While the site provides an important community facility.
I object to the current size, height and intensity of the proposed development on the following grounds.
- The proposed building heights and locations are detrimental to the amenity of the surrounding existing dwellings. Building heights significantly reduce solar access to many surrounding dwellings by overshadowing. Building heights and sight lines and lack of screens significantly reduce the privacy and amenity of surrounding dwellings. Establishing buildings at these heights and setbacks is not in line with community expectations in this location and may set a precedent for future development.
- Increased scale and intensity of use. Surrounding properties are already affected by plant and equipment noise, artificial light leakage and staff and delivery noise outside of normal hours. There have been ongoing documented complaints submitted to council. The proposed intensification will further reduce the amenity of existing nearby residents.
- The local area has existing issues with stormwater disposal during prolonged or high rainfall events. On site detention is inadequate to address shortfalls in current council services capacity. This has been demonstrated by nearby stormwater drains back flowing to residential streets during the last flood events.
I believe the development should be reduced to a maximum 3 Storey height and further design changes to better address the privacy and amenity of surrounding residential dwellings

1. I am concerned about the risk of flooding as this project is being built on reclaimed land.
2. I am concerned about the increased volume of traffic that will be created, to add to the already increased volume of traffic that has been created with the completion of the new hospital. Lorian Way, the once quiet Kingscliff back street, has now become a thoroughfare for hospital traffic.
3. the height of the proposed buildings is above what is allowed for Kingscliff. If allowed to proceed this will be an unnecessary eyesore on the landscape and likely will devalue the surrounding homes.
4. The new entrance to the redevopment is in close proximity to my home, and I am concerned that it will be lit up and night and will hinder my sleep.
5. The new entrance will also increase the volume of traffic, day and night with staff, residents and visitors.

I disagree with the entry and exit to the development being on Lorien Way. I lived on this street for years and it is a residential street that is not equipped to deal with truck movements related to the demolition and building of the proposed development nor the projected significant increase in car movements expected from the 400 new residents living at the development. Beach street, Lorien Way and Elrond Drive are already experiencing a massive increase in traffic rat running around the new hospital and another development adding traffic to these 50km hour residential streets in only going to increase the the chance of accidents on these streets significantly. I believe the entry exit should be Kingscliff Street as it is currently.

I strongly object to the gross overdevelopment of this site.
Uniting are only providing 8 extra nursing home beds, so the majority of the development is solely a cash grab for Uniting and not contributing to the community. None of the extra senior living will be affordable housing.
1. Height limit. The Kingscliff community have been fighting for decades to preserve our height limit and keep skyscrapers away. The Unitng development grossly exceeds this for the sole reason of profit. The community feels very strongly about this as was evident at the community meetings. The Uniting plans highlights 2 buildings nearby which are 4 storeys, but I wish to point out these do not exceed the local height limit. Designing a multi storey Nursing home and senior living is gross negligence. When a fire alarm goes off and the lifts are not to be used how are clients able to be evacuated????
2. Flooding. This site regularly floods and by building up the land this will cause other areas and homes that do not flood to be inundated. No decission on this project should be made until NSW Government releases its full report into Building on Flood Plains. Also the carparks for the development will still flood. How will elderly residents shift their cars in an emergency.
3. Carparking. This has been grossly underestimated. At a recent community meeting this was pointed out to which Uniting replied " Elderly people dont drive and own cars" which was great by great fits of laughter from the elderly audience. It was pointed out there is very limited public transport, which is not safe, and medical appointments can be all over the region. There is no viable area for staff, visitors or residents to park when the carparks are full.
4. The gross oversize development. As previously stated there is no reason for this project to be this big except for greed. The community is strongly against this. New homes have been allowed to be built in adjacent development. These will be in almost constant shade and no privacy. I understand Uniting is a not for profit, but they are using this project for profit to fund other areas of their corporation, therefore should be subject to the same rules and consideration as other for profit developers. We have seen the debacle Unitng has caused at some of their other sites.

