Item 3.1.1 of the EPBC Referral Application Number 01921 dated 10/7/23 notes that the land upon which the project is to be constructed is zoned RU1 Primary Production under the Murray Local Environmental Plan 2011.
This project is in breach of Article 2.1(b) of the 2015 Paris Agreement which states: "Increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that does not threaten food production."
Therefore, the construction of wind turbines on Land that is zoned as RU1 Primary Production should not be permitted.
Extract: "The Subject Land is located within the Murray River Council LGA, approximately 15 km south of Balranald and approximately 10 km north of Kyalite. The Proposed Action is located in the South-West REZ. The Subject Land contains a 220 kV transmission line which runs through the northern portion of the Subject Land, the ‘Project Energy Connect’ transmission line (currently under construction) is to be located directly north of the 220kV line. A small portion of the Subject Land borders with the Yanga National Park, while the remaining surrounding environment is agricultural land.
The Subject Land is zoned as RU1 Primary Production under the Murray Local Environmental Plan 2011. The surrounding properties are also zoned RU1 Primary Production, with Yanga National Park zoned as E1 – National Parks and Nature Reserve".
Also two EPBC Act listed species have been recorded within the Project Area, including the Regent Parrot ( Polytelis anthopeplus monarchoides) listed as Vulnerable under the EPBC Act, and the Major Mitchell’s Cockatoo ( Lophochroa leadbeateri leadbeateri ) listed as Endangered under the EPBC Act.
While the Migratory listed Fork-tailed Swift (Apus pacificus) was considered in initial risk assessments as having potential to occur occasionally within the Subject Land, it was not recorded in 24 months of utilisation surveys."
Wind turbines are bird killers. The bird carcasses attract foxes and other feral animals such as feral cats, wild dogs and feral pigs. Foxes, feral cats. wild dogs and feral pigs don’t discriminate and kill domestic animals, small livestock and small native mammals. Indeed feral pigs wait when ewes are giving birth and the devour the newly born lambs!
The proposed Junction Rivers Wind Project would not be conducive to the conservation of biological diversity and ecological integrity.
Demolition and Rehabilitation Bonds.
Wind, solar and BESS Companies are not required to provide Demolition and Rehabilitation Bonds. The Applicant Company, JUNCTION RIVERS PTY LIMITED is a wholly owned subsidiary of JUNCTION RIVERS HOLDINGS PTY LIMITED. The Applicant Company (Lessee) enters into a leasing agreement with the host/landowner (Lessor) to enable construction of the 96 wind turbines on the host/landowners property. Without a Demolition or Rehabilitation Bond there is no incentive for the Applicant company to demolish and remove the 96 wind turbines and rehabilitate the land to its original zoning of RU1 Primary Production. The 2015 Australian Senate Select Committee on Wind Turbines that the cost of demolition of a wind turbine was in the order of $380,000. The present day cost of demolition of the now larger wind turbines has been independently estimated to be between $450,000 and $600,000. Therefore, at today's cost, the demolition and removal of the proposed 96 wind turbines would be, (at the lower rate of $450,000), $43,200,000 (Forty three million two hundred thousand dollars)! As previously stated, there is no incentive for the Applicant Company to demolish and remove the 96 wind turbines. It is plausible that the Applicant Company pays dividends to the beneficial owner, the Holding Company, from the income generated by the Applicant Company's during the operational life of the project such that at the end of operational life of the project, the Applicant Company (Lessee) would not have the financial capability to demolish and remove the 96 wind turbines and would be liquidated, thus leaving the host/landowner (Lessor) with 96 wind turbines on their land and the cost of demolishing and removing them. The Holding Company, not being a party to the Lease Agreement, would have no responsibility for the demolition and removal of the 96 wind turbines.

I am getting increasingly concerned of the number of renewable Energy Projects on the Riverina Plains planned for our region
The Junction Rivers Wind Farm EIS makes very little comment on the cumulative impact this project will have on our environment. Needless to mention the significant disruption it will have on the migratory bird population and the native grasslands of the area
The EIS lacks detail on how it is to access the grid its lines of transmission to grid/ substation.
The impact this project will have on neighbouring properties needs further acknowledgement, with a more detailed Near Neighbour Benefit Sharing arrangement as outlined in the most recent NSW Planning Guidelines.

I object unreservedly to this project.
During my 35 years doing agronomic advisory work in the region, where this project is being proposed, i have never seen such unprofessional behaviour by the proponent companies employees.
This in regard to responding in my request to confirming that there would be an absolute guarantee that there would be No drift of volatile herbicides onto highly susceptible adjacent horticultural permanent plantings.
These discussions involved a number of the projects employees and this issue was NEVER resolved.
During the discussions I put forward the impact on my cropping farmers businesses in a financial only impact and my figures showed in excess of $160,000.00 per annum in direct costs.
The proponents employees responded and asked for the specific compounds that would need to be changed , which I supplied the proponents employees to demonstrate the impact.
I NEVER had a response after I supplied this information.
What is the project proponent hiding??

The industrial construction of these monstrosities will increase costs to our farm. Crop & aerial spraying will increase, we will pay higher insurance premiums, higher crop insurance & it will devalue our land,& have visual & audible effects. The sheer size of these things are as high as the Eiffel tower in Paris!
This has already caused disruption and division to our township- GREED being the name of the game for a small minority in the community! and the neighbours being accused of being jealous!

Objection to River Wind Farm Development
I am writing to formally object to the proposed development of the Junction Rivers Wind Farm. My objection is based on the following concerns:
1. Lack of Consultation
The consultation process for the River Wind Farm development has been inadequate. Many community members, including local residents and stakeholders, were not given sufficient opportunity to provide input or express their concerns. A project of this magnitude requires thorough and transparent engagement with the community to ensure that all voices are heard and considered. The lack of meaningful consultation undermines the principles of democratic decision-making and fails to address the legitimate concerns of those who will be most affected by the development.
2. Socio-Economic Impacts
The development of the Junction Rivers Wind Farm will have significant socio-economic impacts on the local community. The construction and operation of the wind farm may lead to increased noise pollution, visual intrusion, and potential health issues for residents living in close proximity to the turbines. On a broader scale, the decrease in property values associated with these development and the impacts on all municipal rates has not been stated or addressed.
Moreover, the economic benefits of the wind farm, such as job creation and local investment, have not been clearly demonstrated. Without a comprehensive analysis of the long-term economic benefits and potential drawbacks, it is difficult to justify the development based on economic grounds.
3. Loss of Cropping Land
The proposed site for the River Wind Farm includes valuable agricultural land currently used for cropping. This land is crucial for local farmers and the broader agricultural economy. The loss of cropping land will reduce the availability of fertile soil for food production, negatively impacting local food security and the livelihoods of farmers who rely on this land for their income.
4. Unsuitability for Grazing Animals
The proposal identifies grazing as an alternate to cropping. The semi arid environment is most suited to the cropping regime. To suggest grazing is an oversight and reinforces the developers don't understand the climate and suitability of land for particular agricultural pursuits.
I am writing to formally object to the proposed development of the Junction Rivers Wind Farm. My objection is based on the following concerns:

I am objecting this project due to the fact that WindLabs has been unable to show evidence of the impact that the wind turbines will have on local wildlife in the Kyalite area. Also failing to provide evidence of the affects that this project could have on the farmers who work and live next to where the proposed site for the wind turbines is.
