As a resident of Beuamont Hills, I have significant concers regarding the impact of this School expansion that will impose on our community, particularly in relation to traffic congestion, evniromental impacts and prioirtization of public education over private interests.
1. Traffic and Safety Concerns
- The proposed expansion will significantly increase the burden to the already congested local traffic. The School was established 30ish years ago. With the massive development of the area and population growth, the roads nearby are already sturggling with high traffic volumes, and further pressure will exacerbate delays and safety risks.
- As the mjority of students attending the School travel from outside the local area, the expansion will introduce more private vehicle trips, placing an unfair burden on local roads.
2. Strain on Public Infrastructure and Resources
- The local are has experienced significant population growth over the past 3 decades, with young families moving in and increasing demand of public services.
- With rapid population growth, the three local schools including IronBark Ridge Public Schoo, Rouse Hill High and Beaumont Public School are expected to expand in the coming years, further adding pressure to local infrasructure and educations resources. Public education should be prioritized to accommodate the growing local population, rather than allowing a private instituion that primaritly servindg students from outside the community to consume resources and impact traffic.

- Comparing with other private school e.g. William Clarke College and Rouse Hill Anglican School which both sit on the land of approx. 23acres, they only accomodate around 1700 students. For the Malek Fahd which only sits on a land of 10 acre but aims to host 1300, it is obviously over-crowded. The increased noise and school activities will negatively impact the well-being of the locals.
Giver these concerns, I strongly urge the Department to reject the scope of this expansion.

My family and I live on Carmargue Street in Beaumont Hills.
The Beaumont Hills campus of Malek Fahd school is situated on a single lane (in each direction) road which includes bus stops, child care facilities and our local shopping centre. The local traffic is already gridlocked each morning and afternoon in the area of Bridgewood Drive, The Rise, Mungerie Rd and Withers Rd up to the Commercial Rd intersection due to the close proximity of 4 schools including Malek Fahd. It is impossible for residents to get out at these times. and increasing student numbers so significantly in any of those schools will deteriorate this situation even further. The benefit of the other 3 schools is that they are on Withers Rd, so traffic seems to disperse fairly quickly in the direction of Commercial Rd. It is the traffic on Withers Rd heading in the direction of North Kellyville that is a huge issue as it bottle necks at the roundabout on Withers Rd and Mungerie Rd intersection due to the amount of traffic coming off Mungerie Rd from Malek Fahd and Beaumont Hills Public School. The other pressure point is the traffic that banks up going down The Rise and onto Bridgewood Drive. The amount of traffic currently is chaotic, and to increase this amount of traffic so significantly would be catastrophic to local residents. It will also make it impossible for buses to continue along Mungerie Rd during these times of day which will effect school bus routes as well as public buses for residents.

Loss of Privacy:
The proposed structure significantly overlooks my backyard, compromising the privacy my family and I like to enjoy on all days of the week. This proposed construction will leave us exposed and uncomfortable using our outdoor space Monday to Friday.
Visual Impact:
The proposed two-storey blocks is an imposing addition to the neighborhood, and its proximity to my property will drastically alter the visual aesthetics. The structure does not blend well with the surrounding environment, making it an eyesore just as the demountables do for my front yard.
Noise and Disturbance:
The proposed extension will result in increased noise levels, causing constant disruption to our daily activities. The noise is particularly disturbing during the day.
Potential Property Devaluation:
I am also concerned that the proximity and visibility of the new block may negatively affect the value of my property. The loss of privacy and visual impact could be deterrents for potential buyers in the future.
Increase in Traffic:
The current school already creates congestion on Mungerie and surrounding roads with parents/caregivers ignoring the road flow designs put in place and drive over existing private driveways just to get their child to school. This is only going to get worse with the school expansion.
Non-compliance with Planning Regulations:
I believe the construction may not fully comply with local planning regulations. I kindly request a thorough review to ensure all guidelines are being followed and to address any potential breaches.

I OBJECT the school expansion project! Its just too much, too big, too close to our backyard. Currently the noise level is high on school days and will be more loud with more students. We will not have privacy in our bedroom as it will be faced with 2- 3 storey buildings. As of the moment it is already traffic during school hours much more with more students. Lately I could hardly turn right from guardian ave to mungerie/withers to take kids to school or go to work. Traffic is so terrible because of the school drop off and pick up and I can't imagine how worst it will get after the expansion. I OBJECT THE PROJECT! It will ruin our Beaumont Hills community!