This proposal is a gross overdevelopment of the site which will negatively affect the amenity and liveability for not only the surrounding low rise houses but the whole of Kingscliff. There will be significant traffic impacts as the site is accessed by local roads which are already under pressure from cars parked all day, making these roads practically one way traffic at times. When local buses use the streets the traffic must stop to allow them to pass. This a a luxury apartment development masquerading as aged care and seniors housing, when in fact the number of extra beds for aged care will only be 8, and less than a quarter of the 199units will be low cost senior housing. The community are being duped by Uniting Care marketing all these units as assisted living, when the vast majority will be sold off to wealthy seniors. The height limit in Kingscliff is 13.9 metres, while the six 4 storey buildings all exceed this limit by more than 3 metres.

Im 6 generations Kingscliff, Chinderah area and I object to this horrendous development.

Kingscliff is already overdeveloped and high priced, not enough parking or infrastructure. This takes away the community/village feels and makes this another surfers paradise. What happened to the 3 storey limit? If we keep letting developers over develop there will be nothing left of kingscliff just a concrete jungle and light pollution.

Less animals, stars to see and over populated.

I fully 100% support this project , United Church have held this land for decades with the aged care/housing concept always being on the planning program. We have a desperate need for more housing locally and nationally, this project will free up houses as seniors downsize into this facility. If the project meets National Building Code requirements please make the approval process as streamlined as possible. Minimise the white noise and get it approved.

The redevelopment would be a negative impact on the character, fabric, amenity and liveability of Kingscliff. It is also a threat to the hard fought battle the community has undertaken, for the three story building limit. The traffic impact to Lorien way due to the development would be huge and negative. Over 50’s living developments are discriminatory against the younger generations of Australia. As all generations deserve equal opportunity to live in the places they love.

I have a number of concerns regarding the redevelopment of 24A Kingscliff Street, Kingscliff

Firstly, - which is my main concern, is the proposed height of the development. I initially moved to the area in 2010 and the main attraction at the time was the 3 storey height restrictions on developments. The last thing I wanted was to move to another potential Gold Coast. By allowing a 4 storey development I believe this is probably the beginning of the end of our lovely village like community. Normally such a development would have to be submitted to council for approval. The council has always stuck by their 3 storey limit. Why has the proposal gone straight to the NSW State Government by-passing the Tweed Council??

Secondly - the complex currently house 80 residents. This will increase to 320 and, of course, a significant increase in staff members. This will increase the traffic flow. There appears to be an entrance/exit on to Lorien Way which is already a narrow, busy street. On-coming vehicles cannot pass due to the many parked cars already parked there. The traffic numbers is already increasing due to the continuing development of apartments in the area and of course, the extra traffic created by our new hospital. It seems glaringly obvious that our current infrastructure will not accommodate this increase.

I urge this project be re-considered.

As a resident in a street which shares a boundary with the proposed redeveloped facility, I object to the project on the following grounds:
I object to the size of the development on the existing land footprint which is located in a residential area consisting of a low rise neighbourhood of single and two storey residences.
I object to the height of the proposed buildings which will overlook existing private residences, cause shadowing, will alter airflow and will remove the current visual amenity towards the sky.
I object to the increase of traffic this very large development will produce in the narrow local streets which are already congested with many vehicles parking on both sides of the street, with large buses and potentially large trucks turning on already damaged roundabouts and navigating through the congested streets.
I object to the increase in traffic noise that will eventuate from increased vehicle movements to and from this development, particularly during night hours.
I object to the flooding aspect of this development as the area in question has already experienced inundation without the extra overdevelopment of the current site.
I object to the development as presented on the grounds that parking for such a large establishment will be insufficient, as the increased number of residents and staff requiring parking will inevitably overflow into the adjacent already congested streets.
It is felt that the traffic and parking issues resulting from such a large development pose a definite safety threat in an existing residential neighbourhood with narrow streets, and that this development proposal does not fit with the character of the area.
This proposed development will negatively impact and alter the amenity of the surrounding streets, and Kingscliff in general.
Accordingly, please consider this objection from a resident who will be adversely affected by this development proposal.

