On a personal level this development will have a devasting affect on me. How can the State Government and the Department of Planning show such disregard for its people and favour an outrageous plan. We are a new communtity with older people such as myself and young families one of which is my own grandaughter. Do I want her to be exposed to possible harm !!!! is the State Government and Department of Planning prepared for the backlash should pollutants be found in the air or our wonderful river be subject to possible harm. Are we not trying as a country to improve our waterways and air quality.........maybe our PM who is in France discussing this very subject be asked to come to our assistance.
I am disgusted that we the people have been so ignored and set aside for this might I say "dodgy" company. I as are others am prepared to protest/ create civil unrest whatever it takes to stop this project to go ahead. Why oh why were we allowed to spend our life savings and build here if the government both local and state knew that this horrendous project was going ahead. Was we all lied to ??? or just not told the truth.

I object to a resource recovery facility being located in the proposed location. It is too close to residential properties and the dust, noise and traffic will have adverse affect on residents.
I also object to it being located adjoining the Georges River due to the pollution runoff likely to occur. The Georges River is a beautiful natural icon in the area that should be preserved as best as possible for all to enjoy in the future.

I like to recycle but this proposed concrete recycling plant in the wrong location. Times change, the area is now residential full of young family's and on the banks of the lovely George's river.
Does the government want to improve the country leading state of NSW or turn it to crap whilst bowing to big business with money to donate and threatening the health and well being of thousands of residents and VOTERS.

Our children are the future of this country. Their health and well being is vital not just now but for the future.
Any intelligent person would know what this recyclers plant will and is doing to the people, the children, the environment, the river/waterways and this ever growing community. Stop living in the dark ages and with your head in the sand. Stop hiding behind lame excuses. Stand up and make a decision to move this plant in a location that doesn't hurt us, the people, the children, the community and the environment.

I am strongly opposed to the development of a recycling plant right beside homes and a river system already in a fragile state and in need of repair.
The fact that a noisy, polluting industry is being allowed to be built beside homes is astounding and I cannot believe the Department would allow such a development to occur, given that the citizens in the area so vocally and greatly object to it being built! The added truck traffic and particulate mater that will pollute the air above our homes (by the added trucks and recycling plant) is not welcome in Moorebank. If it was such an acceptable application for the Department's consideration, would those making the decisions choose to live right beside this plant? I think not!!! Empathy is need here because common sense seems to not have prevailed.
I strongly oppose the application of a 5 year lapsing date for the approval of the recycling plant, due to the added uncertainty, disruption and angst of having such a monstrosity built in our neighbourhood. Prolonging the building process creates uncertainty as to the likely negative impact to our local environment and to the value of our homes. How am I to sell my property and get a fair value, if such a construction is allowed to drag out, with potential buyers unable to ascertain the true (and surely devastating) impact of this development?
Why is this development allowed to occur so near to homes, given that thousands in my local community have come out in protest against it? Will submissions like this one and the wishes of the community who will have to live next to this recycling plant, even be listened to and taken on board? Or is this process simply an attempt to provide natural justice and 'due process', with an already determined outcome on the other end?
I cannot stress enough how angry and devastated I am at the Department's approval of the Moorebank Recycling Facility and am totally opposed to the application to further draw out this development process. Citizens need certainty and cannot live with the stress longer than we have to, that this facility is currently causing.
Please reject the proposal and overturn the approval of this facility all together!

As a member of the public whose health will be adversely affected by this ridiculous attack on the citizens of Moorebank and beyond, I would prefer that the project never commence.
My hope is that the elected governments, who are charged with the protection of those who elect them, will finally see sense and reverse this monstrously incompetent decison long before the five years now being requested. Those charged with the planning request have already bent over backwards to accommodate this development, so I doubt they will do anything to upset the rape of our environment.

Obviously you Councillors don't live in Georges Fair or there would be no need for us all to complain. There is no way YOU would jeopardise your family's health nor would you disrupt you travel conditions which will be greatly affected by this proposal. The Depot has had enough time to get approval and if it has not been approved by now (hopefully) another 5 years won't change our minds, in fact there would be even more opposition to them. Everything about this plan is wrong and there was never any consideration given to the residents surrounding this facility. This is a residential area, when purchasing our land there was no mention of any further recycling development, in fact there was only the mention of the Marina to be built. THIS we approve of, but we hope we will still be here by the time you sort everything out because if this goes ahead, Georges Fair could well turn into a ghost town.

