I support the HVO South Open Cut Coal Continuation Project, I believe it will have a significant impact on employment within the region, through both direct and indirect jobs. The approval of this project will protect the existing 1500 local direct jobs, and create over 600 temporary jobs during various construction projects. On average the existing HVO site spends >$500m with over 700 Suppliers and in 2021 delivered a total of $862m in direct economic benefits. HVO make positive contributions to the local communities in which they operate by way of displaying a genuine commitment to employing local employees, engaging with local suppliers, and through numerous donations and sponsorship's that benefit Hunter Valley communities. I fully endorse HVO's application for the HVO North and South Continuation Pojects.

HVO provides employment for more than 1,500 people and makes a significant contribution to the local community, businesses, and economy. The continuation of operations will ensure ongoing employment, which provides myself and my family with stability, security, and the opportunity to continue enjoying the quality of life we are fortunate to have in this region.

Beyond the personal impact, the project is vital for sustaining local jobs, supporting small businesses, and maintaining community investment that benefits schools, sporting clubs, and other initiatives across the Hunter Valley. I wish to provide my support for the proposed extension of the Hunter Valley Operations (HVO) mine. In my view, this project should be approved on the basis of its long-standing presence in the region, the limited change it represents to current operations, and the significant economic and social benefits it provides.

It is important to note that this is not a new mining development. The HVO mine has been in continuous operation for more than 70 years. The proposed extension is simply to continue the existing operation, rather than to expand it into something materially different. Production levels are not expected to increase, and the overall scale of the mine remains largely consistent with its current footprint. As such, the extension represents continuity of an established operation rather than a step-change in mining activity.

The contribution of HVO to the local economy is considerable. Approximately 1,500 jobs are directly and indirectly supported by the mine. This includes permanent employees, contractors, and a large number of local suppliers and service providers. In a regional setting such as the Hunter Valley, the availability of stable, well-paid employment is critical to sustaining households, schools, small businesses, and broader community infrastructure. The sudden removal of this level of employment would have severe economic and social consequences.

At present, there is limited evidence of a structured transition plan for coal mine workers in this region. If HVO were to cease operations in the short term, the workforce would have very few local opportunities to transfer their skills. Many would likely need to leave the area in search of work, leading to population decline and reduced demand for local services. Extending the mine’s operating life provides the community and government with time to prepare and implement a more orderly transition, thereby avoiding a sudden economic shock.

Beyond its role as a major employer, HVO also makes a measurable contribution to the local community through support of charities, sporting organisations, and education initiatives. These contributions provide benefits that extend beyond direct economic measures, supporting social cohesion and community development in the Hunter Valley.

In summary, the proposed extension does not introduce new or untested impacts. It allows for the continuation of an operation that has functioned in this region for decades, under regulatory oversight, while maintaining a critical source of local employment and economic activity. It also provides time to plan for future workforce transition in a responsible and staged manner.

For these reasons, I support the approval of the HVO mine extension.

The mining industry is an invaluable resource and asset to the state of NSW and in particular, the Hunter Valley. An entire economy here is based in and around mining and to deny these communities of these jobs, would be catastrophic. I fully support the continuation of HVO and any other coal mining project now and into the future.
