We are currently living George's Fair.

It would be too many negative impacts on our residential area if the building material recycling facilities will be set up here.
For example, the health issue: air pollution, building waste, asbestos, and other non-curable disease causes.

Traffic issue: I worked out to be around additional 1 to 2 heavy trucks going through the Brick maker drive intersection.

Environment issue: flooding prone area will greatly damage the already delicate Georges River eco-system.

Furthermore, the property price and land value will be greatly impacted.

As a local resident who lives just within a kilometre away from the Moorebank recycling plant. I'm deeply concerned at the proposed extension of this facility.

The buildup of the heavy vehicle traffic would affect the noise and air pollution in the area. Building and concrete waste may contain traces of asbestos in the mix. The massive sand dunes of dirt sitting on the site (clearly visible from Newbridge Rd & Brickmakers Dr) are exposed under the sun without any cover. This would pose serious health danger to the residents living nearby. Dry windy weather would blow dust and nasty particles from these sand dunes. Georges Fair estate would become a dust bowl.

The air would be choked with smoke pumped out of these prime movers and trucks which would rampage through the estate 24/7. Georges Fair would be no longer a peaceful area to live.

We can't understand why the state government allows this concrete recycling plant to continue its operations next door to a growing residential area. We demand state government to take corrective action. The recycling plant must be closed and relocated elsewhere away from Georges Fair.

I am writing to you to register my opposition to Concrete Recyclers Pty Ltd / Moorebank Recyclers Pty Ltd which is planning to build a recycling plant at Lot 6 DP 1065574, Moorebank. I have just purchased land at the Georges Fair development and am disgusted to know that this recycling plant will be located approximately 500 metres from my house. The recycling plant will be even closer for other residents. It will also affect residents of Milperra and other suburbs.

The present and future residents of Georges Fair, Moorebank, are completely opposed to this development. It has been proposed in the past (2005/2006) and it did not proceed then. I find it difficult to understand why it is being proposed again in 2011 when there are now even more residential homes in the area and even more homes will be built right next to the proposed recycling plant in the future.

There are a number of concerns that I have with this development application. The recycling plant will attract 324 heavy truck movements per day, in close proximity to a peaceful, quiet and growing community of young families. The noise and air pollution caused by these excessive truck movements are unwanted, especially considering that the residents of Georges Fair have purchased land on the basis that there will enjoy a "rewarding quality of life...set amongst...native bushland" (http://www.georgesfair.com.au/). We feel that we have been misled when purchasing land, as the 'native bushland' is right next to the proposed recycling plant. Nobody would want to go bushwalking through this 'native bushland' listening to the crushers and breathing in pollution.

In addition, the proposed development is on the river and would destroy the natural environment in the area.

It does not make sense to build a new recycling plant in this area, considering that there are other recycling facilities in neighbouring Chipping Norton, the proposed new marina in the area and the fact that the Moorebank Intermodal facility will already impact negatively on the area.

In terms of the proposed new marina in the area, again, it does not make sense to build a new waterside facility and have this ruined by 324 truck movements a day.

One of the main concerns about the project is the level of dust it will produce. The information provided by Judith Stubbs and Associates (solicitors for the developers) indicates that this will be controlled by a 'sprinkler system'. However, this is unacceptable. Today Tonight recently featured the case of a similar plant at Chipping Norton, which has resulted in widespread dust pollution spread throughout the local community, causing breathing difficulties for people and damage to cars. I would suggest that the control measures suggested by the developer are inconsistent with health standards and the development should not be allowed to proceed.

Under planning laws, the developer is required to comment on the impact on property prices in the area, however, has not addressed this in its initial information given to local community members. This development will have a significant impact on property prices in the area. This is of particular concern, given the fact that Georges Fair is mainly comprised of young families with large new mortgages who wish to raise their families in a quiet and pollution-free environment. Property prices will be adversely affected by the development and mortgage holders will lose money.

