. This project is to be strongly opposed.

There are no enforceable plans for renewable companies to assist in fire suppression efforts. These is no guarantee that the developer will be in existence for decommissioning this cost will be left for the community to bear. This project will be bad for the town.

It is apparent that this proposed BESS has insufficient information by which to make an informed decision, but what it does provide however, is an indication that there is a loss of agricultural land, a significant bushfire risk, an impact on associated waterways, as well as a substantial impact on the community and the environment. Furthermore, the economic benefit is seriously questioned.It ought not to be allowed to proceed.

I object to the Deniliquin BESS because it is a parasite that will generate no electricity by itself.
1. It has no way of differentiating the source of the electricity it is taking in. It could be coal, gas, hydro, solar or wind generated.
2.It is drawing out electricity from the Grid in competition with other electricity users pushing up the price.
3. It is likely to overload the Transmission line
4. A BESS creates a very high fire risk of a runaway fire, with explosions and toxic smoke. Local fire brigades are not equipped to fight such a fire and also will not have the necessary water resources.

With the batteries being replaced every five years the capital cost would be very high.

6. A BESS being sited with solar and wind farms also create a need for extra HV Transmission lines having to be constructed across productive farmland and national parkland to connect the solar farms, causing havoc to farmers, including paying a rent fee. Altogether greatly increasing the cost to the consumer, decimating farmland and forests.

7. A BESS will create a huge problem in disposal. Research commissioned by the Battery Stewardship Council, released in June 2023, estimates used EV batteries entering the waste stream will reach 30,000 tonnes by 2030 and 1.6 million tonnes by 2050. This is a problem on many fronts – not only do most batteries have some environmentally unfriendly components, but as the use of lithium-ion batteries increases, they also become a fire hazard if incorrectly disposed to landfill. https://www.insidewaste.com.au/ev-batteries-handle-with-care/
Summary: As Batteries alone can never produce any electricity. The purpose of a BESS is to profit from storing surplus energy from solar and wind farms and resell it at a higher price. Batteries are inefficient as they release less electricity that what they take in. BESS are another renewable that will only increases the price of electricity to the consumer and without subsidies would be unviable.

Wind turbines contain diesel engines, increasing fire risks in high-risk bushfire zones. We live a very bush fire zone, we are very rural and have to fits fire ourselves. We are vey aware to keep the fire risk as low as possible. Building this installation in Deniliquin is a bad decision. You will be responsible for put the towns and the larger community at risk
