Brilliant to see the last piece of outstanding development to complete the community.
The lot configuration is appealing and it appears the developer has worked within the Council restraints to provide a well laid out mixed use infrastructure that locals will benefit from.

I completely disagree with any modification to the heights of buildings. Heights must be maintained at 3 storeys.
I don't agree with any modification to layout of dwellings - this is already a very high density area.
There are no community areas. The current plan dramatically alters the beach front.
Provision must be made for future Surf Life Saving facilities.
Reduction in car parking make no sense. I do not agree to reducing car parking spaces.

I object to the application in it's current form, however I am generally supportive of the original concept of creating a quintessential beach village.
Adding more places where residents can enjoy leisure time together will be advantageous to both the community and developers alike. I'd recommend adding more restaurants, bars, and other social venues (such as a surf club). Priority should be given to quality food/drink retail outlets. The area is crying out for more places to go out, satisfying this need will bolster local support.

I am most concerned about this development due to a number of reasons.
1. I am opposed to their being a building height of 4 levels and believe this should be reduced to 3 levels. The unique beauty of living in this area will be comprised by the high levels proposed in the plan. Currently standing on the beach - which I do every day - the natural beauty is not comprised because one cannot see any buildings. This is distinctly different to the types of development on the Gold Coast which provides a different feel, one that is more urbanised, than this region. The lack of intrusive urbanisation and high buildiings is a key reason why people choose to live here. I believe including 4 level heights in this development would be considerably damaging.
2. The beach is very dangerous and with the proposed Kings Forest development it will be essential to provide a surf life saving club in the future to cope with the increased population. I and my son have been caught in a rip off the beach and unless the beach is properly patrolled in response to the growing population I fear there will be a fatality. Space to provide a surf club and the necessary facilities for equipment such as buggies etc will be required. This should be safeguarded for the future by the council looking after the land until funds have been raised to pay for these surf lifesaving facilities.
3.I would very much like to see the development provide an open area or plaza in the main street. The current proposal lacks any imagination to provide a public space that enable people to gather for community events. I believe this is important to build community cohesion, connectedness and develop social networks for the community to become self-sustaining and supportive. Providing public spaces for events such as Xmas Carols will ensure people of different ages and backgrounds have the opportunity to meet to build relationships. Many people have moved from other areas to live hear, particularly retirees and it will be important to provide public spaces to ensure people don't become socially isolated. Preferably I would like to see a community hall that could be used to run groups or hired by local small businesses for events/classes.
4. I dont think there is enough parking available. Public transport in this area is very limited and people have to rely on using their cars. I don't believe this plan has taken into consideration the Kings Forest development which will significantly increase the population using the Casuarina Town Centre.
5, I don't believe the developers have made enough provision of using appropriate trees to ensure shade for pedestrians. This is a relatively cheap and easy provision to provide and can help in providing an environment that reduces over sun exposure.

When I and my husband built our home at Casuarina Beach in 2002, we were told a town centre would be fully developed within 5 years.
Fifteen years later we are still waiting.
Indeed an approval for the town centre was granted by the State Government in 2009 but due to constant delays and reviews we are now into the 10th modification of that approval and yet to see a sod turned. We have been waiting 8 years for this project to start!
No project on the eastern seaboard of Australia has been so over-dissected, submitted and resubmitted, community consulted & reconsulted etc etc than the Casuarina Town Centre.
This current plan, like the last one two years ago, is outstanding. It has the support of the vast majority of residents in this community, clearly expressed to me by many friends and neighbours. Most pertinently it now has the support of residents along the northern swale, who have had longstanding boundary issues with previous approvals.
Pay no attention to objections being engineered via a local Facebook campaign run by a single obsessed anti-development advocate. This campaign has been based on misleading information relating to the surf life saving facility, parking, open space and 4-storey buildings and has created needless fear among more recent arrivals to our community who perhaps do not have a full understanding of the history of this application. Be assured the people who have lived here the longest, and who created the incredible social fabric of this community, are almost unanimous in their support for this application.
Get this done. Give us our town centre PLEASE.

I wish to lodge my support for the proposed amendments to the Casuarina Town Centre. I have I watched the Casuarina estate develop over many years and believe that Clarence Property has listened to the community and the development will be an asset to the Casuarina area. Some key points I wish to highlight are outlined below.
1. The development provides a significant reduction to the density of the Town Centre. The proposal better responds to the coastal village area which Casuarina has developed into. The last thing I would like to see is residential flats and a tourist hotel in the town centre precinct. Clarence Property is proposing a good mix of single dwellings and mixed use shop-top housing which will create the right density for Casuarina.
2. The level of open space is on par with the original application. The proposed reduction in density (and therefore, the resident population) combined with the level of open space, the proximity to sporting fields and the beach is more than reasonable.
3. The issue of building height is, in my view, not an issue. The proposal does not seek approval for buildings. The land is afforded a 13.6m building height limit, which was set by Tweed Shire Council (Tweed LEP 2014), and deemed appropriate for the area. I note the 13.6m height is also available at Salt, Cotton Beach and Kingscliff; it is not just the Casuarina Town Centre which is afforded this height limit. Accordingly, once the subdivision is built, I recognise the development of the land will be subject to separate approvals through Tweed Shire Council. Objections complaining about 4 storey buildings are just misleading as no buildings will be approved under this modification application.
4. The proposed subdivision design and lot sizes are reasonable, considering the existing development; the creation of smaller lots close to a town centre is more sympathetic to a better planning outcome for this particular space.
5. The proposed available public car parking is increased above that provided in the original approval.
6. The open space civic park is well designed with play equipment and public amenities which will be an asset to the subdivision.
7. The re-instatement of the 20m northern buffer is great recognition that Clarence Property has listened to the community and responded to their concerns.
8. Grand Parade is designed to be greater than 30m wide providing expansive footpaths which will be fantastic for alfresco dining and presents an open active public space.
9. I am aware the current approval requires Clarence Property to provide surf lifesaving facility as required by Surf Lifesaving Australia within the Icon Building. Clarence Property is not seeking to amend this requirement. Calls for a new surf club are not realistic when existing long established clubs are struggling to retain and gain patrolling volunteers.
10. We need the Town Centre finished. It is the last piece of land to be developed. It will bring housing, employment and improved access to services for existing and future residents. It is time and the residents of Casuarina need to have the project commence and see their estate finalised.

Grounds of Objection - Our property backs onto the swale. The width of the easement has already been reduced from 36m down to 20m and current plans to reduce it further down to10.5m will reduce the available community open space. The introduction of a traffic road within the 20m buffer zone is contrary to the originating planning intent and purpose of the easement for open space landscape planting and pedestrian/cycleway only. The proposal conflicts with earlier planning permits and there is not sufficient planning merit or grounds to overcome the conflict. The introduction of trafficable road will cause adverse amenity impacts on neighbouring residents due to Increase noise impacts, Increase light spillage, Increase security concerns and Decrease landscape and visual buffer to future development. Neighbouring residents that purchased land and built in the area have done so based on planning approvals which required 36m to 20m easement for landscape buffering and would have not reasonable contemplated such to include a trafficable road. The developer has adequate capacity to move the proposed road south out of the 20m zone or internalise the trafficable road within the town centre master planning rather than adjacent to existing residential properties. The developer is merely seeking to increase their developable area at the expense of the community by decreasing the buffer zone and accommodating a road within an area always intended for landscape buffer planting and pedestrian/cycle access only. Once the land is gone - it is gone