I implore you to u1. Irrespective what the Recycler says: There is NO need for the project. It should be stopped by State Government and Local Government should rally on the support of their rate payers. There are many recycling facilities in Sydney's basin. It does not need another one with such environmental, health, aesthetic drawbacks. The project will employ only a handful of people when it is up and running yet operate 6 days per week in a family residential zoned community, devaluating property values, environmental damaging the Georges River and its flora and fauna, create great risk of injury to residents by the estimated 324 truck runs per day.
2. Visual Impact: It's a monster. Despite the trees. 30 meter high stack piles of bitumen, bricks, road base and other construction material with the real possibility of asbestos fibres. The sand piles currently can be seen from the Elizabeth Drive in Liverpool on the way down from Cowpasture Rd, along Elizabeth Drive heading into Liverpool. They look like icebergs. It's disgusting to know that our children are living here. The asbestos issue will land the Recycler in Court, and they'll get a small fine. But they won't care.
3. Air Quality: Real danger with the unknown particles throughout the air with open roof crushing occurring from 7am-630pm 6 days per week. What will we be breathing and wearing. It needs to be stopped.
4. Noise: The noise when they built the round-about was horrendous on the corner of Brickmakers Drive and Christiansen Boulevard. The dirt, the smell, the trucks. It's only going to magnify 1000 per cent. With 324 truck runs daily. Huge crushers to crunch the construction material into recyclable waste.
5. Traffic and transport is already pretty bad in the Georges fair estate. Brickmakers Drive we thought was built for the residents, only to find out now it was built for the trucks to access the recycling site. Residents have Brickmakers Drive or Maddocks Rd to exit onto Newbridge or Nuwarra Road respectively. Half the houses are not even constructed as yet. The problem will become exponential once the recycling facility begins. The Brickmakers drive and the trucks will be considered a place of work for the Recycler endangering the residents with accidents. Claims will be made against the recycler. I want Brickmakers Drive closed for heavy truck vehicles. It should not be permissible to be a place of work for the Recycler.

You must understand, I would not have purchased and built in the Georges Fair estate if I had known that the Moorebank Recycler was even a chance of operating. I was advised by Jacki Ari, the Benedict Sand Yard would be decommissioned and a Marina built in its place, elevating the property value, making it a beautiful place to raise a young family so close to the heart of Liverpool.

It is a disgrace that we have all been deceived.

Local Government Councillors, Local Members for Parliament (Menai), the Premier, you all need to hang your heads in shame for allowing this debacle to carry on for 20 years and get to Environmental Assessment stage and you should stand up for the people that put you in your seat of power. Say "No" to the Moorebank Recycling Facility. It smells of corruption. Stop it being built for the objections I've raised.

We are OPPOSE such a development due to a number of health hazards that come with it, increased traffic and danger to our kids that are growing up the neighborhood.
Its unbelievable that such a proposal is taken into consideration by NSW Government, direct answer should be NO and it should have never been taken into consideration. NSW government is putting our lifes and health at risk- its UNACCEPTABLE. We as Australian citizens feel like we live in a third world country where interests of huge industrial companies and dollar value is taken into consideration before our lives.
STOP the proposal, it SHOULD never never go ahead.
Its residential area and that sort of development should consider a location outside of the city, not next to schools, kindergartens and our backyards.
I worked all my life to build a house in a nice and peaceful suburb and now someone is about to ruin it all for me and my family.
I don't want my kids to have cancer because they have been breathing in all those chemicals since childhood.
I can not explain how disspointed we all are with such a proposal. I don't think that NSW Department of Planing should be putting residents through so much stress, that proposal has given me a headache and a lot of sleepless nights.

WE WILL NOT ALLOW RECYCLING PLANT IN OUR BACKYARDS!!!

Section 2.8.1Mon to Sat with hours of 7am to 6pm when will people of moorebank have no noise ,and pollution.Moorebank is like the mosman of liverpool why ,houses are over 600k to 1m.With this close by property will devalue .Brickmakers Rd is full of residential homes so why is there a proposed link Page 2-12 in planning guide .Georges fair is Zoned as residential,so therefore they cant have access to link there road.There are homes being built on brickmakers Rd .People are complainig of truck volume on a 2 way rd and noise.With this prosal there will be more road volume and noise and a accident waiting to happen when there are families with kids living of Brickmakers Rd,We say nononononononon

Dear Emma,

The proposed waste building materials recycling facility at Moorebank was a surprise to many people. It's horrifying if the development gets approval to be built in such close proximity to residential homes.

Moorebank Recyler Pty Ltd has submit an application(http://majorprojects.planning.nsw.gov.au/index.pl?action=view_job&job_id=100) for a building material recycling facility in Moorebank, Liverpool council. Building material can contain asbestos, which is known to cause serious diseases including cancers, such as mesothelioma and lung cancer, and other non-malignant lung diseases such as asbestosis, pleural plaques and pleural thickening.
Asbestos has been used in roofing, asbestos cement sheets and pipes, insulation, building materials and other products.

The method to screen dust, and health damaging waste from leaving the facility during the crushing of concrete is to watering it down by mist. The health risk for this strategy is simply too great to take.

Traffic and transport are already a problem with existing congestion and noise pollution at 2 major traffic intersections adjacent to the proposed site. An estimated daily addition of 324 trucks movements on average of 21.2 Tonnes will place even more burden to the road, motorist and residents.

