I am writing to formally object to the proposed expansion of this school. While I understand the need for growth and development, I am deeply concerned about the negative impact this expansion will have on the local community, particularly regarding traffic congestion, parking issues, and increased noise pollution.

Impact on Local Community: The negative consequences of this expansion are not limited to traffic and noise. This project could fundamentally alter the character of our neighborhood, which has always been a peaceful residential area. I am concerned about the long-term effects this will have on property values and the overall livability of the area.

Traffic Chaos and Road Safety: The expansion is likely to lead to a significant increase in traffic volume in an already busy area. The surrounding roads are not equipped to handle the additional flow of vehicles, particularly during peak hours when school starts and ends. This will not only cause delays and frustration for local residents, but it could also result in dangerous conditions for pedestrians, especially children, who walk in the area. I urge the council to carefully consider how this expansion will affect the safety of road users and pedestrians.

Parking Issues: The expansion is likely to exacerbate the already limited parking availability in the area. Many local residents rely on street parking, and with the anticipated increase in staff, parents, and visitors, this will put additional strain on an already overburdened parking situation. This will lead to even more competition for spaces, further congestion, and inconvenience for local residents.

Noise Pollution: Expanding the school will also result in increased noise levels, especially during construction and at times when the school operates at full capacity. The additional noise from construction, large groups of children during recess, and the general increase in activity will create significant disturbance to the residents who live nearby, some of whom rely on quiet surroundings for work or rest. I ask the council to consider the noise impact and to propose measures to mitigate this disruption.

In light of these concerns, I respectfully urge the council to reconsider or delay the approval of this expansion until a more comprehensive plan is developed, one that fully addresses these issues and explores alternatives that minimize the impact on the local community.

The roads can not cope as they are

There are a number of schools within close proximity
OLA- malek Fahad- Beaumont Hills public- IronBark Ridge, Rouse Hill High School.
All serviced by single lane roads . It’s terrible .
It simply doesn’t work and any expansion to this school is one clearly made with no care behind the local community

The traffic to get out of the estate on Whiters road is already absolutely diabolical and adds up to 20min plus to exit an already fragile road system as the outer roads are also grid locked. Expanding the school will increase traffic into the area during school time impacting residents trying to exit the already backed up around about.

An alternative solution even with an underground drop off situation will have the same negative issues as experienced on fox Valley road in wahroonga with Wahroonga Sydney Adventist that have attempted to use the same solution but does not solve the problem and only infuriates residents further.

Currently, it already takes over an hour to navigate the area around the school during morning drop-off and afternoon pick-up times. Expanding the school will undoubtedly bring more students, staff, and families into the area, significantly increasing the volume of cars. This added congestion could lead to even longer travel times, creating gridlock not only around the school but also on surrounding roads. With the current infrastructure struggling to support existing traffic levels, it is highly unlikely that any additional measures would sufficiently alleviate the situation.
With more vehicles on the road, the safety of students, parents, and pedestrians is likely to be compromised. Narrow roads, already overcrowded with cars, present a significant hazard, particularly during peak hours. Expanding the school without addressing these safety concerns would put our children at increased risk and add pressure to an already overburdened traffic system.
Expanding the school will require additional resources—both in terms of staff and services. Given that our local infrastructure, including healthcare, public transport, and social services, is already stretched thin, further strain could impact the quality of services available to the community. Additionally, there may be a need for further investment in roads and traffic management systems to accommodate the increase in people, which could divert funds from other essential projects or services.
More vehicles on the road contribute to greater air pollution and carbon emissions, which contradict efforts to improve environmental sustainability in our community. An increase in traffic congestion could also affect local noise levels, further diminishing the quality of life for residents living near the school.
Rather than expanding the school, I encourage the council to explore other option or a different location for the school.

The increase of traffic and noise will decrease the value of houses in the area and will be harder for my kid to go to school thru rush hours. He already needs to get out of the house at 7.30 to go to William Clarke College every morning. Government should spend more money to build up the roads here as they are not built for so many residents including the people at North Kellyville pancages. Traffic is a nightmare on weekdays. The expansion plan will cause big trouble for the suburb traffic , which is already bad. And will make a lot of noise for the residents. Our housing prices will also be affected by the explanation plan. The size is doubled compared to current school size, which is too much for a school that is sitting in a quiet , small community .

