I refer to the original decision and comments made by Camden Council (Jamie Erken- Manager Statutory Planning) in his letter dated 22/8/22, especially his closing statement listed below;
"7. Conclusion For the reasons outlined above, Camden Council objects to the proposed development.
The subject site is zoned RU4 Primary Production Small Lots and is located on a rural road with no shoulder, formed kerb and gutter, footpath, lighting or piped underground storm water system. The land is also not served by reticulated sewer.
The land is unsuitable for the proposed development and will result in unacceptable impacts for residents of adjoining/surrounding properties.
The proponent is seeking to develop relatively cheap rural land prior to precinct planning / rezoning.
This provides a private financial benefit to the proponent at the expense of the wider community.
The proposed development, if approved, would also hinder the orderly and co-ordinated provision of infrastructure in the Catherine Fields Growth Centre".
I am resident of the Leppington/Catherine Field area, I am a regular user of the Catherine Field Road, to allow a development of this size and nature at this point of 'zero' surrounding infrastructure would be allowing and contributing to an environmental, planning and development hazard and disaster for the local community, surrounding area and district. Nothing has significantly changed from the previous DA with the exception of the numbers. This does not reduce the risk identified by Mr Erken.
Simply, this type of development within the the Rural zoning and absence of significant supporting infrastructure is not appropriate. To further suggest that Camden Council and the rate payers of Camden are then expected to fund supporting infrastructure to the site for the tune of hundreds of thousands of dollars, when the area is still not zoned is not acting in accordance of distributing contribution funds for zoned precincts. We currently have 'zoned and developed areas' within the Camden district that are awaiting necessary infrastructure such as; road widening, waste water connects, storm water, footpaths, street lights and these are all located in existing zoned locations. We have planning policies and rules in place for a reason, so that development and planning takes place in a coordinated approach, whereby the relevant authorities (council, dept of planning and community as stake holders) all have an opportunity to provide submissions and comments on what the future planning of the district should involve and look like. These types of developments are placing the cart before the horse and therefore creating a cocktail of planning errors and deficiencies that significantly impact the public and community for the future in that area.
The main areas of concerns, are: lack of supporting infrastructure, traffic and vehicle volume/congestion, noise emanating from the significant hours of operation, environmental hazards in relation to the treatment of on-site sewer (sports fields), overflow of waste water, storm water now onto adjoining properties and spilling over to Catherine Field Road.
Flooding: There is a real concern that in flood events (which have been regular in recent times) students would not be able to leave the site as the road floods and would prevent access to the area. The area is prone to flooding and after viewing the relevant flood water maps, this is a very serious concern to have such a large scale development located at this location.
Traffic volume & vehicle parking: I note that the development has recued the numbers, however the existing issues and concerns have not been addressed beyond the original proposal. As previously identified, proposing road works to there site only, does not address the surrounding area and Catherin Field Road. As we are well aware, parents will likely park on the street and in this case, Catherin Field road is a rural road, with no footpath, walk ways, street lighting, kerb and gutter, potentially this is a serious traffic and pedestrian hazard and risk.

the proposal should not proceed the documents are misleading. they cant decide how many staff will be working there and the roads cannot handle the amount of trucks and cars