Dear Sir / Madam,
I wish to submit a formal objection to this proposed project due to the following factors;
a) TRAFFIC - This development proposes to have its entrance in Lorien Way, Kingscliff. The roads (Beach Street & Lorien Way) leading into this housing estate are already congested with on-street parking and due to the narrow nature of these roads we already have existing traffic issues and road safety issues. I have personally submitted nearly 100 complaints since 2016 to Tweed Council and Transport for NSW as we currently have 80+ buses a day transiting this roadway in a north / south direction from 0500 - 2300 daily, on a road that was not designed to accommodate large vehicles and it cannot support two-way traffic flow. I have continued to raise concerns due to ongoing road safety issues. As a Fire Officer for nearly 30 years, I am certain there will be a fatality on this road in the near future, due to the excessive traffic and ongoing road safety issues.
The development proposes to have its entry in Lorien Way, this will create additional road safety issues with further heavy vehicles during the construction phase and then continue once operational with delivery vehicles associated with this development's operations, additional garbage refuse vehicles, potentially another 200 vehicles for residents residing in this development as well as additional traffic from resident's visitors entering and leaving the site. To assume that these residents will not have vehicles would be incorrect and underestimated. We would also have additional traffic from the staff entering and leaving the site which would further increase traffic on an already congested road that was not designed for this type of development or in fact the level of bus traffic already experienced.
b) NOISE - This development proposes a height that is not in character with the existing buildings as all surrounding dwellings are no higher that two stories. The height of this development will be an eye sore, creating shadowing on existing dwellings and removing any existing levels of privacy to surrounding dwellings.
Due to the height and increased traffic it will create a canyoning effect where noise will deflect off this development from road traffic and create an increase in noise for existing residents. We already have noise issues along Lorien Way, Kingscliff, due to the failure of Transport for NSW to have increased the bus traffic to approximately 80 per day without performing an evaluation of the current noise impacts to residents. Further trucks and vehicles will only further add to the noise and discomfort and issues already being experienced by residents.
c) OVERDEVELOPMENT - The size and scale of this development does not fall within current Tweed council guidelines and is not in character with existing residential dwellings. This development will only add an additional 8 aged care beds once completed. This overdevelopment is purely about building an excessive amount of units in the wrong location and is purely greed based. We have proposed major housing estates developments planned for the Tweed Shire (Kings Forest & Cobaki Lakes) where this would be better suited and could be integrated into the roads and traffic plan. Lorien Way residents and the community do not need nor support a development of this scale in this area. I am always supportive of development if it is properly planned designed and most importantly constructed in the correct area. This is certainly not the correct area for this type of development.
Finally, I wish to thankyou for allowing me to submit my objections to this project and I have attached a photo of the current and existing traffic issues being experienced already in Lorien Way, Kingscliff.

I object on the following grounds: 1 it is an increase in height limits for Kingscliff and will have a major impact on the surrounding homes in terms of privacy, noise, sun and solar power, traffic flow and increased traffic, 2. it will increase flood impacts on the surrounding homes and much of North Kingscliff, where I live. That site was flooded in the last flood and had no power, phone, internet. Generators for the elderly people ie lifts, lights, oxygen etc will again increase noise nearby. Raising the ground level will push the flood water to homes nearby which is not fair on those residents who purchased thinking they were safe in a flood in that location. 3. It will increase traffic on Kingscliff Street as the nearest access point to the M1, increasing the noise and vehicle types (trucks etc during construction, deliveries etc after completion). Kingscliff street is already very busy and noisy early and late in the day. This will be exacerbated, decreasing the amenity of our residence. 4. Every building site in Kingscliff brings in utes and tradies with trailers, trucks etc. They park EVERYWHERE. There is no amenity and access to property whilst building is occurring. When the hospital was being built, the TAFE, surrounding roads and hospital site were covered in vehicles. Two homes are being built near us. We have 14 extra vehicles parked around our home. Where are all these tradies going to park during construction? Lorien Way is a school bus route and has a child care centre in it. It has many young children riding bikes and scooters etc to get to school and home. The increased traffic flow, tradies parked on bus stops, across driveways, on footpaths will be dangerous for them. Don't say they won't do this. Walk around the building sites here now and check out the absolute disregard for the residents! My other main objection is the conflicting information being circulated about the actual increase in beds for the elderly. If this is just for rich retirees to get a home close to the beach, why is this being put through as a project of state significance? Are they really providing self-contained units for rich retirees or are they providing aged care beds for those in need? If it is actually providing aged care beds, why does it need to be in such a difficult location? Why can't they build in less built-up areas near the hospital or at Kings Forest etc? This is a site which is clearly not suitable for the suggested purpose and the small changes made so far by the developers in no way satisfy my concerns about the project.

