I am writing this to express my outrage over recent developments re Moorebank Recycling Plant Pty Ltd, Project application number 05_0157, proposed to built, alarmingly close to residential developments.
I am a future resident of Georges Fair, Moorebank. Myself and many others have many concerns regarding this project.
Those include the health implications that such a facility right on our doorstep would have on our families and children.
I am concerned about the hundreds of extra heavy trucks that will be generated in our neighbourhood per day, the health risks of hundreds of thousands of tonnes of possibly hazardous waste, increased noise pollution, the impact of the environment and native surrounds of the environment and for the very real effects that this will have on land property prices in which greatly affects all of those who have worked so hard for our homes in this area.
Why, when this development proposal did not proceed in the last several years, is it back on the agenda again? When so many new families are building homes and lives in this area of Moorebank.
I ask you to please consider and use your power to oppose this very unpopular development proposal from occuring so close to our livelihood. This is not the appropriate area for such an industrial facility.

Dear Planning,
My family and I are strongly against the proposed recycling plant at Moorebank. All people from the community are against it as well. This is being built too close to a residential area.
Some of the reasons are the following:
- This will heavily increase the traffic from all the vehicles going in and out of the recycling plant, especially the trucks. There are already a lot of traffic around the area. Even if they propose to build another road for the plant, it will not stop them from using currently existing roads and cause traffic.
- Noise from all the trucks is an issue.
- Noise from the recycling plant is a concern. They may have done some preliminary testing but these will never be accurate. It is just too close to the residential area for it to have minimal effect.
- Dust could be a problem thus imposing health risks to the residents. They may be proposing to water the materials but this will not guarantee that it will prevent dust from spreading. It will still generate a lot of dust in the area from trucks and the plant itself.
All potential concerns outweigh any benefits the recycling plant has.
Please look into the proposed plant and weigh up all the concerns.
Thanks in advance,
Ryan Sabido

My three children have asthma as do many children and older adults. I do not want any recycling plant processing building and construction material operating right at the end of my street as this is detrimental to human health. I believe that this recycling plant will bring with it many illnesses such as asthma, lung cancer, heart disease, type 2 diabetes and development issues in children amongst other major illnesses.
The impacts of dust, noise and heavy vehicle traffic (324 movement per day) will be unbearable and is not the lifestyle that I anticipated when purchasing my land in Georges Fair in August 2012. I paid top dollar for my land and I will be spending a lot of money whilst building my dream home in Georges Fair.
I believe that their has been no formal Environmental Assessment submitted .
I spoke to Emma Barnet on 25/2/2013 from planning & infrastructure and asked if any environmental assessment was made on how this proposal would impact on both the environment and the surrounding RESIDENTIAL neighbourhood and I was told that no assessment was made yet. Emma's response was that the assessment would be done after exhibition of the proposal.
The details of the development sent last year to neighbours in George Fair show that the activities will not be carried out in an enclosed facility and will involve 324 heavy truck movements daily with 500,000 tonnes per annum of building and construction waste processing .
A recycling plant such as the one proposed with heavy industrial activity should be relocated to a suitable industrial zone. This heavy industrial activity appears totally incompatible with the residential, recreational and environmental land uses which now surround the development. In particular Council's efforts to reconnect the community to the river foreshore with the establishment of publicly owned bike paths and picnic areas along the foreshore will be dealt a severe blow as this heavy industrial type development will encroach right up to this public asset.
Kind Regards
Labiba Georgi