I STRONGLY OBJECT TO THIS DEVELOPMENT FOR THESE REASONS:
TRAFFIC: Multiple issues remain with the safety of vehicles entering and exiting the site, both during construction and (if approved) during operation. During construction, trucks will access the site by turning left from the right lane of a three-lane road, daily, from 10am-3pm. These times will be unpoliced and will impact on a major arterial road. Medium rigid vehicles are expected to turn from the centre lane of a three-lane road to access the site, without escort. This is unsafe with multiple vehicles travelling in the left lane to turn into Brickmakers Dr. No warning will be given to vehicles that a large truck will cut them off a dangerous manner. Brickmakers Dr has a 5-tonne limit on the entire road. Trucks intending to access the facility are not permitted to use any portion of Brickmakers Dr. Trucks exiting the facility will use Brickmakers Dr via a stop sign. Heavy vehicle movement, at speed, under stop sign conditions, is blatantly unsafe and unpredictable for vehicles travelling along Brickmakers Dr and local pedestrians. No protective measures can be implemented to ensure heavy vehicles do not turn from Nuwarra Rd or Maddecks Ave into Brickmakers Dr. Traffic studies assume 5-6% heavy vehicle traffic on Brickmakers Dr. This road now has a 5-tonne limit and heavy vehicles are not permitted passage.
NOISE: Moorebank Recyclers argues that the current Benedict Sands site (Tanlane) should not be considered residential, even though it is currently zoned "residential", because there is no "guarantee" the area will be residential in the future. Plans for the Marina and residential development are currently with Liverpool City Council, which thoroughly supports the residential development. It is insufficient for Moorebank Recyclers to argue that there is no "guarantee". The zoning is relevant rather than approval for a particular development. The revised Acoustic Impact Assessment admits that there will be an increase in traffic noise (to an area with significant traffic noise already). Construction noise levels for the shorter term upgrade of the driveway and ramps will exceed criteria at future residences within Georges Fair and Tanlane. The projected noise level data should be ignored, as the levels predicted have all been exceeded in current/actual figures.
SILICA DUST (HEALTH RISKS): Published information shows serious health risks caused by continual long term exposure to small dust particles, particularly for children. Containment of dust particles cannot be adequately managed manually by watering stockpiles and truck tyres. The crust on stockpiles is easily eroded in medium to high winds and dust will be spread across Georges Fair and the Georges River. Dust spread from the high volume of trucks moving around the site on a crushed concrete surface, along with excavators shifting stockpiles, will spread dust which will not be contained simply by watering.
EFFECT ON PROPERTY VALUES: Studies on other potentially hazardous surrounds (such as high transmission power lines) to residential properties reveals discounting of up to 30% of market value. Such a decrease would have devastating financial impact on all residents. Part of the site will be visible from the Georges Fair housing estate and this will have a negative impact on property values.
ASBESTOS (HEALTH RISKS): Government waste policies state the detection of asbestos is an ongoing problem and challenge for the C&D waste recovery market. It warns that "recovery operators who adopt the most stringent testing regimes and make all possible effort to avoid any asbestos coming onto their sites cannot fully guarantee there is no asbestos fibres in their final products" (Department of Environment, `Construction and Demolition Waste Status Report', 2011).
SUITABILITY OF THE SITE: The `Preferred Project Report' falsely claims there is no evidence that Benedict will cease operations, despite a DA submission indicating their intention to cease operations. Liverpool City Council has determined that having a materials recycling facility at this site is not compatible with the existing and future land use pattern, which is predominantly residential development, environmental conservation and public open space. Moorebank Recyclers has had a materials recycling facility approved less than 20km from this site, in a zoned industrial area in St Peters, which negates the need for this facility. The facility has the potential to expose residents to odours, silica dust, asbestos and other dangerous particles. Moorebank Recyclers commits to "operate the MRF in a manner which is sympathetic to the amenity of the area". However, it is impossible to operate the facility in such a manner, given its residential and recreational areas.
STOCKPILE MANAGEMENT: The `Preferred Project Report' states "all aggregates will be kept damp". This is impossible to achieve at all times. The report claims spraying water on stockpiles will prevent dust emissions. The site is in a strong-wind area. Video will be shown at any future PAC meeting demonstrating the impact of strong winds on stockpiles. The report fails to address the risks with transporting the stockpiles around the facility and to and from the facility. The report refers to the "inherent moisture of the material". It is absurd to suggest that building material is inherently moist when it is generally dry material that is likely to be blown around during windy weather.
RECREATIONAL USE OF THE GEORGES RIVER: This project is inappropriate for the local area, now and in the future. There is no intention by Moorebank Recyclers to develop and open up the foreshore for public use. This facility will destroy the amenity of the local area whereas the Marina proposal will beautify the foreshore and is in keeping with the residential nature of the area.