I object to the Uniting Kingscliff Redevelopment project on the following grounds:

1) Height
The proposed height is completely inappropriate for a residential area. At almost 17 metres, this project will dwarf surrounding homes and create a visual eyesore.

2) Content
Only providing an extra 8 aged care beds is simply not enough. The demand for aged care accommodation is huge and an extra 8 beds does not justify the massive construction and traffic inconvenience. The entire project needs to be for aged care only.

3) Visual bulk
A construction of this size in an established residential area is out of step with community standards. It will degrade the lifestyle and liveability of the area.

Attn NSW Major Projects team, I formally object to this Uniting church development in Kingscliff.
* The project is a gross over development of the site and will cause unacceptable impacts to the local community.
*The project will have a negative impact on the character, fabric, amenity and liveability of the local area.
* The development would jam thoudands of traffic movements into a tiny suburban street, Lorien Way, causing unacceptable impacts on community.
* The site is on a flood plain and in 2022 was under water by 2-3 metres. Over development of this site will cause additional flooding to neighbouring low rise houses.
* The development violates the hard fought for 13.6 metre building height limit in Kingscliff.
* The developement is comprised of overpriced retirement condos, not actual aged care beds which the community would benifit from (only 8 actual aged care beds included).
* The community of Kingscliff are not, and do not wish to be, another over developed town like the neighbouring Gold Coast community.

As a resident who's back patio will back onto this proposed development I am unhappy about the works impeding my fence, the noise and lifestyle disruption
I would like a guarantee the works will not go outside hours of 7am -4pm or 6am - 3pm
Also only Saturday mornings, no night work or Sunday work
. We residents surrounding the site must have a reprieve
Our fences are wooden and quite old, you would need to reinforce or build new fences around your site to protect us from damage and any debris or risks of a building site
The Kingscliff beach village complex needs to be protected from both noise and fence damage
I think 3 stories should be the limit

I have a family member in care at this facility, hence my request for anonymity.
Initially I was in favour of this development until details emerged. The community and the government are being led to believe that this will impact the aged care crisis, when there are only 8 additional beds being provided.
This large development has their main driveway coming off a residential street, not a main road.
The development is surrounded by residential housing with a limit of 3 storeys, this is not keeping with the style of the local area. The fact that the majority of the development is for retirees should not override the existing planning restrictions. It will set a dangerous precedent, we have a huge retiree community here, will this allow any developer to slap on the retiree label to claim their development is of state significance and circumvent planning laws, turning Kingscliff into an extension of the Gold Coast.
We desperately need more aged care beds in our community, but this development is not the answer

I would like to raise concerns about the impact this development will have on our community. Aside from the disruption during the building phase, the further eroding of our village atmosphere will be devastating.
First and foremost, the recent opening of a new hospital and extensions to the local primary school have already exacerbated traffic, noise, and parking issues in our village. Introducing another large-scale development would only increase these problems, further disrupting the tranquility and quality of life for residents. The existing roads leading to the proposed site are already inadequate to handle the increased traffic flow, and the influx of cars accessing the development would only worsen congestion and safety concerns.
Moreover, our village prides itself on its close-knit community and unique cultural fabric. Introducing a multi-level aged care facility would drastically alter the character and livability of our village, potentially diluting the sense of community that we hold dear. The development would not only change the physical landscape but also the social dynamics, potentially eroding the bonds that tie us together.
Additionally, there are significant concerns regarding the environmental impact of this development, particularly on local flooding. The proposed site may exacerbate existing drainage issues, leading to increased flooding and damage to surrounding properties. As stewards of our natural environment, we must prioritize sustainable development practices that minimize harm to our delicate ecosystem.
In light of these concerns, I urge you to reconsider the proposed multi-level aged care facility development in our village. Instead, I encourage you to explore alternative locations or strategies that prioritize the well-being and harmony of our community. This is a gross overdevelopment of a residential site, all for just 8 additional nursing home beds. The other multi storey buildings are seniors retirement units , which Uniting Care are hoping to build under the guise of a nursing home. The site is on a flood plain, and planning for basement car parking is a disaster waiting to happen. The planned flood mitigation measures are also woefully inadequate.
The existing roads and roundabouts are inadequate for this proposal as surrounding residential streets are already full of parked cars making it hard for larger vehicles such as buses to negotiate.