My family & I have worked hard all our life's to finally be able to purchase land & build upon it our new home, the location we selected to live our dream is Georges Fair Residential Estate Moorebank. Our dream looks to be on a downward spiral because of the purposed development Building Waste Recycling Facility to be constructed within a stone's throw of the Georges Fair residential development. I can't stress enough the disbelief this purposed development has even seen the light of day due to the close proximity to a major residential development for so many logical reasons it is insane I even have to bring attention to this ridicules situation. Unfortunately in this day & age government departments don't seem to represent the best interest of the people that vote them into office or the reason they exist, to represent the public's best interest.
Here we have an existing residential development that is growing with more & more families spending their life savings hoping to build their future at Georges Fair yet we have the powers that be planning to build a facility that should be as far away from populated areas due to the nature of the beast. I just happen to work as a tradesman in the construction industry & firsthand knowledge sets alarm bells ringing in my ears that pieces of paper on some consultant report on the mater won't ever cover. Building waste for example in the volume purposed for this site 75000 tonnes per annum will be mostly from demolition & within that demolition waste there will be materials that are deemed hazardous like asbestos it simply happens. There is no way an iron clad guarantee can be given this won't happen unless every partial of waste is inspected before transportation to the site.
Even ruling out the very high chance of hazardous waste content you have the impact the transportation of waste materials to the recycling facility will have on the surrounding area & just one truck without sufficiently covered load will cause havoc & what will be the outcome if that happens a simple fine. The dust from the plant is my largest concern even if systems in place like water sprays, undercover processing facilities because machinery fails & to think a company that needs to turn a profit will shut down operation while some infrastructure is undergoing maintenance is naive.
I simply ask this question of the powers that be who think such a proposal is warranted to move forward, what authority is going to take responsibility for the public health problems from air born partials from this plant located so close to a residential area & the impact transportation of materials on the surrounding info structure. The residential development Georges Fair is existing & land has been zones accordingly & council oversees these developments, the purposed Recycling Facility falls under government departments that from an outsider looking in only seem to do what the general public don't want.
Common sense doesn't go hand in hand with government, but surely the departments overseeing the rubber stamp for this development will relies the folly in such a development in such close proximity to residential land full of families, the government spends millions on anti-smoking campaigns yet here is a campaign to lower the health of the general public.

I am opposed to this application as I see it disrupting traffic flow along Brickmakers Rd and causing excessive noise to the residents of Georges Fair.
It will also impact on the viability of other developments such as a proposed marina on the current Benedicts site.
The traffic counts quoted in the report for Brickmakers Rd have been made when the road was newly opened and not used anywhere near the volume it now carries - and much less again to what it will take in future. Once these higher flows are established the ability of trucks exiting the site will be diminished greatly and there will almost certainly need to be signals installed that are going to further disrupt traffic flow.
Due to traffic taming measures there is very little heavy truck movement on this road, approval of this application will introduce a huge increase of heavy vehicle movement on the road from Newbridge Rd. I believe the noise walls proposed are going to remove the bushland view visible from large areas of Georges Fair - which may adversely affect house values there and impact resident's quality of life.
Future developments along the waterway will be affected as the site is an industrial complex in the midst of suburbia - recreational development such as marina proposals will be affected due to the proximity of the site, heavy truck movements and potential dust problems etc.

Proposed Waste Recycling Facility, MOOREBANK (MP 05_0157)
I ,as a local resident of Georges Fair, Moorebank, Object to this development for the following reasons;
* Future Health Implications (Concrete waste, asbestoes, unknown toxic particles produced)
* Potential risk of harm to residents due to increase of heavy trucks, especially children who ride bicycles in this local residential area
*Environmental damage to the Georges River, native flora and fauna
*Noise Pollution in area due to increase in truck traffic and facility
*Aesthetic Implications, this is a lovely area by the Georges River in Southwest Sydney, why damage this with a huge industrial facility
*Inappropriate Placement of Development. This waste facility just does not need to be here. There are other areas better suited to such a development. Areas that are not so closely located to family residential areas.
*Non disclosure of such proposed facilities by Local Council/ Government and Residential Development companies. As had i have been made aware that my children would be raised in an area breathing in such high risk/poor quality of air and dodging semi trailers whilst riding there bikes i would have never knowingly chosen to live amongst it.
I Object Strongly to this unfair development proposal.

The proposed materials recycling facility at Moorebank as it will generate heavy traffic & most importantly - it will causing a lot of health issue for my children.
The government should not allow any recycle business to be build so close to resident housing.