STOCKPILE MANAGEMENT: The `Preferred Project Report' states "all aggregates will be kept damp". This is impossible to achieve at all times. The report claims spraying water on stockpiles will prevent dust emissions. The site is in a strong-wind area. Video will be shown at any future PAC meeting demonstrating the impact of strong winds on stockpiles. The report fails to address the risks with transporting the stockpiles around the facility and to and from the facility. The report refers to the "inherent moisture of the material". It is absurd to suggest that building material is inherently moist when it is generally dry material that is likely to be blown around during windy weather.
RECREATIONAL USE OF THE GEORGES RIVER: This project is inappropriate for the local area, now and in the future. There is no intention by Moorebank Recyclers to develop and open up the foreshore for public use. This facility will destroy the amenity of the local area whereas the Marina proposal will beautify the foreshore and is in keeping with the residential nature of the area.
WITH REFERENCE TO THE `PREFERRED PROJECT REPORT',
I STRONGLY OBJECT TO THIS DEVELOPMENT FOR THESE REASONS:
TRAFFIC: Multiple issues remain with the safety of vehicles entering and exiting the site, both during construction and (if approved) during operation. During construction, trucks will access the site by turning left from the right lane of a three-lane road, daily, from 10am-3pm. These times will be unpoliced and will impact on a major arterial road. Medium rigid vehicles are expected to turn from the centre lane of a three-lane road to access the site, without escort. This is unsafe with multiple vehicles travelling in the left lane to turn into Brickmakers Dr. No warning will be given to vehicles that a large truck will cut them off a dangerous manner. Brickmakers Dr has a 5-tonne limit on the entire road. Trucks intending to access the facility are not permitted to use any portion of Brickmakers Dr. Trucks exiting the facility will use Brickmakers Dr via a stop sign. Heavy vehicle movement, at speed, under stop sign conditions, is blatantly unsafe and unpredictable for vehicles travelling along Brickmakers Dr and local pedestrians. No protective measures can be implemented to ensure heavy vehicles do not turn from Nuwarra Rd or Maddecks Ave into Brickmakers Dr. Traffic studies assume 5-6% heavy vehicle traffic on Brickmakers Dr. This road now has a 5-tonne limit and heavy vehicles are not permitted passage.
NOISE: Moorebank Recyclers argues that the current Benedict Sands site (Tanlane) should not be considered residential, even though it is currently zoned "residential", because there is no "guarantee" the area will be residential in the future. Plans for the Marina and residential development are currently with Liverpool City Council, which thoroughly supports the residential development. It is insufficient for Moorebank Recyclers to argue that there is no "guarantee". The zoning is relevant rather than approval for a particular development. The revised Acoustic Impact Assessment admits that there will be an increase in traffic noise (to an area with significant traffic noise already). Construction noise levels for the shorter term upgrade of the driveway and ramps will exceed criteria at future residences within Georges Fair and Tanlane. The projected noise level data should be ignored, as the levels predicted have all been exceeded in current/actual figures.
SILICA DUST (HEALTH RISKS): Published information shows serious health risks caused by continual long term exposure to small dust particles, particularly for children. Containment of dust particles cannot be adequately managed manually by watering stockpiles and truck tyres. The crust on stockpiles is easily eroded in medium to high winds and dust will be spread across Georges Fair and the Georges River. Dust spread from the high volume of trucks moving around the site on a crushed concrete surface, along with excavators shifting stockpiles, will spread dust which will not be contained simply by watering.
EFFECT ON PROPERTY VALUES: Studies on other potentially hazardous surrounds (such as high transmission power lines) to residential properties reveals discounting of up to 30% of market value. Such a decrease would have devastating financial impact on all residents. Part of the site will be visible from the Georges Fair housing estate and this will have a negative impact on property values.
ASBESTOS (HEALTH RISKS): Government waste policies state the detection of asbestos is an ongoing problem and challenge for the C&D waste recovery market. It warns that "recovery operators who adopt the most stringent testing regimes and make all possible effort to avoid any asbestos coming onto their sites cannot fully guarantee there is no asbestos fibres in their final products" (Department of Environment, `Construction and Demolition Waste Status Report', 2011).
SUITABILITY OF THE SITE: The `Preferred Project Report' falsely claims there is no evidence that Benedict will cease operations, despite a DA submission indicating their intention to cease operations. Liverpool City Council has determined that having a materials recycling facility at this site is not compatible with the existing and future land use pattern, which is predominantly residential development, environmental conservation and public open space. Moorebank Recyclers has had a materials recycling facility approved less than 20km from this site, in a zoned industrial area in St Peters, which negates the need for this facility. The facility has the potential to expose residents to odours, silica dust, asbestos and other dangerous particles. Moorebank Recyclers commits to "operate the MRF in a manner which is sympathetic to the amenity of the area". However, it is impossible to operate the facility in such a manner, given its residential and recreational areas.