I have concerns on the extra pressure this project will bring to the local traffic and the additional noise it will bring to the local community and hence I object to the project.

Upon checking proposed plan on Malek Fahd Islamic School Expansion, the narratives on traffic is not in line with real life situation.As a local resident I am aware of the already-terrible traffic condition during school pick-up hours on Mungerie Road, as well as nearby intersection on Withers Road, both roads are clearly running over their capacity.

The expansion will likely add extra several hundreds of cars everyday to Mungerie road during peak hours and impact heavily on local residents. Without additional infrustructure to accomendate the expansion, this project is going to be a huge burden to the local community.

It is crazy for student enrolments to be tripled by this project (around 500 to 1500). There are neighbouring public schools (Ironbark Ridge and Rouse Hill High) that are both at around a 1000 student school (Rouse Hill High could be more). Has a traffic study been conducted at key periods before 9am and around 3.30pm? You will note that there is significant amount of cars in the morning turning right on Bridgewood Drive at the roundabout going up The Rise for the Islamic School. Cars coming from Ironbark Ridge/Rouse Hill High are backed up on Bridgewood Drive waiting to go over this roundabout. This proposal will then triple the amount of traffic. No thought has been given to infrastructure effects. The impact of this proposal will back up the traffic far beyond Bridgewood to the Ironbark Ridge roundabout and also then affect Withers Road traffic. At school drop off/pick up time, cars already use the other residential streets around Dainfern Street to bypass roundabout (going at speed). This project needs to be reduced in the proposal of student enrolments due to small suburb and the gridlock of traffic that this will create for the schools in the area. No thought has been given to the existing schools and traffic. You will be tripling the traffic in this area.

My objection to this project is because of the additional traffic that will impact greatly on the already heavily congested single lane road system in this area. Mungerie Road to which this school is located is a single lane road that connects to Withers Road that is in most parts still a single lane road with absolutely no indication of expansion in making it a two-lane road. Other entry and exit roads from this location are via single lane residential streets through Beaumont Hills. The other schools already in the area are growing in student numbers combined with the Kellyville Netball facilities and North Kellyville Square already make it a nightmare for all residents and other road uses.
I believe this project should be rejected at this time or at least placed on hold until the road infrastructure is improved to support any further ambitious projects.

I am opposed to the proposed extension. Please find reasons in attachment:
1 traffic congestion - massive disruptions on all roads in the area. Just not designed for it.
2 out of character for area
3 noise issue
4 pedestrian issue - 1300 students too many
5 should be located elsewhere due to proposed size.
6 not really needed, already 4 schools within 1 km radius, and international school not much further.
7 only 1 way in and out of the school off a greatly already impacted road system

NSW Project Planning need to consider the infrastructure availability to support growth projects. Currently there is huge traffic in the area impacting not only Mungerie and Withers road but also surrounding roads especially during school drop off and pick hours. NSW Project planning need to increase more lanes on both the Mungerie and Withers Road to support this growth of 3 times the school limit size. Understood that there are parking and underground facilities created inside the campus to support the school, however, it will not mean that there is no increase traffic on the road. People are suffering daily in this area during school drop off and pick off and the road infrastructure isn't there to not only support the current needs let alone future growth.

We refer to your letter dated 09 January 2025.
In summary, we Object and this proposed development should be refused consent. We outline our reasons for Objection as follows:

1. Noise pollution
The proposed development would generate noise as result of increased traffic activity during morning drop off times 7-9 am and pick up from 2:30 PM -4 pm; as well as noise from A/C units. This would adversely affect the quality of life for old residents in this predominately residential area. A noisy expanded educational facility may be detrimental for local residents and impact their visual and acoustic privacy, which it will further restrict their ability to enjoy a comfortable quiet peaceful life in these 300 houses residential local catchment of Beaumont Hills

2. Safety and Traffic Hazards
The proposed design creates significant safety and traffic hazards that pose an unacceptable health and safety risk to children, parents, pedestrians who use the footpath for morning and evening walks and for motorists on the narrow Mungerie Road.