To whom it my concern,
I strongly oppose the application for a recycling plant in Moorebank.
The idea of having a plant so close to residential properties is ridiculous. The visual and air quality for the area will be greatly decreased, you just have to visit the plant currently operating at Chipping Norton to see the dust that is created. As for the water vapor reducing the dust please observe the waste management centre at Eastern Creek and observe how effective they work!
The traffic report is also outdated as it has no data in regards to Bushmakers Drive being open, at present there is already heavy traffic at peak times.
The application also keeps referring to Georges Fair to the Boral site, this I believe is to mask the fact that the boral site is now a residential estate of approximately 1000 homes. Also Benedict are in the process of closing down there plant and are presently decreasing volumes an have a DA to build a marina so comparing them is also misleading. Benedict also have direct access to Newbridge Rd unlike the recycling plant.
Page 7 of the proposal also states that `other recycling uses which may be established on the site at some point' what exactly are these and why not state them in the application?
The original public consultation was flawed in that most residents hadn't began building so they weren't notified by mail, ie we had no letter box so to say they sent a letter to everyone is a lie!
regards
.

I strongly object to this project. The area in which this facility is being proposed to be erected on is a RESIDENTIAL area. There are numerous issues associated with this proposal and I object to it for the following reasons:
1) There is no need for this facility. There are already numerous recycling facilities across Sydney, all of which exist in INDUSTRIAL areas. If there is a need for such a facility, a more suitable location should be found. For example, Chipping Norton Industrial Area.
2) There is already far too much traffic along Brickmakers Drive. Brickmakers Drive has become a very dangerous road already, due to the sheer amount of truck drivers who use this very narrow road dangerously. Every afternoon this road is already banked up with local traffic and if this facility is allowed to go ahead, congestion will become much worse. Brickmakers Drive was erected for LOCAL, LIGHT traffic; not this business. Brickmakers Drive should be closed for everyone, except local RESIDENTIAL traffic. There are only four entries to Georges Fair estate and this facility would impact all of them.
3) Many houses in Georges Fair have not even been constructed yet. How is this fair, for people who have purchased land, to see their land value drop instantaneously. Furthermore, existing residents, such as myself, now have to witness the same occur to their newly built homes. This was not what we signed up for. When I purchased my land in 2011, I was never made aware that such a proposal was even possible. No one, ever mentioned this possibility. If this was the case, I would never have purchased land, only metres away from what could possibly be Sydney's biggest recycling facility. I assure you that everyone else who purchased property at George's Fair is in exactly the same situation.
4) After reading the proposal NOISE and AIR POLLUTION are a major concern. 324 trucks daily cannot be good for any resident living in such close proximity to such a large facility; especially when considering these two issues. A large scale operation, such as this, operating six days a week, will without doubt add to the level of noise we are already experiencing. Brickmakers Drive is already too loud, and that's simply due to residential traffic. Furthermore, the various particles that will be in the air due to this facility cannot be healthy nor good for any of the local residents. The impact to local residents' health is without doubt the most important factor that needs to be considered. This facility is far too close to such a large residential area.
I strongly object to the proposed Moorebank Waste Facility and will ardently fight against its approval.

