Penalty Notice issued to Lendlease Construction Pty Ltd (SSD-10416) City of Parramatta LGA
On 1 April 2025, NSW Planning issued a $15,000 Penalty Notice to Lendlease Construction Pty Ltd (formerly Lendlease Building Pty Ltd) for commencing construction work at the Parramatta Powerhouse project prior to 8am on Saturday on four occasions from June through August 2024. Compliance with approved hours of work minimises the impacts of noise on sensitive receivers. NSW Planning will continue to monitor compliance with conditions of consent.

These heritage buildings are unique in the City of Parramatta due to the direct and indirect connections held by residents of this community.
These buildings exemplify technological and socio-cultural elements, typical of early Colonial settlement. This statement may be supported more thoroughly by experts in the field however, as a past local resident, growing up in the Blacktown - Parramatta region, these structures hold significant personal value to me.
The importance of these buildings are significant to me as they are priceless evidence of people and place within the context of the historical period and location.
These building demonstrate the impact of heritage artefacts and construction, over time. From the initial purpose and use, to the adapted functions and interactions with the community, these buildings hold past and present memories of experiences to locals but also to our wider, Australian family.
More than just personal interactions and views, these structures hold significance to methods applied in their design and construction. This may serve a degree of value in relation to our understandings up until now but they may be further significant in their capture of qualities and expertise not yet determined but which may evolve with different perspectives, in the future.
Construction and development has evolved in and around the Parramatta region without disturbing these buildings, since the late 1800s. And the fact that they are prized and cared for with significant community effort and contributions elevates thier importance.
I have joined the ongoing, strong community objections and actions to stop the destruction of these priceless buildings.
As citizens, we are all responsible to participate in ways that will ensure fair and just government. I trust that our legislated processes will lead to choices that reflect genuine analysis and reflection of community needs and wants.
Further, I object to the construction of this Parramatta Project because of the concern that I have for health and safety of the Employees and community by working and visiting a flood prone Public Space. Issues of liability, building maintenance, degree of use during a flood episode, I expect, will increase costs beyond that which is usual of buildings in locations that are not in an area that is subjected to two sources of flood waters.
I object to the construction of this Parramatta Project because the process to evaluate the best location for a museum in Parramatta, did not include a range of other sites such as the Cumberland Hospital Precinct in North Parramatta.
I object to the construction of this Parramatta Project because the process to evaluate the best location for a museum in Parramatta, did not consider Parramatta Council vision for a public square at this Parramatta River site.
I object to the construction of this Parramatta Project because of my genuine concern for the potential of loss or damage to the collection. Since the time of this LNP Government's announcement for this Parramatta Project, it has been contingent to the closure of the Powerhouse Museum. This is unacceptable and unnecessary expenditure to record, package, store and then, create and transport displays to Parramatta or other Regional sites, as been communicated at this latter stage.
The Powerhouse Museum is also, significant heritage in Sydney. The Powerhouse Museum site is integrated and significant in the local landscape since the early 1900's. And today, it is a heritage and cultural venue of importance to the local and wider community for a multitude of reasons including educational purpose, tourism and public enjoyment.

I object to more of our Heritage being demolished for no good reason.
Leave the Powerhouse in Ultimo.
Willowgrove and Georges Terraces are historic, an asset to Parramatta.
Your govt has destroyed enough of this great western suburbs city. Your buildings to replace those demolished are overblown and ugly.
Willowgrove and the Terraces provide an opportunity to keep a green and historic space for public use near the river.
Please reconsider.
I grew up living around Parramattas history. For strangers to decide to demolish these buildings is immoral.
Reuse them in a tourism capacity. It is the right decision.

Willow Grove is so important to Women’s history in Parramatta. For over 3 decades Willow Grove was a maternity hospital that saw the births of many local babies, from the time of the Spanish Flu pandemic to the 1950’s and is so loved by the community.
As a school student walking past Willow Grove, I would often stop to gaze at this beautiful building and my friends and I would tell stories and imagine what it was like living there so long ago. To us it was a magical place. It breaks my heart to think that future generations will never see the beauty of this much loved building if it is destroyed.
Both Willow Grove and St George’s Terrace are heritage listed and one of a kind buildings in the CBD and to lose them would impact greatly on the community’s connection with heritage.
Please keep the Powerhouse Museum at Ultimo.
Create a museum and cultural precinct at historic Cumberland Hospital and develop a public square alongside the river.

a) it requires the demolition of heritage buildings
b) the site is flood affected and the plans to use the undercroft as a
de-facto flood detention dam are ridiculous - with predictions that
floods will become more frequent, this is a nonsense
c) the plans shown appear to constitute more of an event space than a museum
d) the proposal put forward by the Parramatta community to build a
museum within the Fleet Street heritage precinct MUST be considered.
This is a much more suitable site and will enable effective adaptive
re-use of the heritage assets of Parramatta
e) by utilising the Fleet Street Precinct instead of the currently
proposed riverfront site, Parramatta Council's previous plans for
riverfront activation could be realised.
f) enough of Western Sydney's heritage has been removed, damaged,
eradicated, sidelined and left in a state of disrepair. It is time more
than the 'grand' buildings were retained for the public.
g) there is no scope for future expansion on the currently proposed
riverfront site

It will be placed in a known flood zone
There is a better site at the Fleet St Heritage precinct to place a new museum
The museum should reflect t h e local heritage, especially our Indigenous peoples
It is destructive to demolish existing beautiful Willow Grove and the row of terraces on George St.
The Starw Government has displayed a lack of consultation with local community and residents of Parramatta; completely over ruling any input from us, while holding supposed consultation and focus groups, in a mere "ticking boxes gesture", rather than true community engagement strategies.
As a long time resident, and community arts and heritage consultant and advocate of Parramatta, I strongly oppose the building of the proposed Powerehouse museum on this site.

and history of the site which we believe, must inform whatever re-purposing of heritage buildings and spaces takes place there. It is a sensitive site and there are a number of stakeholders with a special and unique relationship to its mutiple narratives.
There has been at least 4 years of community consultation regarding the future of the site with Urban Growth NSW and now Infrastucture NSW are well aware of the site and we believe plans are in hand.

The State Government has destroyed so much of our heritage already including losing hundreds of trees for other projects in Sydney, an absolute disgrace. Bring on the election so we can get rid of this destructive Government. Saving our heritage listed buildings should be compulsory as I thought heritage listing meant saved forever obviously not.
I object to the Powerhouse Parramatta project because you are building a museum which show of our history and past yet two heritage listed buildings will be torn down. A disgrace that is Australia’s heritage not just Parramatta’s. I hope the green bans work.

In terms of both environmental and heritage preservation, I would expect that a far less important site could be secured for this project.
With few heritage sites remaining in the city it's important to retain them for the local community and as a valuable cultural resource.
I would hope that the NSW State Government would preserve them for future generations.

From the beginning, this project has flown in the face of communities both in Sydney city and Parramatta. It is a blatant example of government plans being completely out of step with the wishes of the people, and a complete disregard of expert opinion, such as the Powerhouse staff, who should naturally have been the chief advisors on any such project.
I urge your department to abandon this project and
• retain the Powerhouse Museum at the present Ultimo site
• desist in the planned demolition of Willow Grove and the George Street Terraces at Parramatta
As part of the Western Sydney community, I am not impressed by our Premier's patronising defence of the project: "One-third of NSW’s population is in western Sydney and they deserve to have an iconic cultural institution."
In fact, we are perfectly capable of travelling to the city and do not mind visiting cultural institutions such as the Powerhouse where they stand. We do deserve rather to have our heritage protected and wishes respected. I trust you agree.