One way road in and out already congested and a busy area during school periods
Difficult to get in and out of Beaumont Hills onto Withers road and traffic is already horrendous

The proposed redevelopment of the school from primary only to primary and secondary schooling without upgrading the infrastructure around the school will push its limits beyond breaking point. Already, the congestion around the school is beyond what the roads (especially Mungarie Road)can take.
Given the proximity of my home to the school, the years of earthworks and construction noise would have a negative impact on my family’s and my standard of living. We moved into this neighbourhood as it was already developed. We did not want construction noise.
I also believe 3 storey school buildings will not fit in with the aesthetic of the neighbourhood. It is surrounded by family homes and the size of the building would impact the social aspect of the neighbourhood.
Having grown up in the Hills district, I have seen it change. Seen it progress into the multicultural hub it is now. These changes have been welcome. But only where they fit in with the neighbourhood.
Beaumont Hills cannot facilitate increasing the size of the school to the proposed development.

1) The report shows the lot size of the school is about 40000sqm, i.e. approx 10 acres and is aiming to increase the student intake to 1300. I've conducted research on the size and number of students of the other 2 independent school in post code 2155, i.e. William Clarke college (1800+ students, 23.6 acres), Rouse Hill Anglican College (1600+ students, 23 acres). Compared to these 2 schools, the school in Beaumont hills is over crowded. I am concerned about the resource the student can get and the noise level, which impacts the residential houses around.
2) A read into Appendix 9 - Traffic and Parking assessment. This report is dated as Apr 2024, the actual assessment, surveys mentioned the report naturally should be conducted much earlier. I didn't find a reference date unfortunately, however, I would reasonably argue they were completed in 2023. So what has happened in 2024? There were more companies including the NSW government asked the employees to return to office, and not only just 1 or 2 days a week, but 50% to 100% office days. Secondly, the metro extension to Sydney CBD finally released. Both changes would have brought much more people now to the road. So the road condition is different. What has been assessed in 2023 would not hold true for 2025! I am again concerned about the traffic flow, the noise level. Additionally, talking about traffic, if we are talking about 1300 students, the school only has one gate, which would not cope with the pick up and drop off car populations compared to the other big independent schools in this area.
3) Appendix 24 - social impact assessment. Again the statistics used in this report was from 2021 census, or 2023 police incident report etc. This doesn't reflect what has happened to this area throughout COVID and the hardest economic cycle in 2023-2024. There are way more incidents around theft, property damage, traffic accident under 2155 postcode. The peaceful environment will no longer exists with the years long construction and much more population coming to this community.
4) Lastly, how about the future increase of enrolment in the nearby schools? There are at least 3 schools nearby, i.e. Ironbark Ridge, Rouse Hill High, Our Lady of the Angels Primary School. They are public schools and systematic catholic school. Shouldn't we be more concerned about the growth planning of public school? Shouldn't the fund go more towards the public system?

Community Amenity and Character: The scale of the proposed expansion may alter the character of the local area, potentially affecting the residential nature of the neighborhood. Beaumont Hills is a tranquil and close-knit community, and the proposed school expansion threatens to disrupt its quiet charm. The increased activity and congestion will fundamentally alter the character of the neighborhood, making it less livable for residents who value its peaceful atmosphere. Increased activity levels could reduce the peaceful environment that residents currently enjoy.
Lack of Adequate Consultation: There has been insufficient engagement with the local community regarding the proposal. Proper consultation should be conducted to ensure that residents’ concerns are adequately addressed before approval is granted.
I respectfully urge the planning authority to carefully consider these concerns and request that appropriate measures be taken to mitigate the negative impacts before any decision is made on the proposal.

I am concerned with the expansion of the school and addition of a child care centre and out of school hours care, as this would increase the traffic levels and noise in the residential area. With the current enrolments, there is already a lot of traffic on surrounding streets (Whithers road, The Parkway and The Rise) the increased number of students would add to this congestion and for longer hours of the day as families access the child care centre and out of school hours care which operate longer hours. Currently traffic builds up on the street the school
Is located on as parents access the entry from both directions, many parking illegally on the road as there is no parking available, stopping in the middle of the street to let children out and conducting illegal u-turns to access the school. This will also increase, risking the safety of the children walking to neighbouring schools and waiting for buses along this road. The roads in the area are not equipped to handle the increase in traffic, there are not enough bus routes to transport the children to the school, there are no safe walking paths or pedestrian crossings near the school and with the added traffic from Ironbark and Rouse hill High on the already busy Withers road, the traffic is going to be a nightmare.

The roads in the area are not equipped to handle the increase in traffic, there are not enough bus routes to transport the children to the school, there are no safe walking paths or pedestrian crossings near the school and with the added traffic from Ironbark and Rouse hill High on the already busy Withers road, the traffic is going to be a nightmare.