There are far too many unknown implications not mentioned in this email, this application for development in on exhibition until 5th April 2013 with the NSW's Major Infrastructure & planning website mentioned above, there are simply far too little time and consideration for the people of NSW.



I am opposing this development proposal and wish you to join me.

We purchased a block of land end of 2010 and started building our "dream home" in 2011. We moved in 17th December 2011. Our dream was short lived, as we found out a few weeks after moving in that: A recycling plant was being proposed right behind where we are living. We strongly object to this proposal as per the following.
Construction and operation of a recycling facility that would handle approximately 500,000 tonnes of construction waste per year
Comments based on the documents available on the website
* General: The proposed material recycling facility will be located in close proximity of a residential area (Georges Fair Residential Estate). Distance between the north-west corner of the proposed site and the nearest residences in the Georges Fair area is 250 meter. It is even narrower at the intersection of the link road and the Brickmakers Drive. Therefore, despite all mitigation measures, it is inevitable that the proposed recycling plant, during construction and operation, will cause significant impact on the residents in the Georges Fair and neighbouring areas. It will also be located between two ecologically sensitive areas - the natural bushland and the Georges river. Any emission or discharge (accidental or regulated) from the proposed site will have significant impact on the ecosystem. Construction of the facility on an existing (non-operational) landfill has the potential for accidental release of pollutants currently confined (as reported) in the landfill.
* Cumulative Impact: Existing Benedict Sand and Gravel facility is already putting pressure on the nearby environment and residents (existing and future who are already purchased plots in the Georges Fair Estate) in terms on air pollution, excessive noise, strong odour, traffic congestion and visual impacts. The proposed facility will add extra loads to the environment and the community. Cumulative impact will have severe and irreversible impacts on the environment and community. The EIA did not include cumulative impact assessment.
* Underestimation of Affected Area: Page 1-2 of the EIA report indicates that a "small" section of the Georges Fair estate is located to the west of the site. This is incorrect. The length of this "small" section is approximately 600 meter or more than half the estate's length. Therefore, impacts arising from the proposed project will have significant impact on this "large" section of the residential estate.
* Site Access: Site access through Brickmakers Drive (through 18m wide strip of land) would cause significant traffic congestion on Brickmakers Drive. Once the Georges Fair Estate is fully developed, this road will play a major role to take pressure off already over-stressed Nuwarra Road. Trucks coming in and out of the proposed site would cause heavy congestions not only on the Brickmakes Drive but also on the Newbridge Road. Travel time will be increased and it will impact aversely on local community and businesses. Note: Alternative access routes have not been considered in the EIA
* Study Limitations: Noise and traffic studies have underestimated number of vehicle movements along Brickmakers drive. This is a newly constructed road connecting the Heathcote road (via Nuwarra road) and the Newbridge road. People travelling between western suburbs (i.e. west of M5) and Bankstwon areas are increasingly using this road and it is adding more vehicles to the road every day. This number will increase significantly when all residential area (Georges Fair) is fully developed. Additional truck movements (to and from the proposed facility) along this road will cause significant traffic congestion and it will increase travel time and decrease quality of life of the residents living in these areas. This is to note that the traffic survey was conducted (refer to Appendix 4 of the EIA) in October 2012 at Brickmakers Drive only a few weeks after it was constructed. At that time, as people were unaware of the existence of this road, number of vehicle using this road was significantly low particularly during peak hours. Therefore, the collected data was not representative of the current situation. Brickmakers Drive should not be used during construction and operation of the proposed material recycling facility.
* Erroneous Air Quality Assessment: Air Quality Assessment report was done between 2007 and 2010. Meteorological data collected in 2005 was used for air quality modelling. No recent data has been used. Also the air quality data used in the study was collected from a monitoring station (Rose Street, Liverpool) that does not represent the ambient air quality in and around the proposed site. Particularly the emission generated by the existing waste recycling plant (Benedict) has not been taken into consideration at all. It is likely that the cumulative emission from the Benedict site and the proposed plant will exceed the air quality criteria applicable to residential areas particularly the areas close to both sites (note: these areas in Georges Fair are yet to be developed).
* Change to Local Hydrology: The proposed site will be on the floodplain of the Georges river and certainly it is going to affect the hydrological regime of the whole area. Natural run-off/drainage will be interrupted.
* Proposed Layout: A 4m mound along the site boundary has been proposed. This seems grossly inadequate as most of the proposed structures e.g crushers, workshop etc are double of this height. This mound will not be able to screen neither noise nor emissions arising from the proposed facility.
* Bushfire: Bushfire impact assessment did not assess whether the proposed facility would exacerbate bushfire (in case there is one) in the area between the proposed site and the Georges Fair residential area. It is not clear whether a fire would travel faster westward due to the presence of the recycling plant in the east than it would naturally do under "no-development" scenario. There is also potential that the construction or operation of the plant could trigger any bushfire event.
* Inadequate Community Consultation: Community information session was organised on 31 May 2011 and the EIA has been issued almost 2 years after the consultation was done. A significant number of residents were moved in the area (particularly in the Georges Fair) since the consultation was organised. Therefore, concerns of the existing and future (owner of the building under construction) project-affected people were not considered in the EIA. General perception of the current resident towards the proposal for the development of recycling facility is negative.
* Odour Control: The EIA report does not provide details of the odour control measures. Strong odour from the existing Benedict waste plant has recently being experienced by the residents. Repetition of such incident should not happen.
Based on the above, I , as a resident of the Georges Fair Estate, strongly object to the proposal for the development of the waste facility in Moorebank.