3. Parking Insufficiency
The provision of limited parking for car spaces is inadequate to cater to the needs of staff, parents, and visitors with the existing streetscape. Even at present parents are parking cars in front of our house and in our street in the afternoon to pick up their children. There are very limited car parking spaces for parents and visitors, which will be insufficient and cause traffic chaos and congestion in the neighbourhood.

There would be increased traffic of approximately hundreds of vehicles in morning as well as in the afternoon.

This will create unacceptable impacts on residents, and random street parking will dominate the streetscape. There are significant errors and omissions in the traffic study attached in the DA application (e.g., Term and duration of parking surveys done over weekend only, proposed approach etc).

No alternative vehicle access road has been proposed, contrary to SEEP development guidelines for Beaumont Precinct. These additional vehicle movements will create traffic conflict and adverse impacts on the available parking amenities in the area.

Additionally, there has not been a comprehensive and “Detailed Traffic study” to assess additional traffic volumes and their potential impacts.

The situation would gradually worsen in future when this expanded development is allowed. No future traffic modelling has been undertaken to fully understand the impact due to increased “Traffic” volumes and traffic congestion it would create in the local area and narrow Mungerie Road. This proposed development will generate additional vehicular movements which are not capable of being catered for by the existing road system in this locality. This proposed development does place unnecessary demand on local infrastructure.

Traffic design check and Traffic report prepared to support the proposal to quantify potential impacts on the surrounding land uses and fails to demonstrate how impacts on amenity will be minimised. The submitted Traffic design and Traffic report also fails to address how the proposed variations to existing parking rates and demonstrate that:

• the amenity of the surrounding area will not be affected
• there will be no impacts on the safe operation of the surrounding road network

4. Odours
There would be significant issues with odours originating from day-to-day education activities and necessities. This includes food preparation as there will be food prepared on site for expanded canteen and garbage and sewage from use by High School children and staff.

5. Incompatibility with Surrounding Environment
The proposed development does not integrate with the existing residential environment and is unnecessarily obtrusive in terms of size, bulk, height, and the amount of landscaped area provided. The scale and intensity of the proposed development are out of character for a residential area, and do not comply with national educational facility guidelines. The proposed scale of development is far excessive in terms of available area.

The existing locality is characterised by a mix of recently constructed one and two storey dwellings,
within recently subdivided land and existing rural residential land holdings. The proposed development does compromise residential amenity of adjoining residential dwellings.

Furthermore, it is not on located on a prominent Street Corner or on land in Zone B1 Neighbourhood Centre that is adjoining to public open spaces or in a dedicated Educational Precinct.

6. Emergency and evacuation procedures
As this development falls within Bushfire zone, this proposed development could adversely impact the safety of neighbourhood for safe evacuation and access by emergency vehicles or while occupants are evacuating in case of a Bushfire event. There is no emergency exit point considered in the proposed development.

Granting approval of Malek Fahd Islamic School Expansion (SSD-56264716) would set an undesirable precent for future applications that are out of character with the area and likely to be detrimental to the amenities of the residential locality. For these reasons, approval of Malek Fahd Islamic School Expansion (SSD-56264716) would not be consistent with orderly and proper planning.

As a local resident within close proximity to the Malek Fahd Islamic School (on and around Guardian Avenue), I object to this project on the basis that the substantial school growth to accommodate a proposed nearly tripling of student population will dramatically increase traffic flow in the area, that already experiences heavy congestion now. Local traffic is already a problem resulting from established schools on Withers Road and significant developments at North Kellyville Square. In the near future this will be further compounded by commitments made to Transport Oriented Development (TOD) near local metro stations. Beamont Hills has small residential streets unable to support this volume of traffic. My immediate neighbourhood already experiences difficulties, unable to enter or exit their properties during the peak school start and finish times. Due to the current traffic, poor/dangerous driving practices (eg illegal u-turns) are already commonplace. Additionally, such an increase in student population will inevitably bring noise to surrounding properties. The double storey constructions will be visible from my street frontage and combined with the removal of large established trees will sadly impact the visual amenity of our neighbourhood. The local neighbourhood and infrastructure is unable to support development of this scale; both the period of construction and the resulting expansion would subject the community to excessive and unreasonable disruption.