RE: Application 05_0157 - Moorebank Recyclers
I am writing to you to raise my objection to the proposed Moorebank Recycling Plant that is currently on display for public viewing within the Department Of Planning and has had its land rezoned to make way for its approval,
The Facility will be set in the heart of the already existing residential property estate of Georges Fair situated to its west, The proposed Mirvac Estate recently purchased from New Brighton Golf Club to its south and the residential complex that would be developed to its north on the land currently occupied by the Benedict group who has proposed a new Marina and residential complex developed on its land once they close the new finished sand yard.
This Development has the potential to cause so much harm and if any very minimal good,
The number of trucks delivering goods on a day to day would generate more traffic slowing down the already slow enough roads in the area and denying residents the ability to enjoy a peaceful life once which has been emphasised by the slogan used by the Investa organisation in selling the Georges Fair Estate "The Good Life", Pushing more cars into public residential areas and risking our children's lives as they try to manoeuvre quicker through the gridlock, not to mention the risk of trucks using residential streets to bypass the Nuwarra Rd/Newbridge Rd intersection.
Maddecks Avenue in the Georges fair Estate is already seeing a large number of cars bypassing through the estate to avoid the Nuwarra Rd lights during peak hour times, This road in particular as well as Christiansen Boulevard by pass 2 Public Parks that have children's play gyms and are 50k/hour zones.
There are numerous schools in the area also so the risk of injury to children and parents at school grounds due to the increase amount of trucks in the area is also a major issue.
The most horrifying issue is the dust that will be generated, even within the proposed specialised housing it would not be guaranteed to be kept from public harm, The risk of dust containing the deadly chemical Silica would be in the air for all local resident to inhale, Silica has cancer causing properties simular to asbestos, I ask all who reads this, Would you allow an Asbestos dumping ground in the heart of your own community, Let alone in the heart of 3 new estates? The dust caused is going to cause harm to young children and the Elderly especially with respiratory problems such as asthma but the main issue is that it has the ability to lay dormant in ones lungs for many years striking later down the track by causing cancer and other issues such as empyema one only has to think back to the case against James Hardy to automatically start to worry and to think we place all this emphases on stopping people smoking and introduced a carbon tax to reduced carbon pollution but still would consider a development such as the this recycling plant in the heart of 3 communities 1 that is already 2 thirds built.
The report currently states a study that has been conducted on the existing site run by the Benedict group. This report is not justified and I would say obsolete as the benedict site is set to be ceased to make way for the Marina and residential complex. Benedict Group already run a recycle yard in the area simular to the proposed yard this is located in the Chipping Norton Industrial estate away from residential harm, I ask the question why do we need a second recycle yard in a residential estate when there is one close enough by in an industrial estate.
The new development would continue noise pollution which was set to cease with the closure of the sand yard, background noise will become a bother to all residents in the area who purchased land under the assumption of living the good life.
The noise of trucks travelling along the artillery road to the plant will echo throughout the estates as they rev up and down the road, The high pitch squeal from truck brakes will be a nuisance to all residents within the surrounding area as well as constant noise from backhoes moving stock piles around.
The effects on Flora and Fauna in the area would also be great, One resident recently wrote on a forum of residents for Georges Fair that he had found an echidna in his backyard, This proves that there is native wildlife in the area and we would be destroying their homes to make way for this destructive complex,
When I purchased my property within the Georges Fair estate, I purchased land in a residential area that I was led to believe was a community of families and would be a peaceful environment "the good life" as it had been sold to me, I did not purchase land that would be a part of a new industrial estate.
This recycling yard is going to devalue all land around it in turn causing financial hardship to all residents within the estate who wish to sell up and escape this disgusting complex,
My street Speare Street currently has views of green nature at the end of it, Looking at the planned area of development for this complex, it will be built at the end of my street taking away the green views that are currently there replacing them with stockpiles of rubble and sending dust into my house, The house I had purchased to settle and live my life in.
I would like to voice my strong objection to this development and voice my loss of faith within the current state government and the department of planning for even considering this development I demand this development be stopped immediately,
I also demand any donations that have been made by Moorebank Recyclers Brent and any of its investors that have links to Moorebank Recyclers be publicly put on the website for all to see next to this development application.