OBJECTION TO MOOREBANK WASTE FACILITY (project number MP 05_0157)
I strongly oppose to the development of Lot 6 DP 1065574 as Moorebank Recycler Construction Materials Recycling Plant.
The fact that this proposal has advanced all the way to exhibition stage is appalling and shocking, considering the following factors:-
1. This proposal of construction materials recycling plant is NOT in line with the rest of the development surrounding this area. From the map in the proponent's submission, it is so obvious that this terrible polluting proposed recycling plant is completely surrounded by critical flora, dense residential community, recreation golf course and upcoming marina. The submission misled everyone in saying it is inline with Bowral Moorebank Structure Plan. Liverpool Council has envisioned this section of Moorebank for rejuvenation and phasing out of polluting industry. But somehow, this environmentally sensitive piece of land was granted to Concrete recycler. This construction materials recycling plant is hemmed in by good, sustainable developments (Georges Fair, Brighton Golf course, Marina) but if this proposal gets approved, all the good will be completely destroyed.

2. This proposed recycling plant EA does not even address the main key point raised by the DG, namely the site access, complete with proper written evidence from land owners. Site access is fundamental to the submission of EA, as instructed by DG. Neither the local Liverpool Council or RTA approve any access to this site. Records can be obtained from Council and RTA. This EA should have been rejected outright by DoP as the proponent blatantly ignores this instruction. This again indicates the lack of responsibility and ownership of the proponent to even ignore DG's written document. It is unimaginable if the proposal goes through, the recycling plant built and then the proponent just ignore everything they have promised especially ignoring the hazards.

3. This proposal is NOT a major project under part 3A. This should be evaluated under the local council. Even though the DG may have been misled in 2008 to grant this proposal as Major project Part 3A, NOW is the time the Planning Minister, PAC and DoP correct this error. If DoP proceeds to approve this proposal, it does not mean that two wrongs equal to a right. How can this proposal be considered a major project, when only about 45 permanent positions will be employed upon completion? The so-called economic activity is not even contributing to the lives of 1300 families in the immediate surrounding, at Georges Fair residential area and upcoming Mirvac development at Brighton Golf Club. The only entity benefitting from this recycling plant is the proponent Concrete Recycler, who will earn millions, at the expense of the surrounding community health deterioration and suffering.

4. The submission by the proponent is terribly misleading regarding public consultation. All the questions raised during the one and only public meeting were blatantly ignored and not addressed at all, especially regarding hazardous asbestos in construction materials. The rosy pictures, speculative graphs and conjectured numbers in the proponent's submission are no different from James Hardie early claims, which in the end resulted in loss lives. Will the Planning Minister, PAC and DoP be so heartless and cruel as to ignore the lives of surrounding residents, closest being 200m from the site? Will NSW government be responsible for the lives of children of young families living at Georges Fair, surrounding Moorebank and Milperra areas decades later when someone suffers from mesothelioma?

I appeal to the good sense of Hon Bradley Hazzard MP, Planning Minister, PAC and DoP to reject this construction material recycling plant proposal once and for all. Please come to Georges Fair residential site and see for yourselves the proximity of this proposed polluting plant. Visiting this growing residential site will show how the proponent purposely misled DoP with conjectures in their Environmental Assessment submission.

I would ask that for once someone steps out of their comfort zone, stops worrying about money and takes the interests of the people who live in Moorebank into account. No one wants this bar the owner who wants to make money at any cost. There is hundreds of reason why not from the traffic to the pollution and only one for, his pocket. It's not a hospital or a fire house, we don't need another waste facility. Be realistic and do the right thing please.
Look at Menai where the same thing happened and time after time the wrong thing was done.