Dear All
The proposed materials recycling facility at Moorebank is not acceptable.
When I purchased plot at Georges Fair from Investa, there was absolutely nothing on their (Georges Fair nor the Investa) website that described a proposed recycling plant capable of 324 (20 tonne) truck movements per day just meters from my street Maddecks Avenue. In fact there was nothing on Clarendon's website, the company that is building my home. In fact, there was nothing even on Liverpool City Council's website about a 500,000 tonne recycling facility to be built. What I was told by the land seller employed by Investa, at Georges Fair, was that the Benedict Sand Recycler was to be decommissioned and a Marina was to be built in its place nearby on the Georges River. The interested parties have known all along what would be happening and have duped all the residents.
Lack of communication to buyers/ residents on this matter only signifies the intention of deception in selling. You know why, because nobody would spend close to 700,000 dollars to be living near the biggest proposed recycling plant in Sydney? The honest answer must be "No".
Obviously this deal between the Recycler and State Government has been going on for decades.
My objection is described below:
1. Irrespective what the Recycler says: There is NO need for the project. It should be stopped by State Government and Local Government should rally on the support of their rate payers. There are many recycling facilities in Sydney's basin. It does not need another one with such environmental, health, aesthetic drawbacks. The project will employ only a handful of people when it is up and running yet operate 6 days per week in a family residential zoned community, devaluating property values, environmental damaging the Georges River and its flora and fauna, create great risk of injury to residents by the estimated 324 truck runs per day.
2. Visual Impact: It's a monster. Despite the trees. 30 meter high stack piles of bitumen, bricks, road base and other construction material with the real possibility of asbestos fibres. The sand piles currently can be seen from the Elizabeth Drive in Liverpool on the way down from Cowpasture Rd, along Elizabeth Drive heading into Liverpool. They look like icebergs. It's disgusting to know that our children are living here. The asbestos issue will land the Recycler in Court, and they'll get a small fine. But they won't care.
3. Air Quality: Real danger with the unknown particles throughout the air with open roof crushing occurring from 7am-630pm 6 days per week. What will we be breathing and wearing. It needs to be stopped.
4. Noise: The dirt, the smell, the trucks and the noise is only going to magnify 1000 per cent than what it is now. With 324 truck runs daily. Huge crushers to crunch the construction material into recyclable waste.
5. Traffic and transport is already pretty bad in the Georges fair estate. Brickmakers Drive we thought was built for the residents, only to find out now it was built for the trucks to access the recycling site. Residents have Brickmakers Drive or Maddocks Rd to exit onto Newbridge or Nuwarra Road respectively. Most of the houses are not even constructed as yet. The problem will become exponential once the recycling facility begins. The Brickmakers drive and the trucks will be considered a place of work for the Recycler endangering the residents with accidents. Claims will be made against the recycler. It should not be permissible to be a place of work for the Recycler.
You must understand, I would not have purchased and built in the Georges Fair estate if I had known that the Moorebank Recycler was even a chance of operating. I was advised that the Benedict Sand Yard would be decommissioned and a Marina built in its place, elevating the property value, making it a beautiful place to raise a young family so close to the heart of Liverpool.
It is a disgrace that we have all been deceived.

I strongly object to this project. It would severely impact on our quality of living and land value.
I have just bought land at Georges Fair Estate and will be building a new house there. We decided to live in Georges Fair because it's a nice area for us to raise our children because it is close to the river and next to bushland.
This development will increase traffic flow to the area, create noise and air pollution, obstruct the river views from our property and pollute the Georges River.
There are already so many industrial sites in the area. The Benedict sand and gravel recycling plant is right next to us. The Chipping Norton Industrial factories are accross the road and there's the proposal to build a intermodal in Moorebank as well. This will create a traffic nightmare in the area if this development goes ahead.
This development will turn a beautiful residential area into a dump. There is no place for a recycling plant in Moorebank.
I will leave you with this question, how would you feel if we built a recycling plant next you your home?

i have just bought a block of land in georges fair to start a new life and a beautiful new suburb... no traffic no noise. This news has come to a complete SHOCK to me and my family!

It's only going to magnify 1000 per cent. With 324 truck runs daily. Huge crushers to crunch the construction material into recyclable waste.

Local Government Councillors, Local Members for Parliament (Menai), the Premier, you all need to hang your heads in shame for allowing this debacle to carry on for 20 years and get to Environmental Assessment stage and you should stand up for the people that put you in your seat of power. Say "No" to the Moorebank Recycling Facility. It smells of corruption. Stop it being built for the objections I've raised

4. Noise: The noise when they built the round-about was horrendous on the corner of Brickmakers Drive and Christiansen Boulevard. The dirt, the smell, the trucks. It's only going to magnify 1000 per cent. With 324 truck runs daily. Huge crushers to crunch the construction material into recyclable waste.
Half the houses are not even constructed as yet. The problem will become exponential once the recycling facility begins. The Brickmakers drive and the trucks will be considered a place of work for the Recycler endangering the residents with accidents. Claims will be made against the recycler. I want Brickmakers Drive closed for heavy truck vehicles. It should not be permissible to be a place of work for the Recycler.
You must understand, I would not have purchased and built in the Georges Fair estate if I had known that the Moorebank Recycler was even a chance of operating. I was advised by Jacki Ari, the Benedict Sand Yard would be decommissioned and a Marina built in its place, elevating the property value, making it a beautiful place to raise a young family so close to the heart of Liverpool.
It is a disgrace that we have all been deceived.
